MEET THE MACARI/MOYNIHAN FAMILY What is… Your name? Kristin Macari Your spouse’s name? Quinton Macari Your children's names? Rachael and Olivia Moynihan Your pets’ names? Layla, Simon and Callie Type of pets? Cats When did you move to Harmony? 2008 What street do you live on? Pond Pine Rd. What do you love most about Harmony? We love the sense of community in Harmony, and how comfortable we feel with the kids living in this community. What are your kids’ favorite things about Harmony? They love being able to walk around and play with friends. Where did you move from? I grew up in Kissimmee and Quinton moved from Orlando. He was originally from Illinois. 2 Harmony Life Magazine | January 2019

What do you miss most? Absolutely nothing! This is the perfect community to raise a family. What is your background? My background is in Marketing and Real Estate, and Quinton’s is in video production. We own a video production and post production company, Studio Nine 13. What is a good story about Harmony? It never ceases to amaze me how wonderful our neighbors are. When our youngest daughter went missing last May, the community sprang into action looking for her. Thankfully it was a miscommunication with family, but I’ll never forget how amazing our community was during those hours. What is your favorite weekend activity? We love going to the beach and spending time with our friends, family and neighbors.

Are there any recommendations for other neighbors? Go for a walk! Seriously, there are some beautiful trails in Harmony, even the winding sidewalks by Buck Lake are great for a stroll. Do you do any charity or non-profit work? We work with our church Kissimmee Christian Church in their tech ministry. What do you do for fun? Whenever we have free time and it’s not raining, you’ll usually find us at the beach. It’s one of the reasons we love living here, being so close to the coast to make a quick day trip. What is your favorite TV Show? We love all sorts of shows for different reasons, but some of our favorites are The Goldbergs, The Office, Criminal Minds, and The Man in the High Castle. n

INTEREST RATES & INVENTORY By Jeanine Corcoran

A

s we kick off the new year, many families have made resolutions to enter the housing market in 2019. Whether you are thinking of finally ditching your landlord and buying your first home or selling your starter house to move into your forever home, there are two pieces of the real estate puzzle you need to watch carefully: interest rates & inventory.

Interest Rates

Mortgage interest rates had been on the rise for much of 2018, but they made a welcome reversal at the end of the year. According to Freddie Mac, rates climbed to 4.94% in November before falling to 4.62% for a 30-year fixed rate mortgage last week. Despite the recent drop, interest rates are projected to reach 5% in 2019.

needed), which has put upward pressure on home prices. Home prices have increased year-over-year for the last 81 straight months. The inventory of homes for sale in the real estate market had been on a steady decline and experienced year-over-year drops for 36 straight months (from July 2015 to May 2018), but we are starting to see a shift in inventory over the last six months. The chart below shows the change in housing supply over the last 12 months compared to the previous 12 months. As you can see, since June, inventory levels have started to increase as compared to the same time last year.

The interest rate you secure when buying a home not only greatly impacts your monthly housing costs, but also impacts your purchasing power. Purchasing power, simply put, is the amount of home you can afford to buy for the budget you have available to spend. As rates increase, the price of the house you can afford to buy will decrease if you plan to stay within a certain monthly housing budget. The chart below shows the impact that rising interest rates would have if you planned to purchase a $400,000 home while keeping your principal and interest payments between $2,020-$2,050 a month.

This is a trend to watch as we move further into the new year. If we continue to see an increase in homes for sale, we could start moving further away from a seller’s market and closer to a normal market.

Bottom Line

If you are planning to enter the housing market, either as a buyer or a seller, let’s get together to discuss the changes in mortgage interest rates and inventory and what they could mean for you.

With each quarter of a percent increase in interest rate, the value of the home you can afford decreases by 2.5% (in this example, $10,000).

Inventory

A ‘normal’ real estate market requires there to be a 6-month supply of homes for sale in order for prices to increase only with inflation. According to the National Association of Realtors (NAR), listing inventory is currently at a 3.9-month supply (still well below the 6-months 4 Harmony Life Magazine | January 2019

A FEW IMPORTANT DETAILS… By Steve Berube Chairman HCDD and President HROA

H

opefully you had a happy Holiday Season. Now that another year has passed, I thought it timely to expound a bit on some items of significance coming up that might affect Life in Harmony. Please remember that as these long-term and/or complex transactions take place, many rumors develop and sometimes become outlandish—and are usually just plain wrong. So, anytime you have a question, please ask. I (and the other 4 CDD supervisors or 5 HROA Directors) are more than happy to answer questions—just ask.

the County which will lose the tax income. Additionally, there have been some complex permitting issues attached to most wet areas in Harmony which are currently being cleanedup by the Developer and will either be satisfied prior to transfer or will have an agreement from the Developer that he will satisfy those requirements as soon as possible and at his cost. The reason: we want to expand the boat dock but cannot until we can get it permitted is the immediate need and we need a clear path toward any future permitted changes.

BUCK LAKE: As this is written, the CDD is poised to accept a transfer of Buck Lake and associated parcel VC10 from the Developer. We will try to obtain land surrounding the lake so as, to the extent possible, prevent any shoreline development activity. As part of this transfer, we will also write and control a Lake Usage Agreement which will largely govern what can take place on the lake considering that Harmony West CDD (a separate entity) is being built on the west end and will control over half of the land surrounding what will be our lake. It is my anticipation that this agreement will largely mirror the current agreement the Developer holds for our usage of his lake. Perhaps the most important piece of this will be to limit boats to electric power sources. Of course, acquisitions like this are not free and in this case, the CDD will absorb the CDD Fees being charged to the Developer currently. While the lake is not assessed CDD bond debt, the VC10 parcel is in the amount of just under $29,000 annually. As part of the 2015 Bond refinance package, those assessments will end in 2036 so with principle and interest the cost will be right around $485,000. While you might think the Developer is a really nice guy for giving up this lake, some surrounding areas and 5 acres of prime land, the fact is that the impetus for this is that the Developer is running a business and the lake & land are doing him no good but ARE costing him a significant amount of money in taxes and CDD fees.

Back to the money: it is my belief that this acquisition will NOT ADD to your CDD assessments. How can that be you might ask. Well, careful observers might remember that we have been paying down streetlight capital leases for several years to the tune of $330,000 per year. Those payoffs have been completed so each annual budget has that amount of money in it. It is my desire to slightly lower assessments because that is what we promised when we increased your assessments a few years back (by 2.08%) to provide the initial funding for the buyouts. That will account for around $100,000; rounding up the debt assumption eats another $30,000; we might have to account for Operation & Maintenance on these lands which is currently about $25K so rounding that up eats another $30,000; all of these amount to $160,000 out of the $330,000 available next year—so there is a $170,000 “cushion” still there to cover the ever-increasing costs of maintaining an aging Harmony.

So, by transferring these areas to us, he eliminates those burdens. And, because the CDD is a governmental entity, the CDD is non-taxable making the big loser here

SWIM CLUB EXTENDED HOURS: For many years, we have heard requests for longer hours at the Swim Club Pool. The prime reason hours have not changed is because of the legal requirement

for very specific lighting. At this point, after receiving several more requests for later hours, the Board has requested cost information on such lighting. Once that is obtained, we will discuss the pros & cons of extended hours which will be a complex discussion. It is important to note that Board members are charged with representing ALL owners when deliberating policy changes such as this—and this IS a significant change. When I say all owners, there are about 900 unique owners paying CDD fees and while many remain silent, we must consider the impact of changes on all of them. Nonetheless, the Board works for you, the voters, so your input—especially when you speak your desires at a meeting—carry great weight. So, stay tuned for more on this. BUT we must remember that the Developer has not (and will not be) paid his assessments on the land which amounts to a bit over $50,000 per year for each of the last 2 years so we haven’t received $100,000. Subtracting that from the $170,000 cushion still shows $70,000 left over which should leave us enough flexibility to provide that desirable assessment decrease. This is a very complex transaction with much work still to be done, but this should end up being a “crown-jewel” acquisition.

At the Board of Directors’ Meeting on Wednesday November 28th, the Board of Directors voted to reinstate Exhibit F of the Community’s documents. There were some slight changes made to the original documents, which allow better enforcement.

ID YOU KNOW that Harmony was designed to promote the peaceful coexistence of human and animal residents within the community while striking a balance between the preservation, use and enjoyment of Harmony’s natural areas? Harmony incorporates natural and humanbuilt environments that blend in ways designed to enhance the relationships between humans and animals and maximize the benefits of their peaceful coexistence. While retaining natural areas, Harmony is part of a human-dominated landscape where our actions profoundly affect the welfare of wild animals. Did you know that some birds around Harmony live here year round, while others grace us with their presence only at certain times of the year, and that you can identify them easily by their calls? Now that we are into the winter season you can see and hear quite a variety of birds that are here for only a few months, like Palm Warblers, tiny birds which bob their tails, and are often seen around the neighborhood in and around our street trees, as are American Goldfinch, with their “potatochip” call usually heard in flight. Yellowrumped Warblers, which are identified by a kiss-like call note, are frequently seen flitting about at the edges of woodlands. American Kestrel, North America’s smallest bird of prey, is also seen in winter, particularly in fields at the tops of trees, phone poles, and wires. Gray Catbirds, which sound like a snarky cat meow, are also around now; they’re usually found in shrubs and low trees 8’ or lower. I heard Cedar Waxwings, which make a high whistling call (sort of like a “nose whistle”) just this morning — they arrive later than other winter migrants. American Robins, mostly seen only in winter here, offer a “chirp, cluck, cluck, cluck” call at this time of year. Pied-billed Grebes, small diving birds with a vertical stripe through their beaks, are sometimes seen on our ponds in winter. Most of these species disappear come spring, and make way for birds that spend winters further south in Central and South America but breed in Central Florida and further north.

in the trees at the same time of year, and around nightfall the dizzying flight and buzz call of Common Nighthawks. The tiny Rubythroated hummingbird arrives in late spring to sip nectar from the flowers around our homes, and Purple Martins find their way to our gourd condos by the Community Garden and Community School. Of course, we can’t forget our dependable year-round species, like Mockingbirds, one of the most commonly seen and heard birds that mimics other species’ calls. Bright red Northern Cardinals, with their high chip notes, are growing ever more common as our neighborhood trees mature. Red-bellied Woodpeckers, “chirrup”ing in the trees, and Yellow-bellied Sapsuckers, which leave lines of horizontal holes in our street trees, are also growing in number. Tufted Titmouse, singing their “beata-beata” and other songs, can be heard in the trees around Buck and Cat Lakes and along our wooded trails. Sandhill Cranes with their ear-blasting alarm calls, are here year round and breed on our Golf Preserve and elsewhere in Harmony, while Great Blue Herons, Little Blue Herons, and Great Egrets

are frequently seen around the ponds. And, of course, our Wild Turkeys are also year-round residents, often “flocking up” in large mixedgender groups in winter. Birds are some of the most obvious and easily seen and heard of our abundant wildlife in Harmony, or almost anywhere else, for that matter. see you. I see your yawn. I see your sleepy eyes while rocking your sweet little bundle and patting their butt hoping for them to close their eyes for just a few hours. I see your messy bun because not only is it convenient but it hides the slightly greasy pieces of hair. I see the sigh of relief when you feel like a million bucks because you got to take a shower long enough to shave your legs at 9pm after the kids were in bed. I see you late at night as tired as you are watching trashy reality TV because it’s the only time you can switch off the cartoons to watch your own show in peace. I see you at the grocery store going straight to the bakery for that free cookie so you can rush through and try to grab everything you need before the kids consume it. I see you with one kid on your hip, stirring the pot for dinner and listening to everything that happened at school that day from your other child. I see you hiding in the pantry eating your piece of chocolate so they don’t see you and ask for some. I see you rushing for practice, to games, to birthday parties and ful-

filling your child's social calendars just reminiscing about the days it was your own social calendar that was once jam-packed. I also see you being an amazing mother to your children. I see you making memories with them. I see you wiping tears, giving snuggles, chasing them around the house pretending to be a monster or hiding from them being the monster. I see you spending your holiday gift cards on your kids and if someone gave you $100 you would probably go get something that they need or want. Mom, you are doing an amazing job. You are rocking this. They are only little for so long, so embrace it and remember every day gets a little bit easier.
