Invitation:

The Confederation of Chess for AmĂŠrica (CCA), The Trinidad & Tobago Chess Association (TTCA) and the Ministries of Education & Sports, are pleased to invite all National Federations of the American Continent to participate in the VII PANAMERICAN SCHOL ASTIC CHESS CHAMPIONSHIP Categories: Under 7, 9, 11, 13, 15 and 17 years Absolute & Female event, to be held at NAPA, Queens Park East, Port Of Spain, Trinidad, from 27 March till 03 April, under the following general conditions:.


II. General Conditions: The Championships will be according to the FIDE Rules of Chess, the ―REGULATIONS FOR THE PAN AMERICAN SCHOOLS CHESS CHAMPIONSHIP‖ and the following General Conditions.

Open individual category tournament for students of both sexes enrolled at least up to 30 June 2013, in any type of school or home schooled with Ministry Exams Registration. Each National Chess Federation can register any number of players. Also all players must provide the authorization of their Federation. The Participating categories (Absolute & Female groups), are: Under 7: Born after 1º January 2006 9:

1º January 2004

11:

1º January 2002

13:

1º January 2000

15:

1º January 1998

17:

1º January 1996.

The Game will be a Swiss System of nine (9) rounds. or Round Robin depending on the number of players and at the discretion of the Chief Arbiter. The rhythm of play will be ninety (90) minutes for all the moves plus an increment of thirty (30) seconds from the initial move. With mechanical clocks the game will be played 2:00 hours till finish. All the tournaments will be International Rated Events and will be reported to FIDE.


8. Discipline: a. The Championships Organizers expects the highest standards of behavior and fair play by the participants. b. Tolerance: The player who is not seated at his corresponding side of his table shall loose his game thirty minutes after the official start of the rounds.

9. Individual Prizes:

The first five (5) places in each category and group shall be awarded the following prizes:

Trophy & Bronze Medal

4th/5th

Bronze Medal

Also, all participants will receive Certificates of participation.

10. Country Prizes:

The Top three countries or federations represented at the event that have accumulated the most points in the first 8 places of each category and Group, will be declared Champions, runners Up and third Place of the VII Pan American School Chess Championship.

These will be awarded: 25, 20, 18, 16, 15, 14, 13, 12 points for the 1º, 2º,3º,4º,5º,6º,7º, 8º, place in each category/ Group, respectively.

Also the Pan American Champions will earn the rights given by the CCA for the Pan American School Championships 2014 and by the Host for the World Scholastic Championships 2013. VII. Appeals Committee: At the Technical Congress the appeals committee will be constituted by five (05) representatives of the Federations present and/or players in the event, three (03) principals and dos (02) replacements VIII. III. Participants Costs:

1. Recognition:

The Organization will recognize the accommodation and meals for the previous year VI Pan American School Chess Champions, additionally will also cover the cost of accommodation and meals for one manager, delegate or coach that register 8 or more players per federation.

2. Registration:

All players without exception must pay the registration fees total USD 60,00 (sixty American dollars: USD 40.00 for CCA and USD 20.00 for the Organization). Only one delegate per federation will make registration and final payment. This Fee must be paid in cash on site or before. Players who do not pay at the beginning of the tournament can not be paired. Pre-Registrations after 28 February 2013 will pay a fee of USD 80.00 per player.

3. Credential:

For all participants and accompanying persons in the championship, the credential (barge) will cost USD 10.00 (Ten US Dollars).

4. Pre - Registration:

The Pre-Registration of the participants must be made by Federations/Countries the latest 28th February 2013 in order to avoid late registration fee charges; the objective is to guarantee the Hotel Reservations for the participants and accompanying persons.


5. Formalization of Registrations:

a. The Pre-registrations must be made by each Federation by email with all details of the participants: Names, FIDE Title, FIDE Code, FIDE Elo, Date of birth, Category, Group and Country, before the March 25th 2012 to the following email address: panam.tt@gmail.com

b. Each player must show their original passport or ID and deliver a photocopy of the same.

c. The Organization will only accept Country/Federation Group Registrations sent by the president or secretary of their respective Federations. d. The registrations will close Tuesday 27th March 2013, at 20:00 hours. 6. Pairings & Archives: Before the beginning of the First Round of the Championships, a list with all the names of participants with their respective date of birth will be published at the playing hall. The Pairings will be published at least one hour after the last game of each round at the tournament’s Official webpage or chess results and at the venue's hall.


IV. Official hotels: Players, coaches, parents, delegates, etc.: the organization of the event offer as the official hotel. Hotel will be confirmed at a later date. Prices are per person all inclusive 3 meals from dinner on the 27th March to breakfast on 3rd April 2013.

* Important: The Organizers are not responsible for any Participants (chess players, parents, coaches, trainers and delegates) who choose to stay outside the official hotels of the organization. Participants who stay out of the official hotel shall pay an exoneration fee of $50.00 or at the discretion of the organizers if registered late.


V. Transportation:

Transportation expenses of the participating delegations, from their place of origin to the Hotel / Game Venue (and vice versa), corresponds to each federation, association, college, school, parent or player participating.

a) By air: Piarco International Airport receives flights from American Airlines, Copa Airlines, Delta, Continental, Caribbean Airlines, Liat, Conviaza etc.. Transfers from the airport to any of the official hotels (round trip) will be USD 25.00 (twenty five American dollars) per person inclusive between hotel and venue.

b) Flights from Venezuela, Maracaibo, Margarita and Caracas with Copa, Conviasa and Caribbean Airlines respectively.

c) Sea: by ferry from Guiria, Venezuela to Trinidad is every Wednesday departing Guiria 3:00pm arriving in Trinidad 7:00pm. Agent Naviera: Miguel Acosta y Asociados Tel: 02 949 821 556 www.pier1tt.com Transfer from Ferry Port Pier 1 - Hotel—Venue—Hotel– Ferry will be USD25.00
