UNDERSTANDING DEVELOPMENT POTENTIAL BY DE-RISKING HERITAGE As Hong Kong continues to embrace its modern architectural heritage, more buildings and structures are being recommended for grading assessment. An increasing number of proposed development sites are therefore subject to some form of heritage controls and conditions, which may impact development potential. Purcell has worked closely with a range of clients from an early stage of the development process to ensure a successful outcome, including supporting the following: • • • •

Evaluating development potential Appraising the adaptive reuse potential of existing buildings Advising on the added value and enhancement of historic assets Land sale tender submission.

Projects with a heritage interface are continuing to benefit from specialist heritage consultancy. Our in-house consultants are expert at working in the historic environment, helping you to manage sites, apply sensitive change, and maximise financial and design viability.

Why is early-stage heritage advice necessary? In short, demystifying and managing risk. Heritage doesn’t need to be complicated. Purcell is well versed in dealing with the heritage bodies, including AMO and CHO. We can identify the risks with obtaining statutory approvals and make recommendations for mitigating such risks, as well as resolving requirements of imposed planning or lease conditions. We can assess a site’s special architectural and historic interest through the heritage values it possesses. We provide an assessment of the attributes that add to or are detrimental to its significance. Our consultants have a deep understanding of place, which is identified through research history, fabric, and character, and can

provide a baseline for further development. Where an existing asset is retained, our help and advice at an early stage can enable you to identify areas that have higher capacity to accommodate change. Purcell can support you to achieve your vision for the site by developing guidance that can be understood by the heritage body, such as conservation management plans, masterplans, and heritage design guides. Collectively, these guides inform future development to provide high-quality environments that will, in turn, form cohesive communities that embrace the cultural significance of a place. Our work in this field has been recognised at the highest level, demonstrated by our awards from organisations including UNESCO, HKIA, QBA, and RIBA you can read more about projects that have benefited from early stage hertiage advice at www.purcellap.com
