County prepares for Karen From Staff Reports CHIPLEY — Washington County officials were preparing for Tropical Storm Karen on Friday. “We’ve already drafted a local State of Emergency declaration, and I will be signing that shortly so we don’t have to call the Board of County Commissioners in on the weekend,� Public Safety Director Lynne Abel said. “We’re just doing that as a precaution.� Abel said the county is on call with the National Weather Service. “The biggest impact we are expecting is rain, but there is always the potential for a tornado to spin up,� she said. “It looks like this is going to be a weekend event, and we aren’t seeing that we will need to close schools on Monday, but you never can tell.� On Thursday, Gov. Rick Scott called FEMA Administrator Craig Fugate to request all needed federal resources would be available for Tropical Storm Karen. The storm poses a threat to the Florida Panhandle and could strengthen into a Category 1 Hurricane. A hurricane watch has already been issued for Escambia, Okaloosa, Santa Rosa, Walton, Bay, and Gulf counties.

PANAMA CITY — What’s all the fuss about? That could be the summation of the state Legislature’s draft report on the social and economic impacts of expanding gambling in Florida — and it could serve as a douse of cold water for both advocates and opponents. The report, however, will be revised and some of the final numbers could be “way different,� a state official said Tuesday. The study, conducted by Spectrum Gaming Group, will surely disappoint some who tout gambling’s expansion as a panacea for Florida’s jobs and economy. “Overall, Spectrum believes that the expansion of casino gambling, whether on a small scale or very large scale, would have, at best, a moderately positive impact on the state economy,� the study said. The report agreed that gaming’s expansion would likely increase the state’s tax revenue — provided it attracted tourists and kept casino tax rates above sales tax levels — but the sheer size of Florida’s economy would blunt any large-scale effect on jobs and personal income. “There are likely to be only mild positive impacts on local and statewide employment and wages, however,� the study said.

EBRO — A new study on gaming in Florida predicts six dog tracks, including Ebro Greyhound Park, will end live racing if the state eliminates a law requiring tracks run a minimum number of races to operate a poker room. The study, which is only a draft report by the Spectrum Gaming Group, was released Tuesday and is the second part of a review of gambling in Florida. The state Legislature commis-
sioned the $388,845 report earlier this year. Dog tracks and animal advocates alike have pushed for “decoupling� — removing ties between live parimutuel races and the right to operate a card room — for some time. The study concludes that if the Legislature passed decoupling legislation, Ebro would end live races within three years. But the track disagrees. Still others prefer more mechanical pursuits like building custom vehicles, clocks or radios. Regardless of whether you’re an amateur or have turned your hobby into a profitable venture, there’s probably something you like making. ‘ But did you know that there’s something else you SHANNON can make? Some individuals operate under the mistaken impression that life is a series of random happenings. They don’t grasp that they’re often responsible for the circumstances that befall them. While there are a few truly random events, such as sudden death or natural disaster, most events in life aren’t random at all. When people examine their lives carefully, they’ll begin seeing patterns. This includes patterns of setting oneself up for success or failure. But even if you’ve established some bad patterns, there’s hope. You can make new patterns. Think about sewing a garment. Suppose the finished item turns out poorly, and after examining it carefully, you realize the pattern was faulty. It wasn’t your lack of skill, but simply a

If you don’t like the patterns in your life, then change them. I know people who rack up bad relationships so frequently you’d think they collected them as a hobby. They subconsciously seek out the most ill-suited people imaginable, people guaranteed to treat them like garbage. The minute they ditch one, they hook up with another. If this sounds like you, it’s time to throw out that bad pattern permanently. Are you a “loser magnet” who surrounds yourself with abusive people? Do your supposed “loved ones” walk all over you? If so, you’re using a bad pattern. Yes, you may have unwittingly created
these self-destructive patterns, but as the creator of those patterns, you also have the power to destroy them and make a fresh start. Try detecting the negative patterns in your life, and then put your honest effort into changing them. This can be a spiritual exercise as well as a psychological one. Just as the Creator can change or destroy creations, to a certain extent, so can we. This is a divine gift. Some people make the error of waiting for divine intervention in their lives while refusing to help themselves. But with the gift of creativity, we’re already capable of creating and discarding our own patterns. There’s no lifelong waiting necessary, no idle daydreaming about being rescued. The power to both create and change patterns is in your hands. You can use that power to change your life.

VHS Band travels to Rehobeth Special to The News VERNON — The Vernon High School Marching Band traveled to Rehobeth, Ala., on Sept. 28 to participate in the third annual Rehobeth Marching Band Festival. They presented their show “Decades of Music.” The band, percussion and color guard all
received Superiors (The highest rating possible) for their performances. Twenty bands from across Florida and Alabama converged on Rehobeth to participate. Those who attend the VHS football games have been enjoying the sights and sounds of the “Pride of Vernon” marching band performing dur-

Senate President Don Gaetz, RNiceville, released a statement, along with the report, at the end of day Tuesday, saying the problems likely would be sorted out by Nov. 1. He said the state economist had asked for some clarifications on the tables in the report, but emphasized lawmakers were not trying to tinker with the numbers. “The Legislature has not and will not request that any outcomes (in the study) be changed,” he said. John Guthrie, staff director for the state Senate Gaming Committee, said it was a hectic day as they reviewed the study, and said ultimately Gaetz and state Sen. Garrett Richter, R-Naples, felt it was more important to get it right rather than release the final version by the deadline. The Legislature paid $388,845 for the study and the first part of it was released in July. “Some of the numbers are going to change, perhaps significantly, in the final report,” Guthrie said, adding, “There are issues with the economic analysis.” Guthrie said some of the numbers would be “way different” when the final version comes out.

Theil, who is cited in the study, heads an organization fighting to end greyhound racing and to ensure dogs still in the industry are treated humanely.
