2013 Annual Report This annual report provides an overview of Bowls Queensland’s activities, achievements and financial performance for the 2013 calendar year. Bowls Queensland’s performance is reported within the framework of the 2008-2012 Strategic Plan. This report contains information beyond Bowls Queensland’s reporting requirements to provide a readily accessible reference of the state body’s work on matters that are of interest to the bowling community. 2013 has seen Bowls Queensland endeavour to progress the sport, promote and support disability groups through the sport and assist clubs and districts to promote the sport to the wider community. Our clubs and districts must be complimented on their efforts and the support they have given to Bowls Queensland programs throughout the year. Bowls Queensland through the development department continued to visit all clubs throughout the state. The visits are to advise members of the clubs how Bowls Queensland can assist and numerous resources are distributed providing useful information for clubs in a number of key areas. Development successfully conducted another State Disability Championships that will see selected players represent Queensland at the Australian open in early 2014. Sporting Wheelies, BCiB, Manly Bowls Club and Bowls Queensland also supported the Blind Bowlers extensively through a training camp that enabled the National Team to get together and prepare for the World Championships in Scotland. As a result of initiatives such as these and a number of joint programs between Bowls Queensland and other disability groups, Bowls Queensland was recognised by Sporting Wheelies and received their Inclusive Services award for the second year in a row. While at the end of 2013 the Development department had key personnel move on, we have been fortunate that the work they have done ensured a seamless transition occurred. A restructure of the department is to take place with a Development Officer being located to the Bundaberg area and an additional part time position being placed in Brisbane. This should enable clubs and districts to get assistance when required regardless of where you are placed within our expansive state. The Bowls Queensland’s constitution saw a change for those who are a member of more than one club. Individuals who are members of more than one club will only be required to pay affiliation fees at the club they declare for. This change saw a shortfall in the budget and the board requested an increase in affiliation fees that would enable some changes to occur for the benefit of the sport. The increase was approved by council and will see the former All Schools Cup Challenge expand to cater for both Primary and Secondary Schools. We encourage all districts to support these events, as they are beneficial in demonstrating our ability to engage full communities throughout Queensland. The increase will also see the implementation of a new database that will enable access by all levels of the sport. The process of moving to the new system has had some hurdles, however, once the system is fully operational and functional the transition will be swift with districts gaining access throughout the year. As clubs and districts are aware, obtaining and retaining funding can be difficult especially in the current economic environment. At the end of 2013 Bowls Queensland was required to submit an application to the Department of National Parks, Recreation, Sport and Racing for funding from 2014 - 2016. The outlined process was completed and Bowls Queensland was recently notified that we would retain similar funding levels to those received in 2011 - 2013. As most will know there were a vast number of media reports in regards to drugs in sport. While some sports received more media attention on this issue than they would like, bowls is not exempt. As at the 1st of January 2014 individuals who represent Queensland or participate in Bowls Australia events will be required to complete the online Australian Sports Ant-Doping Authority training prior to the event. The only exception to this is individuals who are competing in events specifically for the over 60-age group. The year has definitely been busy, and in November Pine Rivers Memorial Bowls Club successfully hosted Bowls Australia’s Premier League. It was a great opportunity to showcase bowls to the wider community both here and abroad. The event saw bowls reinvent itself to appeal to a society that craves a short, sharp action packed game. 2013 has laid a foundation for some exciting and interesting changes that will assist Bowls to move forward while ensuring we stay true to the history and traditions of the sport. 6 bowls queensland annual report
AUDIT & RISK Committee Chairman, Doug Murray Chairman: Doug Murray Members: Margaret Vincent Athol Radnidge During the year we had three meetings at BQ and a lot of the work carried out by the committee was achieved via emails contact and this worked very well. Throughout the year we undertook several initiatives to develop and introduce systems on behalf of the organisation. Some of the items that we were associated with was a Succession Planning Policy, BQ Selection Policy and Selection Roles & Responsibilities, BQ Evaluation of the CEO and the Board, upgrade of the BQ Extreme Weather Policy, The development and approval of a BQ Sun Protection Policy, a complete and total rework of the BQ Governance Policy to comply with the latest requirements.
We have also studied the recently released BA Drugs in Sport Policy and its implications for all bowlers and particularly our representative players. All members attended all three meetings at Bowls Queensland and all had input into the development and approval of all the above items.

Development State Development Manager, Brett Murphy - Dec 2013 It is with pleasure that I present the annual report for the Development Team for 2013. This year has seen a continuation of activity in all areas of development which we commenced in 2010 as well as the implementation of new programs and delivery of new material. This would not have been possible without the support of the state development officers. The appointment of Tim Blake, based in Townsville, has proved popular with our northern clubs with promotional van bookings for the north of the state doubling on the previous year’s figures. Tim has been doing a great job working in with clubs to visit schools on top of the normal uses the van has and this is reflected in the increased figures for usage. Tim is also the team member who has the greatest distance to travel servicing from Rockhampton in the south to Mt.Isa in the west and north to Thursday Island. Needless to say he has been on the road a lot with his visits and van bookings and I am pleased to say I have received nothing but positive feedback from those in the north that have taken advantage of Tim’s presence. Unfortunately it wouldn’t be a year in the life of the development team without staffing issues. Previous development officer, Steven Tong, left in May opening the door for Mark Lee to fill the void. Mark has done a mountain of work helping get our annual clubs visits all caught up and running around with the promotional van to honour all our commitments, he also ran the All Schools competition and assisted with the Disability Championships. Due to personal reasons Mark will not be with us in the New Year and will finish up at the end of November. To Mark’s credit he has committed to stay until we finalise our club visits and ensure his replacement will be trained up adequately to cover his role. Our regional development officer in the Toowoomba area employed under the Department of Sport & Rec’s jobs plan, Col Clifford, commenced in January this year and continued the good work put in place by his predecessor. With many years experience in the media 8 bowls queensland annual report
we have seen a great increase in media exposure in the Toowoomba region, not just for the 5 clubs serviced by Col but the sport of lawn bowls in general. Without the dedication and hard work throughout the year of all development team staff we wouldn’t have achieved our goals. We continued annual club visits in 2013. There are several reasons for these visits, first and foremost is to offer assistance and support in certain areas at club level. These areas included strategic planning, grant writing, membership and volunteer recruitment and retention, promotional activities including barefoot, social and community bowls as well as come and try days, sponsorship, working with people with a disability and school bowls and junior programs. These meetings are open for any interested members to attend and they have the opportunity to discuss these areas as well as any other issues that have arisen since our last visit Admittedly this year we had less information to hand out than in previous years, I guess that was bound to happen eventually as there are only so many development areas we can assist with. We are already working on areas for discussion for next year’s visits and will hopefully have plenty of useful information to distribute. All club visits scheduled are listed on our website under the Club Development tab. At the time of writing I am confident we will manage to visit every club that will accept a visit this year. 7 clubs have declined a visit for various reasons, timing didn’t suit, the club situation doesn’t warrant a visit or they are happy in the knowledge we are available if contacted. A couple of clubs have indicated they won’t require a visit next year unless we have some new material, and as indicated earlier that’s what we are currently working on, so annual clubs visits will continue with all clubs in 2014. While not every club is interested in what information we are offering, some are more than happy just to sit down and have a chat about how things are travelling and discuss any issues that are affecting them. On the club front we have unfortunately lost another couple of clubs this year with Tantitha (floods), Julia Creek (lack of membership & club house) and Ascot (financial) closing. On the positive side though Thursday Island has re-affiliated and that will leave us with a total of 325 clubs at year end. Membership has again declined with similar figures to the previous 2 years, approx 1900. It appears we aren’t the only sport suffering with other sports in similar situations. While we are willing and able to
assist clubs with implementing programs designed to attract people to the club to play, the transition across to full membership has been negligible. It’s not that people aren’t playing lawn bowls with well over 500K participants annually; it’s just that they aren’t joining clubs. This year we introduced a state wide Come ‘n’ Try day to try and attract more people to their local club to see what is on offer. I am pleased to have 125 clubs registered for the day in its first year, hopefully that number will continue to grow and we will see a slowing of the membership decline. At the time of writing I had received feedback from about 40 clubs that participated in the day and it has been varied. Unfortunately there were a number of clubs who got rained out; more disappointingly there were a handful of clubs that had 0 people show up on the day. Fortunately these instances were the minority, with clubs having between 4 and 100 people show up for the event, average attendance so far is about 20 people per club. It appears the regional areas have fared better than the metro areas with one-club towns reporting great numbers. The most promising sign so far is the willingness of attendees to get further involved with the clubs, whether it be through coming back for more barefoot events, joining a community bowls program or signing up for either full or social membership. The majority of clubs who had people on their greens have been very positive with the event and happy with results. We have taken all feedback thus far on board and are already working on the event for 2014. Another positive is that so far from the 40 clubs we have raised over $800 for Brighter Future 4 Kids with another $400 pledged. The promotional vans proved popular again this year with usage in 2013 the highest we have seen, a lot to do with one of the vans now being based in Townsville. The vans were used at a wide variety of functions including sports expos, school fetes, festivals, carnivals, shopping centres, shows and school visits. The vans were used by clubs, districts, disability groups, government departments, schools and private organisations. On the 50 occasions that the vans were used over 11,000 adults and children used the opportunity to try the sport in their own comfort zone. Hopefully we can see a flow on from these days and gain new members across the state. All van bookings are included on the website under Club Development tab so clubs can see when the vans are already booked. We have continued to schedule and coordinate delivery of all areas of coaching courses and accreditations. The coaching courses and modules are delivered as per requests received from individual districts.
2013 also saw us continue to maintain a strong association with our Sports CONNECT partners (Sporting Wheelies, Lifestream, Deaf Sport & Rec Qld and Qld Blind Bowlers) by hosting quarterly meetings, continuing our support of their events and holding our annual Multi Disability State Championships. This event attracted over 70 entries again this year from which a state team has been selected to represent Bowls Queensland at the 2014 Australian Open to be held in Melbourne. The 2013 disabled squad performed very well in February with 4 of the 7 members making finals of which we won 2 gold and 2 silver medals. The Development Team also assisted with running the Sporting Wheelies National Championships in June and contributed to the Queensland Blind Bowlers team that contested their National Championships in Victoria in May. We also attended a number of Sports CONNECT forums and workshops held across the south east which assist with linking our local clubs with disability service providers. We have once again been recognised for our inclusive policies and programs for the second year in a row, winning the 2013 Inclusive Services Award at Sporting Wheelies and Disabled Association’s Annual Awards. This state award recognises outstanding achievement by an organisation in developing opportunities for people of all abilities to participate in sport and active recreation. The All Schools Cup Challenge had a change of format in 2012 making for a fairer, more even competition. The format remains as a pair’s competition, but each team must now include at least one non registered bowler. The whole idea of this concept is to encourage younger members to join the sport, so having a non bowler in the team is a step in the right direction. The 2014 competition will have a name change and be simply called the Secondary School Cup. The reason we have the name change is that we are also introducing the Primary School Cup. This will be based on the Secondary School competition and details were sent out to all clubs in December, we will also provide clubs with the details via club visits. I would like to finish my report by thanking the other staff at BQ for all their assistance throughout the year, particularly when the team are all out of the office. In particular I need to make a special mention of our Events Officer, Roxanne Bell who does a mountain of work for the Development Team by arranging all our accommodation and travel requirements, and Stu Taylor who has been running around for us dropping vans all over the countryside so we could meet our booking obligations. bowls queensland annual report 9
High Performance High Performance Manager / State Coach, Bill Cornehls The end of the 2012 season saw the annual High Performance Development series against Auckland Bowls played at Musgrave Hill Bowls Club. The series gives an opportunity to invited players from around the state from both genders to further develop their skills in their Under 25 and Under 18 age group. The event is played in Singles (each player plays this discipline) Pairs, Triples and Mixed Pairs. The competition is played over 7 test matches where each participant will play a variety of positions. The series was won by Queensland development side in both the Under 25 and Under 18 groups. There were many good performances from players during the series and many players showed improvement over the competition. The Development series in 2013 will be played under the same format with 24 players heading over the ditch to play Auckland Bowls the week prior to Christmas. The Queensland state sides had a busy interstate event calendar in 2013 with the Australian Sides Championships, National Super 6 competition at Bendigo Bowls Club (Victoria), and interstate series’ against NSW at West Toowoomba BC, Western Australia at Rossmoyne BC (WA) and ACT at Caloundra BC. The Men and Ladies teams had mixed results but did finish strongly with series wins against Western Australia and Australian Capital Territory.
Queenslanders named in the Australian squad were Lynsey Clarke, Nathan Rice, Brett Wilkie, with many other candidates putting their name forward and have been included into the Queensland National Training Centre squad. From the Australian Under 18 Championships Braidan Leese, April Wilson and Taleah Putney also gain selection into the 2013/2014 Australian Under 18 squad. The Senior Sides Championships for the men and ladies was held in Victoria at Belmont BC (Geelong). While the Under 25 male and female teams played a series against NSW at West Toowoomba BC and the Queensland Under 18 teams held the annual series against NSW at Taren Point (NSW) and competed in the Australian Under 18 Championships held in Western Australia at Sorrento BC. Queensland for the 2013 year returned victories in the Interstate series against WA and ACT with a narrow series defeat against NSW. The Men Under 25 team had a strong victory against NSW for the first time for a number of years. Prior to the Australian Sides, the National Super Six Series was conducted with Queensland players featuring in the medals. Lynsey Clarke and Kristy Thatcher won gold in the pairs, Natasha Jones, Pam Rowe and Louise Witton won silver in the triples and Sue Brady won bronze in the singles. The men Anthony Kiepe won silver in the singles while Robbie Wild and Sean Ingham won a bronze in the pairs and the triples team missed out on a medal this year. During the Australian Under 18 Championships (Sorrento WA) Braidan Leese won gold in the boys singles. The boys fours team (Stephen Savage, Cohen Litfin, Brendan Wilson and Nic Gosley) picked up a bronze medal. April Wilson and Taleah Putney in the girls pairs had a strong win in the Bronze medal match. After the competition the Australian Under 18 squad was announced and as mention above Queensland had three players named in the 2013/2014 squad. During the 2013 season opportunities were given to male and female players through the State, Under 25 and the Under 18 teams as building and development to give players experience

at this level where the state sides should benefit in years to come. Throughout 2013 Bowls Queensland coaching clinics were successful and again many clinics were conducted with more clinics being scheduled in 2014. During 2013 I have visited 24 clubs, 3 district sessions and 3 junior clinics with over 500 members going through the clinics. The clinics were conducted at several clubs throughout Queensland and I worked with many members in Queensland to assist with technical improvement and training practices for their game improvement. Clubs, Juniors and districts visited throughout 2013 were Nth Dalby Juniors, Pomona, Drayton, Mackay District Ladies, Airlie Beach, Thuringowa, Nth Queensland Men District, Nth Dalby, Brisbane Nth Ladies District, Burnett Juniors, Burnett, Scarborough, Biloela, Rockhampton,
Caloundra, Bongaree Juniors, Coorparoo, Victoria Point, Nth Toowoomba, Wangaratta (Bowen), Proserpine, South Suburban Mackay, Maryborough Services, Wellington Point and I must thank you for the hospitality shown to me at these clinics. Many clubs have started to book for 2014 to have coaching clinics held at their club. In the wake of the 2013 season we should debrief and analyse performance through the year and look at the ways to improve to keep moving forward. It is all about having the right attitude when playing in competitions but we need to take ownership of our own destiny. Umpires Committee Co-ordinator, John Dawson I would initially like to thank my fellow umpire committee members Ivor Boon and John Kirkpatrick for their hard work and dedication over the past year. We have been very ably assisted by our administrator Cath Crowe and would like to thank her for her invaluable help. It is gratifying to see that the numbers of bowls officials being accredited over the last year in Queensland was not in decline. This is because of the hard work carried out by district umpire committees recruiting and training new umpire and measurer candidates. With Queensland being such a large and diverse place, sometimes we have to adopt different techniques to train our officials. This was true of Leichhardt District. As they did not have any accredited officials, Dave Ling, Leichhardt Mens Secretary, asked Bowls Queensland for help. We do have a correspondence training course in place for just this type of situation. I spent a weekend in their district and then carried out a correspondence course. I later returned to their District to conduct the exams, all seven candidates were accredited as national umpires. If any District feels that we can help increase the numbers of their officials please talk to us. On behalf of the umpire committee I visited Bundaberg and Mackay Districts to conduct umpire discussion meetings. Our involvement was really appreciated and both events were very well attended. Again if any district feels that they could benefit from a visit from this committee please let us know. The BQ Board are encouraging this committee to visit any district to assist with umpire, measurer and marker training or running an umpire discussion group or forum. In order to fulfil our responsibilities with regard to the BA appeals procedure a member of the Umpire Committee attended each of the Bowls Queensland competitions. From an officiating point of view all the events went off with very few problems and were a credit to the clubs and district umpire committees. It has been a particularly busy year as, along with our normal duties, we had the additional involvement in the World Bowls Law Review and the preparations for the introduction next year of the new Bowls Australia National Official Accreditation Scheme. It is intended that the existing law book will be amended just after the Commonwealth Games in August. To this

end Bowls Queensland invited all clubs in the State, via their districts, to submit their requests for any addition or change to the laws to the umpire committee. On receipt of these submissions we correlated and submitted them to Bowls Australia with any of our changes and endorsements. At the invitation of BA, Ivor representing Queensland and myself representing the National Officiating Committee, along with representatives from the other STA’s met in Melbourne last August to discuss the content and introduction of the new Officials Accreditation Scheme. The content and timing of the introduction of the scheme will be announced by BA over the next few months. The part of the new re-accreditation process for level 1 Umpires has already been introduced but it is too soon to make any observations. The umpire committee works with the match committees in many areas and in particular suggesting amendments and approving the Conditions of Play for State competitions. At their request we have considered all this year’s Conditions of Play. Very few changes were needed and they have been accepted by the match committees. On behalf of my committee, I would like to thank the BQ office staff for their continued support and encouragement. Men’s Section Section President, David. E. Cunningham Thank you for the privilege of being President of the Mens Section, also thank you to the co-ordinators of the selectors John Lang and Peter Stanton in his absence. I don’t know if I have ever met a more focused group of people than Ron Sommerville and his band of two merry men. Thanks for all the help. My year started with a meeting after the AGM to sort out our mission for the year. I started out at the District Sides Championships on the Sunshine Coast to help present the trophies to the winners of the first divisions the next trip was to Tweed Heads Bowls Club for the Silver Nugget opening it was good watching these young adults bowl. I tripped to Tweed Heads Bowls Club again for the Golden Nugget opening, another top event to be involved in.
Brisbane North District Bowls Association invited me to the President’s At Home day at Sandgate Bowls Club, we all had a great day. Pine Rivers Memorial Bowls Club invited me to their President’s At Home day, we enjoyed a great lunch and fellowship was had by all. We discussed the Australian Premier League and how it would work. It was pleasing to later see just how well it was run. I again travelled to Tweed Heads Bowls Club for the Champions of Club Champions and Pennant Finals. What a great weekend of bowls with the Mens champions being the North Toowoomba “Bushrangers”. I have enjoyed my term as President of the Mens Section and would like to thank the Ladies Section for help given and wish them all the best if they stand again.
Men’s Match Committee Co-ordinator, Ron Somerville At this time of year we look back over the year at the events we held and we try and peer into the future a little to see what 2014 may hold. We started the year as usual with the State Junior Championships held in Caboolture District at Bribie Island, Bongaree and Solander Lakes Bowls Clubs. As usual the standard of play from the juniors was very high and was well worth watching. The host clubs did an excellent job and the sponsorship arranged by Caboolture District certainly helped defray the costs to the families. The District Sides were held on the Sunshine Coast with the host clubs of Tewantin Noosa, Coolum Beach, Club Maroochy and Caloundra with Mooloolaba hosting on the fourth day. The District and the host clubs are to be congratulated on the running of the event and all of the Districts attending are to be commended for their patience when the weather turned against us on the fourth day. The State Championships were also held on the Sunshine Coast with Tewantin Noosa as the headquarters club. We decided this year to hold all the finals at the one club and use as few clubs as required for the sectional and post sectional play. It was quite successful from an administrative position and also I think from the player’s point of view. Unfortunately the weather gods did their occasional best to make life a bit difficult but we all coped. 14 bowls queensland annual report
The Indoor Qualifying was run in June and we welcomed Mooloolaba as a host club for the first time along with cohosts Pine Rivers, Paradise Point and Tweed Heads and all was run with their usual expertise. The final was held at Tweed Heads and once again it was professionally run. The State Mixed Pairs was run at Broadbeach for the first time this year and it was all one could wish for in a host for a Bowls Queensland event. The Champion of Club Champions was also run at Broadbeach and once again the club excelled itself. Our final event was the State Pennant final at Tweed Heads and all went with the professionalism that we have come to expect from this club. We head into the New Year with a new format for the 2014 District Sides with 22 Men’s Districts. We hope that all Districts will support us as we come to terms with this new program. Finally, my thanks to everyone for their support during the year, my family, my committee, the ladies match committee and all at Bowls Queensland. Also my thanks to all clubs who have hosted events for us and always made us very welcome.
Men’s Selection Committee Co-ordinator, John Lang The men’s selection committee has had a busy and successful year. It saw the committee attend the Junior State Championships which were held at the Bribie Island Bowls Club in April. It was identified while at this event that the Junior State Squad would ideally be better selected at the conclusion of the Championships. The request was forwarded to Bowls Queensland who supported the recommendation. The committee also had a representative travel to Bendigo for the Australian Sides and the Super Six, these events produced some good result and saw Queensland finish 3rd in the Sides. May saw all selectors attend the District Sides Championships at Coolum and Tewantin-Noosa over four days. A selection meeting was held during the event to select the side to play NSW in Toowoomba. Discussions were also held surrounding the test side for events against WA and the Under 18 Side to play the championships in Perth. A selector attended the State Championships, the quality of bowls at this event was exceptional and the selector reported back to the committee on those eligible to play in the over 60’s.
The committee was requested to select a team to compete against the ACT unexpectedly. The test would be played at Caloundra Bowls Club and saw the side perform well. While at Caloundra the committee selected the new combined open and under 25 squad and also the open and under 25 side to play NSW in January 2014. A committee member attended the Australian Senior Sides in Geelong. The team performed admirably and finished 3rd. The committee also had a representative attend the Champion of Club Champions, the State Pennant Finals and the North Queensland Junior Titles. The report from the North Queensland Junior Titles was that is was a successful event with a number of noteworthy performances. The committee has worked tirelessly to ensure they select competitive and successful sides and as the coordinator of the committee I would like to thank my fellow selectors for their efforts and dedication over the past year.
I was absent for the selection of the under 18’s team, however, after the initial discussion held earlier in the year the remainder of the committee produced a competitive team to attend the under 18’s in Western Australia. The event saw some exceptional performances from the team.

Ladies’ Section Section President, Dawn Forrest I have enjoyed my year as Ladies President and am very pleased to present my first Annual Report. Unfortunately, there was no nomination submitted at the AGM for the position of Vice President. Half way through the year, Lorna Wemyss was appointed to the position and sadly passed away shortly after taking office. My heartfelt sympathy to Lorna’s family. The events attended throughout the year are: State District Sides on the Sunshine Coast and thanks to the clubs for their courtesy and friendship. Wonderful bowls were played throughout the event and congratulations to the host District, Sunshine Coast ‘A’ taking out the honours as the number 1 side in the state. Congratulations to all the other Divisional Winners. I applaud all Districts who participated. I attended the Black Douglas Prestige Singles at South Tweed Sports and was honoured to present the winners trophy to Beth Quinlan who defeated a very gallant Marilyn Emerton. Congratulations South Tweed for staging this very major competition for female bowlers. Attended the opening/closing of the Inaugural Silver Nugget for under 25’s and the Golden Nugget at Tweed Heads Bowls Club. The winner of the female under 25’s was Sarah Boddington and the Golden Nugget winner was Jo Edwards. Congratulations to the club for staging these prestigious events. State Club Champion of Champions was played at Broadbeach Bowls Club. I congratulate the winners, Singles Helen Annan (Deception Bay); Pairs Jo Worsley and Tracy Foster (West Toowoomba ) Fours Shahn

This competition provided a great atmosphere with both the ladies and men’s competition being played at the same time. Congratulations to Ferny Grove who defeated Bargara Bowls Club in the final. I had the very pleasant duty of presenting Mrs Hilary Schmidt Twin Town Services Bowling Club with her 25year Meritorious Award. I attended Toowoomba City Bowls Club to help celebrate their 75th Anniversary. Thank you for your hospitality and friendship. Also attended Cunningham District President’s Day held at the Oxley Bowls Club. Thank you for your hospitality. I was very impressed with all the club has achieved following the devastating floods. I thank match co-ordinator Colleen Ryan and her committee Helen Doherty and Joy Oswald for their dedication and hard work in the preparation and the running of State events. To Di Cunnington Selection Co-ordinator and her zone selectors, Betty Andrewartha and Pamela Maitland. Thank you and congratulations in your state team selections and may success continue in 2014. Ladies’ Match Committee Co-ordinator, Colleen Ryan The 2013 season has now closed and what a busy time we have had during this very successful year! To start the year off, the 2013 State Junior Championships were played in the Caboolture District DBA. Bribie Island, Bongaree, and Solander Lakes were the clubs that hosted the Championships with a great turnout from players and spectators alike. The highlight of these Championships was Natasha Jones winning all four Championship events! The first time that this has been accomplished. The District Sides were full of surprises both with weather and bragging rights. The Sunny Coast unfortunately didn’t put on the best of weather on the final day. Sunshine Coast A took out the first Division title with Sunshine Coast B winning Div 2. Brisbane North won Div 3, Wide Bay/Gympie Div 4 and Southern Downs Div 5. The Open State Championships followed straight after using most greens on the Sunshine Coast. For the first time in State Championship history the ladies and men’s singles winners played one another in a battle of the sexes. Marilyn Emerton put up a great battle against Brett Wilkie with the honours going to Brett. The mixed pairs were played at Broadbeach on the Gold Coast and this event was the highlight of the year for me. It’s not too often the age gap between a winning combo at State level is seven decades! Mary Ross and young
14 year old Jacob Nelson (skip) were brilliant. I loved it when Mary called Jacob to the head when they were holding four shots with Jacob looking to play the final bowl. Mary whipped the bowl out of his hand and said four is good Jacob! The Pennant finals were held at Tweed Heads and this was a tough battle for all teams. Congratulations to Ferny Grove Ladies who defeated Bargara Ladies in the final. Our grateful thanks to all clubs, management, staff and members for their hospitality and tremendous support in the successful running of all events. Thanks also to greenkeepers and umpires. My personal thanks to my committee comprising of Helen and Joy, but my biggest thanks goes to Ron Somerville for the help he has given me in my first year as co-ordinator. We do work very closely with the men’s Committee!! My thanks to Chairman Ron and Keith (CEO) and all staff at Bowls Queensland who work so diligently together as a team. Ladies’ Selection Selection Co-ordinator, Di Cunnington Year 2013 has seen changes in the Selection Committee, namely; Di. Cunnington, Co-ordinator, Betty Andrewartha and Pamela Maitland were joined by Bill Cornehls, State Coach and, as the State Coach travels with every selected side, our Committee is supplied with ratings of each and every player. Selector Betty Andrewartha was appointed by Bowls Queensland as Manager of all selected sides. I wish to acknowledge Joan Chapman, Mackay, and Gwenda Menzies, Downs, for their contribution to this Committee whilst, during their tenure, also took Office on their own District Committees. Having Super Challenge and Premier League played during the first few months of the year allows Selectors an opportunity of following progress of members of our various squads. Another busy year, sides being selected for Tests against NSW, in Open, Under 25s and under 18s, Western Australia and the ACT, also Super Six and Australian Sides, Under 18s Australian Championships, and Senior Sides, results of these events and other major events supplied elsewhere in this AGM Report. One highlight of 2013 saw Selector, Pamela Maitland, travel to Townsville, by invitation of BQ, to attend the North Queensland Junior Championships, during September. This type of exercise has been mooted for many years and has, at last, come to fruition, thank you, Bowls Queensland.

Selector/Selectors attend all major events, including District Sides, State Championships, Pennant Finals, Champion of Champions. Selectors also attend major events in and around their own Districts, at their own volition, for which I thank them. This year saw the selection of an Open Squad of 20. This was carried out during the Test Series in October at Caloundra Bowls Club, all Selectors, other than Betty Andrewartha, who has had indifferent health during the latter part of this year, were in attendance, we wish you well, Betty. The squad for Under 18s to be selected after their State Championships during April, 2014. We are proud to have players, namely; Taleah Putney, April Wilson, Natasha Jones, Kristy Thatcher and Lauren Wilson all training with National Training Coach, Brett Wilkie, when work/school allows them the time. Kristy is also training with the Australian Squad, at this time. Lynsey Clarke, current Australian Representative, sets the benchmark for these talented young players. Our Selection Committee endeavours to give players every opportunity to reach their goals. Thanks to Match Committee for up to date results, also to clubs where we have been in attendance, for your welcome and any help afforded to us. Boundary Review Report Boundary Review Committee Chairman, Allen Bennett The committee has done a lot of research and study in the last year. This continued on from the previous committee with Delores Gray as Chair. Delores was tireless in her efforts to improve the state boundary structure.
The District of Fraser Coast had also requested change. The committee and the CEO travelled to Gympie to listen to ideas and suggestions of all parties involved. Unfortunately not all clubs were in agreement, so these Districts will remain the same.
The Districts of Bundaberg-Port Curtis made a request to separate for better operation. As all clubs in both Districts were in agreement, this was formalised by the Board to commence from January, 2014.
Legal advice was obtained after this meeting, which reinforced that there can be no change without total agreement. Change is difficult under the constitution. Any change to the constitution can only come from the Districts.
Coaching Committee Co-ordinator, Barry Ward Bowls Australia’s formulated Coaching Program is taking a while for seasoned coaches to adapt to. This program is designed for the new bowler to get on the green a lot quicker than the traditional way. Levels 1 and 2 in coaching are no longer applicable which is annoying experienced coaches enough to not want to adapt to a new format. This is a challenge for our committee as this program will put all Australian coaches on the same coaching strategy.
magazine is our best way of explaining our coaching program. We have had the opportunity to have two columns published and are hopeful for many more.
Being a new member of this committee (exactly 4 months) we are starting to see programs starting to develop which is pleasing.
Many thanks to our coaching panel Alan Thorp, Dennis O’Toole and Barry Gable who have combined to become a very compatible group to work with.
Our original correspondence with Districts was through email but we now find the “Queensland Bowler”

An issue which I feel needs addressing is bowlers who are coaching and not accredited are not insured, this is one reason coaches don’t want to be accredited. This is a grey area about insurance and in time will need to be addressed.

Finance Report Finance Director, Greg Flynn It is my pleasure to submit the financial report for the year 2013.

Revenue 2013 $2,049,860 compared to 2012 $2,105,940 a difference of $56,080. There was no Goodwill Tour conducted in 2013 compared to 2012 which is usually around $52,000. Goodwill Tour income is offset by a similar expenditure which also wasn’t incurred in 2013.

Development costs which include Player Development 2013 $366,165 compared to $316,906 in 2012 due to full year of Toowoomba Development Officer, Player Development NZ in 2013 and not 2012.
I was appointed to the board in September 2013 due to the sad passing away of the elected director of finance, Des O’Neill. I wish to report the combined operational result of Bowls Qld and Club Services Qld for 2013 was a surplus of $24, 514. This result is due to the policies laid down by the Board and administered by the operational management team led by CEO Keith Fullerton. The initial budget projection for Bowls Qld in 2013 was for a “balanced” budget. The Bowls Qld alone result for 2013 was a small surplus of $10,156 so the overall income and expenditure in the organisations $2,000,000 budget was generally in line with budgeted projections. A few areas I would like to bring to your attention when compared to 2012 are as follows: •
The Disaster Fund received an additional $31,810 during 2013. This results in a balance available to assist Clubs should natural disasters occur in the future now being $38,788. A smaller addition is budgeted for in 2014.

The database provision for updating the Bowls Qld in house database to a Bowls Aust and across all states database was further increased in 2013 by $15,000. This is an ongoing matter which should be finalised in 2014.

Bowls Qld has a very solid balance sheet. It is from that sound balance sheet base it will be able to continue to strive to improve the administration of bowls within the State via the Districts and Clubs which ultimately flows through to the grass roots lawn bowler. Many thanks go to all the Board members and staff at Bowls Queensland who have provided me with the necessary assistance to enable me to carry out this role. Bowls Queensland & Controlled Entity ABN 17 231 978 960 NOTES TO THE FINANCIAL STATEMENTS FOR THE YEAR ENDED 31 DECEMBER 2013 The financial statements cover Bowls Queensland as an individual entity, incorporated and domiciled in Australia. Bowls Queensland is a company limited by guarantee. The financial statements were authorised for issue on 18thFebruary 2014 by the directors of the company. NOTE 1: SUMMARY OF SIGNIFICANT ACCOUNTING POLICIES The directors have prepared the financial statements on the basis that the company is a non-reporting entity because there are no users who are dependent on its general purpose financial statements. These financial statements are therefore special purpose financial statements that have been prepared in order to meet the requirements of the Corporations Act 2001. The company is a not-for-profit entity for financial reporting purposes under Australian Accounting Standards. The financial statements have been prepared in accordance with the mandatory Australian Accounting Standards applicable to entities reporting under the Corporations Act 2001 and the significant accounting policies disclosed below, which the directors have determined are appropriate to meet the needs of members. Such accounting policies are consistent with those of previous periods unless stated otherwise. The financial statements, except for the cash flow information, have been prepared on an accruals basis and are based on historical costs unless otherwise stated in the notes. Material accounting policies adopted in the preparation of these financial statements are presented below and have been consistently applied unless stated otherwise. The amounts presented in the financial statements have been rounded to the nearest dollar. Accounting Policies a.
Revenue Non-reciprocal grant revenue is recognised in the profit or loss when the entity obtains control of the grant and it is probable that the economic benefits gained from the grant will flow to the entity and the amount of the grant can be measured reliably. If conditions are attached to the grant which must be satisfied before it is eligible to receive the contribution, the recognition of the grant as revenue will be deferred until those conditions are satisfied. When grant revenue is received whereby the entity incurs an obligation to deliver economic value directly back to the contributor, this is considered a reciprocal transaction and the grant revenue is recognised in the statement of financial position as a liability until the service has been delivered to the contributor, otherwise the grant is recognised as income on receipt. Bowls Queensland receives non-reciprocal contributions of assets from the government and other parties for zero or a nominal value. These assets are recognised at fair value on the date of acquisition in the statement of financial position, with a corresponding amount of income recognised in profit or loss. Donations and bequests are recognised as revenue when received. Revenue from the rendering of a service is recognised upon the delivery of the service to the customers. All revenue is stated net of the amount of goods and services tax. Interest is recognised as revenue when the amounts have been received.

Bowls Queensland & Controlled Entity ABN 17 231 978 960 NOTES TO THE FINANCIAL STATEMENTS FOR THE YEAR ENDED 31 DECEMBER 2013 The carrying amount of plant and equipment is reviewed annually by directors to ensure it is not in excess of the recoverable amount from these assets. The recoverable amount is assessed on the basis of the expected net cash flows that will be received from the assets’ employment and subsequent disposal. The expected net cash flows have been discounted to their present values in determining recoverable amounts. In the event the carrying amount of plant and equipment is greater than the recoverable amount, the carrying amount is written down immediately to the estimated recoverable amount. A formal assessment of recoverable amount is made when impairment indicators are present (refer to Note 1(f) for details of impairment). Plant and equipment that have been contributed at no cost, or for nominal cost, are recognised at the fair value of the asset at the date it is acquired. Depreciation The depreciable amount of all fixed assets including buildings and capitalised lease assets, but excluding freehold land, is depreciated on a straight-line basis over the asset’s useful life to the entity commencing from the time the asset is held ready for use. Leasehold improvements are depreciated over the shorter of either the unexpired period of the lease or the estimated useful lives of the improvements. The depreciation rates used for each class of depreciable assets are: Class of Fixed Asset Plant and equipment Land and Buildings

The assets’ residual values and useful lives are reviewed, and adjusted if appropriate, at the end of each reporting period. An asset’s carrying amount is written down immediately to its recoverable amount if the asset’s carrying amount is greater than its estimated recoverable amount. Gains and losses on disposals are determined by comparing proceeds with the carrying amount. These gains or losses are recognised in profit or loss in the period in which they arise. When revalued assets are sold, amounts included in the revaluation surplus relating to that asset are transferred to retained earnings. d.
Leases Lease payments for operating leases, where substantially all the risks and benefits remain with the lessor, are charged as expenses on a straight-line basis over the lease term.

Financial Instruments Initial recognition and measurement Financial assets and financial liabilities are recognised when the entity becomes a party to the contractual provisions to the instrument. For financial assets, this is equivalent to the date that the company commits itself to either purchase or sell the asset (ie trade date accounting is adopted). Financial instruments are initially measured at fair value plus transaction costs except where the instrument is classified “at fair value through profit or loss”, in which case transaction costs are expensed to profit or loss immediately. Classification and subsequent measurement Financial instruments are subsequently measured at fair value, amortised cost using the effective interest method, or cost. Where available, quoted prices in an active market are used to determine fair value. In other circumstances, valuation techniques are adopted. Amortised cost is calculated as the amount at which the financial asset or financial liability is measured at initial recognition less principal repayments and any reduction for impairment, and adjusted for any cumulative amortisation of the difference between that initial amount and the maturity amount calculated using the effective interest method.

Bowls Queensland & Controlled Entity ABN 17 231 978 960 NOTES TO THE FINANCIAL STATEMENTS FOR THE YEAR ENDED 31 DECEMBER 2013 The effective interest method is used to allocate interest income or interest expense over the relevant period and is equivalent to the rate that exactly discounts estimated future cash payments or receipts (including fees, transaction costs and other premiums or discounts) through the expected life (or when this cannot be reliably predicted, the contractual term) of the financial instrument to the net carrying amount of the financial asset or financial liability. Revisions to expected future net cash flows will necessitate an adjustment to the carrying amount with a consequential recognition of an income or expense item in profit or loss. Fair value is determined based on current bid prices for all quoted investments. Valuation techniques are applied to determine the fair value for all unlisted securities, including recent arm’s length transactions, reference to similar instruments and option pricing models. (i)
Financial assets at fair value through profit or loss Financial assets are classified at “fair value through profit or loss” when they are held for trading for the purpose of short-term profit taking, derivatives not held for hedging purposes, or when they are designated as such to avoid an accounting mismatch or to enable performance evaluation where a group of financial assets is managed by key management personnel on a fair value basis in accordance with a documented risk management or investment strategy. Such assets are subsequently measured at fair value with changes in carrying amount being included in profit or loss.

Loans and receivables Loans and receivables are non-derivative financial assets with fixed or determinable payments that are not quoted in an active market and are subsequently measured at amortised cost. Gains or losses are recognised in profit or loss through the amortisation process and when the financial asset is derecognised.

Held-to-maturity investments Held-to-maturity investments are non-derivative financial assets that have fixed maturities and fixed or determinable payments, and it is the company’s intention to hold these investments to maturity. They are subsequently measured at amortised cost. Gains or losses are recognised in profit or loss through the amortisation process and when the financial asset is derecognised.

Available-for-sale investments Available-for-sale investments are non-derivative financial assets that are either not capable of being classified into other categories of financial assets due to their nature or they are designated as such by management. They comprise investments in the equity of other entities where there is neither a fixed maturity nor fixed or determinable payments. They are subsequently measured at fair value with any remeasurements other than impairment losses and foreign exchange gains and losses recognised in other comprehensive income. When the financial asset is derecognised, the cumulative gain or loss pertaining to that asset previously recognised in other comprehensive income is reclassified into profit or loss. Available-for-sale financial assets are classified as non-current assets when they are not expected to be sold within 12 months after the end of the reporting period. All other available-for-sale financial assets are classified as current assets.

Financial liabilities Non-derivative financial liabilities other than financial guarantees are subsequently measured at amortised cost. Gains or losses are recognised in profit or loss through the amortisation process and when the financial liability is derecognised.
Impairment At the end of each reporting period, the company assesses whether there is objective evidence that a financial asset has been impaired. A financial asset (or a group of financial assets) is deemed to be impaired if, and only if, there is objective evidence of impairment as a result of

In the case of available-for-sale financial assets, a significant or prolonged decline in the market value of the instrument is considered to constitute a loss event. Impairment losses are recognised in profit or loss immediately. Also, any cumulative decline in fair value previously recognised in other comprehensive income is reclassified into profit or loss at this point. In the case of financial assets carried at amortised cost, loss events may include: indications that the debtors or a group of debtors are experiencing significant financial difficulty, default or delinquency in interest or principal payments; indications that they will enter bankruptcy or other financial reorganisation; and changes in arrears or economic conditions that correlate with defaults. For financial assets carried at amortised cost (including loans and receivables), a separate allowance account is used to reduce the carrying amount of financial assets impaired by credit losses. After having taken all possible measures of recovery, if the management establishes that the carrying amount cannot be recovered by any means, at that point the written-off amounts are charged to the allowance account or the carrying amount of impaired financial assets is reduced directly if no impairment amount was previously recognised in the allowance accounts. When the terms of financial assets that would otherwise have been past due or impaired have been renegotiated, the company recognises the impairment for such financial assets by taking into account the original terms as if the terms have not been renegotiated so that the loss events that have occurred are duly considered. Derecognition Financial assets are derecognised where the contractual rights to receipt of cash flows expire or the asset is transferred to another party whereby the entity no longer has any significant continuing involvement in the risks and benefits associated with the asset. Financial liabilities are derecognised where the related obligations are discharged, cancelled or have expired. The difference between the carrying amount of the financial liability, which is extinguished or transferred to another party, and the fair value of consideration paid, including the transfer of non-cash assets or liabilities assumed, is recognised in profit or loss. f.
Impairment of Assets At the end of each reporting period, the entity reviews the carrying amounts of its tangible and intangible assets to determine whether there is any indication that those assets have been impaired. If such an indication exists, the recoverable amount of the asset, being the higher of the asset’s fair amount less costs to sell and value in use, is compared to the asset’s carrying amount. Any excess of the asset’s carrying amount over its recoverable amount is recognised immediately in profit or loss. Where the future economic benefits of the asset are not primarily dependent upon on the asset’s ability to generate net cash inflows and when the entity would, if deprived of the asset, replace its remaining future economic benefits, value in use is determined as the depreciated replacement cost of an asset. Where it is not possible to estimate the recoverable amount of a class of asset, the entity estimates the recoverable amount of the cash-generating unit to which the asset belongs. Where an impairment loss on a revalued asset is identified, this is debited against the revaluation surplus in respect of the same class of asset to the extent that the impairment loss does not exceed the amount in the revaluation surplus for that same class of asset.

Employee Provisions Provision is made for the company’s liability for employee benefits arising from services rendered by employees to the end of the reporting period. Employee provisions that are expected to be settled within one year have been measured at the amounts expected to be paid when the liability is settled.
