2010 Annual Report This Annual Report provides an overview of Bowls Queensland’s activities, achievements and financial performance for the 2010 calendar year. Bowls Queensland’s performance is reported within the framework of the 2008 - 2012 Strategic Plan. This report contains information beyond Bowls Queensland reporting requirements to provide a readily accessible reference of the state body’s work on matters that are of interest to the bowling community. Chair’s Report

Ups and downs in 2010 2010 has been a successful year in many ways for the Board of Bowls Queensland, yet disappointing in others. On the bowling green the stateʼs players have performed very well, with the men and juniors retaining their national titles. Congratulations to all of our 2010 representative players, we look forward to further successes in 2011. Full results of all test and championships are listed later in this report. The Board, after seeking legal advice from a constitutional lawyer (John Mullins from Mullins Lawyers, a highly respected law firm), presented to council for adoption a new constitution applicable to a Company Limited by Guarantee. Bowl Queensland Executive Officer, Keith Fullerton, and I visited most districts prior to the November Council Meeting to discuss and explain the need for a new constitution. The response we received from the many districts was very positive, however when it came to the council vote the required 75 per cent agreement was not achieved and we were unable to adopt the new constitution. It appears the main reason for the rejection of the proposed constitution was a clause removing the sections. Apparently many of the older members wish to retain the former associations of RQBA and QLBA and perceive the sections as fulfilling these roles. We should remember these two former organisations were unified in 2004 to become Bowls Queensland as the result of a majority vote by all districts in Queensland. There was also resistance from some districts to a clause allowing the board to set affiliation fees, even though this is the recommendation of both professional independent reviewers and legal advisors. This indicates a lack of confidence and trust in the elected directors of the board. How can these elected directors be expected to administer the organisation efficiently if they are to be controlled by council delegates? A forum was held at BQ headquarters in October to investigate the problems facing working women and schoolgirls who wish to participate in competitive bowls. Most ladies play their club and district competitions mid-week, therefore preventing working women and schoolgirls from entering. Feedback regarding this problem was received from many country and metropolitan districts. Brisbane bowler Michelle Russell also organised a weekend competition for women bowlers which ran throughout November—December. This competition was strongly supported, indicating the need for future competitions to cater for this group of players. Bowls Australia and the STAʼs are attempting to halt the serious decline in affiliated membership. Over the past few years the game of bowls has changed a lot, with a massive increase of recreational bowlers (corporate, warehouse, barefoot and night owls) who do not affiliate with clubs. This indicates that changes are imperative for the sport to survive. These unaffiliated players are the future, but to entice them into becoming full members we must relax some of the past rules and regulations. The older traditions that have been a very important part of the game are no longer recognised except on special occasions (such as President at Home days or Anniversary Celebrations). Brisbane City has advised BQ that Coorparoo Bowls Club has been heritage listed. This means that we will possibly be restricted in any future development. BQʼs Executive Officer is seeking information as to any possible funding available as the club has an asbestos problem. It is pleasing to know that the club is now operating more successfully. On behalf of the Board, I extend our appreciation to all committees, Audit and Risk, Coaching, District/Club Advisory, Section, Match, Selection, Umpires and to district and club volunteers for your commitment to and support of Bowls Queensland and the sport of bowls. Thank You. The board has been able to establish an extremely successful relationship with Bowls Queensland Executive Officer, Keith Fullerton, over the past year. He has been successful in attracting new sponsors with agreements in writing. Well done! To the staff at Bowls Queensland, thank you. Without your experience and knowledge, this organisation would not operate as successfully as it has done for many years and will continue to do so in the future.

Executive Officer’s Report

One eye on the future 2010 has seen Bowls Queensland make a number of directional changes for the benefit of bowls in Queensland. As an organisation we are looking at not just what is needed now, but what we envisage will be required in the future. This process started in 2009 with the upgrade of the Bowls Queensland information technology capabilities. This upgrade has seen investigations into data management systems that will allow us to capture more information to assist in reporting to funding providers along with being able to link it to events in order to keep up-to-date player records. The technological advancements didnʼt rest with Bowls Queensland however, with all but handful of districts agreeing to receive correspondence via email. At the start of their current Boardʼs term both the Board and I underwent personal development. This personal development saw the roles and responsibilities of the Board and Executive Officer clearly outlined as per the requirements of a Company Limited by Guarantee. As a direct result it was highlighted that our current constitution was not clear in areas and that it needed to be addressed. This led to the board seeking the expertise of constitutional lawyer John Mullins from Mullins Lawyers to draft a constitution that met the needs of a progressive and forward thinking organisation. The proposed constitution was put to the council in November however it wasnʼt passed in its current format. This document will be reviewed and put forward again in the future. While the proposed constitution was not successfully adopted, there were a number of positives to come from the process of visiting districts to gain feedback on the document. These trips gave the Chair and I the opportunity to listen to the issues that districts face. It enabled some issues to be addressed immediately, while others required further investigation. As a direct result, visits to districts will be more regular than in the past and will focus on listening to and addressing the concerns of all districts throughout the state. After all, Bowls Queensland is here for every district, club and member within our boundaries. Throughout the year negotiations have been in place to finalise possible sponsorship agreements. It is with pleasure that I can inform you that Nundah Mitsubishi / Isuzu has come on board. They have taken over where Mitsubishi Australia concluded in early 2010. There is a major change to this agreement however. Should a bowler purchase a vehicle from Nundah Mitsubishi, the club of which they are a member will receive a financial reimbursement. Similar agreements with other sponsors will be negotiated in 2011. As Executive Officer it is difficult to achieve the necessary outcomes without support from a number of key personnel. First and foremost I must thank the Board for their efforts and support. It goes without saying that without the great working relationship we share, nothing would have been achieved. I look forward to continuing to work with you all in varying capacities in the future. It also goes without saying that the tireless efforts of the Bowls Queensland staff are much appreciated, not only by myself but I think it would be safe to say by all bowlers throughout the state. They constantly meet and exceed a high standard of work. I must also congratulate the Bowls Queensland committees. The support they give to the organisation doesnʼt just impact on the board or the office, but everyone who is a bowling member. Without their efforts it would be extremely difficult to fulfil the obligations of the company. Last but not least a special and sincere thank you must be forwarded to districts, clubs and bowlers. You are the backbone of the sport and without your efforts throughout 2010 we would not have as many people participating in the sport as we do. As we move into 2011 Bowls Queensland will endeavour to continue to evaluate and modify its direction to meet the needs of an ever-changing society. Development Development Manager, Brett Murphy

It is with pleasure that I present the annual report for Bowls Queenslandʼs development team for 2010. This year has seen a major increase in activity in all areas of development. This would not have been possible without the successful recruitment of two new development officers, Sam Hunter and Josh Thornton. Sam commenced work with us in January, Josh in July, and with a team of three staff we have been able to increase productivity dramatically. Sam and Josh have both fitted into their roles well and have shown a keenness to learn and eagerness to take the development of the sport to the next level and I believe development is heading into exciting times over the next few years. Unfortunately Sam decided to leave us for greener pastures early in the New Year, but the groundwork has now been laid for his replacement to step straight into the role and continue the good work.

> Our biggest project this year was conducting club visits. There were several reasons for these visits, first and foremost of which was to assist in certain areas we had identified as problem areas at club level. These areas included strategic planning, grant writing, membership recruitment and retention, promotional activities including barefoot, social and corporate bowls, as well as come and try days, volunteer recruitment and retention and school bowls programs. Meetings gave interested committee members the opportunity to discuss these areas with the development team. Clubs were also issued with handbooks relating to all these areas.

> The other main reasons for these visits was to establish a line of communication between the clubs and the development team. The lines of communication have been neglected in the past and for us to move forward and earn the trust and respect of clubs and their members we needed to be out there visiting these clubs individually. While one visit will not fix the problem it is a step in the right direction towards establishing a stronger relationship. The problem will only be fixed with ongoing visits and communication, which is what is planned for future years. > We have divided the state into three zones with each development staff member responsible for an allocated zone. Each staff member will be required to visit every club in their allocated zone each year, ensuring every club in the state will receive a visit. The staff members will rotate every 12 months, ensuring they get the opportunity to visit every club in the state over a threeyear period. > These ongoing visits will continue to establish strong lines of communication, while also keeping clubs informed of any new material or ideas available from the development team. > At the beginning of 2010, with only two members in the team, we set ourselves a goal of visiting 180 clubs for the year. With the arrival of the third team member this figure was revised to 250 clubs. I am happy to report we have exceeded our expectations and visited 332 of Queenslandʼs 342 clubs. The few clubs we have been unable to visit will be at the top of our priority list for in 2011.

> These visits help to increase understanding of areas where the development team can provide assistance. Due to this we have seen a marked increase in requests for assistance. This has seen numerous follow up visits to assist with the implementation of programs such as corporate bowls and school programs. > We have also had numerous requests for the use of BQʼs promotional van to coincide with club open days. The promotional van usage was well up on the previous yearʼs figure, with 20 clubs and three different organisations taking advantage of the opportunity to utilise this resource. The van was used at a wide variety of functions including sports expos, school fetes, shopping centres and shows. During the 23 occasions that the van was used, over 3000 adults and children took the opportunity to try the sport in their own comfort zone. Hopefully we can see a flow on from these days and gain new members across the state. > Requests for letters of support for grant applications have also seen a major increase based on the extra information being provided via club visits. It is good to see so many clubs applying for grants, and even if unsuccessful they are persevering with further applications. I am also happy to report that there are plenty of clubs who are being successful with gaining grant monies. The successful grant applications have been for many and varied areas including: shades, lighting, solar systems, green upgrades and upgrades and replacement of equipment and furniture. Clubs have also been successful in obtaining grants for implementing promotional activities, strategic, operational and business plans and training for members and staff. I would encourage every club to continue applying for grants and to keep persevering with their applications…after all itʼs free money. > We have also continued to get training for people to become accredited Presenters and Assessors, thus enabling them to deliver the new coaching courses as per Bowls Australia guidelines. We currently have 10 fully approved P&Aʼs with another eight not far off the mark. Having these P&Aʼs spread throughout the state enables us to conduct coach courses on demand and at an affordable cost. While the structure of the course is still being reviewed and is not to everybodyʼs liking we are still delivering what is expected of us.


> We have managed to arrange and conduct 20 coaching courses for the year which is a respectable achievement considering some of the hurdles that needed to be overcome. We will continue to work with districts in 2011, arranging and conducting courses as required. We will also be working with our upcoming P&A始s to ensure they have the opportunities and the required training to become fully accredited. > 2010 also saw us further strengthen our association with our Sports Connect partners (Sporting Wheelies, Lifestream, Deaf Sport & Rec Qld and Qld Blind Bowlers) by continuing our support of their events. We have also entered into Memorandums of Understanding with all partners as well as having renewed our charter with Sporting Wheelies. > We were fortunate enough to receive funding through a Sport & Rec Active Inclusion grant, which enabled us to attend several school sport expos conducted by the Lifestream Foundation. Additionally we will be conducting coaching courses for bowlers with a disability enabling them to then become coaches and coach their own players. We were also able to liaise with these sporting bodies and help with the successful running of state championships and also offer assistance for selected teams from the respective organisations that represented the state.

> The All Schools Cup Challenge was once again successful in 2010 with increased entries at both club and district level.This year 23 clubs and 46 schools participated through 15 of our 20 districts. This is a significant increase on the previous year始s numbers. With the changes to the 2011 program we expect another increase in participation numbers. The new program will enable us to have 20 finalists (one from each district) instead of the current eight. This should encourage further participation from the districts. I have already received positive feedback from clubs and districts regarding the proposed changes to the program and believe next year will be very successful.

With this in mind we have based our guideline on the end of financial year figures at the end of June. Based on these figures our membership has declined slightly from 2009 to 2010.

> We are currently in the process of including a club locator on our website. The required information for this will be gained via a club survey we plan on conducting while doing club visits. This survey will be the most comprehensive survey of bowls clubs in Queensland to date. > We will also be increasing the use of our promotional van by attempting to gain more access to schools across the state and participating in more sports expos. By using this avenue we hope to increase junior and school participation.

> We will continue to work with and support the working women in the bowls community to encourage increased participation numbers in this area also. > As well as working on participation rates we are currently working on two new handbooks, sponsorship and people with disabilities. These should be available in the New Year and we will be able to offer them once our club visits commence.

> 2010 also saw us maintain our links with various charity organisations. We supported and worked with Arthritis Queensland, The McGrath Foundation, Stroke Foundation and the Cancer Council. Linking with these organisations is not only supporting a worthwhile cause but also assists the state body, districts and clubs when applying for funding through grants. We will endeavour to maintain and increase our involvement with charity organisations in 2011. > In 2011 we will be focussing on all the above areas once more. I have conducted some in depth research into our actual membership numbers and have found that the quarterly figures for September and December are quite In closing I believe we have achieved our goals for this year and we are all looking forward to the challenge of setting and meeting new goals in 2011. I would also like to take this opportunity to thank all the Bowls Queensland staff for their support and encouragement throughout the year, in particular, our Events Officer, Roxanne Bell, who has been of great assistance throughout the year booking all the accommodation and flights for our club visits and her invaluable support throughout the All Schools Cup.

High Performance The performance of state sides, teams and individuals for the 2010 season has been above average once again. Some may question the need for a High Performance section when Queenslandʼs state sides and individuals are performing so well. However, the fact is, each time a Queensland team or individual steps on to the green, they are the benchmark for the other states. Of course we could sit back and hope the results keep going our way.

The idea behind these development camps is to build pathways for the athletes throughout Queensland (metropolitan / regional). These development camps will form a model across Queensland, providing standard training drills to record information on athletes, which will form part of an athlete high performance database. Constantly changing session plans for the camps will keep up the enthusiasm of athletes and make them more adaptable in competitions.

This is something that other states would like to see happen.

A bowlerʼs ability to progress within the current system is heavily reliant on the athleteʼs performance at major competitions.

But these other states are continually improving, so to maintain our position as Australiaʼs top bowls state we must also continue to improve by putting in place practices that will keep us ahead of the rest, from grassroots level right through to the elite athletes.

It was felt we needed a High Performance document to assist everyone, from club bowlers through to state athletes, and I have been working on this document over the past year.

High performance is about looking at what we do now and trying do it better…not just for elite players as some have suggested, but also for districts, clubs and all members in Queensland. Throughout 2010 I have been examining where we need to improve in order to give districts, clubs and individuals the opportunities to improve their game.

This document will encompass representative expectations, mindsets, team positions, training drills, competition debriefs and several other areas involved in the game for districts and individuals. This will be a working document and will require changes from time to time as we assess what works and what doesnʼt.

Bowls Queenslandʼs High Performance Program has been established to support and assist the development of athletes across the state.

Obviously not every member can make it through to the top, but if we put the tools in place then individuals will at least have a pathway to follow to assist their quest at club, district or state level.

It is envisaged that it will create an open and trusting environment between Bowls Queensland and its member districts, clubs and bowlers.

A trial for this program was conducted in the Tropical Far North and Brisbane districts during November.

The program will also assist in establishing a clear and precise pathway from grassroots through to the highest levels attainable. To reach the highest level possible we must look forward to the future and develop a culture to deal with any situation that presents itself. Working collaboratively is the only way that bowls in Queensland can achieve and maintain the very highest level. Feedback from bowlers, coaches, officials and districts will assist in achieving the desired outcomes. Some areas in the state already have regional development camps in place.

Once all feedback and comments from these trials are received and collated any amendments required will be acted upon promptly. Early reports have been positive, but widespread use of the program in Queensland will be one of the key indicators for success. The first version of the High Performance Program for Bowls Queensland will roll out early in 2011 and will be available by contacting the office or on the BQ website. Your assistance is needed to make this program work and I look forward to working with you.

Audit & Risk I am pleased to report on the activities of the Audit and Risk Committee over the past twelve months. There was limited activity from the committee with only three meetings being conducted during 2010. This came about as the processes implemented are effective and functioning well. This is a credit to our Finance Manager, Stuart Taylor who has kept the companyʼs financial statements in impeccable order with all transactions accounted for. I would also like to extend my thanks and appreciation to my fellow committee members for their time and efforts over the past twelve months.

Bowls Australia Report The Annual General Meeting of Bowls Australia was held on November 4, 2010. The election of a new board resulted in the following appointments: President — Joe Aarons OAM, Vice President — Geoff Nethercott, Directors Bev Shannahan, Des Skinner, Robert Webb and Roz Davey. Independent directors — Glenn Ashcroft and Patrizia Torelli. Bowls Australia is working towards becoming a Company Limited by Guarantee, however the proposed new constitution was withdrawn prior to the meeting as a number of STAʼs had concerns with some clauses. Bowls Queensland Executive Officer Keith Fullerton, Deputy Chair Jack Oliver and I will be attending a forum and BA meeting in February, where the new constitution will be discussed and probably presented for adoption. Bowls Australia will also hold an awards night on February 12. Jack Oliver and I will attend on behalf of BQ.

Umpires

The 2010 incoming umpire committee was comprised of myself and Percy Tesch, with Bryan McMahon in the chair.

Bowls Queensland events including the District Sides Championships, State Championships, State Champion of Champions and the State Pennant Finals.

This committee has experienced some changes from the previous period and during its current term of office.

Although it is a requirement that this committee is represented at all Bowls Queensland events, the actual responsibility for umpiring is under the direct control of the districts and clubs.

Previous committees have had six members, however this was reduced to three following the recommendations in the Bowls Queensland review. In order to make this reduction viable it was necessary to find ways to reduce this committeeʼs workload. The main opportunity that presented itself to this committee was to encourage district umpire committees to not only train and examine umpires, but also to take on the responsibility for the final marking and accrediting of new umpires and measurers. So far five districts have been identified as meeting the criteria for being devolved from the existing system whereby the state committee signs off on all new and reaccrediting level 1 umpires and markers.

At all events that we attended we were impressed with the very high standard and professional approach that was demonstrated by all the coordinators, umpires, measurers and markers…well done. This committee has exceeded its annual quota for the accreditation of new umpires throughout the state. However we in no way accept credit for this achievement. Thanks are due to the tireless hard work of all the district umpire committees. Congratulations. Bryan McMahon was chair of this committee until November 2010, when he resigned and was subsequently replaced by myself.

There are no plans to change the system regarding level 2 umpires.

We thank Bryan for his commitment and valued contributions during his time in office.

District Club Advisory Coaching Once again a very busy year for the committee, with many requests for advice, mainly in relation to management committee structures and their operation, election procedures and protocols. In the main the first advice given was to always follow and work within the provisions of your club/district constitution. A steady flow of constitutions seeking approval continues to pass through the committeeʼs hands. It has been pleasing to note that the majority of revised/rewritten constitutions have been based on the updated Bowls Queensland Model Constitutions, thereby complying with BQ requirements and the basic requirements laid down in the model rules of the incorporations act. I thank club and district secretaries and their boards for their cooperation in amending their constitutions where necessary, so as to comply with BQ requirements.

The state coaching committee has struggled to understand the relevance of their role within the Bowls Queensland structure during 2010. Development handles the role of coach education by arranging Club Coach Courses and delivering Introductory Coach courses, while state coach Bill Corhnels visits clubs and runs high performance training. These sessions are similar to the ʻtrain the trainerʼ sessions that were delivered by previous state coaching committees. During 2010 I visited the Cairns district by invitation, as coaching committee coordinator, with Bill Corhnels and Jenny Keeling. We visited Marlin Coast, Mareeba and Innisfail. It was great to catch up with some very enthusiastic bowlers and coaches.

I have been greatly assisted by the wise council and advice given by committee member Earl Klease.

I hope BQ along with Bill will continue to include the state coaching committee in any future sessions held throughout the state.

Earlʼs advice has formed the basis of responses to many of the requests for assistance.

Mick Cherry and I ran a workshop for the coaches at St Lucia bowls club, which was very productive.

Men’s Section By definition, an Annual Report is a time to reflect on the past and consider possible directions for the future. We all can and should learn from history and to continue with those things that have worked well and at the same time develop new ideas for the future. This last year has been both rewarding and satisfying. The role of Section President is not just an administrator, he has various roles and each of these roles carries a responsibility, one that I take seriously. Our representative season got off to a good start at the Australian Sides in South Australia, defeating all the states and territories with the exception of Victoria who defeated us in the last game. We did not progress in our winning ways however as we were defeated in the NSW Junior Test on the carpet at Paradise Point. However, at Warilla the Seniors defeated NSW two tests to one but the Under 25s lost three tests to two. In the Under 25ʼs tests there were 5 tie break games and they split three to two as well. All in all quite a good result. The over 60ʼs could not continue with their good form from the previous year but were runners up to Western Australia. Congratulations to all our representative players. Each area of the section has worked well with my commitment for better communication within the section. There have been a few ups and downs but overall the good outweighs the bad. I thank my entire executive for their support and wish them the best in 2010 in whatever endeavour they chose to undertake. The Match Committee has worked extremely hard and has always tried to be proactive and not reactive. The Junior Championships were a credit to the Sunshine Coast Clubs for their support and the way they helped conduct the event. The standard of play was excellent and all the juniors were to be commended for their play and for their demeanour on and off the green. They were a pleasure to be associated with. The Junior Nationals were held on the Gold Coast this year and our juniors excelled as always, the top state in both the boys and girls. Very well done indeed by all our juniors, they have set a very high standard for the future.

The District Sides and State Championships were quite successful on the Sunshine Coast. The host clubs went out of their way to be of assistance to the Match Committee and their cooperation made our job so much easier. The State Championships were also run by the Sunshine Coast but unfortunately the support was not forthcoming from the players and so it was decided to revert back to the Brisbane metropolitan area for 2011 State Championships. In spite of this lack of support the Championships were concluded successfully. A special vote of thanks to all the Sunshine Coast clubs who made their greens available The Champion of Club Champions and the State Pennant Finals were again hosted by Bribie Island Bowls Club. Their hard work, cooperation and commitment to bowls made our job very easy indeed. A big thank you to everybody at Bribie Island Bowls Club especially Chairman Stan Coomber. One of the things that is noticeable as I go round the clubs is the difficulty that most clubs and districts have in attracting volunteers for their various positions as they become vacant. I would encourage you all to value and support your volunteers, without them we would not have our sport. I wish to thank all the clubs that have hosted events for us and also thank all the clubs I have visited for their welcome and their hospitality. May you all enjoy your bowls wherever and whenever you may play.

Men’s Selection

Year 2010 has now closed and has proved to be most successful from a match committee point of view.

On behalf of the selection committee I have much pleasure to present this yearʼs report. With the partly new selection committee we have worked together well in selecting good sides in the four disciplines.

As the majority of events under our control are for both Men and Women the match committees have been having joint meetings, this has proved to be most beneficial. I thank Alison Duffey, Ladies Match Coordinator and her committee for the valued input and cooperation and only hope it continues in the future years. Our thanks to all clubs who have made their greens and facilities available to the State for the many events on our calendar. Thank you to all volunteers, markers and umpires who gave of their time to ensure these events ran successfully. The match committees have been busy updating all Conditions of Play and in particular producing the Mandatory Conditions of Play for Pennant and the Champion of Club Champion events. Both these sets of Mandatory Conditions are necessary for standardization of qualifying rounds statewide. The 2010 State Junior Championships were played on the Sunshine Coast at Caloundra RSL, Caloundra and Pelican Waters Bowls Clubs. These event were well supported by juniors and spectators alike. In 2011 it is planned to expand the range of events available to U15 Girls to Girls singles and Girls pairs to be played jointly with U15 Boys. All pairs combinations to be same gender. The Sunshine Coast was the venue for the State Districts Sides and State Championships. Both events were completed successfully, our thanks to the host clubs and competitors alike for your cooperation. The committee was disappointed however, with the large drop in the level of entries in the State Championships compared to that of the previous years entry level, especially in the singles. Selection of venues for future years needs close examination. This holds true for all open events both senior and junior. The Champion of Club Champions singles, pairs & fours and the State Division 1 Pennant finals were played once again at Bribie Island Bowls Club. Thanks to the club these events were completed most successfully and to schedule. Coorparoo Bowling Club was the host of the State mixed pairs, the first major state event on the new green. The green was excellent and drew many good compliments; the lack of spectators however, was a little disappointing. The only negative the committee experienced during the past year is the continuing computer malfunctions requiring committee members to use their own private computers to record results and notify these results to Bowls Queensland personnel and the media. My thanks to all the staff at BQ, especially Events Officer Roxanne Bell, for your courtesies and cooperation to my committee, it was appreciated. My special thanks to my own committee, small it may be in number, but big on knowledge and experience, which is necessary for a match committee to succeed.

> In April 2010 the senior side travelled to Adelaide for the Australian Sides National Championships. Prior to the championships we played the annual interstate test series against Western Australia. Although we retained the shield, the WA side pushed us all the way for a very close contest. > We started the national championships at the Holdfast Bowls Club on a wet and cold day. The Queensland side adapted to the conditions well from the start by defeating the opposition game after game and winning five games out of six to lift the Alley Shield for the third year in succession. This is an outstanding success achieved by this Queensland champion side, you have proved that you are the best state in Australia. Mark Thatcher was named player of the series, while Kelvin Kerkowʼs team of Robert Wild, Darren Mullens and Sean Baker was named the best performed team of the series. It gives me much pleasure to include the names of this champion side in this report. > The annual interstate junior test series between Queensland and New South Wales was held at Paradise Point Bowls Club in July. For the first time this series was played on an indoor carpet green. The Queensland side tried hard but found the opposition just too good, with NSW winning the series three tests to nil. > The senior Queensland side together with the under 25ʼs squad travelled to Warilla Bowls Club for their annual test series against NSW in August. These tests were also played at the indoor complex. The Queensland senior side controlled the series from the start and came away with a good win over NSW, two tests to one. Mark Casey was named player of the series. The Under-25s played at the same venue, competing in a six-aside format for the first time (one singles, one pairs, one triples played under sets play). Unfortunately, despite a number of tight tiebreak results, the series went to NSW, 5-3. Queenslandʼs Dean McWhinney was named player of the series. > September saw the Australian Junior Championships were held at Broadbeach Bowls Club for the first time ever. The weather conditions were not ideal, plus one game was played in the evening with the green slowing down considerably. (continued page 18)

> However, Queenslandʼs side showed endurance and consistency over the four days to win medals in the four disciplines. The Queensland side won bronze in the singles, gold in the pairs and silver in the triples and fours. With those results they won the cup for the best performed side. Also together with the girlsʼ results Queensland won the big cup for the overall best performed state. Congratulations to all of our juniors on this superb and fantastic result. > In October Queenslandʼs Over 60ʼs side flew to Western Australia to defend their national title. The test series was played at the Manning Bowls Club (Perth). Two players withdrew to injury and sickness however with two new players the Queensland side started off very well, but as they progressed they found the task was getting harder. The Queensland side finished in third position and that was a good result considering they lost two games by a small margin. Congratulations on a very good effort. Neville Jenkins teams of Kerry Flint, Jack Horne and Geoffrey Hawken was the best performed team of the series. Just for the record the Queensland side have won the Over-60s title three years out of six. This is a very good record achieved by these experienced players.

Ladies Section This has not been a very fulfilling year for the Section. After my one year as Deputy Chair and prior to that, the more than ten years involved on the Match Committee, I found the ladies section this year having very little input into the running of bowls and to simply be figureheads attending events when required. This is nobody's fault but just an example of what has slowly happened over the years and how little the Sections contribute to our organization. The biggest plus that has come this year is the excellent way the Men始s and Ladies始 Match committees have continued to work together. I was invited to attend all match meetings and I was impressed at the capable way all Bowls Queensland events were handled, my congratulations to the coordinators and their committees. The Selection committee has worked hard putting our state teams together. This is not an easy job and my thanks to all concerned for their efforts. An over 60s side has been chosen for the first time; this has been a long time coming and finally getting all states on board. So now we can look forward to a great competition, hopefully in 2011.

The District Sides and State Championships were held on the Sunshine Coast in 2010. These were very successful and the host clubs were very accommodating. The Annual Awards night was well attended and verifies the fact that this event is always supported by our members. Our juniors again showed their talent by winning the Juniors Nationals at Broadbeach. A few of our girls will be leaving the junior ranks next year and moving on to the under 25始s. It is important that we keep our girls interested in playing and if this means more events we will certainly have to take that on board. This was also the first full year of employment for our Executive Officer. I'm sure it hasn't always been easy for him, but he has proved himself more than capable in handling problems and has been very accessible to our Ladies Section when necessary. To my committee, Vice President Pauline Bailey, Dawn Forrest and Jan Davidson, I thank you for your time and although we only had four meetings for the year, you all made the effort to attend. I could not have asked for a more enthusiastic committee and I'm sorry we could not achieve more. My thanks to Men始s Section President, Ron Somerville, for his help and support throughout the year, it was much appreciated. Ladies Match The ladies match committee is responsible, in conjunction with men始s match, for the organisation and running of Bowls Queensland始s competition program. The annual competition begins with the junior championships in the Easter school holidays. Thanks to the Sunshine Coast Districts and Caloundra clubs in particular for hosting this event once again. My thanks also to Margaret Vincent, who, in my absence, instructed new committee member, Helen Doherty, in the conduct of this event. This program has been reviewed during the year. The program for 2011 will include girls in the Under 15 singles and pairs and the conditions of play have been modified appropriately. District Sides and State Championships were also hosted by the Sunshine Coast Districts. Helen deputised for me once again with Margaret and in conjunction with the mens match committee. My thanks to all involved in the organisation and running of the events and to all of the host clubs and districts. Qualifying events for the National Indoors Championships were held at Tweed Heads, Paradise Point and Urangan. The only interstate challenge of the year held locally was a Junior Test Series against New South Wales, hosted by Paradise Point. In spite of the enthusiasm of our side on this occasion the Queensland team met with little success. The state calendar concluded with the State Champion of Club Champions finals in October. Mixed Pairs were hosted at Coorparoo and singles, pairs and fours were hosted by Bribie Island. Bribie Island was again the venue for the State Pennant Finals program. The organisation of these events impacts hugely on the management and members of these clubs and also requires constant presence of umpires, all very much appreciated. There have been numerous meetings of the joint match committees to review programs, conditions of play and organise the 2011 calendar. Section Presidents Delores Gray and Ron Sommerville have been an invaluable resource and support, as well as my own committee members Helen Doherty and Colleen Ryan. The men始s committee of Kevin Goldie, Neville Galbraith and John DeErneste have been constantly supportive and good humoured. BQ Chair Cynthia Neeve and the board members have been present and interested in the competitive program and last but not least thanks must go to the office staff and Events Officer Roxanne Bell in particular for the compilation and dissemination of the necessary information. I look forward to much good bowling and the associated friendship in 2011.

Ladies Selection On behalf of the Selection Committee, it gives me pleasure to present this Annual Report. Firstly, may I sincerely thank my committee, thank you all for your untiring support and input. At this juncture I would like to acknowledge the support of Bowls Queensland in allowing a selector to be in attendance at all major events throughout the year, this has given the selection committee first-hand insight on play in all events. The year began with the selection of the side for the annual Australian Sides event, held in Adelaide in April. The original side needed to be reorganised as we lost the luxury of having our talented International Lynsey

Armitage who had been called up by Bowls Australia to compete in the Eight Nations Event in Delhi as a precursor to the Commonwealth Games. Our congratulations to Lynsey on her selection in the Commonwealth Games side, you are a great ambassador for Queensland and Australia. Unfortunately, the selected side had not played together before the test games against Western Australia preceding the Australian Sides. However, having lost two games, including the third game played during the Australian Sides, Western Australian won this series. Following a training day with coach Robbie Dobbins, and after a narrow loss to the Northern Territory, the side regathered, defeating Tasmania and the ACT. A very exciting match against South Australia, resulted in a narrow seven-shot loss. (Continued page 22)

A loss to New South Wales was followed by a comfortable win against Victoria in the final round, overall coming fifth in the event. Queensland has been very successful in this event for many years and hopefully, through training days with our state coach and training regimes for the squads, we will be back on top before too long. The next major event attended by all state selectors was the District Sides, held at the Sunshine Coast. This brings a lot of players into the vision of our committee. The State Championships were conducted in the Sunshine Coast District following the District Sides. During June, a selected side of 12 played a test series against NSW at Soldiers Point. The series was played in very cold conditions, which our Queensland ladies are not usually accustomed to however, our ladies proved their worth in this series losing the first test, then coming out and having a big win in the second and carried it further in the third, winning two tests to one against a side littered with international flavour. We are proud of you all ladies, you played the series to perfection. Our side of Under 25s, which accompanied the open squad, was not successful, however they did get a taste of how the Super 6 series is played, a new concept on the horizon. During July our Under-18s played the annual test series against NSW at the under-cover synthetic complex at Paradise Point. NSW were the better side. The All Schools Cup was played at Pine Rivers, during September. This event brings quite a lot of inexperienced juniors into play, giving them the opportunity to play in competition. During late September/early October the major event of the year for juniors, the Australian Under 18s Championships, was held at Broadbeach Bowls Club on the Gold Coast and may I at this time congratulate Broadbeach for the manner in which this event was conducted, first class. It became necessary for our girls to regroup after sudden illness forced regular representative Kirsty deWaard to be replaced. Cassandra Millerick was able to step up to the plate and this fine group of young ladies did Queensland proud, winning Silver in the fours, pairs and triples and bronze in the singles, enabling them to win the Girls State Trophy and combined with the boys to win the Overall State Trophy, this was a mighty effort. By the time this event is held in 2011 we will have lost another four of our regular under 18s, but we selectors are confident we have the players out there and, with proper training and coaching, we will put up a competitive side. October saw the finals of the State Champion of Champions held at Bribie Island, where a host of new faces were observed during some very exciting matches.

The Australian Champion of Champions were held in Launceston, Tasmania, the pairs being won by Queensland state skip Tracy Foster and lead Robyn Tyson from Manly Club. The final event for the year was the State Pennant Finals, bringing forth new group winners, congratulations to Cleveland Ladies Club on being the winners for 2010. A power of work had been done in 2009 in an endeavour to have squads established but this did not come to fruition until the latter months of 2010, with squads being selected in the Open Ladies, Under 25s, Under 18s and Senior Over 60s. This was a formidable task, however the Selection Committee now has the opportunity of selecting teams from these squads beginning with a test series for the Open Ladies and Under 25s against Victoria in Victoria during February and the side to compete in the Australian Sides at Nelsons Bay in April. This is immediately followed by a Super 6 Series, which is played in singles, pairs and triples, with six ladies from the Australian Sides team contesting this event. There are exciting times in early 2011. Once again our thanks to all of the clubs and districts we have visited for your welcome and hospitality. On a personal note, I feel very humbled to have been inducted into the Bowls Queensland Hall of Fame, an honour I carry with pride. Thanks go to former state coach Robbie Dobbins for his input during his time with us and may we have the same liaison with new state coach, Bill Cornehls. Our thanks go to Executive Officer Keith Fullerton and his formidable staff at Bowls Queensland, we are fortunate to have such highly experienced, loyal personnel. Finance Report I am pleased to present the Financial Report for the year 2010. No major events have occurred in the finance sector this year. There has once again been an increase in the projected budget surplus. Our investments continue to show a small improvement. Sandgate RSL is maintaining repayments of the loan to Sandgate Bowls Club at an advantageous rate of interest. I would like to express my appreciation for the co-operation and assistance of all the Bowls Queensland staff, particularly Finance Manager Stu Taylor, who ensured that the information was available to me at all times. Bowls Queensland and Controlled Entity ABN 17 231 978 960 NOTES TO THE FINANCIAL STATEMENTS FOR THE YEAR ENDED 31 DECEMBER 2010 NOTE 1: SUMMARY OF SIGNIFICANT ACCOUNTING POLICIES Basis of Preparation The directors have prepared the financial statements on the basis that the company is a non-reporting entity because there are no users who are dependent on its general purpose financial statements. These financial statements are therefore a special purpose financial statements that have been prepared in order to meet the requirements of the Corporations Act 2001. The financial statements have been prepared in accordance with the mandatory Australian Accounting Standards applicable to entities reporting under the Corporations Act 2001 and the significant accounting policies disclosed below, which the directors have determined are appropriate to meet the needs of members. Such accounting policies are consistent with the previous period unless stated otherwise. The financial statements have been prepared on an accruals basis and are based on historical costs unless otherwise stated in the notes. The accounting policies that have been adopted in the preparation of the statements are as follows: Accounting Policies a.

Principles of Consolidation The consolidated financial statements incorporate the assets, liabilities and results of entities controlled by Bowls Queensland at the end of the reporting period. A controlled entity is any entity over which Bowls Queensland has the power to govern the financial and operating policies so as to obtain benefits from its activities. Control will generally exist when the parent owns, directly or indirectly through subsidiaries, more than half of the voting power of an entity. In assessing the power to govern, the existence and effect of holdings of actual and potential voting rights are also considered. Where controlled entities have entered or left the Group during the year, the financial performance of those entities is included only for the period of the year that they were controlled. A list of controlled entities is contained in note 18 to the financial statements. In preparing the consolidated financial statements, all inter-group balances and transactions have been eliminated on consolidation. Accounting policies of subsidiaries have been changed where necessary to ensure consistency with those adopted by the parent entity. Non-controlling interests, being the equity in the subsidiary not attributable, directly or indirectly, to a parent, are shown separately within the equity section of the consolidated statement of financial position and statement of comprehensive income. The non-controlling interests in the net assets comprise their interest at the date of original business combination and their share of changes in equity since that date.

Revenue Grant revenue is recognised in the statement of comprehensive income when the entity obtains control of the grant and it is probable that the economic benefits gained from the grant will flow to the entity and the amount of the grant can be measured reliably. If conditions are attached to the grant which must be satisfied before it is eligible to receive the contribution, the recognition of the grant as revenue will be deferred until those conditions are satisfied. When grant revenue is received whereby the entity incurs an obligation to deliver economic value directly back to the contributor, this is considered a reciprocal transaction and the grant revenue is recognised in the statement of financial position as a liability until the service has been delivered to the contributor, otherwise the grant is recognised as income on receipt. Bowls Queensland receives non-reciprocal contributions of assets from the government and other parties for zero or a nominal value. These assets are recognised at fair value on the date of acquisition in the statement of financial position, with a corresponding amount of income recognised in the statement of comprehensive income. Donations and bequests are recognised as revenue when received. Interest revenue is recognised using the effective interest rate method, which for floating rate financial assets is the rate inherent in the instrument. Dividend revenue is recognised when the right to receive a dividend has been established. Revenue from the rendering of a service is recognised upon the delivery of the service to the

Inventories Inventories are measured at the lower of cost and current replacement cost. Inventories acquired at no cost, or for nominal consideration are valued at the current replacement cost as at the date of acquisition.

Property, Plant and Equipment Each class of property, plant and equipment is carried at cost or fair values are indicated, less, where applicable, accumulated depreciation and impairment losses. The carrying amount of plant and equipment is reviewed annually by directors to ensure it is not in excess of the recoverable amount from these assets. The recoverable amount is assessed on the basis of the expected net cash flows that will be received from the assets employment and subsequent disposal. The expected net cash flows have been discounted to their present values in determining recoverable amounts. Plant and equipment that have been contributed at no cost, or for nominal cost, are valued and recognised at the fair value of the asset at the date it is acquired. Depreciation The depreciable amount of all fixed assets including buildings and capitalised lease assets, but excluding freehold land, is depreciated on a straight-line basis over the asset’s useful life to the entity commencing from the time the asset is held ready for use. Leasehold improvements are depreciated over the shorter of either the unexpired period of the lease or the estimated useful lives of the improvements. The depreciation rates used for each class of depreciable assets are: Class of Fixed Asset Land and buildings Motor Vehicles Plant and equipment

The assets’ residual values and useful lives are reviewed, and adjusted if appropriate, at the end of each reporting period. An asset’s carrying amount is written down immediately to its recoverable amount if the asset’s carrying amount is greater than its estimated recoverable amount. Gains and losses on disposals are determined by comparing proceeds with the carrying amount. These gains or losses are included in the statement of comprehensive income. When revalued assets are sold, amounts included in the revaluation reserve relating to that asset are transferred to retained earnings. e.

Leases Leases of fixed assets, where substantially all the risks and benefits incidental to the ownership of the asset but not the legal ownership, that are transferred to entities in the economic entity are classified as finance leases. Finance leases are capitalised by recording an asset and a liability at the lower of the amounts equal to the fair value of the leased property or the present value of the minimum lease payments, including any guaranteed residual values. Lease payments are allocated between the reduction of the lease liability and the lease interest expense for the period. Leased assets are depreciated on a straight-line basis over the shorter of their estimated useful lives or the lease term. Lease payments for operating leases, where substantially all the risks and benefits remain with the lessor, are charged as expenses on a straight-line basis over the lease term.

Financial Instruments Initial recognition and measurement Financial assets and financial liabilities are recognised when the entity becomes a party to the contractual provisions to the instrument. For financial assets, this is equivalent to the date that the company commits itself to either purchase or sell the asset (ie trade date accounting is adopted). Financial instruments are initially measured at fair value plus transactions costs except where the instrument is classified ‘at fair value through profit or loss’ in which case transaction costs are expensed to profit or loss immediately. Classification and subsequent measurement Financial instruments are subsequently measured at either fair value, amortised cost using the effective interest rate method or cost. Fair value represents the amount for which an asset could be exchanged or a liability settled, between knowledgeable, willing parties. Where available, quoted prices in an active market are used to determine fair value. In other circumstances, valuation techniques are adopted. Amortised cost is calculated as: i.

the amount at which the financial asset or financial liability is measured at initial recognition;

ii.

less principal repayments;

iii.

plus or minus the cumulative amortisation of the difference, if any, between the amount initially recognised and the maturity amount calculated using the effective interest method; and

iv.

less any reduction for impairment.

The effective interest method is used to allocate interest income or interest expense over the relevant period and is equivalent to the rate that exactly discounts estimated future cash payments or receipts (including fees, transaction costs and other premiums or discounts) through the expected life (or when this cannot be reliably predicted, the contractual term) of the financial instrument to the net carrying amount of the financial asset or financial liability. Revisions to expected future net cash flows will necessitate an adjustment to the carrying value with a consequential recognition of an income or expense in profit or loss. (i)

Financial assets at fair value through profit or loss Financial assets are classified at ‘fair value through profit or loss’ when they are held for trading for the purpose of short-term profit taking, or where they are derivatives not held for hedging purposes, or when they are designated as such to avoid an accounting mismatch or to enable performance evaluation where a group of financial assets is managed by key management personnel on a fair value basis in accordance with a documented risk management or investment strategy. Such assets are subsequently measured at fair value with changes in carrying value being included in profit or loss.

(ii)

Loans and receivables Loans and receivables are non-derivative financial assets with fixed or determinable payments that are not quoted in an active market and are subsequently measured at amortised cost. Loans and receivables are included in current assets, except for those which are not expected to mature within 12 months after reporting date. (All other loans and receivables are classified as non-current assets.)

(iii)

Held-to-maturity investments Held-to-maturity investments are non-derivative financial assets that have fixed maturities and fixed or determinable payments, and it is the company’s intention to hold these investments to maturity. They are subsequently measured at amortised cost. Held-to-maturity investments are included in non-current assets, except for those which are expected to mature within 12 months after reporting date. (All other investments are classified as current assets.)

(iv)

Available-for-sale financial assets Available-for-sale financial assets are non-derivative financial assets that are either not capable of being classified into other categories of financial assets due to their nature, or they are designated as such by management. They comprise investments in the equity of other entities where there is neither a fixed maturity nor fixed or determinable payments. Available-for-sale financial assets are included in non-current assets, except for those which are expected to be disposed of within 12 months after reporting date. (All other financial assets will be classified as current assets.)

(v)

Financial liabilities Non-derivative financial liabilities (excluding financial guarantees) are subsequently measured at amortised cost.

Fair Value Fair value is determined based on current bid prices for all quoted investments. Valuation techniques are applied to determine the fair value for all unlisted securities, including recent arm’s length transactions, reference to similar instruments and option pricing models. Impairment At the end of each reporting period, the entity assesses whether there is objective evidence that a financial instrument has been impaired. In the case of available-for-sale financial instruments, a prolonged decline in the value of the instrument is considered to determine whether an impairment has arisen. Impairment losses are recognised in the statement of comprehensive income. Derecognition Financial assets are derecognised where the contractual rights to receipt of cash flows expires or the asset is transferred to another party whereby the entity no longer has any significant continuing involvement in the risks and benefits associated with the asset. Financial liabilities are derecognised where the related obligations are either discharged, cancelled or expired. The difference between the carrying value of the financial liability, which is extinguished or transferred to another party and the fair value of consideration paid, including the transfer of non-cash assets or liabilities assumed, is recognised in profit or loss. g.

Impairment of Assets At the end of each reporting period, the entity reviews the carrying values of its tangible and intangible assets to determine whether there is any indication that those assets have been impaired. If such an indication exists, the recoverable amount of the asset, being the higher of the asset’s fair value less costs to sell and value in use, is compared to the asset’s carrying value. Any excess of the asset’s carrying value over its recoverable amount is expensed to the statement of comprehensive income. Where the future economic benefits of the asset are not primarily dependent upon on the asset’s ability to generate net cash inflows and when the entity would, if deprived of the asset, replace its remaining future economic benefits, value in use is determined as the depreciated replacement cost of an asset. Where it is not possible to estimate the recoverable amount of a class of asset, the entity estimates the recoverable amount of the cash-generating unit to which the asset belongs. Where an impairment loss on a revalued asset is identified, this is debited against the revaluation surplus in respect of the same class of asset to the extent that the impairment loss does not exceed the amount in the revaluation surplus for that same class of asset.

Employee Benefits Provision is made for the company’s liability for employee benefits arising from services rendered by employees to the end of the reporting period. Employee benefits payable later than one year have been measured at the present value of the estimated future cash outflows to be made for those benefits. In determining the liability, consideration is given to employee wage increases and the probability that the employee may not satisfy vesting requirements. Those cash outflows are discounted using market yields on national government bonds with terms to maturity that match the expected timing of cash flows. Contributions are made by the entity to an employee superannuation fund and are charged as expenses when incurred. i.

Cash and Cash Equivalents Cash and cash equivalents include cash on hand, deposits held at-call with banks, other shortterm highly liquid investments with original maturities of three months or less and bank overdrafts. Bank overdrafts are shown within short-term borrowings in current liabilities on the statement of financial position.

Goods and Services Tax (GST) Revenues, expenses and assets are recognised net of the amount of GST, except where the amount of GST incurred is not recoverable from the Tax Office. In these circumstances the GST is recognised as part of the cost of acquisition of the asset or as part of an item of expense. Receivables and payables in the statement of financial position are shown inclusive of GST. Cash flows are presented in the statement of cash flows on a gross basis, except for the GST component of investing and financing activities, which are disclosed as operating cash flows.

Income Tax No provision for income tax has been raised, as the entity is exempt from income tax under Div 50 of the Income Tax Assessment Act 1997.

Provisions Provisions are recognised when the entity has a legal or constructive obligation, as a result of past events, for which it is probable that an outflow of economic benefits will result and that outflow can be reliably measured. Provisions recognised represent the best estimate of the amounts required to settle the obligation at the end of the reporting period.

Comparative Figures Where required by Accounting Standards, comparative figures have been adjusted to conform with changes in presentation for the current financial year. When an entity applies an accounting policy retrospectively, makes a retrospective restatement or reclassifies items in its financial statements, a statement of financial position as at the beginning of the earliest comparative period must be disclosed.

Trade and Other Payables Trade and other payables represent the liability outstanding at the end of the reporting period for goods and services received by the company during the reporting period which remains unpaid. The balance is recognised as a current liability with the amount being normally paid within 30 days of recognition of the liability.

Critical Accounting Estimates and Judgments The directors evaluate estimates and judgments incorporated into the financial statements based on historical knowledge and best available current information. A discussion of those future requirements and their impact on the company is as follows: —

AASB 9: Financial Instruments and AASB 2009–11: Amendments to Australian Accounting Standards arising from AASB 9 [AASB 1, 3, 4, 5, 7, 101, 102, 108, 112, 118, 121, 127, 128, 131, 132, 136, 139, 1023 & 1038 and Interpretations 10 & 12] (applicable for annual reporting periods commencing on or after 1 January 2013). These Standards are applicable retrospectively and amend the classification and measurement of financial assets. The company has not yet determined any potential impact on the financial statements. The changes made to accounting requirements include: –

simplifying the classifications of financial assets into those carried at amortised cost and those carried at fair value;

simplifying the requirements for embedded derivatives;

removing the tainting rules associated with held-to-maturity assets;

removing the requirements to separate and fair value embedded derivatives for financial assets carried at amortised cost;

allowing an irrevocable election on initial recognition to present gains and losses on investments in equity instruments that are not held for trading in other comprehensive income. Dividends in respect of these investments that are a return on investment can be recognised in profit or loss and there is no impairment or recycling on disposal of the instrument; and

requiring financial assets to be reclassified where there is a change in an entity’s business model as they are initially classified based on: (a) the objective of the entity’s business model for managing the financial assets; and (b) the characteristics of the contractual cash flows.

AASB 124: Related Party Disclosures (applicable for annual reporting periods commencing on or after 1 January 2011). This Standard removes the requirement for government-related entities to disclose details of all transactions with the government and other government-related entities and clarifies the definition of a ‘related party’ to remove inconsistencies and simplify the structure of the Standard. No changes are expected to materially affect the company.

AASB 1053: Application of Tiers of Australian Accounting Standards and AASB 2010–2: Amendments to Australian Accounting Standards arising from Reduced Disclosure Requirements [AASB 1, 2, 3, 5, 7, 8, 101, 102, 107, 108, 110, 111, 112, 116, 117, 119, 121, 123, 124, 127, 128, 131, 133, 134, 136, 137, 138, 140, 141, 1050 & 1052 and Interpretations 2, 4, 5, 15, 17, 127, 129 & 1052] (applicable for annual reporting periods commencing on or after 1 July 2013). AASB 1053 establishes a revised differential financial reporting framework consisting of two tiers of financial reporting requirements for those entities preparing general purpose financial statements: –

Tier 1: Australian Accounting Standards; and

Tier 2: Australian Accounting Standards — Reduced Disclosure Requirements.

Tier 2 of the framework comprises the recognition, measurement and presentation requirements of Tier 1, but contains significantly fewer disclosure requirements. The following entities are required to apply Tier 1 reporting requirements (ie full IFRS): –

for-profit private sector entities that have public accountability; and

the Australian Government and state, territory and local governments.

The following entities can elect to apply Tier 2 of the framework when preparing general purpose financial statements: –

for-profit private sector entities that do not have public accountability;

not-for-profit private sector entities; and

public sector entities, whether for-profit or not-for-profit, other than the Australian Government and state, territory and local governments.

AASB 2010–2 makes amendments to Australian Accounting Standards and Interpretations to give effect to the reduced disclosure requirements for Tier 2 entities. It achieves this by specifying the disclosure paragraphs that a Tier 2 entity need not comply with as well as adding specific ‘RDR’ disclosures. —

AASB 2009–10: Amendments to Australian Accounting Standards — Classification of Rights Issues [AASB 132] (applicable for annual reporting periods commencing on or after 1 February 2010). This Standard clarifies that rights, options or warrants to acquire a fixed number of an entity’s own equity instruments for a fixed amount in any currency are equity instruments if the entity offers the rights, options or warrants pro rata to all existing owners of the same class of its own non-derivative equity instruments. The amendments are not expected to impact the company.

AASB 2009–12: Amendments to Australian Accounting Standards [AASBs 5, 8, 108, 110, 112, 119, 133, 137, 139, 1023 & 1031 and Interpretations 2, 4, 16, 1039 & 1052] (applicable for annual reporting periods commencing on or after 1 January 2011). This Standard makes a number of editorial amendments to a range of Australian Accounting Standards and Interpretations, including amendments to reflect changes made to the text of IFRSs by the IASB. The Standard also amends AASB 8 to require entities to exercise judgment in assessing whether a government and entities known to be under the control of that government are considered a single customer for the purposes of certain operating segment disclosures. The amendments are not expected to impact the company.

AASB 2009–13: Amendments to Australian Accounting Standards arising from Interpretation 19 [AASB 1] (applicable for annual reporting periods commencing on or after 1 July 2010). This Standard makes amendments to AASB 1 arising from the issue of Interpretation 19. The amendments allow a first-time adopter to apply the transitional provisions in Interpretation 19. This Standard is not expected to impact the company.

AASB 2009–14: Amendments to Australian Interpretation — Prepayments of a Minimum Funding Requirement [AASB Interpretation 14] (applicable for annual reporting periods commencing on or after 1 January 2011). This Standard amends Interpretation 14 to address unintended consequences that can arise from the previous accounting requirements when an entity prepays future contributions into a defined benefit pension plan.

AASB 2010–3: Amendments to Australian Accounting Standards arising from the Annual Improvements Project [AASB 3, AASB 7, AASB 121, AASB 128, AASB 131, AASB 132 & AASB 139] (applicable for annual reporting periods commencing on or after 1 July 2010). This Standard details numerous non-urgent but necessary changes to Accounting Standards arising from the IASB’s annual improvements project. Key changes include: –

requiring that recognition and/or adjustment of contingent consideration for acquisitions preceding 1 July 2009 be recognised against the cost of acquisition;

clarifying the accounting for replacement share-based payments awarded to the acquiree’s employees as part of the cost of the combination service, or in the case of non-replaced and unvested share-based payments of the acquiree that do not

AASB 2010–4: Further Amendments to Australian Accounting Standards arising from the Annual Improvements Project [AASB 1, AASB 7, AASB 101 & AASB 134 and Interpretation 13] (applicable for annual reporting periods commencing on or after 1 January 2011). This Standard details numerous non-urgent but necessary changes to Accounting Standards arising from the IASB’s annual improvements project. Key changes include: –

clarifying the application of AASB 108 prior to an entity’s first Australian Accounting Standard financial statements;

adding an explicit statement to AASB 7 that qualitative disclosures should be made in the context of the quantitative disclosures to better enable users to evaluate an entity’s exposure to risks arising from financial instruments;

amending AASB 101 to the effect that disaggregation of changes in each component of equity arising from transactions recognised in other comprehensive income is required to be presented, but is permitted to be presented in the statement of changes in equity or in the notes;

adding a number of examples to the list of events or transactions that require disclosure under AASB 134; and

making sundry editorial amendments to various Standards and Interpretations.

This Standard is not expected to impact the company. —

AASB Interpretation 19: Extinguishing Financial Liabilities with Equity Instruments (applicable for annual reporting periods commencing from 1 July 2010). This Interpretation deals with how a debtor would account for the extinguishment of a liability through the issue of equity instruments. The Interpretation states that the issue of equity should be treated as the consideration paid to extinguish the liability, and the equity instruments issued should be recognised at their fair value unless fair value cannot be measured reliably, in which case they shall be measured at the fair value of the liability extinguished. The Interpretation deals with situations where either partial or full settlement of the liability has occurred. This Interpretation is not expected to impact the company.

The company does not anticipate early adoption of any of the above Australian Accounting Standards.

Note 7(b) Bowls Queensland acquired the land and buildings of Coorparoo Bowls Club (CBC) on the 22nd September 2009 for consideration of $1. An independent valuation was obtained for stamp duty assessment. The report, prepared th by Early Group Valuers and dated on the 7 of October 2008 assigned an unencumbered market value of $3 million dollars. Stamp duty of $143,175 was assessed on the transaction. CBC continues to operate as a bowls club. Note 7(c) The Board has been verbally advised by the Brisbane City Council that Coorparoo Bowls Club will be Heritage Listed in the near term. No official confirmation has been received. At the end of the financial year, the impact on the Financial Statements could not be measured reliably.

Note 9 (b) Two loans were made to Coorparoo Bowls Club (CBC) in 2009. The first loan of $102,510 was to enable CBC to pay out debt, carry out repairs and maintenance and to meet green keeping fees. This loan’s repayments are based on a percentage of CBC’s monthly profit. The second loan for $6,758 was to meet legal fees incurred by CBC.
