'Endless S t r u g g l e seemed t o be more d e f i n i t i v e o f the z i n e , or what we'd l i k e i t t o be. Yes, the t i t ~Xe i s from xne OI fendo r s ' Lp. I f you're r e a d i n g t h i s on Jan. 1 s t , 1988, then t h i s e x a c t l y 2 years since I went t o my f i r s t punk gig'. Yep i t was a new years eve g i g w i t h Death S e n t e n ce, I t h i n k Shanghai Dog, I n d u s t r i a l Waste Banned, DOA, & Witches Hammer. Quite an expe r i e n c e . . . my body ache d f o r days & I thought my ears would never stop r i n g i n g . I d i d n ' t have any b i g i d e a s about Punk, i n f a c t I was s t i l l i n the Army*. '85 rpm' r a d i o show was a great s u p p l i e r o f music & ideas. I had been i n v o l v e d i n t h e m i l i t a r y since I was lk when I j o i n e d cadets. I rose i n rank q u i c k l y & was t h e RSM o f my corp. I j o i n e d the m i l i t i a a t 18. I had completed t h e Canadian Forces parachuti s t course (great experience;, t r a v e l l e d to the a r c t i c , gone t o USMC bases i n San Diego... I was a l l set t o e n l i s t i n the r e g u l a r f o r c e s . But t h e more I l i s t e n e d t o what was s a i d i n punk, t h e more I sympathised w i t h it. Every t r a i n i n g nig. h t I would see war-mongers , power hungry i d i o t s r a c i s t s , s e x i s t s . . . I eve n x u a l l y a u i t i n the summer o f '86. I have n o t b l i n d l y f o l l o w e d some l y r i c sheet, but I have had my eyes opened. W i t h o u t punk I have no doubt I would now be i n the m i l i t a r y & not here b a b b l i n g about peace & anarchy. I t h i n k t h a t ' s the r e a l value o f punk; i t won't change a w o r l d , but i t helps change the i n d i v i d u a l . I n the end, what's the d i f f e r e n c e ? I do f i n d them i n t e r e s t i n g as i n some cases you,can f i n d out what bands'are s h i t , and what are a c t u a l l y a c t i v e o u t s i d e t h e band. An ' a l t e r n a t i v e ' scene should n o t only be a l t e r n a t i v e i n t h e sound o r s t y l e o f music, b u t i n how i t ' s presented ( i e labels, r i p - o f f prices), and what t h a t music cont a i n s i n thoughts & i d eas. So, what e x a c t l y i s Anarchy? The basic d e f i n i t i o n most A n a r c h i s t s agree on i s s i m p l y ; absence o f Government and a u t h o r i t y . From t h e r e . concepts o f Anarchy and t h e i r i n t e r p r a t a t i o n s branch out i n many, many, d i r e c t i o n s . There are those who pursue the breakdown o f t h e S t a t e by a c t i o n s , o t h e r s withdraw from t h e confines o f t h e g o v ' t , as much as i s possible,-t-those who a t t empt t o l i v e w i t h i n t h e system.
When we look at the powerlessness of the individual and the small face-to-face group in the world today and ask ourselves why they are powerless, we have to answer not merely that they are weak because of the vast central agglomerations of power in the modern, militaryindustrial state, but that they are weak because they have surrendered their power to the state. I t is as though every individual possessed a certain quantity of power, but that by default, negligence, or thoughtless and unimaginative habit or conditioning, he has allowed someone else to pick it up, rather than use it himself for his own purposes. ('According to Kenneth Boulding, there is only so much human energy around. When large orgamsations utilise these energy -csources, they are drained away from the other spheres.') Anarchy attempts t o p u t t h e emphasis on the i n d i v i d u a l , and n o t on the whole of a n a t i o n (as i n communism/democracy). Anarchy i s a s o c i e t y where t h e l i f e o f an i n d i v i d u a l i s up t o her/him t o choose what he/she wishes t o do. I t i s freedom. I t i s opposed t o government and i t ' s a b i l i t y t o f o r c e people t o do as i t demands. Government makes and enforces t h e laws t h a t keer people suppressed, and i t decides what i s f o r t h e good o f the people. I t ' s laws keep t h e r i c h , r i c h , and t h e poor, poor. But, you say, i f t h e m a j o r i t y o f people wanted t o have Anarchy, then they would reach out and grab, i t , and because they haven't, t h e y must be happy w i t h t h e g o v ' t , system. Anarchy was once a major movement i n Europe, i t produced some o f the g r e a t a n a r c h i s t t h i n k e r s - Bakunin, Kropot k i n , Prodhoun, and I suppose they c o u l d almost 'smell a r e v o l u t i o n i n | t h e wind', e s p e c i a l l y w i t h the I n d u s t r i a l r e v o l u t i o n developing a t a v e r y b r i s k pace. The workers t r a d e unions was a very p o w e r f u l f o r c e . The a n a r c h i s t s were a major p a r t of t h a t f o r c e , u n t i l the communists - s t a r t e d t o take more and more c o n t r o l under Marx. Many workers moved I over t o Marx, l e a v i n g the a n a r c h i s t s . Also, the business's soon made small concessions t o . t h e workers demands, "...conquest o f p o l i t i c a l r i g h t s by workers who then became more r e c e p t i v e r t o p a r l i a m e n t a r y reformism.

flt'Skyaas lirsin "WE WERE FRUSTRATED AT our previous attempts to play London gigs because of all the shit that got printed in the national papers about our last single "How Does It Feel (to be the mother of a thousand dead)." A spokesperson for CRASS, one of the most influential punk rock groups in England, was describing a situation which faces many radical performers in the 80's. CRASS solved their problem using nonviolent direct action. With the help of friends they occupied the deserted Rainbow Theatre last mid-December to put on a free concert. "It seemed important for us," the CRASS spokesperson said, "to do a London gig and we weren't prepared to play the Lyceum or anywhere like that mainly because it's the typical music industry thing with bouncers, high bar prices and everything else." The planning for the concert at the Rainbow was derailed after only two days of occupation when police and private security guards, operating illegally, forcibly entered the theatre and ejected the occupiers. A second attempt at occupying the Rainbow only hours later failed. Fortunately, CRASS and friends had a back-up plan. They occupied the vacant Zig-Zag club on December 18." "The word flashed around the grapevine and by noon several hundred people were in the building, and the festival had begun," reported Freedom. '"The police tried to gain entry but were refused and contented themselves with standing about in pairs outside getting cold."

Inside the building, in typical CRASS- fashion, the walls were draped with banners proclaiming various anarchist/pacifist slogans and causes. There were no attempts to restrict the movement of people in the club, everybody cleaned up after themselves and over a dozen bands each played 30 minute sets. Bands supporting the occupation with their presence included: Faction, Omega Tribe, Lack of Knowledge, Sleeping Dogs, Apostles, Amebix, Null and Void, Soldiers of Fortune, The Mob, Poison Girls, Conflict, Flux of Pink Indians and Dirt. CRASS, in a written statement in-
cluded with then-recent recording Christ the Album, expresses its hope that people still have the strength to change and that, "We can try to live in harmony with our friends and amongst the people and environment in which we move. We can try to be creative with the facilities that'we and others make. We can learn to reject the stupid roles that we are told to accept: dominant males, submissive females, etc. We can learn to share and cooperate with each other, to give back to life what we have taken from it.. . .We can learn to reject the grey filth and shit that we are told is 'a fact of life'. We can demand and
create something better. " A l l these things, and a lot more, we can learn together with those who care and then, as individuals, we can go out into the streets and demand back the world we ' know exists beneath the layer upon layer of crap that history has piled upon i t . . . .It's up to us, as individuals, together, to subvert the system that perverts our lives." For some time now CRASS has been putting this philosophy into practice on a number of fronts. The recent occupations and free concert are: only the latest actions in a continuum that began with the participation o f some of the present band members in organizing the first free concert at Stonehenge in 1974.
A thousand dead The latest events followed in the wake of calls for charges of "treason" against the band members and the vilification o f CRASS in the British press for the simple message contained in the band's last self-produced and manufactured record. CRASS had the audacity to ask Prime Minister Margaret Thatcher how it felt "to be the mother of a thousand dead" in the senseless Falklands conflict. Surely a treasonous act during the orgy of national self-congratulation on the British "victory." A year earlier CRASS scandalized officialdom, and sent the sensationmongering British press flapping, with the album Penis Envy. It was discovered, to the "horror" of the tabloids, that the heavily anti-sexist, pro-anarchist-feminist record was being subtly advertised in a glossy Brides-to-be magazine as an essential primer for what the future bride should know before tiemg the marital knot. This "attack on the family and holy institution of marriage" embarrassingly lodged high on the U.K. record charts. On another front CRASS lent its support to the successful Persons Unknown campaign, playing benefits and publicizing the phony case against five British anarchists. They released a record which provided background on the frame-up and featured the CRASS song "Bloody Revolutions" backed with "Persons Unknown," a 'powerful song by another group, Poison Girls, who share many of the same views as CRASS. The entire proceeds from the sale of the record were set aside, for the eventual creation of an anarchist centre in London. CRASS took a different tack in 1981. Fearing that the Committee for Nuclear Disarmament (CND), which was having a revival and organizing
CRASS caution for a massive rally in Hyde ~Park would degenerate into a soapbox for politicking Labour Party hacks and left-wing authoritarians, CRASS undertook an independent concert tour of cities raising all the radical issues involved in the nuclear question, not just disarmament.
Redefining limits While an increasing number of rock music performers (The Clash, Gang of Four, Dead Kennedys, D . O . A . , etc.) have expressed a commitment to radical social change in their lyrics and public presentation they have generally worked within the conventions of the music business. CRASS, on the other hand, has also attempted to redefine the limits and methods of presentation and production. CRASS for the most part avoids the commercial concert circuit,preferring to put on smaller gigs, on short notice, advertised through local record stores and gathering places. Handouts and various types of literature explaining the anarchist/pacifist viewpoint or commenting on the issues of the day are generally available at their concerts. They work with other less known bands and have set up a CRASS Records label to release their own material and that of an increasing number of like-minded bands. A number of the bands that performed at the ZigZag concert are on the CRASS label. CRASS has gone one step further to insure that their material is not censored: they operate a record pressing plant to manufacture their own and others'records. When no manufacturer in England would press "Let Them Eat Jellybeans", a radical compilation album of North American underground bands, CRASS arranged for the record to be pressed at its facilities. CRASS uses the entire range of its activities as an example for others. They encourage those attracted to their performances to grapple with the ideas and methods of resistance and renewal directly. This contrasts w i t h the usual m u s i c / c u l t u r e industry's emphasis on high technique and vicarious consumption. The recent tendency by some performers to use "rebellion" and "revolution" as an element in stage shows, music packaging and promotional style domesticates the very notion of radical social change into something 'as disposable as the latest disco fad. The CRASS listener, however, can't effectively "like" the show or recording as mere entertainment without coming to grips with its content of anarchist participation.
Even so, CRASS cautions against taking too loose an advocacy of direct action tactics, saying: "It is impossible and unwise to advocate 'direct action'. ' It is something that should be done and not spoken about. Each of us has our own level of fear and uncertainty and in taking direct action as a form of protest, we must be as certain as possible that we will succeed. It is foolhardy, unless we simply want to end up as martyrs, to attempt anything that we are not ready for. We must learn to overcome our fears gradually, rather than diving headlong into something that we find we can't carry through." For those who find the music of CRASS unique but often abrasive, disjointed, and sometimes dirgelike, they have gone so far as to publish a book, on their Exitstencil Press, dedicated, " T o those who might like the ideas but can't stand the music." A Series of Shock Slogans and Mindless Token Tantrums outlines the group's development . from "hippy" roots to "punk" anarchistpacifists: "We had tried to demonstrate our sense of freedom with humour and love and we were met with violence and hate which we in turn attempted to combat with our reason and intelligence. We failed. We finally realized that the state, those who work within it and those who live beneath its authority, were the 'enemy of our freedom' and that we must look for ways other than well reasoned words with which to oppose them." But the catalyst for action came in 1976: "A year after.. .the Pistols released 'Anarchy in the U . K . ' , maybe they really didn't mean it ma'am, but to us it was a battle cry. When Rotten proclaimed that there was 'no future' we saw it as a challenge to our creativity — we knew that there was a future i f we were prepared to work for i t . " "It is our world, it is ours and'it has been stolen from us. A r t i c l e Hopefully t h i s a r t i c l e w i l l explain the s i t u a t i o n i n E l Salvador, how i t developed, what the s i t u a t i o n i s t o day, and why i t has come to armed s t r uggle t o f i n d a s o l u t i o n the problems. I've w r i t t e n i t i n a basic, easy t o understand s t y l e ( I hope). I t i s i n no way a complete r e p o r t on E l Salvador, and I urge readers t o 'dig up' information themselves. For more i n f o w r i t e me care of Endless Struggle zine^ #1-11^5 L i l y s t . , Vancouver BC, E l Salvador i s a small country (the size of Mass.), yet has approx. 5 m i l l i o n people. I t i s a land where 2% of the population controls nearly 70% of the land. T&ie problems of t o day can be traced back t o c o l o n i a l , times. A small but powerful e l i t e composed of f a m i l i e s c o n t r o l l e d much of the land with the coffee market, and by monopolizing the land. Having such economic power, these r i c h landowners also had much c o n t r o l of the government. Peasant farmers were exploited f o r cheap labour. I n 1932 a peasant u p r i s i n g attempt ed to change t h i s s i t u a t i o n , but t h i s was crushed by Salvadoran gov't, troops. 30,000 people were k i l l e d , while US naval and Marine forces, j u s t - o f f s h o r e , neglected t o i n t e r f e r e , as i t was obvious the gov't, had the s i t u a t i o n under control'. I n 19^4 a coup was attempted by m i l i t ary o f f i c e r s , but t h i s too f a i l e d . Over the next few decades, w i t h great population growth and the inabi l i t y of c i t i e s and industry t o absorb them, poverty, hunger, and i l l i t e r a c y increased. Non-violent demands were o f t e n met w i t h b r u t a l countermeasures, as i n student demo.s i n the 60s. With increasing c i v i l unrest, the U.S. began organising and t r a i n i n g a ' r u r a l , p a r a - m i l i t a r y f o r c e * , ORDEN, as w e l l as the e l i t e p r e s i d e n t i a l i n t e l l i g e n c e service, ANSENSAL, which would l a t e r become the i n t e l l i g e n c e section f o r the Death Squads. The founder of these 2 groups was a Genera l Madrono, who was also e n l i s t e d as, a CIA agent((Allan Nairns 'Behind the.Death squads"). The Death squads were an extens i o n of US plans t o deal w i t h the increasing organising of 'subversive' elements i n El Salvador. "Gen. William Yarborough of Kennedys Special Forces urged t h a t secr e t para m i l i t a r y groups capable of c a r r y i n g out v i o l e n t covert actions against the domestic opposition would .be an e f f e c t i v e mechanism t o counter 'subversion'" ( Noam Chomskys 'Turning the Tide')'. A US Army handbook suggested s e c u r i t y forces impersonate g u e r r i l l a s and carry out t e r r o r i s t actions agains t the population, thus showing the

Salvadorean Army, planning to seek pol-1 itical asylum in the United States, lasmonth admitted he participated in death squad killings in the early 1980's and wit nessed the slaughter of civilians by E Salvador's US-backed military. Former lieutenant Ricardo Ernesto Castro, 35, a 1973 West Point graduate, described the killing of suspected subversives as a routine activity of the Salvadorean Army in early 1981. Castro said he saw the- army slay unarmed women and children in the fall of 1981 and leave the bodies in streams as a warning to leftist guerrillas. Castro, who left El Salvador in mid-1982, is the first Salvadorean army officer to state publicly that he participated in death squad killings. •

I n A l l a n Nairns r e p o r t , l i n k s between the Salvadoran Death squads and the \ US went as f a r as t r a i n i n g ( i n c l u d i n g t o r t u r e techniques), organising, and co-ordination. The CIA p r o v i d ed information on dissidents abroad who were k i l l e d by the Death squads. The 1970s saw the people organising i n trade unions, teachers & s t udents , and the r i s e of "popular movements*, f o r a change i n the b r u t a l , u n f a i r gov't, system. A major i n s p i r a t i o n f o r t h i s came from the c a t h o l i c church, and from Archbishop Oscar Romero. With increasing gov't, violence towards these movements, e l e c t o r a l frauds, and increasing Death squad k i l l i n g s , the people began large demonstrations, s t r i k e s , and occupations o f public b u i l d i n g s . These . too were met w i t h force. With the overthrow of Somoza i n Nicaragua, US concern escalated t o the p o s s i b i l i t y of i t s c o n - t r o l i n E l Salvador also being thwarted. I n 1979, the Carter Administration backed a coup! led by r e f o r m i s t m i l i t a r y o f f i c e r s . The coup changed l i t t l e except t h a t i t ensured r e a c t ionary m i l i t a r y o f f i c i a l s maintained c o n t r o l of the gov't. Death squad . a c t i v i t y increased, and v i r t u a l l y a l l opposition among gov't, leaders was silenced, e i t h e r by k i l l i n g s or death t h r e a t s . By Dec. I98O, Jose Napoleon Duarte hstd become- president. This was only to have the gov't, appear as though i t was led by a c i v i l i a n leader, and Duarte was no more, than the puppet of the US Administration. I n March of 1980, Archbishop Oscar Romero, a leading voice of opposition against the death squad k i l l i n g s , was assas-

mated. A J u d i c i a l i n v e s t i g a t i o n i n t o h i s death by Judge A t i l i o Rami r e z accused Gen. Medrano o f h i r i n g the assasins. Shortly a f t e r , Ramirez was forced t o f l e e the country f o l l o w i n g death t h r e a t s . The year 1980 saw approx. 10,000 people k i l l e d , many a f t e r hideous tort u r e . Any voices o f opposition against the gov't, were silenced by k i l l ings, death t h r e a t s , or bombings, t h i s included Salvadoran media, ;hurch radio, Union leaders. One o f the worst massacres under the Carter Administration occured t h i s year. This was at Rio Sumpul, on May l ^ t h . L.OOOs of peasants f l e d to Honduras t o escape Army operations i n t h e i r area. As they crossed the r i v e r , h e l i c o p t e r s , s o l d i e r s , & 0RDEN troops opened f i r e on them. Amnesty I n t e r n a t i o n a l reports (by eyewitnesses) included gov't, troops t o r •uring women, nursing babies thrown .nto the a i r f o r t a r g e t p r a c t i s e , c h i l d r e n drowned, decapitated, or s l ished t o death w i t h machettes, and oieces of t h e i r bodies were fed t o logs. Honduran s o l d i e r s drove survi v o r s back i n t o the Salvadoran forces. Over 600 unburied corpses and many ;„eft i n the r i v e r were l e f t as e v i d ence of the massacre. (note; i n 1985 Duarte attempted t o j u s t i f y .this massacre, he stated only 300 people died, a l l o f them 'communist g u e r r i l l a s ' , vhich would include the c h i l d r e n and babies butchered, I suppose). I t w a s over a year before press i n Amaerica ;ould r e p o r t t h i s , and a US gov't, rep o r t on human r i g h t s i n E l Salvador of t h a t year, neglected t o "mention ' . Rio Sumpul. ... ENTER THE FMLN AND FDR The FDR ' (Democratic Revolutionary Front) was formed i n I98O. A f t e r the '79 coup, many of the c i v i l i a n members of government became f r u s t r a t e d at t h e i r i n a b i l i t y to stop the k i l l ings , and they resigned. The FDR are composed of former members of the government. B a s i c a l l y , they are the p o l i t i c a l arm of the 'struggle, and the FDR i s committed t o a p o l i t i c a l r e s o l u t i o n , but they recognise and support the armed s t r u g g l e . The FMLN (Farabundo M a r t i Front f o r N a t i o n a l L i b e r a t i o n ) was named a f t e r Farabundo M a r t i ; a peasant leader i n the '32 u p r i s i n g , who was assasinated by the gov't, t h a t same year. The FMLN -formed i n I98O and i s composed of 5 d i f f e r e n t r e v o l u t i o n a r y armies who had been s t r u g g l i n g since around 1972. With t h e i r u n i f i c a t i o n i n t o one f o r c e , and many more people j o i n ing the f i g h t , the FMLN became* a Strong, d i r e c t m i l i t a r y force against the gov't. I n response t o the threat from the FMLN/FDR, US involvement had increased t o 1.5 m i l l i o n tax d o l l a r s a day. In 1981 the FMLN stepped up i t s armed s t r u g g l e and took c o n t r o l o f such o f the countryside, using old b o l t - a c t i o n - r i f l e s , ' p i s t o l s , and any weapons taken from gov't, forces. The Salvadoran forces maintained most j n t r o l i n the urban centres, but nprox. J0% of the countryside was 3W i n FMLN zones o f c o n t r o l .

Two former US ambassadors t o E l Salvador, Robert White and Muriel W i l l iams, estimated about 80% o f the Salvadoran population supported the forces o f the FMLN/FDR. DEMOCRATIC 'ELECTIONS' ? In,1982, e l e c t i o n s were held i n E l Salvador. The Peagan A d m i n i s t r a t i o n used t h i s t o show t o Congress and the , arr-srican p u b l i c t h a t E l Salvador was ' a democratic country, t h a t the revo l u t i o n a r y forces were not popular, and t h a t the Salvadoran gov't, was attempting t o f i n d n o n - m i l i t a r y s o l u t i o n s t o the c o n f l i c t . One must r e member t h a t the p o l i t i c a l opposition had been d r i v e n underground, and the" country was i n the midst of a. c i v i l war. Not having an e l e c t i o n stamp on' compulsory LD papers meant r i s k i n g imprisonment, t o r t u r e , or death. 'Voting' was p l a c i n g t r a n s l u c e n t b a l l o t s i n t o transparent b a l l o t boxes i n f u l l p u b l i c v'eiw. 'Voters'* then signed t h e i r names on a r e g i s t r y on a l i s t t h a t matches r e g i s t r a t i o n numbers w i t h b a l l o t numbers. Not much of a 'free' e l e c t i o n . I n 1984-, another e l e c t i o n I was h e l d under s i m i l a r c o n d i t i o n s .

As of the end of 1986, the US was now p u t t i n g i n approx. 2 m i l l i o n d o l l a r s a day, US m i l i t a r y adv i s o r s , war equipment, a l l supplied by american f o r i e g n p o l i c y . Since I98O, almost 62,000 c i v i l ians have died as a r e s u l t of t h i s p o l i c y . More than 3i000 tons of bombs have been dropped, many being napalm or white phosphorous incendi a r y bombs. Bombs do not d i f f e r between c i v i l i a n s or combatants, and n e i t h e r do b u l l e t s . According t o I986 reports by Human r i g h t s commi s s i o n s , gov't, forces c a r r i e d out 188 bombings, machine-gunnings, & a r t i l l e r y attacks against v i l l a g e s w i t h non-combatant c i v i l i a n s . Over 300 c i v i l i a n s died i n these attacks.

As f o r the l a s t demand, a l l the proposals f o r peace put f o r t h by the FMLN/FDR have been refused by the gov't. I beleive the other 3 points have been pointed out already).
FMLN ZONES OF CONTROL The m a j o r i t y of these bombings took place i n FMLN zones of control. These are areas the FMLN forces have taken c o n t r o l of, and where they organise, t r a i n , and p r o t e c t the c i v i l i a n population w i t h i n the zones. Education, medical aid,, food, and most i m p o r t a n t l y a r i g h t t o l i f e are provided f o r these peop l e . Even w i t h the intense bombings i n the zones (which the gov't, considers 'red zones' and about which Colonel Ochoa said " I can massively bomb the red zones because only subversives l i v e i n them" ), the people choose t o remain i n them. The FMLN/FDR has constantly put f o r t h proposals f o r peace. 6 such proposals i n July '86, these arej . , -j, : . The FMLN has consistently put forward proposals that would lead to a negotiated solution to the conflict. Six proposals were put forward by the FMLN/FDR in July 1986 as a basis toward establishing a dialogue for peace:

—That a democratic solution to the conflict be found among Salvadorans which respects the country's national sovereignty. —That the government be reorganized and committed to the pluralistic participation of all sectors of Salvadoran society willing to work towards a political solution to the conflict. —That this transitional government be committed to holding tree and fair elections after a cease fire, and the problem of the existence of two armies be negotiated within the framework of this government. —That a political solution be based on social and economic justice, in which a mixed economy will be the basis for reconstruction. The political solution must include the dismantling of repressive structures in the government, and respect for all democratic freedoms, both individual and collective. —The rights of displaced and refugee populations to return to their olace of origin must be guaranteed. ' —The government would carry out a non-aligned foreign policy, developing relations with all states, including the US, based on a mutual ospect for sovereignty and independence. The .government would encourage political solutions to the conflicts throughout Central America. r
There are 5 basic demands the popu l a r opposition has; -stop the bombings -stop forced r e l o c a t i o n s , # -stop the repression, -end US i n t e r v e n t i o n , -support peace through dialogue & negotiation.
WHY CONTINUED US SUPPORT? I n order t o understand why the cont i n u e d US support f o r such a blatant-l y b r u t a l d i c t a t o r s h i p , one must understand the h i s t o r y o f US i n t e r v e n t i o n i n Central America. Since the t u r n of the century, the US has v i r t u a l l y had c o n t r o l o f a l l the Cent r a l american countries; Honduras, Guatemala, Costa Rica, E l Salvador, and u n t i l '79, Nicaragua. The reasons f o r US i n t e r v e n t i o n can be seen i n these s t a t i s t i c s ; i n Honduras, beef production has more than doubl e d since i960, while per capita consumption has decreased & exports increased over 500% f o r hamburgers, hot dogs, & pet foods i n the US. Forests are destroyed i n order t o make room f o r c a t t l e grazing. The m a j o r i t y of loans from the US goes t o beef production ( i n one t y p i c a l region, 68% of loans went t o c a t t l e ranchers, 22% t o cotton growers, 5% t o corn srrowers) ( The central american. countries are also mam exp o r t e r s of other products such as coffee, cotton, f r u i t , & palm o i l . (above s t a t i s t i c s from 'Why Farmers Go Hungry', Oxfam p u b l i c a t i o n . ) . So why then, i f these countries can a f f o r d t o export such vast q u a n t i t i e s of t h e i r food goods, i s there so much widespread poverty, hung:er , & widespread m a l n u t r i t i o n ? The f a c t i s t h a t the powerful land-owners, as w e l l as the gov't.s, w i l l make much more of a p r o f i t s e l l i n g these goods as exports r a t h e r than s e l l i n g them domestically, t o feed the hungry i n t h e i r own countries. Furthermore, the US i s the worlds l a r g e s t food imp o r t e r , p r i m a r i l y from the T h i r d worl d countries. The reason f o r US i n t e r v e n t i o n i n t o the Central americas lays not i n stopping some 'communist' t h r e a t , but r a ther i n preserving i t s precious econmic p r o f i t s . E l Salvador cannot be allowed -to s l i p away as Nicaragua d i d , i t must be kept, no matter what the cost i n human l i v e s , war machinery, or b u l l e t s , f o r the eventual p r o f i t s t o be reaped w i l l more than pay f o r t h i s . And when the r e v o l u t ionary forces f i n a l l y do triumph, ( f o r they surely w i l l , the Duarte regime would have been toppled long ago i f not f o r US support), the US Admin-' i s t r a t i o n w i l l s i t back and p o i n t out the i n a b i l i t y of the new gov't, t o solve many of i t s problems, such huge problems t h a t w i l l take more than a r e l a t i v e l y simple d e s t r u c t i o n o f a repressive gov't, t o solve. The s i t u a t i o n i n Nicaragua w i l l no doubt be repeated i n E l Salvador a f t e r the down-fall of the US backed gov't.
RECENT DEVELOPMENTS On Aug. 7 i n Guatemela c i t y , the Aria? -plan was signed. This i s a p l a n designed t o b r i n g peace t o the C e n t r a l American r e g i o n , but i t ' s hard t o see f o r whos b e n e f i t . The major p r o v i s i ons i n the p l a n are; — a l l c o u n t r i e s end t h e i r s t a t e o f emergency ( c e a s e f i r e ) , o f f e r amnesty t o i n s u r g e n t s , & begin dialogue w i t h opp o s i t i o n groups. - a l l c o u n t r i e s must h o l d f r e e e l e c t ions a t the end o f t h e i r p r e s i d e n t s term. - a l l c o u n t r i e s end a i d t o i n s u r g e n t groups Sc exclude them from t h e i r t e r r i t o r y ( i e US backed contras i n Nicaragua using Honduras as bases), - a l l measure i n e f f e c t by Nov. 7 t h . .. Mr. A r i a s , the man c r e d i t e d w i t h much o f t h i s p l a n -(he won the Nobel peace p r i z e I ) c a n n o t take f u l l c r e d i t f o r t h i s p l a n . I n f a c t , much o f the Arias p l a n i n c o r p o r a t e s another peace proposal- the Contadora p l a n . When f i r s t i n t r o d u c e d i n '83 by. Mex i c o , Panama, Columbia, & Venezuela, t h i s p l a n was not accepted. It'was against US i n t e r v e n t i o n . I n the f i r s t stages o f f o r m i n g the A r i a s p l a n , P r esident A r i a s t r a v e l l e d t o the US t o c o n s u l t w i t h Washington. Thisi f i r s t d r a f t was s t r o n g l y a n t i - N i c a r a g u a & pro-american i n t e r v e n t i o n . With more p l a n n i n g , i n c l u d i n g adjustments by the C e n t r a l American p r e s i d e n t s , i t was decided t o i n v i t e Nicaragua t o a t t e n d . What has evolved i s an indepandant step away from US p o l i c i e s , & a v i r t ual blockade a g a i n s t US i n t e r v e n t i o n . This p l a n i s now b a s i c a l l y r e j e c t e d by the US, & the US has now threatened t o stop much o f i t s funding t o the countr i e s i n v o l v e d . That Nov. 7 d e a d l i n e has so f a r been met 100% only by Costa Rica, who i s not i n v o l v e d i n a c o n f l i c t . Nicaragua has g i v e n amnesty t o many p o l i t i c a l p r i s o n e r s . E l Salvador has gr anted amnesty t o members o f the Death Squads'.- Even though no t r i a l s or charges have ever been brought up against members'. Numbers o f p o l i t i c a l p r i s o n e r s have been r e l e a s e d , many reported t o be misdemeaner o f f e n d e r s however, & v a r i o u s persons have now been allowed t o r e - e n t e r the c o u n t r y . I n l a t e Oct. the p r e s i d e n t o f the Human Rights commission i n ES was assasi n a t e d by Death squads. This i n i t i a t e ed the w i t h d r a w l o f the FMLN from t a l k s w i t h the g o v ' t . During the ceasef i r e , gov't f o r c e s also moved i n t o of+ * f e n s i v e p o s i t i o n s . The FMLN has o f f ered t o reopen the t a l k s , but thus f a r the gov't has not responded. I don't beleive i t ' s too f a r fetched t o t h i n k t h a t t h i s a s s a s i n a t i o n wfis a US attemp pt t o ' c l o g ' up the peace t a l k s . I t i s hard t o f i g u r e out the a c t u a l i n t e n t i o n s ' o f the A r i a s p l a n - i f p r e sidents o f such b r u t a l regimes are i n agreement w i t h much o f the p l a n . . . what can t h a t mean? The A r i a s p l a n w i l l not b r i n g meaningful peace t o the* r e g i o n , but perhaps i t i s a step tow-, ards i t ? Without US backing, the Duarte g o v ' t , would f a l l i n a matter o f weeks . Even w i t h - i t though, the Duarte gov't w i l l f a l l , i t ' s s i m p l y a matter o f t i m e .
