This is our third annual conference, and every year, the energy, engagement, and collective ambition of our sector grows stronger. The past year has been one of both progress and persistent challenges. We’ve seen real strides in advancing offsite construction, with policy shifts and industry adoption gaining traction. More homes, schools, and healthcare facilities are being delivered through MMC, and the benefits—efficiency, sustainability, and quality—are clearer than ever. But let’s be honest: we’re not where we need to be yet. Lack of a sustained pipeline, planning and certification bottlenecks, and procurement challenges are still holding us back. Whilst we acknowledge this issues are being dealt with, we cannot afford to let these barriers slow the industry’s potential.
That’s why MMC Ireland remains focused on solutions. Over the past 12 months, our working groups and government advisory engagements have played a key role in shaping policies that support MMC adoption. The expertise and dedication of our members have been instrumental in shifting the conversation—moving MMC from an emerging concept to an essential part of Ireland’s construction future. We know that collaboration is the only way forward, and your input has been invaluable in driving meaningful change. There have been some tangible gains highlighted in the new Programme for Government including;
• The setting up of a MMC Innovation Fund via the Ireland Strategic Investment Fund (ISIF), to directly fund new housing factories, and the expansion of existed factories.
• The introduction of a National Housing Procurement Strategy to support housing standardisation and use state spending and regulatory power to reduce costs delays.
• Overhaul and resource the National Standards Authority of Ireland (NSAI) to ensure all-encompassing regulatory certs are issued in a timely manner, harmonising Irish regulations with EU regulations to open up new market opportunities.
As we look ahead, we must tackle the key challenges head-on. Pipeline development, procurement reform, planning approvals, and skills shortages remain critical issues. But challenges also bring opportunities—to innovate, to influence, and to build a stronger, more resilient industry. The offsite sector is on the brink of even greater expansion, and with continued collaboration between industry and government, we can accelerate this transformation.
MMC Ireland is committed to making that happen. This conference is about more than discussions—it’s about action. Over the next two days, we’ll be exploring real solutions, sharing knowledge, and strengthening the partnerships that will define the future of construction in Ireland. Every conversation, every insight, and every connection made here will contribute to the industry’s next chapter.

With MMC Ireland playing a key role in supporting and advocating for the industry, momentum is building. The sector has seen significant growth, with more companies embracing offsite and modular construction.
But we still remember Mark Farmer’s influential report, Modernise or Die – which sent shockwaves throughout the construction industry in the UK and further afield. With a clear and urgent call to action, the report exposed deep-rooted inefficiencies, critical skills shortages and a culture stubbornly resistant to change.
However, today we stand on the cusp of a different, more positive narrative. Under the mantra of innovate and thrive, Trevor Richards, Director for offsite experts, Cogent Consulting – explores how innovation in construction can unlock new levels of productivity, sustainability and growth.
