7 DESI LASSI Here, we have a place for the ďŹ tness freaks and the people who love sweet treats. The place is a 5-minute walk from Don Bosco's, and well! there's certainly something desi and a mix of urban in their outlet. You can see the parched crowd settling around from morning to evening to quench their thirst. Desi lassi is the hangout place, for chilled drinks and it is the only place we have come across in Panjim, that serve protein shakes with the healthy amount. Make sure you try their gadbad ice cream and death by chocolate. Cool off with a glass of sweet lassi, and oh! and they do have salty for the khatta lovers.

There are almost 15 thousand criminal cases that are pending in our state 'Goa' from which, around 4000 cases are pending in South Goa Courts alone and around 11,000 in North Goa Courts. To think about it, how is it that a peaceful state like Goa, can have so many cases pending? and also to note that; there has been a rise in the criminal cases which have been reported compared to 2016. So, is it our legal system that is lacking or are the crime rates on a full swing?

GOA PRISM VOL 8 ISSUE 11 WWW.GOAPRISM.COM

We Goans, have maintained a decorum of peace and harmony amongst each other for the longest time, so why is it that there are so many cases pending in our courts? And is it a matter to be concerned about? One of the major reasons behind this is the lack of judges in courts that the criminal cases have been pending. Crimes such as; cheque bounces, property disputes, and ďŹ nancial frauds have been growing. The criminal perpetrators feel that they can get away with anything, by simply committing the crime and all they have to do is wait for the hearing; Thereafter to delay the hearing, either the accused or respondent fails to show up on the prescribed date or just simply not show up at all. At times, the witnesses are not enough or not present at all, so the proceedings are again delayed

or, on account of adjournment sought by the advocates or parties, the hearings will keep getting dragged. Perpetrators will be relaxed and they will continue with their criminal activities, with no fear of any authority. Because they know by the time they have to pay for their offenses, they will be long gone and justice will never prevail, at this rate. The lower courts take up most of the burden, as maximum time is consumed in auditing, whereas the remaining cases go to the high court, although the cases are not kept pending. The bitter truth about the hearings conducted in High Court is that it is an expensive affair for the litigants. There is a complete lack of focus on relevant numbers. And keeping in consideration the number of cases that are pending in the system. But let us only talk about Goa's high GOA PRISM VOL 8 ISSUE 11 WWW.GOAPRISM.COM

court, where the process is faster, but there are shortcomings with that as well, the advocated are more expensive; their fees start from anywhere between 25,000 to 1,50,000 per hearing, sometimes the common man has to pay 1 lakh only to get the lawyer to read their case ďŹ les. Besides, their limited number of lawyers, present in the Bombay Branch Court which is present in Goa, and all of them are very particular about the cases that come in for hearing. The judges do not entertain every case that comes to their desk, they are very selective, and if the cases are rejected, they are sent back to the lower courts to be dealt with, hence the

42

GOA PRISM VOL 8 ISSUE 11 WWW.GOAPRISM.COM

process is again repeated which is both times consuming and energy draining. Although, there are separate courts for drugs NDPS (Narcotic Drugs and Psychotropic Substances) Since 2012, the Anti Narcotic Cell (ANC) has booked 230 cases under NDPS Act and seized contraband substance over Rs. 17 crore street value. And Children Court, that accepts crimes involving only minors. This is the beginning, we will continue this chapter in the next article with more details and opinion of a lawyer. Meanwhile, if you have anything to share about the legal matter please does write us at incrediblegoan@gmail.com

SAO JACINTO ISLAND This island is in the estuary of river Zuari. Situated in the northeast of the Dabolim International airport, it is one of those few inhabited places in Goa. It is said that for 30 years in the 20th century, the inhabitants of this island had given a vow not to sell or give any of their properties on lease. This has preserved the beauty and purity of this place. It is a good place for ďŹ shing. This island is made up of trees, old houses and an overlooking white church which can be noticed from the other side of the bridge. This white church is known as the St. Hyacinth that celebrates the feast with great devotion on the last Sunday of September. The view from the Old Portuguese lighthouse on this island is marvelous where you can catch sight of plate corals. In the middle of the island, there is an old spring which is used by the local people for drinking water. This place can also be reached by boat. Boat rides are conducted for the tourists on a regular basis. If you have not visited this place yet, you are missing out on a truly amazing view.

COLA BEACH In the GEM of South Goa, there are 3 parts to the Cola Beach. The roads to this beach are very rutted, the muddy and uneven roads can cause a little bit of turbulence, but you must know that when you reach the destination, the rocky journey was worth the drive once you reach the destination. This is honestly the most beautiful and peaceful beaches I have visited so far. The beauty that I am talking about is simply the azure blue water, white sands and the lush green ďŹ eld on the other side of the beach. There are tents which are available for a night stay on pre-booking. The restaurants here serve the most delicious ďŹ sh curry rice. Good food with a good view! This is a truly amazing place that you must visit.

Originally belonging to the Church, it now is under the care of the Goa Tourism Department Corporation. In the year 1915, the spring was developed by Augusto Mathias Pinto e Joaquim Vicente Pinto de Olaulim. There are many other springs located nearby, but the Pomburpa spring still holds the title of being very popular among locals and tourists alike. The Tourism Department has carried out a lot of improvements to the spring in terms of building infrastructure of changing rooms, washrooms. Goa is blessed with a number of fresh water springs. Pomburpa Spring happens to be one of the recently famed springs in Goa. One can see many locals as well as foreign tourists coming here for a bath. Many family and group picnics are held here.

The renovated Pomburpa Spring of which the beautiďŹ cation cost almost Rs 1 crore was thrown open to tourist recently by the Tourism Department of Goa. The spring was inaugurated by the then Tourism minister Francisco Xavier 'Mickky' Pacheco, who said that locals should co-operate in keeping the spring's vicinity clean. He further said that special funds will be released for the maintenance of the spring and also suggested starting cruise boats in Aldona for promotion of hinterland tourism.

GTDC chairman Shyam Satardekar said that the Pomburpa spring was renovated with financial assistance granted to the tourism department by Aldona MLA Dayanand Narvekar who was the finance minister at the time. He urged locals to use the spring in a better way thereby not spoiling its beauty. He further said GTDC will take up different projects for the promotion of tourism in the state. Also present was Narvekar, who stressed the need to promote hinterland tourism in Aldona constituency, especially by plying cruise boats in the vicinity of Penha de Franca church, Aldona-Corjuem bridge and the Corjuem fort. "Bed-and-breakfast concept for tourists can be developed by the locals from Aldona which will generate income for them. They can do so by providing transport, food outlets, shops, etc," he said. "The spring was renovated long ago, but is now

beautified with a new look all due to the cooperation and support from the tourism ministry," he added. Also present were GTDC vice chairperson Lyndon Monteiro, tourism secretary M Modassir, GTDC managing director Nikhil Dessai, tourism director Swapnil Naik and local panchayat members. To reach Pomburpa, one can do so by local buses, cars, taxis or bikes. The primary route to this place would be taking the road going bellow the Mandovi bridge on the other side of Panaji which is a single way to the Pomburpa spring and the other route would be via Porvorim. If you are coming via Chorao island, then you may come via the Ferry. Though Pomburpa is off the tourist track and hence can be pretty inconvenient at times, but is connected with the city and transportation is widely available to reach this location.
