Refreshed and ready to face a new challenge ALREADY the General Election feels like a long time ago. It was a remarkable and unpredictable result. Even the day before the election, you could have got 13/2 against a Tory majority. If you’d said to me six months before the election that there would be a huge last minute swing to the Tories for fear of the SNP, combined with the fact that Ed Miliband would not be able to control them, and that this would lead to a Tory majority, I would have laughed. If you’d further said that despite all of this UKIP would still get 4 million votes, I’d have bitten off your hand. Whilst the system may be stacked against us, as the UKIP vote crosses all of the traditional class divides, we should be very proud of the 4 million votes that we achieved. It marks another huge milestone in our growth to being a major party. Clearly as the 330 Conservative seats each took 34,244 votes, one UKIP seat for nearly 4 million is ludicrous and reform is definitely needed. One of the big surprises of the campaign was how well UKIP did in the Midlands, the North and in Wales. We hit the Labour vote harder than many believed possible and that helped the Tories get a majority. A situation that our tabloid press simply cannot comprehend. I regret nothing about the campaign and am ready for the next great battle. From my own point of view the result was disappointing as I tried as hard as I could in South Thanet. However, there was a wonderful consolation prize in that 33 UKIP Councillors have been elected to Thanet District Council and it is the first authority in the country that we are in charge of. I wish Council Leader Chris Wells all good fortune and will be there to help him whenever called. But even better, we now have a referendum on EU membership, something that I have spent over 20 years working towards. Be in no doubt: this referendum would not have happened without UKIP. Already the establishment forces are lining up: giant corporate businesses who

just love the EU. Even Sir Richard Branson has appeared on television backing a Yes vote and suggesting that joining the Euro is a good idea. What is for certain is that a Yes vote will take us further down the road of political integration and that a No vote is the only way to stop us losing our identity. And in this referendum battle, UKIP has a key role to play. We are the only eurosceptic group with

a grassroots movement. I will be travelling the country from the first week of September up until the referendum in a large series of public meetings. But we need you, the People’s Army to help in any way you can. We will need you to support our meetings, to deliver leaflets and to put up posters when the time comes. Our Jonathan’s Brexit song hits the right note

NOT content with leading the pack with its Say No Campaign, one UKIP branch chairman is heading for the charts with a referendum-themed Brexit song. International pianist and broadcast media composer Jonathan Starkey (pictured below) – who also happens to be UKIP Ellesmere Port & Neston branch chairman – composed, recorded and released Brexit The EU Exit Song hoping it will help spread the Say No message in advance of the referendum on EU membership.

Already winning positive responses with its catchy chorus and easy to remember lyrics, it is available on all music download and streaming sites. Jonathan says: “The song examines a breakdown in a relationship and the words reflect the UK position with the EU serendipitously and the anti-EU sentiment that prevails across the UK. “I hope everyone enjoys and shares it and that we achieve our objective which, nice songs apart, is to leave the EU.” l If you can use a copy of the track for you campaign, with or without vocals, contact Jonathan on ukipepn@gmail.com

Nominations open for six vacancies on National Executive NOMINATIONS for membership of UKIP’s National Executive Committee have opened. Each nomination must be made on an official form which requires brief personal details and the signatures of a proposer, seconder and eight assentors. Candidates should submit a personal statement of up to 150 words, a recent photograph and a non-returnable deposit of £100. Nomination papers and rules for the election are available from UKIP Head Office from August 8. Apply to Head Office in writing or by email to candidates@ukip.org. The closing date for receipt of nomination papers is 5pm on Monday, September 14, 2015. The next edition of Independence will include an insertion containing ballot papers and details of candidates, and the count is scheduled to take place on Thursday, October 30, 2015. All Party members in good standing are entitled to seek election according to Section 7 of the Party Constitution. Party members who are paid service providers or employed by UKIP or UKIP

MEPs may stand for election but, if elected, must resign from their paid posts. According to the Party Constitution, the Party’s MEPs are not entitled to stand but have separate representation on the NEC. With this exception, retiring members are eligible for re-election. The NEC has 12 elected members who normally serve for three years, with one third of the members retiring each year. This year,owing to earlier retirement, the positions open are those of Alan Bown, Piers Wauchope, Mick McGough, Tom Bursnall, Raj Chandran and George Curtis Of the six candidates to be elected, the top four will serve until 2018, the next two for one year only taking them to 2016.

Chairman Chocks away: the Battle for Britain has begun in earnest FROM 10th July to 31st October 1940, pilots from the UK, nine Commonwealth countries, five other European nations and the USA fought the Battle of Britain in our skies, to preserve our freedom and prevent democracy being extinguished in Europe. By no coincidence at all, on 10th July this year we completed our first Referendum Campaign Newsletter, emailed to all members for whom we have addresses, to get our Referendum campaign off the ground. It is likely that this Battle for Britain will last rather longer – the rumour is that Cameron will call the referendum for June next year – but in other ways the parallels are clear. In July 1940, it was about getting whatever forces we had airborne, to counter the gathering threat. Over time, reinforcements arrived and

Leigh Mallory’s ‘Big Wing’ formation brought them all together to finally see off the enemy. This summer, while the cross-party and non-party ‘Out’ campaign groups are forming and coalescing, and the ‘In’ campaign is also starting to form and commit its own squadrons, it is UKIP who are taking off all over the country to engage the foe. (Yes, I’m afraid I am so in love with this metaphor you are going to get loads more of it.) We are not alone – several other organisations such as Better Off Out, who have an unequivocal commitment to Brexit – have joined or are preparing to join us. But some others on the Eurosceptic side are waiting to see the progress of David Cameron’s negotiations and ironing out their agreed positions, so remain, for the time being, on the ground. When the political season restarts in September, we expect a rash of announcements and launches from both sides, and the party conferences will be throbbing with Referendumitis (ours certainly will

be); but over the next two months, it is up to us. With millions of leaflets, postcards and pamphets on their way to you, new campaign banners, flags, signs and merchandise available, and a barrage of excellent online material being produced by the central team for onward transmission, we can get out among the people at country shows, fairs and markets, door to door and online, and make sure they know why to SAY NO when the time comes. I am told that there are Conservative activists all over the country who are eagerly – and frustratedly – awaiting the call to ‘scramble’ when their commanders have worked out their formations and tactics. In the meantime, they are more than welcome to fly with us, provided they are committed to winning a NO vote in the referendum and taking the UK out of the EU without further ado. There are plenty of patriotic Labourites, too, who will be looking for a chance to join this fight. We’ve even got a sizeable squadron of Lib-Dem Outers down here in the far West. Let’s give them a lead.

London Calling – Important Incoming Message

THIS campaign, like all campaigns today, will be driven primarily by email. With postal costs these days and the need for constant communication with the ‘front line’, we simply have to rely on it. So we will be sending out weekly ‘e-zines’ as we did in the General Election, with news of leaflets and campaign materials, details of the huge number of public meetings being arranged nationwide including the Referendum Roadshow, and everything you need to know to fight this, our definitive battle for our country’s independence. So, if you have an email address, or access to one, please make sure that Head Office has it, entered correctly, on your membership file. We will use these addresses to send you the information you need. PLEASE make sure that we have you on our list, and that the email address we have for you is correct and up-to-date. We will not bombard you with unnecessary junk or let anyone else do so. But this is the fight we have been preparing for since 1993; the Battle for Britain. Please don’t get left on the ground.

Motions for Conference: Deadline is August 31 MOTIONS may be proposed for consideration at Conference (see p20) by any Constituency Association, Branch, County Meeting, Regional Committee or NEC. If your branch would like to submit a motion for debate at Conference, please submit the motion to Head Office by email, headoffice@ukip.org, cc to chairman@ukip.org with ‘Conference Motion’ in the subject line, not later than midnight on 31st August. Motions should be concerned with either Party policy or the running of the Party. They should be expressed in not more than 50 words, starting ‘Conference resolves that… ’ or ‘Conference resolves to… ’ and outlining what action or position is to be taken. They should be submitted with an accompanying email stating that the motion has been debated and approved for submission at a full quorate meeting of your association, branch, county or regional committee, the date of the meeting and the vote by which it was passed. The email should also state the name of the Proposer and Seconder of the motion, who will be present at Conference on Saturday 26th September to take part in the debate. If several motions are received on the same subject, they may be composited into a single motion, with the Proposer and Seconder from different branches. In this event, the Party Chairman will contact all concerned to finalise the composite motion and speakers.

Candidates are key to our drive for 2016 success THE General Election was a triumph for our party, not because of the successes of the few but because of the enormous efforts of the many. You were the many and as a member of the team tasked with driving our party forward, I want to offer my thanks for everything our membership did in securing nearly 4 million votes in May. Having been appointed as the National Party Director in June of this year; I was tasked with ensuring that our organisation moves forward and builds on your efforts. If you look at the size of our organisation, and compare it against those of the old parties it becomes clear that we’re punching well above our weight. We need to maintain that ability, making sure we use every chance to box clever. That means getting the right structures and expertise in place to deliver the electoral successes we all yearn for. In 2016 we have Assembly Elections in London, Northern Ireland and Wales. We have the Parliamentary Elections in Scotland and Mayoral races – including London – presenting exciting opportunities for us across the UK. We have an experienced campaign team, led by Chris Bruni-Lowe, in place to make sure that we fight those elections hard, and to win. My role is to make sure the candidates we have in place to fight those elections are trained, informed, confident and represent the very best that UKIP has to offer to voters. I will be working with the Party Chairman to make sure that our regional structures are robust enough to complement those elections We have already started the process of selecting candidates to run for us in London, Northern Ireland, Scotland and

Wales. To date we have more than 100 applications from members wanting to stand for us next year. It’s impossible to not be impressed when reading the experience and abilities of these applicants but we are going to make sure that when they are presented to the electorate in those four corners of Britain, they’re going to be the best candidates we could possibly hope to stand. In May, it was to be expected that Local Elections took a back seat to our Westminster campaigns, but we all know that you build a political movement from the ground up. We’ve had some remarkable successes in local government, and they were improved upon in May. With 2016 likely to be a referendum year on our EU Membership, there might never be a better opportunity to capitalise on our common sense policies in council elections across Britain. We’re encouraging all branches affected by such elections to start looking for candidates now. Of course when it comes to council candidates we should focus on quality ahead of quantity but with our membership now over 45,000 there is no reason we can’t offer both. We also have the Police and Crime Commissioner Elections, another chance to demonstrate that UKIP offers candidates with real life experience and genuine common sense who can offer an alternative to the tired old parties. I’m fortunate to work as part of an amazing team, led by Steve Crowther. His continued efforts for the betterment of our party are an inspiration to those of us working to follow his lead. As a group we recognise that in the last 12 months we didn’t get everything right. We cannot promise we will get everything right in the next 12 months, but we’re going to do all we can to learn, and to improve. DESPITE quadrupling its vote from the 2010 General Election, UKIP was able to return just a single MP to Westminster, Douglas Carswell from Clacton-on-Sea. The spread of the UKIP vote worked against the party as our resources were stretched and those pockets of support we had nurtured came under sustained attack from the Tories and Labour. We were also undermined by the SNP scare tactics used by the increasingly desperate Tories who persuaded voters in South Thanet and elsewhere that a vote for UKIP would see Nicola Sturgeon calling the shots in a Labour Government. While we were disappointed, our results stand us in good stead going forward and you can see on the following pages where we have done well and where we can target next time around in 2020. We also feature a number of infographics with election highlights for you to refer to when you need them.

Encouraging signs in Northern Ireland

This was UKIP’s first serious foray into Northern Ireland in a General Election and the party fielded 10 candidates in the total of 18 constituencies. The best performance came from Noel Jordan in East Antrim where he won nearly 11% of the vote for a fourth place while Cllr Henry Reilly took 7.1% in South Down. While we did not manage to win a seat in Northern Ireland, the party outpolled the longer-established TUV in East Antrim, Lagan Valley, North Down and Strangford. Poll watchers in the province say the DUP be looking over their shoulder at UKIP rather than the TUV, particularly in the run up to an EU referendum.

Correspondence Let’s not sacrifice our freedom now A MAJOR difference between the UK and the other members of the European Union can be seen in that the majority have been ruled by Fascists, Communists or dictators. The UK on the other hand has had none of these. And yet Labour, Conservative and Liberal Dems would entrust our future to the rules these people have made and will do so in the future. How on earth can our future be put in jeopardy like this? The risks are just too high. Hopefully the British people will vote to leave at the first available moment. James Mills, Thorpe Bay, Essex

A case of dishonesty or is it stupidity? WELL now the cat’s out of the bag. Lacking any cogent arguments in support of Britain’s continued membership of the EU it appears, according to a leaked memorandum, that the Prime Minister intends instead to play on the fear factor

by making the ramifications of our leaving ‘appear risky’. Presumably these ramifications are by definition not risky at all if they need to be made to appear to be so. Also, according to this same memorandum, the Prime Minister has the ‘firm aim’ of remaining in the EU presumably come what may. Now I’m no expert in the art of negotiation, so please correct me if I’m wrong, but I’d always been under the impression that revealing your final position prior to the start of a negotiation would defeat the object of entering into that negotiation in the first place. All the foregoing appears to run contrary to the Prime Minister’s public utterances. So is the PM dishonest or simply stupid? To misquote Abraham Lincoln, both may be but one must be true. Falling for the same old trick once more? IT HAS started again, just as when Edward Heath assured us we needed to join the EU! He assured us that is was

how they lost out when we joined the EU. It worked before, why not now? By leaving the EU we would retain the membership fees to spend how we wish. We want to choose our government to make our laws and then trade with the rest of the world as we used to. Older people remember the Commonwealth with which we traded freely and

He will be backed by the ‘good thinkers’ in the media and the usual chorus of the Confederation of British Industry and others acting on the principle enunciated by a US businesssman that ‘what is good for General Motors is good for America’ when the reverse is true. Whether Cameron can sell this to the electorate in the forthcoming promised referendum is another matter. LETTER FROM HEAD OFFICE by DAVID CHALLICE I HAVE always liked the idea of the BBC, having grown up with programmes from the 1960s and 70s – Monty Python (pictured right), to Blue Peter, Animal Magic and The Generation Game. Not so long ago those running the BBC knew what Public Service Broadcasting was all about: good programming, keep it neutral, try not to alienate the audience who pay the bills. But things have gone wrong. The Corporation has been taken over by the Left. If you want to know the ‘BBC line’ buy a copy of The Guardian and there it is. An example: Radio 4’s ‘The News Quiz’ used to be an excellent, witty reflection of events from the recent news (there’s a clue in the title). Now it’s a vehicle for boring Leftie comics to make snide remarks aimed at anyone who doesn’t agree with them.

We saw more evidence of bias during the leadership debates when Nigel Farage shared the platform with a gaggle of left wing leaders facing an audience blatantly stuffed with Lefties. The Conservative Government recently announced it was “declaring war” on bias at the BBC, and not before time. UKIP was one of the four ‘official main parties’ during the 2015 general election.

The BBC ignored that and stuck to its ‘three Westminster parties’ line, to the best of its ability consigning UKIP to the shadows. This is a clear breach of its own Charter and had a direct influence on the election. The BBC is not a privately owned business but a State-owned organisation with clear and legal duties and responsibilities. It is highly likely that they will use their innate bias to affect the forthcoming EU referendum campaign, and that would be unforgivable. As far as UKIP is concerned we wish the Prime Minister the very best with his campaign to restore balance, responsibility and neutrality to the Corporation. But if he fails to reform the BBC then it might be time to scrap their licence fee and let the chill wind of competition blast through its corridors. To quote Brian Sewell: “We Shall See!”

Time to build on our successes THANKS to all the UKIP members who stood in the May elections. Taking overall control on Thanet District Council and getting 204 Councillors elected was an excellent result. and our wider success now gives us 489 Councillors nationally on tier two along with three councils and hundreds of Parish and Town councillors The UKIPCA is getting off the ground and all UKIP Councillors on email will be receiving a communication on the last Friday of every month. It is a twoway email for councillors to share best practice, motions and work they are doing in the community. The UKIPCA meetings will continue and we are working on a programme to move around the counties. Currently we have vacancies for election as Chairman, Secretary, Treasurer and seven committee members. Chris makes UKIP history as District Council leader UKIP had great success in the May eletions with 202 councillors elected but the highlight was definitely taking control of a district council for the first time. While South Thanet’s Westminster seat held its own disappointment, UKIP’s team of councillors, led by Cllr Chris Wells (pictured above) now control Thanet District Council – a first for the party. Just a couple months in, the UKIP councillors are working extremely hard and doing a great job already. A big thank you also goes to the thousands of unsung heroes who trooped the streets, delivered leaflets, knocked on doors and sat on polling stations. If not for you, this Party would not be the success it is.

Our council ranks are growing OUR elected councillor count is increasing and if you look at the table below you can see how strong our result actually was this year with us increasing our Councillor count by 176. Party

This remarkable situation has come about because UKIP members lead by example, working hard all year round, doing litter picks, taking up case work, cleaning public toilets, getting pot holes fixed, cleaning graffiti... the list goes on, The policy we have of not whipping out Councillors means you can deliver what is needed for your community. Our Councillors are now delivering alternative budgets and many of their proposals end up in the ‘Tory budgets’!

Now we are asking more… BRANCHES are now adopting their candidates for the 2016 local elections. If you are interested in standing or finding out more about being a Councillor then please contact your Branch Chairman or call myself or David Sprason, we will happily talk you through what being a UKIP Councillor is all about. Why not come and talk to us at the National Conference, I’m sure we can convince you that it would be the best thing you’ve ever done.

What can we do to win? THE best way to win an election is to talk to the residents in the community. If you are not confident door-knocking then hold street surgeries. Over the summer you could put out a thank you letter for the support at the last election or a survey to explore resident concerns. During November and December send a UKIP Christmas card – a successful tool in getting your name out there and showing you care. One tool our branches are finding helpful is the ‘Caseworker ‘system which helps with dealing with information from your door-knocking, canvassing sheets and managing your campaigns. January is when your local election campaign plan comes into play: door knocking, and follow-up letter, A5 leaflet or local newsletter talking about you. DONCASTER RACECOURSE SEPTEMBER 24-26 AFTER the tumultuous success of last year’s Doncaster conference, the Party returns to Ed Milliband’s town to fire the starting gun for the Referendum Race. Italy’s revolutionary political reformer Beppe Grillo, leader of UKIP’s main partner in the European Parliament group EFDD, heads a list of speakers from home and abroad, inside and outside the EU, joining our own front-bench spokesmen to make the case for an OUT vote. Thursday 24 September is Training Day, with a full day’s education and interaction for branch officers and candidates, plus a dedicated programme for new UKIP Councillors. Friday 25 September is the main Conference day, with a superb line-up of speakers from home and abroad, including some of the main contenders for leadership of the ‘Out’ campaign, and several guests from overseas. Saturday 26 September will continue our preparations for the massive electoral challenge in May-June 2016, including Scottish, Welsh, Northern Irish and London elections and the long-awaited referendum.
