Thankfully 2012 started with better weather conditions than the previous year, with most clubs back in business after the terrible natural disasters of early 2011.
The Board of Management elections in March saw most of the previous Board re-elected, allowing the continuation of the good work and reforms started in the previous year. Unfortunately our Director of Finance, Isobel Rhind passed away shortly after the elections.
Diana Wenham was subsequently appointed Director of Finance, while Diana’s vacated position of Board Director was filled by Allen Bennett, who had been a Director the previous year. Director Tony Butler resigned later in the year, with his vacant position filled through the appointment of Athol Radnidge, who also had previous experience on the Board of Management. Our representative teams had another successful year, starting with the Australian Sides on the Gold Coast.
Our men’s team recaptured the national title, but unfortunately our ladies couldn’t manage to win back-to-back titles.
The under 18 bowlers played a test series against New South Wales at Souths Suburban Bowls Club in Mackay. The boys won the test series, however the girls, with a new inexperienced team, could not match their NSW counterparts. Our open and under 25s squads also played NSW, at Taren Point Bowls Club in Sydney. Queensland had mixed results winning the men’s open series but losing in the men’s under 25s. The ladies open side could not match NSW, but the ladies under 25s had a good win over their opponents. Our over 60s state teams played at the Senior State Championships at Queanbeyan Bowls Club in ACT in both the men’s and ladies divisions. Both teams played very well, being narrowly defeated by just a few shots in both sections. The Bowls Queensland staff did an excellent job for the state’s administration. Their dedication to their jobs enabled the smooth running of bowls in our state. We sincerely hope the newly elected Board of Management can continue to keep Queensland the leading state in Australia, both on and off the green. Bowls Queensland’s high performance coach continued to conduct his workshops throughout the state. Thirty player development clinics were delivered throughout the year, with more than 500 participants from clubs all around the state. These included, but were not limited to, Biloela, Townsville, Binjour, Bongaree and Wynnum. The clinics are available to any bowler who wishes to improve their performance. The BQ development team continued its charter of assisting clubs throughout the entire state. A number of resources were distributed to assist clubs with governance and implementing programs to attract new members. The All Schools Cup Challenge was well received, along with the Disability Championships. The work that Bowls Queensland does with the disabled community was recognised with BQ winning an award for inclusive services from the Sporting Wheelies and Disability Association. 2012 also saw the employment by Bowls Australia of a community development officer and a national training coach. The community development officer services some 140 clubs throughout southeast Queensland, while the national training coach works with athletes who have been identified by the Bowls Australia High Performance program. To finance these positions, Bowls Australia retained the money normally received by Bowls Queensland for development purposes in Queensland (our share of the National Merchandising Program funds). Losing these funds, combined with the Bowls Queensland council decision to restrict an increase in affiliation fees for the state to just $1.45 ex GST, has severely affected our funds for the next twelve months, with cuts having to be made to various sections of the budget affecting all aspects of Bowls Queensland’s operations. Bowls Queensland will endeavour to continue servicing the bowls community, however this may have some restrictions dependant on finances. Bowls Queensland encourages clubs to implement community-based programs to assist with progressing our sport.

Meetings were held in April, May, June, July, August, September, October and November. During these meetings many upgrades of policies and implementation of some further policies were carried out and instituted.
This report was released in the January 2013 issue of Queensland Bowler magazine for the benefit of all bowlers that were asking for the information. I attended all meetings and did a lot of work from my home and communicated often with the committee members with details prior to meetings. Margaret attended six meetings, Allen Bennett attended all meetings and Des O’Neill attended seven meetings. This was a good working group under often difficult circumstances.
Changes were made to the BQ Charter and Governance Policies, Strategic Planning, WHS Policy, Vehicle Driving Policy, Finance Procedure, Social Media Policy, Member Protection Policy. The largest job that we undertook was concerning Bowls Queensland’s purchase of the Coorparoo Bowls Club property. This investigation followed a number of questions and accusations being put to the state body. The investigation took up a lot of time and a full report was submitted to the BQ board on November 8th, 2012.

Development State Development Manager, Brett Murphy It is with pleasure that I present the annual report for the Development Team for 2012. This year has seen the continuation of increased activity in all areas of development which we commenced in 2010. This would not have been possible without the support of the state development officers. We appointed Lesley Bates on contract to replace Vicki Stein, who is still unable to return to work after her accident in 2011. I think this is the first year since commencing with BQ that we have kept the same development staff for the entire calendar year which has made operations run very smoothly. Our other development officer, Steven Tong and Lesley have done many kilometres throughout the year attending clubs for visits and performing promotional activities with our vans. Without their dedication and hard work throughout this year we wouldn’t have achieved our goals. The regional development officer in the Toowoomba area employed under the Department of Sport & Rec’s jobs plan commenced in February 2012. Unfortunately, the appointed officer, Greg Richards-Riches, has moved to the United Kingdom with family. During his time in Toowoomba Greg provided excellent service and assistance to the 5 nominated clubs in the area. We have successfully recruited Col Clifford to replace Greg and he will commence with us in early January. We continued club visits in 2012. There are several reasons for these visits, first and foremost is to offer assistance and support in certain areas at club level. These areas included strategic planning, grant writing, membership and volunteer recruitment and retention, promotional activities including barefoot, social and corporate bowls as well as come and try days, sponsorship, working with people with a disability and school bowls and junior programs. We also conduct health checks at clubs to ascertain if what we have been doing over the past three years is working and clubs are being proactive. We have also been checking each clubs details to ensure our website club locator is up to date. These meetings are open for any interested members to attend and they have the opportunity to discuss these areas as well as any other issues that had arisen since our last visit. All club visits, including attendance figures, are now listed on our website under the Club Development tab. We have managed to visit every club that would accept a visit this year. Ayr and Caloundra declined a visit, with Clayfield and Sapphire Gardens not requiring a visit due to their unique situations. On the club front Clayfield have merged with Wavell Heights to become the Northern Suburbs Bowls Club and the former Ithaca Club has re-opened as the Red Hill Community Sports Club. Unfortunately Kalinga was forced to close this year leaving us with 1 less club than last year, 335. Membership has again declined slightly from 2011 to 2012 (2289 with approx 600 deceased), this figure includes 335 members of Kingscliff who returned to Bowls NSW. If you remove the Kingscliff numbers we have nearly an identical loss 8 bowls queensland annual report
to 2011, and while any decline is not wanted at least it didn’t get any worse. We are currently working on some initiatives for 2013 aimed at attracting new members through come and try days. We are also continuously assisting interested clubs in all areas relevant to increasing membership and participation. This year we rolled out our Community Bowls program to all clubs. This program has proved successful at a number of clubs in gaining new members. The promotional vans proved popular once again this year with usage in 2012 the highest we have seen. The vans were used at a wide variety of functions including sports expos, school fetes, festivals, carnivals, shopping centres and shows. The vans were used by 31 clubs, 4 districts, disability groups, government departments, schools and private organisations. On the 65 occasions that the vans were used 6500 adults and children took the opportunity to try the sport in their own comfort zone. Hopefully we can see a flow on from these days and gain new members across the state. All van bookings are now included on the website under Club Development tab so clubs can see when the vans are already booked. We have arranged and conducted 17 coaching courses again this year (11 Club & 6 Introductory). We have also commenced delivery of the new competition and selection modules; to date we have scheduled 3 of each of these modules. We will continue to work with districts in 2013 and arrange and conduct courses as required. 2012 also saw us further strengthen our association with our Sports CONNECT partners (Sporting Wheelies, Lifestream, Deaf Sport & Rec Qld and Qld Blind Bowlers) by continuing our support of their events and holding our annual Multi Disability State Championships. This event attracted 72 entries (up 15 on 2011) from which a state team was selected to represent at the 2013 Australian Open to be held in Melbourne. The 2012 disabled squad performed very well in February with 6 of the 8 members making finals of which we won 3 gold and 3 silver medals. Bowls Queensland this year were rated 28/30 by Sports CONNECT enabling us to leapfrog Tennis to become the number 1 ranked sport in the state for inclusive practices. We were also privileged to be awarded the inclusive services award at the annual Sporting Wheelies Awards. The All Schools Cup Challenge was once again successful in 2012 with the format remaining as pairs and district winners being able to contest the state final. This year 15 of our 20 districts once again entered a team and I hope this will increase in 2013 with some subtle changes to the format and rules. 2013 will also see us start working on a primary school version of the above competition. We will also be continuing the work we have done in the past three years as outlined above.
High Performance High Performance Manager / State Coach, Bill Cornehls The Queensland state sides had less interstate events in 2012 with the Australian Sides Championships, National Super 6 competition at Broadbeach Bowls Club, and the interstate series against NSW at Taren Point (NSW). Queensland had Lynsey Armitage, Nathan Rice, Brett Wilkie, and Mark Casey named in the Australian squad and Anthony Fantini named in the Australia A squad after the championships. The Senior Sides Championships for the men and ladies sides were held in the nation’s capital, Canberra, while the Under 25 male and female teams played a series against NSW at Taren Point (NSW) and the Queensland Under 18 teams held the annual series against NSW in Mackay and finally the Australian Under 18 Championships were held in Tasmania at North Launceston. Queensland for the 2012 year returned victories in the Alley Shield for the Men Australian Sides Championships, and secured a test series win against NSW. The ladies Under 25 team had a strong victory against NSW for the first time in the five year history of this annual series while the Under 18 boys’ team won against NSW for the first time in a number of years.. During the Australian Under 18 Championships Natasha Jones won gold in the girls’ singles and then teamed with Madison Styles to win gold in the girls pairs. Sean Ingham and Rohan Wilson also won gold in the boys’ pairs and the boys’ singles and the fours team picked up a bronze medal. After the competition the Australian Under 18 squad was announced and Natasha Jones and Braidan Leese were both selected. Throughout 2012 opportunities were given to male and female players through the State, Senior, Under 25 and the Under 18 teams as building and development to give players experience and games under their belt at this level to enable the state sides to benefit in years to come. The overall performance by Queensland representatives have been good but as anyone knows there is always room to improve. For Queensland to stay one of the benchmark states we must keep working hard on the green to keep ahead.
Throughout 2012 the Bowls Queensland coaching clinics were successful with many more clinics being conducted. During 2012 I visited 18 clubs, 3 district sessions and 2 junior clinics with over 450 members going through the clinics. The clinics were conducted at several clubs and I worked with many Queensland bowlers to assist with technical improvement and training practices for their game improvement. Clubs and districts visited throughout 2012 were Sunshine Coast ladies district, Bundaberg district, Burnett juniors and surrounding area, Junior clinic session at Bongaree, Merthyr, Mackay City ladies, Yeppoon, Biloela, Kandanga, Wynnum, Scarborough, Sunnybank, Binjour, Urangan, South Townsville, Tansey, Sandgate, and Drayton. Many clubs have started booking these clinics for 2013. The High Performance development series against Auckland Regional Bowls Centre is gaining momentum with the 2012 series being the third year of competition. The December event held in Queensland at Musgrave Hill Bowls Club has given the opportunity for 24 players (male and female) from Under 18 and Under 25 to compete and learn against quality opposition. The pathway development event for under 18s and Under 25s is now an annual event assisting in their own personal development in the sport. This event will give the opportunity for youth members throughout Queensland in years to come to develop within the sport. On reflection of the 2012 season we can analyse and say what was missing and what worked over the year. For us to move forward and continue to be a force in Australia we still need to work hard on and off the green to have the edge. It is all about having the right attitude when playing in competitions. I wish to leave you with this quote from Paul “Bear” Bryant who was an American college football player and coach. He was best known as the 25 year term head coach of university of Alabama football team. “It’s not the will to win that matters—everyone has that. It’s the will to prepare to win that matters”

Umpires
Committee Co-ordinator, John Dawson It has been a pleasure working with committee members Ivor Boon and Percy Tesch over the last year, thank you. We are grateful for the support of Bowls Queensland development officer Steven Tong. I am pleased that the BQ Board have extended the responsibilities of the State Umpire Committee to include visiting District Umpire Committees. At the last AGM I mentioned my disappointment at the declining number of new applications from players for umpire and measurers courses. Fortunately this decline has eased and had a modest rise during last year. In an attempt to keep up this momentum the umpire committee is encouraging districts to let us assist in creating a greater interest in the understanding of the Laws. We believe that fostering an interest in the understanding and interpretation of the laws will encourage more players to consider becoming umpires or measurers. This committee is willing to visit any district to assist with umpire training or running an umpire discussion group or forum, please let us know. With encouragement from BQ board and their financial support a number of visits to District Umpire Committees have already taken place with positive results. As I have mentioned in previous reports our attendance at major events is so that we can give an immediate ruling on any appeal that could be referred to the State Umpire Committee This would avoiding any administrative delay that could delay the completion of the event. The Bowls Queensland events that have had representation from this committee during last year were: The State Junior Championships in Bundaberg, the State District Sides and State Championships at the Gold Coast, State Mixed Pairs, the State Champion of Champions at Bribie Island and the State Pennant Finals at Tweed Heads.
I also, independently, attended the Australian Indoor Singles Championships and the Australian Sides and Super 6 all held on the Gold Coast. Prior to the World Championships in Adelaide last year World Bowls required that the number of ITO’s (International Technical Officials) in Australia was increased. As a consequence of meeting the very stringent accreditation requirements Queensland can now boast that they have seven additional ITO’s, Ivor Boon and myself included. A special thanks must go to Bowls Australia, Tweed Heads Bowls Club, Fred Sayer Chair Gold Coast Umpires and his team for their time and facilities during the accreditation procedures. I have been given a position at Bowls Australia on the National Officiating Committee. I was pleased to accept the position not just for the honour personally but for the voice that it now gives Queensland officials and bowlers on matters of bowls law at the highest level. I was also pleased to receive a letter of congratulation and support from the Bowls Queensland Board. As part of my duties on the NOC I have been asked by Bowls Australia to start compiling a list of possible officials from Queensland for the 2018 Commonwealth Games on the Gold Coast. This may seem a while off but there will be plenty of training to be done. Given such a long run in it also gives an opportunity for new Queensland umpires to achieve the required standard. On behalf of my committee I would like to thank all of the Bowls Queensland office staff, not least Cath Crowe, for their continued support and encouragement. Coaching Committee Co-ordinator, George Franklin The districts as a whole have started to reorganise their respective coaching panels, to those that have the panel in place, the state coaching committee applaud. To the Districts lagging on this issue we would like to encourage you to put a committee in place. The main goal of the district coaching committees will be assisting in the reaccreditation process.
and are presenting these to districts that require some updating. There is no cost to the coaches who attend these workshops. It is not often that some free education is given to coaches so I encourage districts to be involved in this workshop. The state coaching committee have been working closely with the Development Team to pass on information to district members in regards to club coaching, introduction coaching and more recently selection and competition modules.
A budget has been submitted for approval by the board for an efficient running of the coaching committee for 2013.
Murgon Bowls Club was host to the conducting of an introductory coaching course, on the 12th July, which gave six young people from the Murgon High School an opportunity to participate. I was a little sceptical at the start of the course but at the end the young people aged between 16 and 17 were a very responsive group. All passed with flying colours. The coaching committee have been involved in studies to improve their own skills, advanced coaching course, selection and competition modules and university studies. The skill coaching sessions have been popular during 2012 with 8 districts completing this workshop. The skill workshops are to upgrade the practices of the coaches. Each member of the state coaching committee have prepared their own lessons

To the coaching committee I would like to thank Dennis O’Toole, Barry Gabel and David Bowden for their assistance and cooperation during 2012, I look forward to working closely again in 2013.
Men’s Section Section President, Bob Fraser I wish to thank the members for allowing me to represent them as the Mens Section President for 2012. This year has been a challenge but I do have many pleasant memories that will remain with me for a long time. Our representative season was able to start extremely well with our players defeating the other states with the exception of New South Wales to bring home the Alley Shield. Congratulations to the team. However the Super 6 was not so kind to us. The interstate series was a mixed bag. Detailed results are in the selectors report. Congratulations to all the players in these events. The selectors are to be congratulated on their fine efforts during the year. I also received a request for Lew Breen and Peter Stanton to attend the ASBA State Championships to assist that club in the selection for the National Championships. The club thanked Lew and Peter for their efforts in assisting with the selection of the team and will be seeking assistance in 2013.
I received invitations from some Districts to attend their Presidents Days during the year and I was happy to accept those invitations whenever possible. My Vice-President, David represented me at the Cunningham District Presidents Day. I thank all of those Districts for their wonderful welcome and hospitality. I also received an invitation to attend the Queensland Teachers Bowls Club versus NSW Education Bowls Club test but was unable to attend because of a BQ commitment. To all the members of the section, my sincere thanks for your support and commitment throughout the year. To the staff at Bowls Queensland I wish to express my sincere thanks for the assistance given to myself and members of the section throughout the year.
All the state competitions conducted by the match committee have been very successful. The District Sides conducted on the Gold Coast at Tweed and State Championships held on the Gold Coast, the Junior Championships and Mixed Pairs held in the Bundaberg area, Champion of Club Champions at Bribie Island and State Pennant at Tweed Heads have all been very successfully conducted. A special thanks to all of those clubs who assisted the match committee in running of those events. The match committee is to be congratulated for their hard work and dedication right throughout the year.

The open side performed extremely well by going through the year undefeated. The highlight of the year was when the Queensland side won the Australian National Championships held at Broadbeach Bowls Club April 2012. It gives me much pleasure to include the names of this Queensland Champion’s Side. Mark Thatcher, Robert Wild, Anthony Fantini, Nathan Rice (skip) Jamie Anderson, Brendon Egan, Colin Kelly, Mark Casey (skip) Dean McWhinney, Alex Murtagh, Sean Baker, Brett Wilkie (skip) Player of the series: Anthony Fantini Dean McWhinney, Alex Murtagh, Sean Baker, Brett Wilkie were named the best performed team of the series. We didn’t do too well at the Super Six Series with only Brett Wilkie winning bronze in the singles. Last June the open side and the under 25 team travelled to Tarren Point Bowls Club (NSW) to play at the annual interstate test series Queensland vs New South Wales. In a very close encounter that went down to the third test the Queensland side defeated NSW 2 tests to 1. Player of the series was

Mark Casey. At the same venue in another close encounter Queensland under 25s were defeated by NSW 2 tests to 1. Player of the series was Eric Copeland. Last July for the first time ever, the under 18 test series between Queensland and New South Wales was held at the South Suburban Bowls Club (Mackay). This young talented Queensland side player very good bowls over the 4 days as they never let the strong NSW side back into the game to win quite well in all 4 disciplines singles, pairs, triples and fours to defeat NSW 4 tests to nil. Sean Ingham was named player of the series. Congratulations to the Under 18 squad for such a good performance. Last October Queensland under 18 side travelled to North Launceston Bowls Club (Tasmania) to play at the Australian under 18 Championships. The Queensland side found the heavy greens not their liking and didn’t perform as expected. Having said that, the players played to their best as they didn’t come home empty handed winning a gold medal in the pairs and bronze medals in the singles and fours. The outstanding player of the series was Sean Ingham. Braiden Leese was selected into the Australian under18 squad. The over 60’s Queensland side travelled to Queanbeyan Bowls Club (ACT) to play at the annual round robin test series. The Queensland side battled very hard to win this event for the fifth time, but with 2 players injured failed in the last round to be runner-up. Under the circumstances it was a good effort to be runners up at this level. Player of the series was Ken Luck. Finally congratulations to all players that represented Queensland during 2012. Congratulations to Brett Wilkie, Mark Casey, Nathan Rice, Sean Baker, Sean Ingham, Rohan Wilson in winning international events while representing Australia. I am very proud and pleased to present my second report for the A.G.M.
As the majority of events under our control are for both Men and Women the match committees have been having joint meetings, this has proved to be most beneficial. I thank Alison Duffey, Match Coordinator and her committee for the valued input and cooperation and only hope it continues in the future years. All decisions are made with input from both Committees
I have enjoyed my year and it has been great to work alongside my Vice President Dawn Forrest. It was sad to lose Kay and Necia from our section.
Our thanks to all clubs who have made their greens and facilities available to the State for the many events on our calendar. Thank you to all volunteers, markers and umpires who gave of their time to ensure the events ran successfully.
To my selection co-ordinator Di Cunnington and her ladies, what a great job you have done. Selection is not always easy, but decisions have to be made.
The 2012 State Junior Championships were played at the Bundaberg Port Curtis DBA, Burnett, Bargara and Across the Waves Clubs made the championships a success. These events were well supported by juniors and spectators alike. The Gold Coast was the venue for the State Districts Sides and State Championships. Both events were completed successfully, our thanks to the host clubs and competitors alike for your cooperation. It was pleasing to see all DBA’s represented with the ladies and the men playing 20 Districts. Our thanks to Gold Coast Tweed for fielding two extra sides. The Champion of Club Champions singles, pairs & fours were played once again at Bribie Island Bowls Club. Thanks to the club especially Laurie Broomhead for his support as these events were completed most successfully and to schedule. The Mixed Pairs were held at Bargara Bowls Club and from all reports ran in a very professional way. The State Pennant Finals were conducted at Tweed heads for the second year and a big thank you to Paul Girdler and staff for making the event one to remember. My thanks to all the staff at BQ for your courtesies and cooperation to my committee and especially Roxanne, events officer, it was appreciated. My special thanks to my own committee, small it may be in number, but big on knowledge & experience which is necessary for a Match Committee to succeed. If anyone wishes to be on the Committee remember that sometimes the flack we have to put up with is not warranted.
To my match co-ordinator Alison Duffey and her hard working committee, I say thank you. A job well done.
I have attended various celebrations this year and made presentations, which I feel the Section President’s should do. A great week at the juniors championships in Bundaberg. The talent of our juniors is remarkable. Due to family commitments I was unable to go to Bribie Island and thanks to Dawn for carrying out our duties. I was at Tweed Heads for Pennant as a player for my club West Toowoomba and we were runner-up. Thanks to Alison for your approval to allow me to play and thanks to Dawn once again for deputising for me. I attended Cunningham’s Day and thank you President Tony and your people. BQ Selector Gwenda Menzies came with me…a great day. Also attended Tannymorel’s 60th Birthday with Diana Wenham. I attended DDLBA “President’s at Home” at South Toowoomba. To Men’s Section President Bob, a big “thank you”. It has been a pleasure to work with you and may you have a good year in 2013. Thanks also to Board Chairman Ron and the other directors, and especially to the staff at BQ, you have been very considerate and helpful at all times. It makes it so much easier with that communication always there. As my term as President of BQ Ladies Section comes to an end, I feel very honoured and privileged to be the State President and to have served the lady bowlers throughout the state…thank you for the special memories. Ladies’ Match Committee Co-ordinator, Alison Duffey
The competitive year for our Queensland bowlers started as usual with the State Junior Championships, held at Burnett, Tantitha and Bargara Clubs. We thank these Clubs, their management, staff and members for their hospitality, and tremendous support in the successful running of the Championships. The number of girls entering continues to disappoint, but there is a healthy pool of talent even though the numbers are not great. We go to Bribie Island for the 2013 competition. A minimum number of entries will be required before any competition can be considered a State Championship competition. District Sides for the ladies for the first time had 20 entries. We welcomed Southern Downs to the competition. The ladies were hosted for sectional play by Tweed Heads and South Tweed Clubs. Our grateful thanks to the management, staff and members of these Clubs who excelled in hosting of this keenly contested event. Gold Coast District was then the host for the open State Championships. While there were few complaints about running all the sectional play over the first four days, for 2013 a sponsored playoff for the winners of the men’s and ladies’ singles has necessitated a complete re-write of the State championship program, with the Singles/ Fours to start proceedings. Because of an overlap with the Bowls Australia calendar, the Board has taken the decision to bring the District Sides and State Championships competitions forward by one week. This obviously necessitates re-booking of accommodation for the 40 Sides concerned in 2014. Districts need to factor this change into 2014 calendars. Full payment for State championship events was well received. Sections of three in the Singles raised much debate, but is so

much more user-friendly for the host Clubs that the benefits far outweigh any perceived disadvantage. The introduction of the Over 60 Ladies’ Pairs met with disappointing entries, but hopefully the event will receive a better response in 2013. 2012 concluded with State Mixed Pairs final at Bargara, Champion of Champions at Bribie Island and State Pennant Finals at Tweed Heads. We thank the management, staff and members of these Clubs for their unqualified support. Once again, a conflict of timing with the Bowls Australia program will necessitate a change of timing for these events in 2014. My personal thanks to my committee members, Helen Doherty and Colleen Ryan, also to Neville Galbraith and the Men’s Match Committee men. Also thanks to Chairman Ron Chambers and the Board, and John Dawson and the Umpires. Special thanks to the office staff, Roxanne in particular, who travelled with us to the major state events so that our results were instantly available online to the bowling community. And finally thanks to our competitive bowlers, your participation in our programs makes it all worthwhile.

The Selection Committee remained the same for 2012: Committee members: Zone 1 – Joan Chapman Zone 2 – Betty Andrewartha Zone 3 – Gwenda Menzies Zone 4 – Pamela Maitland Zone 5 – Di Cunnington (Committee Co-ordinator) Thank you committee ladies for your loyal service. Results of all achievements in all events are in detail elsewhere in this Bowls Queensland report. Bowls Queensland appointed Selector, Zone 2, Betty Andrewartha, as Manager to each major event in which Queensland had Representative sides. State Coach, Bill Cornehls, attended all of these events, and we thank Bill for his detailed submissions. When a major event is held within the State, the Zone Selector, if available, attends. Selection ladies are out and about in their zones. March/April: State Under 18s Championships held in Bundaberg Area. April: Super 6 Series and Australian Sides Championships held at Broadbeach. Betty Andrewartha and Di. Cunnington invited to a seminar chaired by Australian coach, Steve Glasson. May: all Selectors in attendance at District Sides held in Gold Coast District, followed by State Championships. Selector, Zone 5, attended games and finals up and down the Coast. June: qualifying, at various Clubs, for Australian Indoor Event. July: Annual Test Series against NSW, at Taren Point, Sydney, special mention to our Under 25s winning their first ever Series. Also in July: Under 18s Test Series against NSW at Mackay Suburban Club where our young side came up against a very experienced NSW side, we are regrouping in this area and have talented players we need to nurture.
August: Australian Indoor finals, Tweed Heads Indoor, saw some bright young ladies playing very well. September: All Schools Cup played at Pine Rivers, our younger girls taking the game right up to the boys. This Event is growing in stature. October: Australian Under 18s Nationals held in North Launceston, Gold in Singles and Pairs and very close to winning Bronze in triples and fours, mighty effort, girls. Also during October: State Mixed Pairs at Bargara. In the latter part of October: all Selectors came together at BQ to select Squads for 2013. Australian Senior Sides Championships held at Queanbeyan, ACT, ladies missing out by winning the overall by 3 shots, so close for the second year in a row. State Champion of Champions held at Bribie Island, Selector Zone 3 attended. In November: State Pennant Finals at Tweed Heads Club, Selector, Zone 5, attended each day. Thanks to Technology, Selectors can kept abreast of results of all major events held anywhere. Thank You to Bowls Queensland Match Committee for updating results of all Events. To Board Chair Ron, Directors, CEO Keith, and all of the loyal staff at BQ and also my Ladies Section, thank you for keeping our ship afloat. Boundary Review Report Committee chairman Delores Gray The Committee appointed by Bowls Queensland completed their review of District Boundaries throughout the State in November after four months of careful scrutiny including the survey sent to all clubs that was conducted by B.Q. We were fortunate to have a cross section of members on our Committee who have an understanding of District concerns throughout the State. Our concerns were mainly centred on the South East Districts, because of the remoteness of the State there was very little we could do that would improve boundaries for those Districts that are already dealing very capably with their locations. Addressing what we considered the problems in the Metropolitan and surrounding Districts, we decided instead of using the River to divide the City which in our opinion is now antiquated and with the expansion and infrastructure that is in place and which wasn’t the case when Districts were first formed, we therefore agreed to divide the Metropolitan Districts geographically into North, South, East and West. This entailed the movement of a number of clubs, but to us is a more equal distribution in the matter of competition and travel. My appreciation to committee members for checking mileages which assisted us with the new Boundaries. This went a long way in helping us in our decisions for the movement of clubs from District to District. We now have 22 Districts but still eight Zones, but I feel with the experience we have on the Match committees the draw for the District Sides should not pose a problem. We would also like to recommend to the Board and Match committees a change to the Group Playoffs, this however, is not our forte but if the new boundaries are accepted at the A.G.M. a change to the Groups needs to be considered. To all the members of the Boundary Review Committee, I thank you for your time and hope your efforts will be rewarded.
Finance Report Director of Finance, Diana Wenham It is my pleasure to submit the financial report for the year 2012. The year did not start well with the sudden passing of our Director of Finance, Isobel Rhind after which I was duly appointed to the position by the Board of Bowls Queensland. There have been no natural disasters to disrupt our financial position for the year, but with the withdrawal of the B.A. Logo funding turning our 2012 budget into a deficit balance it has been a challenge to bring the budget into surplus. Since my appointment I have travelled to B.Q. Headquarters around 3 to 4 times a month to attend to my duties as Director of Finance and board member and I would like to thank my family for their support, the Finance Manager Stu Taylor, CEO Keith and his staff for their co-operation and courteous attention ensuring all information requested was available at all times .

NOTES TO THE FINANCIAL STATEMENTS FOR THE YEAR ENDED 31 DECEMBER 2012 NOTE 1: SUMMARY OF SIGNIFICANT ACCOUNTING POLICIES The directors have prepared the financial statements on the basis that the company is a non-reporting entity because there are no users who are dependent on its general purpose financial statements. These financial statements are therefore special purpose financial statements that have been prepared in order to meet the requirements of the Corporations Act 2001 (Cth). The company is a not-for-profit entity for financial reporting purposes under Australian Accounting Standards. The financial statements have been prepared in accordance with the mandatory Australian Accounting Standards applicable to entities reporting under the Corporations Act 2001 (Cth) and the significant accounting policies disclosed below, which the directors have determined are appropriate to meet the needs of members. Such accounting policies are consistent with those of previous periods unless stated otherwise. The financial statements, except for the cash flow information, have been prepared on an accruals basis and are based on historical costs unless otherwise stated in the notes. Material accounting policies adopted in the preparation of these financial statements are presented below and have been consistently applied unless stated otherwise. The amounts presented in the financial statements have been rounded to the nearest dollar. th
The financial statements were authorised for issue on 19 February 2013 by the directors of the company. Accounting Policies a.
Revenue Non-reciprocal grant revenue is recognised in the statement of comprehensive income when the entity obtains control of the grant and it is probable that the economic benefits gained from the grant will flow to the entity and the amount of the grant can be measured reliably. If conditions are attached to the grant which must be satisfied before it is eligible to receive the contribution, the recognition of the grant as revenue will be deferred until those conditions are satisfied. When grant revenue is received whereby the entity incurs an obligation to deliver economic value directly back to the contributor, this is considered a reciprocal transaction and the grant revenue is recognised in the statement of financial position as a liability until the service has been delivered to the contributor, otherwise the grant is recognised as income on receipt. Bowls Queensland and Controlled Entity receives non-reciprocal contributions of assets from the government and other parties for zero or a nominal value. These assets are recognised at fair value on the date of acquisition in the statement of financial position, with a corresponding amount of income recognised in profit or loss. Donations and bequests are recognised as revenue when received. Interest revenue is recognised as it accrues using the effective interest rate method, which for floating rate financial assets is the rate inherent in the instrument. Dividend revenue is recognised when the right to receive a dividend has been established. Revenue from the rendering of a service is recognised upon the delivery of the service to the customers. All revenue is stated net of the amount of goods and services tax (GST).

Inventories on Hand Inventories are measured at the lower of cost and current replacement cost. Inventories acquired at no cost, or for nominal consideration, are valued at the current replacement cost as at the date of acquisition.

Property, Plant and Equipment Each class of property, plant and equipment is carried at cost or fair value, less, where applicable, accumulated depreciation and any impairment losses. Plant and equipment bowls queensland annual report 29 Page 11 of 25

The carrying amount of plant and equipment is reviewed annually by directors to ensure it is not in excess of the recoverable amount from these assets. The recoverable amount is assessed on the basis of the expected net cash flows that will be received from the assets employment and subsequent disposal. The expected net cash flows have been discounted to their present values in determining recoverable amounts. Plant and equipment that have been contributed at no cost, or for nominal cost, are recognised at the fair value of the asset at the date it is acquired. Depreciation The depreciable amount of all fixed assets including buildings and capitalised lease assets, but excluding freehold land, is depreciated on a straight-line basis over the asset’s useful life to the entity commencing from the time the asset is held ready for use. Leasehold improvements are depreciated over the shorter of either the unexpired period of the lease or the estimated useful lives of the improvements. The depreciation rates used for each class of depreciable assets are: Class of Fixed Asset Plant and equipment Land and Buildings

The assets’ residual values and useful lives are reviewed, and adjusted if appropriate, at the end of each reporting period. An asset’s carrying amount is written down immediately to its recoverable amount if the asset’s carrying amount is greater than its estimated recoverable amount. Gains and losses on disposals are determined by comparing proceeds with the carrying amount. These gains or losses are recognised immediately in profit or loss. When revalued assets are sold, amounts included in the revaluation surplus relating to that asset are transferred to retained earnings. d.
Leases Leases of fixed assets, where substantially all the risks and benefits incidental to the ownership of the asset but not the legal ownership, that are transferred to entities in the economic entity are classified as finance leases. Finance leases are capitalised by recording an asset and a liability at the lower of the amounts equal to the fair value of the leased property or the present value of the minimum lease payments, including any guaranteed residual values. Lease payments are allocated between the reduction of the lease liability and the lease interest expense for the period. Leased assets are depreciated on a straight-line basis over the shorter of their estimated useful lives or the lease term. Lease payments for operating leases, where substantially all the risks and benefits remain with the lessor, are charged as expenses on a straight-line basis over the lease term.

Financial Instruments Initial recognition and measurement Financial assets and financial liabilities are recognised when the entity becomes a party to the contractual provisions to the instrument. For financial assets, this is equivalent to the date that the company commits itself to either purchase or sell the asset (ie trade date accounting is adopted). Financial instruments are initially measured at fair value plus transaction costs except where the instrument is classified ‘at fair value through profit or loss’, in which case transaction costs are expensed to profit or loss immediately. Classification and subsequent measurement Financial instruments are subsequently measured at fair value, amortised cost using the effective

Where available, quoted prices in an active market are used to determine fair value. In other circumstances, valuation techniques are adopted. Amortised cost is calculated as the amount at which the financial asset or financial liability is measured at initial recognition less principal repayments and any reduction for impairment, and adjusted for any cumulative amortisation of the difference between that initial amount and the maturity amount calculated using the effective interest method. The effective interest method is used to allocate interest income or interest expense over the relevant period and is equivalent to the rate that exactly discounts estimated future cash payments or receipts (including fees, transaction costs and other premiums or discounts) through the expected life (or when this cannot be reliably predicted, the contractual term) of the financial instrument to the net carrying amount of the financial asset or financial liability. Revisions to expected future net cash flows will necessitate an adjustment to the carrying value with a consequential recognition of an income or expense item in profit or loss. Fair value is determined based on current bid prices for all quoted investments. Valuation techniques are applied to determine the fair value for all unlisted securities, including recent arm’s length transactions, reference to similar instruments and option pricing models. (i)
Financial assets at fair value through profit or loss Financial assets are classified at “fair value through profit or loss” when they are either held for trading for the purpose of short-term profit taking, derivatives not held for hedging purposes, or when they are designated as such to avoid an accounting mismatch or to enable performance evaluation where a group of financial assets is managed by key management personnel on a fair value basis in accordance with a documented risk management or investment strategy. Such assets are subsequently measured at fair value with changes in carrying value being included in profit or loss.
(ii)
Loans and receivables Loans and receivables are non-derivative financial assets with fixed or determinable payments that are not quoted in an active market and are subsequently measured at amortised cost. Gains or losses are recognised in profit or loss through the amortisation process and when the financial asset is derecognised.
(iii)
Held-to-maturity investments Held-to-maturity investments are non-derivative financial assets that have fixed maturities and fixed or determinable payments, and it is the company’s intention to hold these investments to maturity. They are subsequently measured at amortised cost. Gains or losses are recognised in profit or loss through the amortisation process and when the financial asset is derecognised.
(iv)
Available-for-sale investments Available-for-sale investments are non-derivative financial assets that are either not capable of being classified into other categories of financial assets due to their nature or they are designated as such by management. They comprise investments in the equity of other entities where there is neither a fixed maturity nor fixed or determinable payments. They are subsequently measured at fair value with any remeasurements other than impairment losses and foreign exchange gains and losses recognised in other comprehensive income. When the financial asset is derecognised, the cumulative gain or loss pertaining to that asset previously recognised in other comprehensive income is reclassified into profit or loss. Available-for-sale financial assets are classified as non-current assets when they are expected to be sold within 12 months after the end of the reporting period. All other available-for-sale financial assets are classified as current assets.
(v)

Gains or losses are recognised in profit or loss through the amortisation process and when the financial liability is derecognised. Impairment At the end of each reporting period, the company assesses whether there is objective evidence that a financial asset has been impaired. A financial asset or a group of financial assets is deemed to be impaired if, and only if, there is objective evidence of impairment as a result of one or more events (a “loss event”) that has occurred, which has an impact on the estimated future cash flows of the financial asset(s). In the case of available-for-sale financial assets, a significant or prolonged decline in the market value of the instrument is considered to constitute a loss event. Impairment losses are recognised in profit or loss immediately. Also, any cumulative decline in fair value previously recognised in other comprehensive income is reclassified to profit or loss at this point. In the case of financial assets carried at amortised cost, loss events may include indications that the debtors or a group of debtors is experiencing significant financial difficulty, default or delinquency in interest or principal payments, indications that they will enter bankruptcy or other financial reorganisation and changes in arrears or economic conditions that correlate with defaults. For financial assets carried at amortised cost (including loans and receivables), a separate allowance account is used to reduce the carrying amount of financial assets impaired by credit losses. After having taken all possible measures of recovery, if the management establishes that the carrying amount cannot be recovered by any means, at that point the writing off amounts are charged to the allowance account or the carrying amount of impaired financial assets is reduced directly if no impairment amount was previously recognised in the allowance accounts. When the terms of financial assets that would otherwise have been past due or impaired have been renegotiated, the company recognises the impairment for such financial assets by taking into account the original terms as if the terms have not been renegotiated so that the loss events that have occurred are duly considered. Derecognition Financial assets are derecognised where the contractual rights to receipt of cash flows expire or the asset is transferred to another party whereby the entity no longer has any significant continuing involvement in the risks and benefits associated with the asset. Financial liabilities are derecognised where the related obligations are discharged, cancelled or expired. The difference between the carrying amount of the financial liability, which is extinguished or transferred to another party, and the fair value of consideration paid, including the transfer of non-cash assets or liabilities assumed, is recognised in profit or loss. f.
Impairment of Assets At the end of each reporting period, the entity reviews the carrying values of its tangible and intangible assets to determine whether there is any indication that those assets have been impaired. If such an indication exists, the recoverable amount of the asset, being the higher of the asset’s fair value less costs to sell and value in use, is compared to the asset’s carrying value. Any excess of the asset’s carrying value over its recoverable amount is recognised immediately in profit or loss. Where the future economic benefits of the asset are not primarily dependent upon on the asset’s ability to generate net cash inflows and when the entity would, if deprived of the asset, replace its remaining future economic benefits, value in use is determined as the depreciated replacement cost of an asset. Where it is not possible to estimate the recoverable amount of a class of asset, the entity estimates the recoverable amount of the cash-generating unit to which the asset belongs. Where an impairment loss on a revalued asset is identified, this is debited against the revaluation surplus in respect of the same class of asset to the extent that the impairment loss does not exceed the amount in the revaluation surplus for that same class of asset.

Employee Benefits Provision is made for the company’s liability for employee benefits arising from services rendered by employees to the end of the reporting period. Employee benefits that are expected to be settled within one year have been measured at the amounts expected to be paid when the liability is settled. Employee benefits payable later than one year have been measured at the present value of the estimated future cash outflows to be made for those benefits. In determining the liability, consideration is given to employee wage increases and the probability that the employee may not satisfy vesting requirements. Those cash outflows are discounted using market yields on national government bonds with terms to maturity that match the expected timing of cash flows attributable to employee benefits. Contributions are made by the entity to an employee superannuation fund and are charged as expenses when incurred.
h.
Cash and Cash Equivalents Cash and cash equivalents include cash on hand, deposits held at-call with banks, other shortterm highly liquid investments with original maturities of three months or less and bank overdrafts. Bank overdrafts are shown within short-term borrowings in current liabilities on the statement of financial position.
i.
Accounts Receivable and Other Debtors Accounts receivable and other debtors include amounts due from donors and any outstanding grants receipts. Receivables expected to be collected within 12 months of the end of the reporting period are classified as current assets. All other receivables are classified as non-current assets.
j.
Goods and Services Tax (GST) Revenues, expenses and assets are recognised net of the amount of GST, except where the amount of GST incurred is not recoverable from the Australian Taxation Office (ATO). Receivables and payables are stated inclusive of the amount of GST receivable or payable. The net amount of GST recoverable from, or payable to, the ATO is included with other receivables or payables in the statement of financial position. Cash flows are presented on a gross basis. The GST components of cash flows arising from investing or financing activities which are recoverable from, or payable to, the ATO are presented as operating cash flows included in receipts from customers or payments to suppliers.
k.
Income Tax No provision for income tax has been raised as the entity is exempt from income tax under Div 50 of the Income Tax Assessment Act 1997.
l.
Intangibles Software Software is recorded at cost. Software has a finite life and is carried at cost less accumulated amortisation and any impairment losses. It has an estimated useful life of between one and three years. It is assessed annually for impairment.
m.
Provisions Provisions are recognised when the entity has a legal or constructive obligation, as a result of past events, for which it is probable that an outflow of economic benefits will result and that outflow can be reliably measured. Provisions recognised represent the best estimate of the amounts required to settle the obligation at the end of the reporting period.
n.
Comparative Figures Where required by Accounting Standards, comparative figures have been adjusted to conform with changes in presentation for the current financial year. When an entity applies an accounting policy retrospectively, makes a retrospective restatement or reclassifies items in its financial statements, a statement of financial position as at the beginning of the earliest comparative period must be disclosed. bowls queensland annual report 33

Accounts Payable and Other Payables Trade and other payables represent the liability outstanding at the end of the reporting period for goods and services received by the company during the reporting period which remain unpaid. The balance is recognised as a current liability with the amount being normally paid within 30 days of recognition of the liability.

Critical Accounting Estimates and Judgments The directors evaluate estimates and judgments incorporated into the financial statements based on historical knowledge and best available current information. Estimates assume a reasonable expectation of future events and are based on current trends and economic data, obtained both externally and within the company. Key estimates (a)
Impairment The company assesses impairment at the end of each reporting period by evaluating conditions and events specific to the company that may be indicative of impairment triggers.

New Accounting Standards for Application in Future Periods The AASB has issued the following Accounting Standard which is mandatorily applicable for future reporting periods and is relevant to the company. The company has decided not to early adopt this Accounting Standard. The company’s assessment of this Accounting Standard is set out below: –
AASB 2011–9: Amendments to Australian Accounting Standards – Presentation of Items of Other Comprehensive Income (applicable for annual reporting periods commencing on or after 1 July 2012). The main change arising from this Standard is the requirement for entities to group items presented in other comprehensive income (OCI) on the basis of whether they are potentially reclassifiable to profit or loss subsequently. This Standard affects presentation only and is therefore not expected to significantly impact the company.

Bowls Queensland acquired the land and buildings of Coorparoo Bowls Club (CBC) on the 22 September 2009 for consideration of $1. An independent valuation was obtained for stamp duty th assessment. The report, prepared by Early Group Valuers and dated on the 7 October 2009 assigned an unencumbered market value of $3,000,000. Stamp duty of $143,175 was assessed on the transaction. CBC continues to operate as a Bowls Club. Note 7 (c) In February 2010, Bowls Queensland was verbally advised by Brisbane City Council that Coorparoo Bowls Club was to be heritage listed as a Bowls Club. In this financial year, the heritage listing was imposed by the Brisbane City Council .The directors have determined, with reference to other Bowls Clubs that have been heritage listed and the effect of the value of the land and buildings, that no impairment is necessary and that the value of the land and buildings is to remain at $3,000,000 until there is evidence that the carrying amount should be impaired. Note 9(b) Two loans were made to Coorparoo Bowls Club (CBC) in 2009. The first loan of $102,510 was to enable CBC to pay out debt, carry out repairs and maintenance and to meet green keeping fees. The repayments are based on a percentage of CBC’s monthly profit. The second loan was for $6,758 which was to meet legal fees incurred by CBC which has since been repaid in the 2011 financial year. Note 9(c) A loan was made was made by Bowls Queensland through its subsidiary, Club Services Pty Ltd, to the Sandgate Bowls Club (SBC) in 2007. If the company is wound up, the constitution states that each member is not required to contribute any amount toward meeting any outstandings and obligations of the company. Bowls Queensland and Controlled Entity ABN 17 231 978 960 INDEPENDENT AUDITOR’S REPORT TO THE MEMBERS OF BOWLS QUEENSLAND AND CONTROLLED ENTITY I have audited the accompanying financial report, being a special purpose financial report, of Bowls Queensland and Controlled Entity (the company), which comprises the statement of financial position as at 31 December 2012, the statement of comprehensive income, statement of changes in equity and statement of cash flows for the year then ended, notes comprising a summary of significant accounting policies and other explanatory information, and the directors’ declaration. Directors’ Responsibility for the Financial Report The directors of the company are responsible for the preparation of the financial report and have determined that the accounting policies described in Note 1 to the financial report are appropriate to meet the requirements of the Corporations Act 2001 and are appropriate to meet the needs of the members. The directors’ responsibility also includes such internal control as the directors determine is necessary to enable the preparation of a financial report that is free from material misstatement, whether due to fraud or error. Auditor’s Responsibility My responsibility is to express an opinion on the financial report based on my audit. I have conducted my audit in accordance with Australian Auditing Standards. Those standards require that I comply with relevant ethical requirements relating to audit engagements and plan and perform the audit to obtain reasonable assurance whether the financial report is free from material misstatement. An audit involves performing procedures to obtain audit evidence about the amounts and disclosures in the financial report. The procedures selected depend on the auditor’s judgment, including the assessment of the risks of material misstatement of the financial report, whether due to fraud or error. In making those risk assessments, the auditor considers internal control relevant to the company’s preparation of the financial report that gives a true and fair view in order to design audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of the entity’s internal control.
