Winter low temperatures can fall below 0º F. Still, average lows generally are around 20º F. Snowfall can vary significantly but typically accumulates to an average of 7 inches in December and January.
Meadows on the Sycan offer 286± acres of groundwater rights. Under Oregon law, all water is publicly owned. With some exceptions, cities, farmers, factory owners, and other users must obtain a permit or water right from the Water Resources Department to use water from any source, whether underground or from lakes or streams.
