Thinking of Building? How to Choose a Contractor By Mac Gibson, President Acadian Home Builders Association
S
hopping for a builder can seem overwhelming, but it is an important step towards getting into your dream home. It is imperative to do careful research to ensure you are buying a quality home from a reputable builder. Here are a couple of tips to help you choose a home building professional who fits you and your dreams perfectly.
Find Possible Builders
First, spend some time thinking about the kind of house you want. Is it large and expansive or just the right size to meet your family’s needs? Will it have lots of custom touches or are you working within a tight budget? Once you know what you are looking for, the next logical step is to research builders of those types of homes. o Visit AHBA’s member directory at www.ahbaonline.com/findbuilders to browse their list of over 230 builders who construct homes right here in Acadiana. o Look in this “HomeFinder” section of The Daily Advertiser for builders and their recent projects. Flipping through the ads can help you learn which builders are active in the area, the types of homes they are building, and the prices you can expect to pay. Make a list of builders who build the type of home you’re looking for in your price range. o Ask friends and relatives for recommendations. Ask about builders they have dealt with directly, or ask them for names of acquaintances that have recently had a good experience with a builder. o One great way to personally meet many local builders and see their work first hand is to attend AHBA’s annual Parade of Homes. This year’s event is coming up in a few weeks – Saturdays and Sundays, April 11th through 19th.
Do Your Homework Once you have a list of potential builders, how can you find out about their reputations and the quality of their work? o First, always ask if the builder is licensed to build in the state of Louisiana. This is required by law, and you could be legally exposed if you hire someone who is not. Before signing a contract, be sure to ask for a copy of the license. o Find out how long they have been takes three to five years to establish you want to make sure they have be around after the construction is issues.

o Ask builders on your list for the addresses of their recently built homes and subdivisions. Builders may even be able to provide names of some home owners who would be willing to talk with you. o Drive by on a Saturday morning when home owners may be outside doing chores. Introduce yourself and say you are considering working with the builder who built their home. Talk to several owners, and try to get a random sample of opinions. The more people you talk with, the more accurate impression of a builder you are likely to get. o When you talk to builders and home owners, take along a notebook to record the information you find and your personal impressions. Doing so will help you to make comparisons later. Some questions you can ask people include: Are you happy with your home? If you had any problems, were they fixed promptly and properly? Would you buy another home from this builder? o Usually, people tell you if they are pleased with their homes. And if they are not, they’ll probably want to tell you why.
Shop for Quality and Value o Look at new homes whenever you can. The Parade of Homes and other, regular open houses are good opportunities to see what is out there. o When examining a home, look at the quality of the construction features. Inspect the quality of the cabinetry, carpeting, trim work, and paint. Ask the builder or the builder’s representative a lot of questions. Get as many specifics as possible. Take notes. Never hesitate to ask a question. What seems like an insignificant question might yield an important answer. o Do you feel you can easily communicate with the builder? Remember you will be in close contact with them throughout the construction process and afterward as you live in your new home.

Q: I LIVE IN AN APARTMENT, AND MY NEIGHBOR IS A SMOKER, AND SMOKES IN HIS APARTMENT CONSTANTLY. SECONDHAND CIGARETTE SMOKE HAS BEEN ENTERING MY APARTMENT FROM HIS UNIT, WHICH IS RIGHT NEXT TO MINE, FOR THE LAST YEAR. EVERYTHING SMELLS LIKE SMOKE, INCLUDING MY FURNITURE AND MY CLOTHES. WHAT RESPONSIBILITY DOES OUR LANDLORD HAVE TO KEEP MY NEIGHBOR’S CIGARETTE SMOKE FROM MAKING MY APARTMENT SMELL LIKE AN ASHTRAY? A. Unfortunately, there is nothing that legally requires your landlord to deal with your neighbor’s second hand smoke. Louisiana landlord-tenant law assigns landlord’s specific responsibilities, but dealing with second-hand smoking isn’t one of them. Unfortunately, the law is silent on the issue. Additionally, the parish council cannot ban smoking in private residences.

So where does that leave you? Basically, it means you are on your own. In essence, it comes down to how much you are willing to take. As a general rule, if people become motivated and vocal, they are more likely to get results. To start, you should talk to the manager of your apartment complex about the smoking situation. There may be another unit the manager can move you to, where you neighbor is not a smoker. Or possibly, the manager could designate some areas of the complex as non-smoking areas. Depending on how your apartment complex is set up, this may, or may not, be possible. Beyond that, you might want to throw your support behind the public movement to create smoke-free initiatives. Q: I AM CURRENTLY IN THE PROCESS OF PRE-QUALIFYING FOR A LOAN TO BUY A HOME AND HAVE BEEN TOLD THAT IF I AM APPROVED AND FIND A HOME I LIKE, THE NEXT STEP WILL BE LOCKING IN ON THE RATE. WHAT IS A RATE LOCK? WHAT IF I LOCK IN AT ONE RATE AND THE INTEREST RATE DROPS BEFORE THE CLOSING? IS THERE ANYTHING I CAN DO? A: A rate lock is a guarantee from a mortgage lender that they will give a mortgage loan applicant a certain interest rate, at a certain price, for a specific time period. The price for a mortgage loan is typically expressed as “points” paid to obtain a specific interest rate. There are basic components to a rate lock. They are: 1.
Loan program;
2.
Interest rate;
3.
Points; and
4.
Length of the lock.

Generally, the longer the length of the lock, the higher the points or interest rate will be; the longer the lock, the greater the risk for the lender offering the lock. For example, let’s say you lock in a 30-year fixed loan at 4.5% with 1 point for 30 days on April 1. The lock will expire on April 30. If April is a holiday, then the lock will usually be extended until the next business day. If the lender does not disburse funds by April 30, your rate lock has expired, and your original rate lock commitment is no longer valid. You will have to relock, probably at a higher rate. A longer lock at the same interest rate will probably cost you more points. For example, you might be able to get a 45-day rate lock at 4.5% with 2 points. If you need a longer lock and don’t want to pay for more points, your lender also might offer you a little bit higher rate instead. After a rate lock expires, most lenders will let you re-lock your loan at the current rate or the rate you originally locked in at, whichever is higher. Most lenders won’t allow you to lock in at a lower rate, even if the rates dropped. This is because lenders lose money if your lock expires. Lenders are taking a risk by allowing you to lock in a rate in advance. If interest rates increase, the lender is forced to give you the rate you locked in at, even if it is significantly lower than the current rate. Most lenders protect themselves against rate fluctuations by hedging on the interest rates they offer. Unfortunately, if you lock in at one rate and the rates drop before you close on the loan, most lenders will not allow you to take advantage of the new lower rate. However, if the rates substantially drop, 3/8% or more, some lenders will allow you to re-lock at a lower rate. Again, lenders take a risk when they allow you to lock your rate in ahead of time. As you probably know, interest rates fluctuate daily. If lenders allowed borrowers to improve their rate every time the rates improved, they would spend half their day relocking interest rates. Lenders would also have to build this option into their loan rates and borrowers would wind up paying a higher rate anyway. There are a few lenders that offer free floatdowns––i.e. you may lock the rate initially and if the rates drop while your loan is in process, you will get the better rate. However, nothing is free––the free float-down is higher risk for the lender and in turn, more costly for you. The borrower pays for this option indirectly because the lender has built it into the price of the loan. Most lenders will only let you lock in an interest rate on a specific property; however, there are some lenders that offer a lock-and-shop program that lets you lock in a rate before you have found a house. This type of program is useful if interest rates are consistently on the rise, but not all lenders offer this option.
