It’s also of course very much a time for giving – and for ‘giving back’, as highlighted in our cover story, which celebrates the invaluable work of charity The Village in improving the lives of its volunteer veterans as much as those of the locals it supports. A true tale of give-and-take for the benefit of all involved. Following on from that, the first main section of the magazine gathers together all you need to know about claiming your ELC, and the boost it can give your studies and career prospects (check out Clint Sherratt’s article on page 32 to find out why you really should be making the most of this invaluable source of funding). As part of this, a team of veteran volunteers sponsored by the Endeavour Fund have joined The Village’s project 8,000 feet up in the mountains of Lesotho, in the remote town of Semonkong. They are complementing local teams already working to support isolated shepherds, known as herd boys, as well as local education facilities and an orphanage. The Village, which is also currently operating in the West Bank, chooses to work with veterans in this way as it believes their skills and adaptability to difficult situations mean they are able to operate very efficiently in these often testing locations. Skills such as carpentry, first aid and plumbing will be shared, and they will also be helping out at the Lesala night school run by The Village, where the shepherds are given a basic education.

Go to the ELCAS website at www.enhancedlearningcredits.com and complete the ELC application form online. 6. Check the ELCAS database of approved providers to see if the course you wish to enrol on is allowable under the rules. 7. If you wish to use a provider that is not on the list, ensure they are eligible to participate in the scheme (they must deliver publicly funded FE/HE) and ask them to apply for scheme membership using the information on the ELC website. 8. Do not leave everything until the last minute. Allow time for any new publicly funded providers to be accepted on to the scheme, as the registration process can take several weeks. Once they have been accepted, you can submit an application to study with them. 9. Providers are expected to waive any initial registration fee, so don’t pay any of your own money towards the cost of their tuition fees – if you do, it will not be refunded. 10. You must submit a separate claim form for each year of a course – if you don’t, it could result in support being withdrawn. 11. Start learning, and make the most of your life! ELCAS has produced a useful flow diagram to sum up the claims process. You can find this in the Annex at the end of JSP822, which can be downloaded from the ELCAS website at www.enhancedlearningcredits.com Q

Most colleges readily offer help and advice to their students. Some people prefer to study in this more structured environment. You must gain authority from your unit to attend and it is worth seeking unit guidance before making any financial commitment. The SLC scheme allows personnel to obtain financial assistance for learning costs. You are able to claim 80% of your course fees, up to a maximum of £175 per financial year. To qualify for SLC funding, the course of study must lead to a nationally recognised qualification, have substantial developmental value and directly benefit the Service.
Enhanced Learning Credits

The ELC scheme offers currently serving or former Service personnel access to a first full level 3 (GCE A-level or vocational equivalent) or a first higher education (HE) qualification (e.g. a foundation degree or a first undergraduate degree or equivalent) free from tuition fees. The ELC lower tier offers up to three payments of up to £1,000 in three separate financial years; the higher tier offers up to three payments of up to £2,000 in three separate financial years. A Publicly Funded Further Education/Higher Education ELC was created in 2016. It’s an aggregated lower-tier award, which is a single payment of up to £3,000 for those with six or more years of qualifying service, which will count as all three awards. You must make a contribution to your learning of at least 20% of the cost, and must discuss your plans with your line manager and education adviser before making any financial commitment. Individual Resettlement Training Costs grant
Q
The IRTC grant is available to Service leavers with six or more years’ service and all Medical Discharges. It is a contribution to training costs and can be used internally at the Resettlement Training Centre (RTC) Aldershot, or at a Regional Resettlement Centre (RRC) for vocational training courses. It can also be used externally for training with CTP Preferred Suppliers. IRTC is available for tuition fees up to a maximum of £534. A range of courses at the RTC Aldershot is delivered within the MoD contract, called Contract Funded (CF) training. These courses are pre-paid by the MoD and only ‘cost’ the Service leaver time and a portion of their £534 allowance. No money changes hands for the training but days and funding are deducted from the GRT allocation at a rate of £26.70 per day. The £534 gives access to up to 20 days of CF training. Any exam or registration fees are extra and payable by the student, but other allowances may be available to help with these. The CTP also offers a range of courses that are not within the MoD contract. These are known as Non-Contract Funded courses and you can use your IRTC grant or ELC to pay for these.

Jobcentre Plus has one of Britain’s largest databases of job vacancies, which is updated constantly. The database also lets you search for training, career information, voluntary work and childcare providers across the UK. You can search the database via Find A Job (www.gov.uk/find-a-job) or by using the Job Point in your local Jobcentre. When you find a job you are interested in, either using the Jobcentre Plus job search (www.jobcentreguide.co.uk/job-search) or at the Job Point in your local Jobcentre, Jobcentre advisers will tell you how to apply, send you an application form and may even contact the employer (so have your address, National Insurance number, date of birth and the job reference number to hand).

Job-hunting inspiration from ‘the world’s most ambitious job applicant’ Prime Minister. Galactic pilot. Strictly head judge. Formula One racing driver. Pope. These are just a few of the many outrageously ambitious job vacancies that Sam Broadley applied to fill over the course of 17 years, from England manager aged 19 to James Bond at 36. He was successful in none of them. As a character under his real name, Sam’s quest started out as nothing but a laugh by seeing if he could get a rejection letter from the English Football Association (having claimed that – having managed a local under-7s side for three seasons – he was ready for the next step into international football management). He did indeed receive a rejection letter – although Sam claims he was on the three-man shortlist the FA told him they’d drawn up, simply because they hadn’t directly said ‘no’ to him.
This ‘success’ led to further applications for all manner of jobs in the upper echelons of society … chief of ITV, chief of Marks & Spencer, President of the EU, Archbishop of Canterbury … You can read about them all, and more, in his new book, I’m Your Man: Letters of the World’s Most Ambitious Job Applicant. He even recounts how a letter to thenLondon Mayor, Boris Johnson, applying to be Chief of the Metropolitan Police, took him (he claims) to the second stage of the application process and a twoway correspondence with the Queen! The letters are written with the utmost seriousness, but littered with idiocy, stupendous over-confidence and absurd ideas as to how Sam will overhaul the role and the organisation to take them beyond the stars. Free online counter-terrorism training Security Industry Authority (SIA) licence holders can now access free online counter-terrorism training from the National Counter Terrorism Security Office (NaCTSO), which has created special password-protected access for the security industry. This means that everyone – from frontline operatives to managers and directors – can access up-to-date counter-terrorism guidance free of charge. The SIA is strongly encouraging everyone in the industry to complete this course, as it will help keep them and the public safe in the event of a terror attack. Employer Recognition Scheme Silver Award for NMiTE NMiTE (New Model in Technology and Engineering) has been formally presented with a 2019 Employer Recognition Scheme Silver Award. The coveted MoD award recognises NMiTE’s support of the Armed Forces family and its encouragement of others to do the same. NMiTE was created in 2018 to help solve the problem of Britain’s estimated annual shortfall of at least 22,000 engineering graduates with a radical new approach and a curriculum that combines the best innovations from leading universities around the world. It aims to become a university for and of the future, and has been working closely with the military and veteran communities in Hereford and beyond. It hosted a Career Transition Showcase for Armed Forces veterans in September and plans to deliver a new age of engineering-related education to professionals through its CPD (continuing professional development) series. NMiTE’s Steven Haines, who collected the award, says: ‘With a 25-year military career behind me, it is really special to be collecting this award from the MoD now I am a civilian. I have been very fortunate

he winners of the inaugural Scottish edition of the Ex-Forces in Business Awards, the world’s largest celebration of military veterans in second careers, were revealed and honoured in early December at a glittering ceremony in Glasgow. Each year thousands of Service men and women leave the military, forming an attractive pool of talent for employers in other sectors. However, transitioning back to civilian life and finding meaningful employment can be a challenge. While many veterans go on to successful second careers, the visibility of such role models has historically been lacking. The Ex-Forces in Business Awards provide that visibility on a national scale by celebrating the accomplishments of veterans across the UK workforce. The awards highlight the military skills and values that have enabled business success, and recognise organisations that support the transition of Service men and women into second careers. The awards ceremony, which took place at the DoubleTree by Hilton Glasgow, was Scotland’s largest ever celebration of veterans in second careers. The landmark event gathered 500 business leaders, veterans, top employers and current serving officers to promote the significant value that the ex-military add to the Scottish economy. The award winners were selected from more than 250 nominations. The difficult
task of choosing fell to a judging panel of 20 prominent veterans and reservists including Charlie Wallace, the Scottish Veterans Commissioner, David Watt, executive director of IoD Scotland, and Tim Allan, president of the Scottish Chambers of Commerce. Said Charlie Wallace, the Scottish Veterans Commissioner: ‘Many congratulations to all those who were shortlisted for an award. As Scottish Veterans Commissioner, I am struck by how these awards do so much to remind our society of the fantastic talent that exists among our veterans community. In an age where public perceptions of the military are maybe based on TV programmes rather than reality, these individuals provide heartening proof that our veterans are contributing so positively. I hope it will nudge yet more employers into realising the benefits of employing a veteran.’ The inspiring awards ceremony was hosted by BBC presenter and Invictus Games gold medallist JJ Chalmers, who welcomed a keynote address from Graeme Dey, Minister for Parliamentary Business and Veterans, as well as live entertainment from the Military Wives Choir and the Royal Scots Association Pipe Band. SSAFA, the Armed Forces charity is the official charity partner of the awards. Among the winners were Gavin Neate, a former police dog handler in the RAF, who was crowned Entrepreneur of the Year for founding a company that provides assistive technology for people with disabilities, while Royal Navy veteran Chris Newlands walked away with the Innovator of the Year award having created an app that allows users to take selfies from space. Another ex-Navy officer, Graham Allison, was named Outstanding Achiever of the Year for leading Amazon’s mammoth fulfilment centre in Dunfermline, while Army veteran David Dent won the
coveted Lifetime Achievement Award for his inspirational accomplishments since suffering severe physical and psychology trauma from an attack on the UN base he worked from in 2000. In his opening comments, JJ Chalmers said: ‘Over the last couple of years, this special awards programme has grown into the world’s largest celebration of military veterans in second careers. These awards are all about identifying new business role models for Service leavers. By showcasing the fantastic achievements of veterans in second careers, and the military skills and values that have enabled their business success, we can demonstrate to the world the huge value that veterans add to employers and the wider economy. It gives me great pleasure to host as the awards land in Scotland for the first time.’ Graeme Dey, Minister for Parliamentary Business and Veterans, said: ‘As Veterans Minister I am delighted to be speaking at this awards ceremony, which does so much to celebrate veterans who have found success in second careers and the businesses that employ them. Serving in the Armed Forces provides a wide range of skills that translate directly into civilian work – from leadership and problemsolving to engineering and electronics – and it is vital that employers across Scotland recognise this when recruiting. THE 2019 WINNERS Advocate of the Year Louise MacDonald, Wood The judges were particularly impressed by the extent of the advocacy that Louise has not only pushed for for veterans at Wood, but that she has also received from others in her organisation and beyond. It’s clear that her impact is wide ranging and profound, and despite having no personal military background she has led the way in defence engagement with passion and dedication. The judges also highly commended Michael Hashim of Bruce Stevenson, whom they see as a leader of the future having already made a big impact in a short period of time. Engineering Excellence Award Ian Smith, Gray and Adams The judges found Ian’s story of perseverance to be truly inspiring. The skills and values he acquired during his Army service have genuinely shaped his approach to work and life, helping him overcome some notable challenges. To balance a full-time job and family life with further education in his forties and again in his fifties demonstrates bravery and inner steel, and his successes have come as a result of this hard work. The judges also highly commended Ian Hodge of Peak Scientific, who has carved out a strong career in the engineering field while employing a number of ex-Forces candidates. Entrepreneur of the Year Gavin Neate, Neatebox The judges felt that Gavin’s achievements really stood out for their outstanding innovation and huge impact. His services ethic shines through in his business and the work he has done to grow the company, and he exhibits a real entrepreneurial flair. Gavin has made significant personal sacrifice to fund the business, and has taken the best of his RAF background to create a truly disruptive company with global potential. The judges also highly commended Tom Morton of Safe Shores Group, whom they identified as a clear innovator with great social impact as well as business impact. Innovator of the Year Chris Newlands, Spelfie and Tripsology Having successfully embarked on a career as a financial adviser after leaving the Royal Navy, the judges admired Chris’s ambition and courage to launch a new parallel career as an entrepreneur. They commended his innovation and disruptive spirit through both of his businesses, as well as his desire to raise awareness of social issues such as air pollution. The judges praised Chris for creating interesting and unique concepts and then developing viable commercial models to turn them into successful businesses. Inspiration of the Year Jamieson Rogers, GlaxoSmithKline The judges were won over by Jamieson’s very inspirational story of overcoming adversity to get into engineering. They noted that he didn’t just succeed against the odds once, but overcame setbacks multiple times to reach where he has. His perseverance in the face of considerable adversity is a key attribute he gained during his military service and which he has used to carve out a successful second career and achieve terrific results for GlaxoSmithKline.
Lifetime Achievement Award David Dent, Parexel International The judges were full of admiration for the longevity of David’s commitments and achievements across military service, business and charity throughout his career, and the truly international nature of his impact. Having delivered life- and limb-saving interventions for soldiers and civilians alike in his career, David has not let his own significant injury in the line of duty hold him back from his achievements in business and sport, as well as his considerable efforts to support veterans’ charities. Military Values in Business Award Simon Watkins, University of St Andrews Simon’s incredible leadership and response to not one but two major fires at the university wowed the judges. He was prepared to remain in post without a break for 48 hours to ensure the job was completed, using skills formed through his years in the RAF. He has helped to secure significant additions to the maintenance budget and to install innovative new systems, while his leadership has saved lives and implemented changes that will enable a safer and more organised response to any future incidents. New Service Leaver of the Year Bryan Flannagan, City of Glasgow College The judges applauded the incredible range of achievements in the two years since Bryan left the Royal Navy. In everything that Bryan has turned his hand to he has made a tremendous impact and demonstrated an innovative approach. Everything he does is used to inspire Service leavers in their second careers, and to help bridge the gap between the military and the commercial sector. The judges also highly commended Nicholas Hayes, whose dedication to supporting veterans resulted in more than 15 Service leavers joining Openreach in just 18 months. Outstanding Achiever of the Year Graham Allison, Amazon Graham was chosen by the judges for the sheer scale of his achievements over the past couple of years, which have enabled him to make it to a director-level position at Amazon at the age of just 35, a feat that is even more remarkable given that he spent more than five years in the Royal Navy. Graham has also conducted more than 100 interviews with a focus on high-potential military candidates. The judges also highly commended David Gillespie of Collins Aerospace, who as well as forging a successful second career has also mentored young people for a career in STEM. Reservist of the Year Amanda Scott, FDM Group Amanda’s impact is clear from the outstanding commendations she has received from senior leaders at FDM Group. She demonstrates great leadership, living by military values both in her civilian job and in the Army reserves. She has applied these values to her day job at FDM with great effect, gaining the respect and admiration of her colleagues. 1st LINE The first stage in your resettlement process is with 1st Line, who offer information and administrative support. They are: >> RN – Education & Resettlement Officers (ERO) >> Army – Unit Resettlement Officers (URO) >> RAF – Resettlement & Education Co-ordinators (REC).
Career Transition Workshops (CTW), career counselling and other CTP workshops, briefings and events usually take place at one of the ten Resettlement Centres in the UK and Germany. Further information can be obtained from any of the Resettlement Centres listed below.
2nd LINE The principal task of 2nd Line is to provide advice and guidance on the resettlement package that will best suit the individual Service Leaver. For those entitled to CTP this will normally be a referral to a CTP consultant and/ or enrolment on a CTW, both of which will require the Service Leaver to be registered for CTP services. 2nd Line are: >>

Duty Allowances for Resettlement Activities Individual entitlements to allowances are found in JSP 752 and other single-Service regulations. If in doubt, Service Leavers should ask their resettlement advisers or Unit HR for advice. As with other duty entitlements, payments made in the pursuance of resettlement are made only for â&#x20AC;&#x2DC;actualsâ&#x20AC;&#x2122; and administered through Joint Personnel Administration (JPA) self-service menus. At all times, receipts must be retained and produced in the event that a Service Leaver is selected for audit. Service Leaversâ&#x20AC;&#x2122; entitlement will depend upon the nature of their discharge and the length of their Service. When selecting a training provider to deliver resettlement services, Service Leavers should be aware that the MOD operates a â&#x20AC;&#x2DC;Local Training Firstâ&#x20AC;&#x2122; policy. Wherever possible, resettlement training should be undertaken local to (i.e. within 50 miles by road or 90 minutes by public transport) Service or home accommodation. Notwithstanding this, external training, including training undertaken overseas, that will incur subsistence costs may be arranged through any training provider in the event that there is no available CTP in-house training or training providers that can deliver an equivalent training outcome locally. All overseas training (see overleaf) must survive HQ scrutiny; and all accommodation, UK or otherwise, other than that offered under exceptional residential arrangements, must be booked through the Defence Hotel Reservation Service (DHRS). All residential accommodation offered by training providers must be pre-authorised by the Unit.

Resettlement Training
Service Leaver Support Teams (SLSTs)
Training provided by the CTP
Can be found at Army UK divisional and district HQs and at some regional brigades. They provide Service leavers with information and help on a wide variety of subjects, including employment, housing, schooling, finance and other resettlement issues. They work in close cooperation with other agencies, including the RFEA, single-Service specialists and the CTP.
Skills training takes place at the Resettlement Training Centre (RTC) in Aldershot and at a selection of Resettlement Centres. The RTC has bespoke workshops within its Building and Engineering Departments, and also offers Management and IT courses. Many of those on offer result in civilian-recognised qualifications. Training provided by Preferred Suppliers ThePreferred Suppliers List (PSL) identifies a range of local training providers offering some of the most common vocational training that Service leavers undertake. In order to qualify for the PSL, the training organisation is obliged to demonstrate financial reliability, appropriate insurance cover, past performance, future plans, training facilities, accreditation levels and quality standards. The PSL is published at www.ctp.org.uk and is also held in each of the Resettlement Centres. Preferred Supplier status is subject to continuous evaluation, on each course by the Service Leaver, by the CTP and by annual review.
Overseas Resettlement Training Resettlement training should, wherever possible, be undertaken either in-house (given the value for money and quality assurance available on those courses) or locally in recognition of the local training first policy. Authorisation for overseas resettlement training can only be made by HQ SDE staff on a case-by-case basis and through the intelligent application of the following conditions. >> The training outcome is not available under the local training first policy, either within the UK for those serving in UK or within their normal theatre of operations for those serving overseas. >> The total costs of the training overseas to the MOD, including eligible subsistence allowances and travel costs, which will be claimed under current regulations, are less than those that would be incurred if undertaking the training in the UK, i.e. the value for money consideration. >> SDE staff have reasonable assurance of the quality of the training and its recognition by UK employers.
