PEOPLE’S GOVERNMENT HILL THE SPATIAL APPEARANCE OF CITIZENSHIP

Continuous Public Path

The new complex aims to be a real people’s hub, where people meet, operate and enjoy freedom. A continous public path wraps around the whole site, from the battery path to the political ground in front of the Department of justice, cutting through the building and extending to the Roof terrace abd Open Air Theatre, The public path connect various spaces and programmes while provides visitors the highest degree of choice and freedom in experience.

The New Free Ground

Hong Kong lacks free ground. While formal public spaces are usually small, scattered and poorly designed, the Privately Owned Public Spaces are full of unfreedom. It almost not allows to do anything but shops in most of POPSs. The new complex sitting in the heart of the city, provides the most expensive free public space for social events, public speech and actions. The forum setup decribes the Roman ideal and reexamine our CENTRAL VALUE (core vlaues of Hong Kong).

GOVERNMENT HILL NOT FOR SALE

To reclaim people’s right to the city: to change life and society, it is vital to rebuild the significance of citvitas and public life. The spatial realization of political public space would be both the real space and ideology landscape for exercizing citizenship, the presence of which makes people real citizens. The displacement of the Central Government Office, once the power concentration, provides the city and its people an opportunity to make a radical spatial change citywide.

NEW PEOPLE’S HUB

Standing in front of the Government House, next to the money icons like HSBC and CKC, the site is destined to be political. The new complex aims to support the substainable development of the social and political culture. It takes up the backstage post supporting all kinds of social events.

New Gateway to the Government Hill

view from Queen’s Road Central Because of the significant location, the new complex will be the new entrance point to the government hill introduced in the city’s heart. The open up architectural gesture makes the new building itself a new icon and a gateway cutting through the hill. New public events and actions are expected to happens on the dynamic free ground, which sits on top of the former power core.

the hong kong public records and historical archive collect the public memories by documents. Memorial gardens are sunken in the ground as spatial archives to the government hill.

the underground:

this new civic plaza bidges the old and new context, the floating block anf the underground. It is the interface that switches between the sturctured space and the flexible space. The dynamic landscape not only open up the government hill, it also helps induce new people, events and spatial possibilities on the new free ground surface.

the free open ground:

the new people hub provides spaces for social events and actions, ranging from operational space, exhibition and performace space, commercial space, to archival and storage. The open core is made up of open library, open exhibition, and open archival, which will introduce a new spatial concept in hong kong socail and cultural centers. it aloows maximum freedom and flexibility in spatial arrangement.

KOWLOON IMAGE ARCHIVE Master Year 1 School Project 2009-10 Instructor: Li Shiqiao THE SPATIAL APPEARANCE OF CITIZENSHIP

The project starts with the search of a found object that represents Hong Kong’s uniqueness and history. The object collected has giving rise to governing ideas for the creation of a curiosity cabinet as well as an architectural design project in later stage, a Hong Kong Image Archive. Here, the found object is Postcard. Postcard is an interesting documentation of a city’s life and culture throughout different times. Postcard images represent and distribute the understanding of places, in form of both reality and creation (with intensions and by accidents). In a city like vibrantlly evolving city like Hong Kong, we, sometimes, can oly remember and trace our urban landscape in old images, based on one’s spatial perception and construction in mind. The historically rich site Kowloon Walled City Park is taken as the chosen site for the archive. The major program of exhibitions, film screenings, and publications is intended to invite public participation, in support of library, archive and research laboratory. The proposed public building complex, as a new public forum, is committed to archiving the collected and shared memory of Hong Kong in form of images.

Blending In

Instead of competing with the neighboring context, the new complex is designed to blend in the site. The unfolding spatial strategy allows multiple entrance points and connections to the park, the temple and the public estate.

Top Perspective of main arrival point to the Hong Kong Image Archival Complex. A covered public space is the urban magnet connecting the new complex and the existing context.

Programmes The complex is made up of three conected blocks; the Image Museum, the Library and the Image Archive Programmes are distributed at diffferent levels in accordane with the sloping site profile.

Open Core

The building is continous and folded along the old and new boundaries of the Kowloon Walled City, as a strong site indicator. A large semi-open space is located at the core of the building complex, separating while hinging the blocks.

In/Outside

The repetitive folding and unfolding of space create spatial fluidity. The intimate interplay of the interior and the exterior is achieved by both vista and accessiibility.

Exhibition Gallery With the folding and unfolding actions, the interior space is differentiated by layers of walls. Openings are intentionally created to establish a visual link with the surrounding cityscape. The originally internalized and exclusive exhibition gallery expands out. The vitas is captured and becomes part of the exhibit.

Multi-level Activity Platform 11

The core of the Hong Kong Image Archive Complex is maintained open and serves as an all-time open multi-level activity platform for the public. This openess not only improve the accessibility to the , it also helps integrate the new building to the existing urban context both spatially and programmatically.

The semi-open space under the skylight provides an all time activity platform for the community. It also serves a s connection between building blocks and the surrounding landscape.

Proposed Performing Arts Annex This is an investigation on the feasibility of the conversion of the Historical Landmark Building Mei Ho House located in Shek Kip Mei Estates.The intention is to maintain the general outlook as well as domestic use of Mei Ho House and renovate the interior spaces into a residential hostel for the students of the Academcy of Performing Arts. The programme of proposed Performing Arts Annex outside the site boundary is subsidiary to the programme in Mei Ho House and acting as a linkage between the two historical buildings of Jockey Creative Arts Centre and Mei Ho House.

Mei Ho House to be converted into the Performance and Community Engagement Studios and Hostel shall be an exchange platform for the students of Hong Kong Academy for Performing Arts (APA) and the general public. It aims to benefit the Shek Kip Mei neighbourhood by creating a new recreation, leisure, cultural hub for the community while at the same time enhancing their sense of belonging to Shek Kip Mei by having an unique historical landmark in the district.

The two Courtyard spaces with a tree on G/F of the historical Mei Ho is proposed to be an important outdoor venue primarily for music, drama and dance performances by APA’s students, in an informal manner, combining with community involvement activities, in order to attract different age-groups in Shek Kip Mei to enjoy and participate in cultural activities within this revitalized historical site.

Respect of Hostorical Mei Ho House

The possibility of a Local Trail

In order not to overshadow the historical building of Mei Ho House, the new performing arts annex is constructed underground and underneath a piece of green lawn in low profile.

Morning walk to the little hill behind Mei Ho House offers a form of leisure to some of the elderly living in the vicinity. The big tree in the courtyard is also a memory to some of their childhood where they played under the tree’s shade. As such, the ground floor of Mei Ho House has majority functions open to the public through which people can weave onwards to the new landscape, wandering comfortably to the street level, enriching their walking experience that was not possible before.

This green park theme as a relaxing open space with landscape for the community is considered more environmental, modest and compatible to the historical building as to signifies the approach to Mei Ho House and emphasize it as a landmark.order to attract different age-groups in Shek Kip Mei to enjoy and participate in cultural activities within this revitalized historical site.


TERRACOTTA WINERY

This is a schematic design of a local winery in Xian. It is a complex composited of factory, exhibition space, villas and wineyard. The project emphaizes the merits of the site and intends to blend in the new building in the historical context.

The project has 2 main phrases. Phase I is on the northern side, including the wine factory, the office, the wine museum, and the garden. ( from west to east) An underground cellar space is designed under the museum and the garden, which connects to individual pavilions. Phase II is on the sounthern side, which includes the wineyards and tourist paths, the hoatels and 3 individual villas.

Intergration with the scenery The project adopts a comtemporary approach on the historical site. The cluster follows the terrace and rhythm and becomes part of it. While being minimal, the garden exhibits the chinese merits in the wandering path and pavilions with vista connections.

BLUE HOUSE CLUSTERS

Viva Blue House is Hong Kong’s pioneer project to revitalize a heritage community with the original residents, cultural, educational and community functions, caring socio-economic networks and architectural landscape intact. As a cultural and social innovation project, it has tremendous demonstrative value as to how holistic, innovative and sustainable community heritage development can be carried out locally and globally.

Revitalization with a new core

The new structure comprises two escape staircases and bridges, made light weight concrete and steel. It provides an external independent structure for the tenants to escape from their respective flats to the open space. The addition refines the MOE and the social space inside the blue house cluster

Activate the Open Space

Besides the function of the steel bridges and staircases as means of escape, with the injection of a new lift and the synergy of the open space providing natural light and air, we envision that more and more people will see the open space as a gathering plaza to welcome people. Once a left over backyard space is now activated and is turned into a space of social connection where numerous possibilities of events such as movie entertainment, drama performance or festivals and art and farmers fairs can be celebrated.

Space making for Social Memory

The bridges and staircases serve dual functions: first, they solve the fire escape problem of the old Hong Kong tong-laus where the original timber staircases are too steep and are not fire-proof. Second, through attentive design and disposition of these new structures, they could embrace the once under-utilized open space and turn it into a social courtyard where people can gather and share. It is hoped that the courtyard will turn into a place of social memory through which the neighbourhood ties can be further strengthened.

The city of Guangzhou with both a fast urbanization and a rich cultural heritage faces a dilemma in choosing how to develop rapidly while maintaining it’s culture. In a few years, the planned Southern Green Central Axis will transform the nearby underdeveloped areas into a new city with skyscrapers and big commercial development.

The One Center One Garden project is an attempt to imbue the future city with culture by placing the project in the Haizhu Lake facing the future Green Central Axis. The planned Green Central Axis follows the city with rigidity, rationality, and order, while Haizhu Lake follows nature emphasizing flexibility, irrationality, and disorder showing two contrasting ideals not allowing the city to blend with nature. In an effort to correct this, One Center One Garden will be merged with Haizhu Lake and the Green Central Axis using a new organic grid that can better connect with the surrounding city fabric allowing all residents and visitors for more easy access. This way, a newTIME organic city is LAPSE: created, where culture and green space is linked naturally SOUND: MUSIC BACKGROUND WHILE VOICE SPEAKS with the city.

With the humid and warm weather in Guangzhou, we leave the major exits open with entrance gates to help bring natural ventilation into the gardens spaces. At night time when the gardens are closed, the entrance gates can be closed by sliding over for better security.

26 Dayun Games and the city is searching for a new identity,and to be a leading model of urban development for the rest of Shenzhen. The question we then need to ask is what urban development direction can we lead Dayun towards to take advantage of these resources? Inspired by the Eco Thread from the previous planning, one thread is transformed into many threads, becoming many linear unique public spaces and together forms a new multi-layer public space network for the city. Revolving around the concept of a multi-layer public space, four sustainable urban planning strategies are implemented, to create a dense, ecological, diverse, and vibrant city.

DAYUN NEW TOWN PLANNING 大运新城规划 The 2006 Dayun Games event was the catalyst for Dayun New Town.New infrastructure and beautiful green spaces, made Dayun a vety attractive place for urban growth in Shenzhen.2011,CUHK using an open campus concept connects the mountains with education.2011,Longgang Uptown Planning an ”Eco Thread”that weaves and creates a new kind of public space. Now in 2014,the city of Dayun is questioning and searching for an updated comprehensive planning that can take into consideration all the previous planning and using Dayun Nwe Town to connect and reactivate the city.

The bridges and staircases serve dual functions: first, they solve the fire escape problem of the old Hong Kong tong-laus where the original timber staircases are too steep and are not fire-proof. Second, through attentive design and disposition of these new structures, they could embrace the once under-utilized open space and turn it into a social courtyard where people can gather and share. It is hoped that the courtyard will turn into a place of social memory through which the neighbourhood ties can be further strengthened.

Four Type of Public Space Section The different public spaces are divided into four different type of spaces for design. There is 1 underground public space, 4 ground public spaces, 1 podium platform public space, and 2 sky platform public space. Each type of public space has a special character, and approach towards design of the public space encouraging more active urban life in the area.

1.A Four Type of Public Space Section: Underground 1:500

The underground public space is often an important connection between major transports nodes and placed below parks. In order to improve the public space of the underground which can be often dark and lacking fresh air, sunken courtyards, or sky windows are very important for making the connection between below ground and the park, making one feel that you are actually in the park instead of underneath it. The programs for the underground are restaurants, beverage shops, with bars or cafe located near the parks. Additional parking will be located below ground for easy access to shops, and the rest of the city blocks.

1.C Four Type of Public Space Section: Podium Platform 1:500

The podium platforms are often located in areas where there is high FAR requirement but height restrictions due to close proximity to green space. A new way to deal with the massing is denser volume with courtyards cut out in the podium and smaller scale slab buildings on top. Podium platform creates multiple connections between surroundings and encourages high amount of activity on the ground floor.
