MPS Board approves to cut five teaching positions Facing an overall deficit projected to be $2.4 million over the next two years, the Marshall Public Schools Board of Education, at its May 21 business session, approved the layoffs for as many as five teaching staff members. Superintendent Dr. Randy Davis said the board’s action was the the first step in a necessary process in order to inform the teachers who may lose their job should the budget projections hold when the board has to approve the 2012-13 budget in June. Those that may lose their jobs as well as those who may have to be reassigned to a different position within the district were to have met with Davis on Thursday. See story on page 6
Ambulance Authority builds new facility The Marshall Area Fire Fighter Ambulance Authority held a groundbreaking ceremony on May 17 for its new 9,904 square-foot building, located at 16984 Burlingame Drive, off of Old 27. To pay for the $707,000 building, the authority is using a mixture of savings set aside for the project and a loan. “We are using $207,000 of existing funds and the rest will be funded through a 15-year loan,” Executive Director MAFFAA Mark Burke said. “We’ve more than doubled our size since 2005, which has made it extremely tight (at their current location at City Hall)... The city has been fantastic to us, but its time to move out of mom and dad’s basement.” See story on page 12
Honoring veterans forgotten since 1973 American Legion Post 79 Service Officer and VFW Post 4073 member Don Weberling has made it his task to track down Vietnam veterans and Vietnam-era veterans who never received their certificates of recognition at the Memorial Day parade held in Marshall in 1973. “When I found out that these (certificates) were still sitting around, I decided something had to be done,” Weberling said. “They are not going to be lost or forgotten again. I feel this on my heart. There is no one that cares more about getting this done than me. I’ll stick with it until it’s done.” See story on page 32
City Council adopts balanced budget for 2013 At Monday night’s (May 21) meeting, the Marshall City Council passed a balanced budget for 2013 fiscal year (July 1, 2012 through July 30, 2013). “There are no tax increases, no planned layoffs, but there is a reducing of staff in a couple areas,” City Manager Tom Tarkiewicz said. “There will be some service delays, but we are staying within the revenue we are given.” Residents will however see a slight increase in their utility bills due to a water rate increase and an 1 percent administrative fee for collecting taxes. Tribal Manufacturing named one of 2012’s ‘Michigan 50 Companies to Watch’ Tribal Manufacturing of Marshall was recently recognized as one of the 2012 “Michigan 50 Companies to Watch” by the Michigan Celebrates Small Business organization. “We are really honored,” said Tribal Vice President and General Manager John Tracy, who accepted the award at a May 3 awards banquet in Lansing. This Memorial Day the American Legion will be hosting Memorial Day, alongside the VFW, with activities beginning with a service at the Fountain circle at 9:30 a.m., followed by the annual parade through Marshall's downtown and ending at Oakridge Cemetery. What does Memorial Day mean to you? As the nation honors its fallen heroes on Memorial Day (May 28), we asked these six people what the holiday means to them.
Editor’s Corner by John Hendler I was surprised by how many people asked me how my Best Man speech went last week, so I decided to share it with everyone as well as let it serve as a template in case anyone out there has a similar speech to make at an upcoming wedding. What follows is not my original speech. This one was written at 7 a.m. the morning of the wedding, which took place at 10 a.m. in Joplin, Mo. as my friend and his now wife volunteered their time on the weekends over the past year helping out residents affected by the devastating tornado that struck on May 22, 2011. Here now is the greatest Best Man speech ever: Good morning, I had the privilege of being the groom’s best man as my dear friend today became the luckiest man on the face of the earth by marrying his lovely bride. She looks absolutely stunning, wouldn’t you agree? Well, what can I tell you about the groom? He’s handsome, intelligent, witty, charismatic…oops. Sorry…wrong wedding. (Lots of laughter) Just kidding. I’ve known Steve for over 20 years, and believe me, those adjectives are just the tip of the iceberg in describing him, all good things I assure you. I met Steve when we were both in the radio business in Washington, D.C. in 1991 and because ofour mutual interest in sports, broadcasting and politics, a close friendship formed. Even though our lives took us to other parts of the country, and in my case, out of the country to Italy for three years, we stayed in touch, having frequent and lengthy and expensive, phone conversations that would regularlyrun three to four hours, usually while we were watching the same sporting event on TV. Steve became the older brother I never had, and I sought him out regularly for some brotherly advice when I needed it. Besides sports, broadcasting and politics, we talked about something more important - life. And most recently love, namely, how Sara came into his life and touched his heart in ways he never could have imagined. I met Sara for the very first time last evening (the night before the wedding), and it didn’t take me very long to see how perfect they are for each other. The love, kindness and respect for each other is genuine and apparent instantly, even when seeing them together for the very first time. While Steve was speaking at dinner last night, I took a photo of him, but when looking at the photo later, it was the look on Sara’s face that caught my attention. They say a picture is worth a thousand words, but in this case, the look on Sarah’s face said only one word: Love. Aman hasn’t fully lived until he has a woman look at him the way Sara looked at Steve last night, or this morning for that matter. (Lots of tears) In closing, two things, first a quote byMother Teresa that I feel is most appropriate in describing the bride and groom: Let no one ever come to you without leaving better and happier. Be the living expression of God’s kindness, kindness in your face, kindness in your eyes, kindness in your smile. And lastly, my personal wish to Steve and Sara – May the good news be yours... Always. Not too bad if I say so myself. Until next week, may the good news be yours.

Why hold honors ceremony in high school gym? To the Editor: Looking through the May 12 ad-visor&chronicle, I came upon the article “2012 Honors Night.” It is always a good thing to honor students for their academic and athletic achievements. I am just wondering if you are honoring someone, isn’t there usually some “pomp” or “flair,” showing of
high regard? If so, why would you hold an Honors Ceremony in a high school gym when the school system has a brand new auditorium at Marshall Middle School? Yes, you are in the process of building a new high school auditorium with comfortable seating, good sound system and lighting, which it is made for,

Moving toward a 50-50 division of Medicaid, HCBS To the Editor: The numbers: $80,300: median annual 2011 Michigan cost for semi-private room in nursing home. $29,453: median annual 2011 Michigan cost for 30 hours a week of home and community-based services (HCBS) at home by licensed caregivers. In April 2011, Michigan’s Department of Community Health reported 7,900 people were waiting for permission to use HCBS. Yet Michigan records
show that 90 percent of them could have occupied empty nursing-home beds. Why didn’t they? A 2005 AARP survey of Michigan voters age 45 and over showed that approximately 80 percent of them wanted HCBS as long as possible. Using HCBS not only increases patient and family satisfaction. It saves money for whoever pays—family, Medicare, or Medicaid (which uses about $19 of every $100 our state collects in general taxes). We can both save money and increase satisfaction by
moving toward a 50-50 division of Medicaid longterm dollars between nursing homes and HCBS instead of the present allocation, which significantly favors costly nursing homes. We can save even more money (by lowering Michigan’s required Medicaidmatch) through entering Medicaid’s State Balancing Incentive Payment Program. This means establishing a single statewide set of rules and procedures for (1) deciding what services someone needs; (2) matching patients and providers;

and (3) monitoring both patients and providers to make sure the services are not only properly provided, but are modified appropriately if changes become needed. Soccer stumbles again in league tournament Lose all three games for second straight year Coach Adrian Harkey says team has positive attitude heading to districts despite loss of Katie Slaght By JOHN HENDLER News Editor Could history be repeating itself? Last year, the Marshall High School girls varsity soccer team lost all three games of the SMAC tournament before capturing the district title for only the second time in school history. On Wednesday, Marshall lost its third straight in the SMAC tournament, 3-0 defeat at home versus Loy Norrix. That came two days after Marshall was shutout by Lakeview 2-0. Just before halftime of the Lakeview game, Marshall senior and captain Katie Slaght went down with what turned out to be a torn ACL and will miss what’s left of the season. “The loss of Katie Slaght will hurt tremendously but we are still a very good soccer team and everyone just needs to step up their game,” said coach Adrian Harkey. “We are playing very good soccer but are also having trouble scoring. In the last three losses we have had many opportunities, but just cant seem to be able to finish. I wouldn't say I am happy with the last three games but I am definitely not discouraged. “ After allowing seven goals in their first 14 games, Marshall has surrendered nine in the past five games. Still, despite the recent setbacks, Marshall Harkey feels his team has a good shot making a post season run similar to last year. “We still have a very positive attitude going into districts as we all feel we have a great chance of winning it,” he said. Marshall opens district play at home on Tuesday, May 29 at 6 p.m.

Marshall went into the second round holding a seven shot lead over Lakeview, but the Spartans made up the difference and then some, going on the win the tournament by nine shots. Leading Marshall on Monday was Tanor Blowers, far right, who shot 76. Blowers was followed by Aaron McCoy, left, 79, Brooks Bultemeier, 81 and Brandon Hawkins, 83. Nick Hawkins had a no-count 85 and Chris Morgan had a nocount 87. Marshall hosts the district tournament on Friday, June 1 at the Marshall Country Club.
