Qatar Above Siege
In the speech, The Emir assured to his faithful people that this siege has no impact on the country’s capabilities and affirmed that all efforts exerted to achieve the Qatar National Vision 2030 had proven effective. In continuation of efforts to support small and medium industries, an industrial zone has been developed with state-of the-art basic services and facilities, in addition to the construction of industrial facilities which are ready for the private sector. Emir’s speech emphasized the importance of activating the productive society which strives to achieving its self-sufficiency in food and medicine, and establishing balanced bilateral
relations based on the mutual interests between Qatar and other countries. Generally, the Qatari economy has firmly accommodated the economic effects of the siege and proved to be resilient and strong to crises. Furthermore, the measures taken by the government and the private sector in the aftermath of the siege have succeeded in finding alternative sources of goods and services. Accordingly, the Emir’s trust in the Qatari private sector should be a catalyst for all business owners to exert further efforts and to adhere to the Emir’s directives for increasing investments in food and water security, transport development, infrastructure and the 2022 FIFA World Cup projects. The private sector reaffirms its commitment to assuming its responsibility in the national economy and in combating this unfair siege. It also emphasizes its commitment to achieving accelerated growth and productivity rates.
It is clear that all productive sectors had significantly witnessed establishing new investments and factories thanks to the governmental incentives and facilities which definitely come acting to the Emir’s directives.. This assures that Qatar will remain above the siege. “Qatar Above Siege” is the slogan which was launched by Qatar Chamber on the heels of this unjust siege. This slogan inspires the private sector to exert extra efforts in the national economy and also urges businessmen to join hands with all competent authorities to actively contribute to implementing the mega projects and to provide all goods and services in higher standards of quality. It also urges Qatar Chamber to pursue its efforts in fostering trade relations with world countries and opening new cooperation channels for the advantage of the Qatar’s private sector.

atar Chamber pursues its efforts to support the local industry and seeks to urge businessmen and investors to intensify their investments in industry of all its various sectors, especially in those that are related to the latest modern technology. Furthermore, the chamber exerts strenuous efforts to solve all obstacles facing the local industry through enhancing cooperation ties with all concerned authorities in the country, foremost of which is the Ministry of Energy and Industry. In this context, the chamber gears up to organize the fifth local edition of the “Made in Qatar” exhibition, which is the biggest expo being held in the country. The event is organised by the chamber in cooperation with the Ministry of Energy and Industry on an area of 29000 sqm., with the participation of over 300 local exhibitors. The exhibition which will be held under the patronage of the Emir HH Sheikh Tamim bin Hamad Al Thani reflects the great interest in developing the national industry. Since its first edition in 2009, the exhibition became a forum that gathers local companies and factories and provides a brilliant opportunity for manufacturers to get together with businessmen and investors. It enables visitors to explore strengths of industrial sector and the needs of local market. It also aims to inform visitors on the latest locally-manufactured products and helps promoting them, especially it is being held during the unfair siege and in a time when all concerned bodies, foremost of which is the wise
leadership and the government, are attaching the local products a particular importance. Beyond any doubt, the directives of the wise leadership and the QNV 2030 have supported these efforts and addressed them to reduce the dependence on energy as a sole source of income. Furthermore, the governmental incentives and decisions have opened the door for local manufacturers to increasing their businesses in this vital sector and establish new industrial projects. Therefore, achieving the self-sufficiency and economic development significantly relies on developing industry. Out of its strong belief in the importance of industry in the economic growth, the Chamber will hold the “Made in Qatar” expo to achieve several objectives. It aims to promote Qatari industry and products locally and globally and support the locally-made products to reduce dependence on imported items. It also supports the country’s strategy aiming at developing industry and stimulates investors and businessmen to invest in industrial projects. Along with supporting the public-private partnership, the Chamber seeks to attract more investments in the industry sector endeavours to open new markets for Qatari firms, develop the small and medium industries and address the investment opportunities galore in this sector and obstacles facing its growth. The chamber affirms its commitment to enhancing local industry with a view to manufacturing national products that are competitive in local and global markets.

Amended law on free zones to bring in more investments: QC chief Q atar Chamber Chairman Sheikh Khalifa bin Jassim bin Mohammed al Thani has said the newly amended provisions in the law on investment free zones will help bring more local and foreign investments to the country.
T
he Emir HH Sheikh Tamim bin Hamad al Thani had on Monday issued Law No 21 of 2017, amending some provisions of Law No 34 of 2005 on investment in free zones. The Qatar Chamber chairman urged local businessmen and foreign investors to make use of the incentives and advantages brought about by the fresh amendments. He said the advantages include increased privacy in dealing with the customs, streamlined import and monetary mechanisms and greater freedom in transactions among others

Besides, he said, the amended provisions make the free-zone users eligible for several incentives such as exemption of export and import duties, waiver of restrictions on the origin of capital and the freedom to choose the project's legal form. The amendments also ensure users freedom to set product prices and profits, exemption from capital assets and product requirements, and several other perks for logistics and

communication investors, Sheikh Khalifa said. He said the amendments remove most barriers to raising capital and incorporates special allowances to projects that give priority for the use of local components and those that invest in logistics and communications sectors. The amendments also prescribe full duty exemption for local components, provided they are sold in the local market, he added.

Ethiopia’s PM Calls on Qatari Businessmen to Invest in his Country H E Ethiopian Prime Minister Hailemariam Desalegn has called on Qatari businessmen to explore the available investment opportunities in Ethiopia and to take advantage of the promising investment climate in his country.
The Ethiopian prime minister emphasised the role of the Qatari business community in bringing in capital, skills and technical knowhow, and management competence to Ethiopia. He invited the Qatari business community to explore investment opportunities in renewable energy and power generation, infrastructure development and PPPs, industrial parks and real estate, agriculture and food security, livestock and commodities production.
“Ethiopia has 80mn hectares of arable land suitable for agriculture, 3mn of which, have been allocated to investors. There are also significant investment opportunities in our tourism and hospitality sectors. Our country has a 25% annual growth in tourist arrivals due,” he said On his part, Qatar’s Minister of Economy and Commerce said that both countries signed an agreement that would help facilitate investment co-operation between them in various sectors, particularly in agriculture and food security. It would also play a significant role in enhancing business opportunities for the private sectors of both countries, he noted. The economy minister also said a major property development firm in Qatar had announced plans to develop a major real estate project in
Ethiopia. This, he continued, opens further investment opportunities between both nations. QC’s chairman HE Sheikh Khalifa said that Qatar and Ethiopia enjoy good relations which witnessed exchanging of visits between both countries’ high officials. Qatari-Ethiopian relations entered a new phase of cooperation in the heel of the Emir’s visit last April. It paved the way to enhancing cooperation relations in political, economic, cultural and investment fields, he noted. Ethiopia is very important investment destination for Qatari businessmen thanks to the huge potentials it owns including cultivated lands, irrigation water and livestock. This opens the room for Qatari investors to cooperate in food security projects.

his was revealed during the 5th World Halal Summit held in Istanbul from 23-25 November, under the patronage of Turkey’s president Recep Tayyip Erdogan A statement issued by the Chamber said that QC’s chairman HE Sheikh Khalifa bin Jassim Al Thani led the chamber’s delegation taking part in the summit, including board members Dr. Mohamed Gohar Al Mohamed, HE Eng. On the summit’s sidelines, Qatar Chamber and the United World Halal Development signed an agreement under which the chamber will host the World Halal Day on 1st November 2018. QC’s board member Mohamed Gohar Al Mohamed signed the agreement on behalf of the c h a m b e r. Commenting on the hosting agreement, HE Sheikh Khalifa said that it is an international
halal conference celebrated on 1st November of every year with the objectives: Food for All, United against Hunger, Preserve the Nature and striving to build a one Human Community. e affirmed the importance of holding this international day in Doha that will encourage food, cosmetics, travel and tourism, and infrastructure firms to invest in Qatar. QC’s chairman said the halal exhibition which was held on the sidelines of the 5th World Halal Summit offered a brilliant
opportunity for Islamic countries to intensify cooperation ties and address obstacles facing developing trade among them. The World Halal Summit 2017 attracted senior institutions and organizations from more than 80 countries including 57 OIC member countries, while the OIC Halal Expo, included many sectors of Halal Industry (Food, Finance, Tourism, Islamic, Medicine and Pharmacy, Cosmetics). It included workshops and seminars on Islamic Finance, Halal Food Industry, Islamic Tourism, Haj and Umra, Halal Medicine and Chemistry and Furniture. his came during a meeting with Qatari businessmen headed by Qatar Chamber (QC) Vice-Chairman HE. Mohamed bin Twar and HE. Eng. Ali Al Misnad, Honorary Treasurer at QC and number of other prominent Qatari businessmen. Ghana is interested in bonding with Qatar and reinforcing economic relations and attracting investments, President Akufo-Addo noted. He said that his country is rich of natural resources, cultivatable lands and irrigation water. There are opportunities available in gas industry, agriculture, livestock and other sectors. He noted that Ghanaian business
community is very active and welcomes Qatari partnerships, affirming that success of any economy is based on the activeness of its private sector. On his part, Bin Twar said that Qatar and Ghana enjoy strong relations and Ghana is a good destination for Qatari investments. Qatar and Ghana have strong diplomatic relations which started in 1982, in addition to growing economic and investment cooperation at various levels. “We know that Ghana has huge potentials and there are lots of investment opportunities for Qatari
businessmen who are, indeed, very interested to increase their businesses in Africa in general and in Ghana as well,” he added. “Qatar has successfully managed to overcome the repercussions of the unjust siege imposed by three neighboring countries thanks to the wise vision of our leadership and the strength of our national economy. Qatar’s economy is open and welcomes all world investors.” The government provides host of incentives to draw foreign investments and always develop number of legislations and laws that protect and enhance these businesses.

Qatari-Tunisian economic forum to strengthen bilateral trade partnership T
T
he forum held with the aim of strengthening the bilateral partnership between both countries and opening new horizons of cooperation so as to promote the trade volume between both countries. HE Qatar Chamber chairman Sheikh Khalifa bin Jassim bin Mohammed al-Thani affirmed that ties between Qatar and Tunisia constitute a model for strong
relations, noting that the mutual visits between both leaderships have boosted the relations towards more development in the past few years, which reflected on the economic cooperation. He said that the Qatari investment value in Tunisia in the past few years has exceeded $1bn in the tourism, communications, financial sectors and others, with the conference to boost the Tunisian economy that
took place in 2016 announcing Qatari projects such as a tourist project at a total value of $200mn in the northern suburbs of Tunis. Sheikh Khalifa praised the Qatar Friendship Fund of Tunisia which was established in 2013 through building partnerships with Tunisian entities to provide funding for the youth and help them in different phases of the designing and implementing of projects. The Tunisian Minister of Commerce Omar El Bahi said the forum reflects the keenness of both sides on promoting economic and trade ties to higher levels that would allow them to employ their capacities and open new horizons for partnership so as to enhance bilateral cooperation and push forward the pace of trade exchange between Tunisia and Qatar up to the ambitions and abilities of the two countries. The Tunisian minister said that the significance of the current phase requires the two sides to intensify mutual activities and meetings in order to achieve more economic cooperation and establish better ties in the future, noting that the unique status of Qatar in terms of foreign investment in Tunisia proves the depth of ties between the two countries.

n his welcome speech, DirectorGeneral of Qatar Chamber Saleh bin Hamad al Sharqi said the forum followed a number of steps taken by the country to support local production, including raising the purchase of local products from 30 percent to 100 percent if they were in line with the adopted standards. Sharqi said the decisions were a real boost to the local products as they contribute greatly to
enhancing national industries and encouraging Qatari businessmen to establish new projects. He noted that the chamber is committed to supporting national industries and investors by facilitating all challenges they could face by cooperating with the Ministry of Energy and Industry. The chamber also organized many exhibitions to showcase local
products, Sharqi pointed out. Inviting manufacturers to take part in the Made in Qatar expo on December 14-17, he said the event would be the best platform to promote locally-produced goods. For his part, Director of the Department of Industrial Zones at the Ministry of Energy and Industry Yousef al Emadi said the forum was held within the government's framework to support the domestic

Director of Government Procurement Regulation at the Ministry of Finance Abdulaziz Zeid al Taleb said the forum reflects the increasing importance of local products ‘role in achieving self- sufficiency in most sectors. He said the forum is considered a key opportunity for the private and governmental sectors to exchange ideas and visions on developing the local products and increasing its competitiveness, and effectively contributing to increase its contribution in the national economic development through government tenders. He called on all local companies that haven't registered yet to submit a classification request through the Government Procurement Portal. He said the forum is considered the first of its kind for local producers, where at least 737 local producers working under the supervision of the Minister of Energy and Trade were invited. He said the idea of organizing the forum was based on the directives of the Cabinet of Ministers on the urgency to support local products. Taleb said an inventory would be created for the local products followed by a meeting with the registered companies to establish long-term contracts with 57 government entities.

Bin Twar explained that there is a desire by the private sector and business owners to increase their investments in the food industry, calling on the Pakistani side to study the investment opportunities in the Qatari market in the field of food, medicine and agriculture. He noted that the QC is keen to strengthen communication with
the Pakistani business community in the interests of the private sector in both countries. He pointed out the importance of mutual visits and business meetings organized by Qatar Chamber and Lahore Chamber aims at opening up wider horizons for cooperation between the two sides. On her part Taskeen said that the Islamic Republic of Pakistan is famous for agriculture and has expertise in food security program. Pakistan also has experience and know-how in the field of hydroponic and hydroponic aquaculture, which represents great opportunities for cooperation between the two sides in this regard. She also noted that the pharmaceutical industry is one of the most promising sectors of the Pakistani economy, which export
medicines to overseas, including Europe and other parts of the world. Taskeen also invited Qatari businessmen and requested QC to organize a visit to the city of Lahore, the capital city of the Pakistani province of Punjab, to explore and identify investment opportunities available in a number of sectors characterized. It is the second-most populous city in Pakistan after Karachi. Two top Pakistani pharmaceutical companies, including Martin Dow Pharmaceuticals, in August this year announced to set up drug manufacturing facilities in Qatar within a year. Martin Dow is a leading drug manufacturing company in Pakistan which also owns two plants in France.

Qatar Chamber signs MoU with counterpart from Saint Vincent Q
atar Chamber and Saint Vincent and The Grenadines Chamber of Industry and Commerce have signed a Memorandum of Understanding (MoU) to enhance cooperation and exchange of information and meetings between the two sides.
he MoU was signed on the sidelines of a meeting held between Qatar Chamber and a delegation from Saint Vincent and The Grenadines led by Camillo Gonsalves, Minister of Economic Planning. Gonsalves said that his country has many investment opportunities in the agricultural sector, where fruit and vegetable farming is a major pillar of the national economy, as well as the tourism sector, as Saint Vincent and The Grenadines has the most natural attractions in the Caribbean, making it a favorite destination for tourists in the area. He added that Saint Vincent and The Grenadines has cooperation relations with the State of Qatar in the political, social, cultural and scientific fields, expressing the hope that the business owners and the private sector in both countries would contribute to strengthening the trade and economic relations. For his part, Vice Chairman of Qatar Chamber Mohammed bin Ahmed bin Towar said that the agreement aims to encourage businessmen in the two sides to establish

delegation of businessmen from Serbia has met with Qatar Chamber (QC) officials in Doha and discussed ways to enhance trade and investment cooperation, a QC statement said on Sunday.

The Chamber also ensured the Serbian delegation of its active involvement in apprising the Qatari business community of the investment opportunities available in Serbia.Â

Serbian delegate Muamer Zukorlic, who is also the chairman of the Committee on Education, Technology Development and Information Society in his country, said Serbia has a lot to offer in terms of investment opportunities. He said several renowned entrepreneurs in Serbia were looking forward to building bilateral partnerships with their counterparts in Qatar. He underlined the importance of activating the cooperation agreement signed between the two countries to increase bilateral business visits and the importance of organizing joint meetings and exhibitions between the two sides. Turkish industrial delegation will visit Doha next March to participate in an upcoming Qatari- Turkish economic forum, Qatar Chamber (QC) Vice-Chairman Mohammed bin Ahmed bin Twar has said.
he forum, being organised by QC, is aimed at promoting cooperation between the private sectors in the two countries, especially in the field of industry. The announcement came at a meeting between QC and a Turkish team representing the Corviz Chamber of Commerce to discuss the arrangements for conducting the forum. The Turkish team was headed by Corviz Chamber President Sibble Morali. The forum will include presentations on investment opportunities and incentives for businesses and bilateral meetings to discuss the conclusion of Qatari-Turkish deals and alliances. Twar said the Qatari-Turkish relations have witnessed rapid growth at various levels in the recent years, giving the private sector an opportunity to enhance joint cooperation, build trade alliances and increase trade volume.
The Chamber welcomed the hosting of the forum, which will bring together prominent Turkish and Qatari businessmen. It will also pave the way for achieving cooperation between the two sides, establishing alliances and enhancing trade exchange between the two sides, a QC statement said. Morali said the Corviz Chamber in Turkey was keen on understanding the Qatari market and wants to establish business partnerships with the Qatari side. She said the economic relations between the two countries also reflected the depth of relations at political and cultural levels. The free zones in Qatar offer more promising opportunities for Turkish investors, Morali said, adding that the Corviz Chamber was preparing studies on the Qatari market and its availability to the Chamber's members.

n a speech, the Indian ambassador to Qatar HE. P . Kumaran expressed thanking to the chamber for hosting this meeting. Indians are the largest community in Qatar and there are a lot of Indian companies operating in the Qatari market in joint ventures with Qatari counterparts, he noted. Qatar's non-oil exports stood at QR1.7b in Oct. T
he total value of Qatar's non-oil exports in October 2017 reached QR 1.705 billion compared to QR1.570 billion in September, recording an increase of 8.59%, and to QR 1.644 billion in Oct 2016 with an increase of 3.7%, according to the Qatar Chamber monthly report on the foreign trade of the private sector issued on Thursday.

Commenting on the report, Qatar Chamber director general Saleh bin Hamad Al Sharqi said industrial sector still tops other non-oil sectors. He called upon businessmen and foreign investors to invest more in this vital sector in order to build a very robust industrial base which supports the country’s strategy to diversify income on one hand, and to achieve the self-sufficiency and expand imports on the other hand. "It is clear that 88.1 percent of the total value of exports were received by the first ten countries abovementioned," the QC report said The report further said that the GCC (Kuwait and Oman) was a first destination of Qatari exports amounting to 57.76 percent of the total exports with QR984.9million. Most of these exports were received by Oman. Asian countries excluding Arab countries come in the second place. They imported goods worth QR428.5million which represents 25.13 percent of the total non-oil exports. In the third place, European countries including Turkey received QR169.9million or 9.96 percent of the total value. Arab Countries bloc excluding
GCC came in the fourth place receiving QR80.14m or 4.75 percent. North America countries come in the fifth place with total exports of QR22.31m most of them went to the US, followed by African countries excluding Arab countries which received QR17.23m. The report said that the total value of non-oil exports during the ten months of 2017 reached QR 14.95billion.

The report said that Qatar's non-oil exports during October were distributed to about 57 countries compared to 52 last month. Countries receiving Qatar's non-oil exports included 11 Arab countries and GCC, 13 European countries including Turkey, 16 Asian countries (excluding Arab countries), 12 African countries (excluding Arab countries) , four countries of North and South Americas and Australia. Oman was Qatar's top non-oil exports destination in October accounting for QR965.83million or 56.64 percent of the total exports in the month. It was followed by Hong Kong with almost QR139.67million or 8.19 percent and Turkey with QR93.92million or 5.5 percent. China came in fourth place with almost QR63.13 million or 3.7 percent followed by Singapore with QR62.7million or 3.67 percent.

The fifth edition of the 'Made in Qatar' exhibition, organized by the Qatar Chamber, will be held from December 14 to 17, on an area of 20,000 square meters at the Qatar National Convention Center. For his part, QDB CEO Abdulaziz bin Nasser Al Khalifa said that the bank export agency (Tasdeer) has succeeded in helping more than 250 Qatari companies to reach more than 28 international markets, with sales of about QR 500 million in the past year. He reviewed the Bank's efforts to support the various Qatari industries and the tools it uses in this context, both through Bedaya Center For entrepreneurship and Career Development and the Qatar Business Incubator.
These centres now produces scores of entrepreneurs, who attend courses and workshops for 8 weeks to study their projects to ensure their economic feasibility, in addition to the finance facilities the bank provides directly or through the 'Al Dameen program'. In order to promote Qatari products locally, Qatar Chamber is organizing the expo , in cooperation with the Ministry of Energy and Industry, on December 14 to 17 at the Doha Exhibition and Convention Centre. Qatar Chamber director-general Saleh bin Hamad al-Sharqi and Qatar Foam’s general manager Mohamed Ali Iskandar Al-Ansari signed the sponsorship agreement at the Chamber’s headquarters. Commenting on the signing ceremony, Mohamed Al-Ansari said
that this year edition of the exhibition is of a particular importance as it comes in parallel with the National Day and during the siege imposed on the State. He expressed his hope that the expo would contribute to encouraging consumers to purchase the locallyproduces items, particularly in light with the great support offered by all concerned bodies to these products. Al Ansari stressed the importance of the event in promoting local products and highlighting its quality and efficiency, noting that the
company will announce soon a new product of international standards of quality. On his part, Saleh Al-Sharqi expressed his thanking to the company for its continuous support for the exhibition, noting that the expo contributes to informing consumers of the company’s products which of high standards of quality and competitiveness.
