This region experiences warm (but not hot) and dry summers, with average monthly temperatures above 71.6° F. Brothers has a steppe climate of arid, grassy plains. Steppes occur in temperate climates, which lie between the tropics and polar regions. This is a semi-arid climate with distinct seasonal temperature changes, with cold winters and warm summers.
Under Oregon law, all water is publicly owned. With some exceptions, cities, farmers, factory owners, and other users must obtain a permit or water right from the Water Resources Department to use water from any source, whether underground or from lakes or streams. Landowners with water flowing past, through, or under their property do not automatically have the right to use that water without a permit from the Department. The State of Oregon administers Oregon’s water under a “prior-appropriation” doctrine; first in time, first in the right.
