An aging doctor in a mental health facility has come to believe the methods of treatment have failed the patients under his care - and comes to believe their is a sinister motive to a new State Board that dictates drug administrations that may be adverse to the patients health - And on Halloween Night - while delivering the deadly shots - the doctor discovers a strange man who has been badly beaten by unknown men - in a room that has been under lock and key for the past 40 years in the basement of the hospital. What ensues is a series of insane visions - as the mystery man tries to remember his past - the future unravels before his eyes as the doctor reveals his own deep secrets from the past.
