BARRY COUNTY COMMUNITY MENTAL HEALTH AUTHORITY “Meeting Today’s Needs, Moving Toward Recovery”

ANNUAL REPORT for the period 10/1/2013 — 9/30/2014 To Our Valued Community: I want to start by thanking our staff for another successful year at BCCMHA. Navigating change while ensuring our clients have a quality experience is an everyday reality for those at BCCMHA. I applaud our staffs’ efforts to do just that. I also want to thank our community partners that help to ensure our clients get the best combination of services and care. Community collaboration is what ensures the best chance of success for those we serve. Having the support of a quality staff and capable community partners is what allows

BCCMHA to do what it does best. We value our clients and their success. It is our goal every day to do whatever it takes to provide support and guidance while ensuring that we utilize the resources we have been entrusted with in a responsible manner. I am proud to be a part of an organization that strives for the best balance of care and accountability. The environment in which we operate in is a changing one. We will continue to work hard for the best outcomes for those we serve. ~ Jan M. McLean, Executive Director

BARRY COUNTY COMMUNITY MENTAL HEALTH AUTHORITY FISCAL YEAR 2013-2014 CLIENTS SERVED

CARF 2015

REVENUES BY SOURCE

In March of 2015 CARF surveyed BCCMHA and the agency received its seventh consecutive three year accreditation dating back to April 9, 1997. A quote from the CARF survey report was as follows: “BCCMHA has excellent leadership of its wide array of programs. This includes the board of directors, the executive director, and the management team. There is a very high level of tenure among the individuals in these groups and this helps to provide consistency of operations. Direct service staff and supervisors present as enthusiastic and passionate about the organization’s mission and are eager to create community-based services responsive to the needs of Barry County. Persons served consistently state they experienced respect, caring, and compassion from BCCMHA staff members.”

EXPENDITURES BY POPULATION (ADMINISTRATION BY PROGRAM INCLUDED)

Barry County Community Mental Health Authority 2015 Board of Directors Linda Maupin, Chair C. Robert Nelson, Vice Chair Robert Becker, Ed.D., Treasurer W. Steve Storey, Norman Francis, Gerald Pattok, Howard Gibson, Don Bowers, Deborah Hyatt, Nora Hurst Marlin Walters, Don Nevins Board of Directors meetings for BCCMHA take place on the second Wednesday of each month beginning at 8:00 a.m. MISSION STATEMENT: Barry County Community Mental Health Authority will provide accessible and affordable mental health and substance abuse services focused on prevention, treatment and rehabilitation to county residents who can benefit from our endeavors and assistance. Our mission will be supported by efficient and prudent use of our finances and appropriate diversification.

At BCCMHA we believe in supportive employment for our clients. This means that our clients strive to find a job in order to live independently or make a contribution to their community. One such client is Laura who has lived independently since October 2005. In January of 1990, Laura was hired at McDonald’s and she is currently still employed there. Another example of supportive employment at BCCMHA is Kristina. She recently moved to Hastings from Alabama and is now employed with Key Cleaning Service and able to live independently. These two ladies are wonderful examples of dedication and determination.

Supportive Employment

Safe Harbor Safe Harbor Children’s Advocacy Center opened a satellite office in Barry County in December of 2013. Safe Harbor is a child friendly facility where victims of child abuse and neglect can safely disclose their story of abuse. Safe Harbor’s mission is to provide a lifeline to victims of child abuse and neglect. Barry County Community Mental Health Authority (BCCMHA) enthusiastically supported bringing Safe Harbor to Barry County and subsequently sought out training for three clinicians and two supervisors in Trauma Focused - Cognitive Behavioral Therapy (TFCBT). TF-CBT is an evidence based practice proven to be one of the most effective treatments for children who have been victimized. After children have disclosed their story of abuse, they are referred for treatment services at BCCMHA. While the effects of abuse can leave deep, lasting scars on victimized children, with proper treatment children are offered the chance to regain hope and begin to heal. Since the inception of Barry County’s satellite program, BCCMHA clinicians have provided therapy to 65 of the 127 child victims serviced through Barry County Safe Harbor. At its recent annual Lifeline event, Safe Harbor awarded BCCMHA as Safe Harbor’s Organization of the Year citing its strong support provided to the children of Safe Harbor. BCCMHA’s board chair, Linda Maupin, also received recognition as Volunteer of the Year for her support to Safe Harbor. BCCMHA is proud to continue to support Safe Harbor’s vision to build a community where all children are safe from abuse and neglect and citizens are educated about and are dedicated to protecting children.

People with mental illness represent, perhaps, one of the most deeply STIGMATIZED groups in American culture. What is STIGMA? Many people report that the stigma of mental illness and the prejudices they encounter because of it, is nearly as bad as the disorder’s symptoms. Truly, the meaning of stigma boils down to discrimination and hate. People with mental illness feel diminished, devalued and fearful because of the negative attitude society holds toward them. Mental Health Stigma Facts: • Stigma leads to fear, mistrust and sometimes violence against people with mental illness and their families. • Stigma can cause individuals to lose their jobs and housing. • Stigma can prevent people from getting access to needed mental health services. To overcome STIGMA: • Avoid using generic labels such as “retarded” or the “mentally ill.” • Avoid using terms like crazy, lunatic or slow functioning. • Emphasize abilities, not limitations, when talking about someone who has a mental illness. Everyone has strengths that are not related to a mental illness, and you can focus on those when discussing an individual. • When someone makes a stigmatizing statement, explain why the statement was harmful and how important it is to understand mental illness as a disease. Mental illnesses are not only common, they are treatable. There is a wide variety of treatment options for mental illnesses ranging from talk therapy to medication to peer support. It may take some time for a person to find the right treatment or combination of treatments that works best for them. But when they do, the results can be truly amazing and life changing.

Emergency response averts dam disaster by Doug VanderLaan Editor Something seemed out of the ordinary to Deb Masselink on her routine trip home from work Wednesday. When the Gun Lake resident noticed a crowd of people gathered at the dam just south of the intersection of

Patterson Road and 124th Street, she grabbed a camera and stepped into a nearly 24hour drama that may have saved the summer for the thousands of people who’ll be using Gun Lake this summer. “The dam was on the verge of failing,” said Barry County Drain Commissioner

Work to save the dam on Gun Lake is harrowing at times for emergency crews.

Russ Yarger, who is being credited with averting a potential disaster by immediately organizing an emergency response to what began as a simple report of a possible sewer line break. “Water was going underneath the dam, and there was about a 12-foot spot bubbling up. The culvert was almost three-quarters full, and you hardly ever see that. “If we had lost the dam, we would have lost the road, and it wouldn’t have been good.” Masselink and the dozens of other residents, vacationers and passersby who’d gathered to watch didn’t need drain commissioner credentials to understand what Yarger meant. “Had the dam given way, it would have taken out Marsh Road and flooded countless farms and homes downstream,” said Masselink, “and that’s not to mention turning a beautiful lake into a mud flat.” The dam, constructed in 1959, slows the flow of water from Gun Lake into the Gun River. It flows under Marsh Road, the main road on the south side Gun Lake. By the time emergency crews from county and township agencies — as well as from private firms whose employees left other excavation projects and spent most

Lights provided by Barry County Emergency Management allow dam repair work to continue well into Wednesday night.

Boulders, many from the nearby Lettinga farm, are needed to help fill the hole that caused the dam breach Wednesday. trous ramification to that possibility, Yarger’s first call after arriving on the scene at 3 p.m. with Brad Lamberg, managing director of the Barry County Road Commission, was to Milbocker and Son, the Allegan firm handling the bridge reconstruction project in Middleville. “We wanted some professional advice,” said Yarger,

In order to fill the hole behind the dam, emergency crews first had to build a “stone bridge” on which an excavator could do its work.

of the night at the dam — had secured the breach, experts estimate that more than 635 million gallons of water had passed through, dropping Gun Lake’s water level by one inch. Yarger said the normal water depth at the dam is four feet, and numerous areas of Gun Lake have similar water levels. Had the dam failed, “there would have been some bare spots in Gun Lake.” Recognizing the disas-

With a precise engineering solution, emergency workers fill the hole with boulders, top it with this layer of fabric, and then line that with smaller stone.

A crowd of onlookers spends much of Wednesday evening viewing the effort to save the Gun Lake dam.

“Had the dam given way, it would have taken out Marsh Road and flooded countless farms and homes downstream and that’s not to mention turning a beautiful lake into a mud flat.” Deb Masselink

There is STILL time... Wednesday’s potentially disastrous dam break occurred on the south end of Gun Lake, near the Patterson Road and 124th Street intersection.

From previous page “and they agreed that we needed to fill it in with rock, with a layer of fabric, and then stone on the front side and then the back side of the hole.” Not only was advice offered, but so was the equipment needed to put the plan in place, along with employees who, after a day’s wok just completed, worked far into the night to restore the dam. “A little before 6 p.m. there was an excavator there and dump trucks delivering the stone,” said Yarger. “Consumers Energy came out to move some lines so the excavators could get underneath and Emergency Services brought out lights that made it just like daylight to work in.”

His brother, Jim Yarger, is the emergency service coor“The gravel dinator who company played a key in Middleville role in providingstayed the light by open the untilemergency 11 o’clock so which crew our trucks could get worked. the stonewho we needed “Yeah, would have and, when ran out known,” saidwe Yarger of the of rock, team, the Lettinga brother marveling at gave us some.” thefarm bigger effort turned in by so many others who weren’t Russ Yarger, even at the scene. County Drain in “TheBarry gravel company MiddlevilleCommissioner stayed open until 11 o’clock so our trucks could get the stone we needed,” said Yarger, “and, when we ran out of rock, the Lettinga farm gave us some.” Masselink is one of the bystanders who appreciated the speedy attention. “Some folks thought the dam could wait until morning,” she said, “but it was Russ who recognized the danger and said ‘No, that it had to

be done immediately.’” Yarger said the drain commission and officials from the Michigan Department of Environmental Quality will be monitoring the dam closely during the next two weeks to verify the soundness of Wednesday night’s repair. Still, despite heroics, the fix will only be a temporary one for a structure badly in need of rebuilding. “You always want to work on lake projects before May 1 or after September 1,” said Yarger, “because people are out there recreating. I would expect that, come September, something is going to have to be done.” Decisions in that regard, he said, will likely have to be made by the Gun Lake River Watershed to whom the dam belongs.
