Proposed legislation could soon allow local councils to strip students of their homes as government plans to crack down on Homes of Multiple Occupation (HMOs). Councils across the UK are in talks over whether or not it should be mandatory for landlords to seek planning permission to rent their properties to unrelated tenants.

Government representatives insist that the move is a step forward in improving community cohesion and will free up accommodation for other social segments such as families. A key aspect of the debate is the “studentification” of inner city areas; with homes remaining unoccupied over the summer months and a so-called “decline” in local services. Importantly however, House of Commons transcripts avail-

able to the public indicate that the legislation may also be proposed in response to an unspecified number of complaints over littering, noise pollution and antisocial behaviour that have correlated with HMOs. The exact volume and nature of complaints which have prompted ministers to re-evaluate government policy on HMOs remain unreported at the time of press. Examples of vehement pub-

lic opinion are not however, difficult to find, with one citizen blogging “Students come into Manchester, think they own the place and then sod off back to London after three years of vomiting on our streets and walking across the road without looking.
