638-0212 | @WCN_HCT rseyler@chipleypaper.com CHIPLEY — The Chipley City Council heard an update on CRA projects during their Tuesday meeting, including the upcoming “Paint the Plug� fire hydrant painting contest, being presented by the Washington County Arts Council. The council approved appointing Angela Grantham to the Chipley Community Redevelopment Agency board. Grantham will complete the term of Greg Baxley,

which expires in January 2016. Washington County Chamber of Commerce Executive Director Ted Everett also updated the council on CRA activities. “We are planning a Chili Cook-off at the museum on the day of the Christmas parade,� Everett said. “We want to have four to six teams compete, and we invite you the council to come be judges.� Everett said the “Paint the Plug� project should be completed by March, and the Arts Council has come up with guidelines for the

project. “We are providing the paint and brushes, and the Arts Council is handling the art,� Everett said. “They are going to involve Boy Scouts, Girl Scouts and various school organizations, and I think this is going to be an exciting project.� The topics of the fire plug paintings will be reviewed and approved by the Arts Council. PENSACOLA — Panhandle residents voiced vehement opposition to expanded gambling in Florida, as lawmakers convened in Pensacola for a public hearing Thursday. Residents and law enforcement spoke of problems that have been linked to gambling, such as crime and bankruptcy, casting it as a societal scourge and begging the state Senate Gaming Committee not to expand it. One counselor who spoke said compulsive gambling is as addictive as crack cocaine. Escambia County Sheriff David Morgan said he represented the Florida Sheriffs Association, which is against any increase in gaming. He said gaming expansion increases tax revenue early on, but then problems set in. “At the five-year point, study after study proves that we flatline, and those economic costs to the community where again, for every dollar we get from gambling, we spend approximately $10 of the taxpayers’ money in solving those problems that are brought to our community by the gaming industry,� Morgan said. He said expanding gambling increases divorce, domestic violence and even police corruption. The sheriff’s comments drew applause, as did Frank Beall’s, a retired Presbyterian minister. Beall said gambling negatively

scholarship from page A1 “We are there to help you and we will make sure you get four years of college if you keep your grades up. There are scholarships and grants and the money is there for you.” To obtain the TSIC scholarship, a student must be in grades 8 to 10, sign a contract to meet certain standards during the remaining school years until high school graduation, and have family support; the parents/guardians also sign a contract to support their student. Family incomes must be below a certain level based upon the number of children in the family at the time the qualification for TSIC is established. TSIC allocates more scholarships to grades 8-10 so the students will have more years in the program prior to high school graduation. Applications are taken each September shortly after the school year starts and are available from middle

and high school guidance counselors. What sets the TSIC program apart from other scholarship programs is the age range for qualification, the appointment of an adult mentor to coordinate with the student on a frequent basis throughout the school year, the written contract with the student to maintain average or above grades, stay away from drugs and alcohol, and generally be a good citizen and active in school and community events outside the classroom. State Representative Marti Coley of Marianna was on hand for the event, and Candice Croft of West Florida Electric presented TSIC with the “Power of One” award for the program’s work with children. Previously, the TSIC program offered a 2-year junior college and 2-year four-year university scholarship, but the program changed this

year so that it offers a full scholarship for the twoyear college. Over the years, Lavender has mentored five students, including one of the first four students receiving a TSIC contract. She is currently mentoring

one student at CHS and is a source of inspiration to other mentors throughout the county. The award and recognition does not fully convey the impact of Jeanne and Fred Lavender on the TSIC program in Washington County. Lavender was accompanied to the dinner

by her daughters Jane and Mary. To date, TSIC has had nine college graduates, 51 students attending college or vocational training, 29 students in high school and they added nine more students on Tuesday. Total scholarships value more than $900,000.

Council member Millard French said that he would be in contact with Washington County’s animal control to see about removing the dog. Beeco said that he continually gets requests from people to park overnight at the flea market and that he informed the people that there was no overnight

parking allowed. “We’ve still got issues with the Middlebrooks’ portable potty,” he said. “I had one lady go in and come right back out on account of how it smelt. I pulled a frog out and it still stinks.” French said he had a word with Middlebrooks to match the $65 a month fee with a pumping every Tuesday or remove the portable toilet and they came and removed the portable toilet for a short time before returning it. “When Mr. Middlebrooks comes in for repairs for the town we don’t pay him,” said Chambers. “We’ve got to recognize him somehow. I’ll go talk to him myself tomorrow and see if there’s something we can negotiate if you

want to nitpick over $10 for some man who’s done so much for this town.” The council approved of Chambers’ motion to purchase a new bush hog with the first payment of the state to keep State Road 90 maintained. “Our bush hog isn’t sufficient for the job and it doesn’t have a guard on it to keep it from slinging a rock at a passing vehicle,” said Chambers. “I’ve also been thinking about how much we’ve been cutting and I think after our first draw we should request for a little more money.” French also inquired about the lights being on at the Caryville ballpark at night and was informed that no one had officially cleared

it through the town to hold a ball game. Fire Chief Gene Forehand agreed to find a way to lock down the lights. “They need to come to the Town Hall if they’re interested in using the park,” said Chambers. Forehand also reminded everyone of the Caryville Turkey Shoot. Caryville Volunteer Fire Department will be holding their annual Turkey Shoot fundraiser at 10 a.m. on Nov. 23 on State Road 90 located beside the Caryville Town Hall. Turkey and ham will be provided at $3 per shot with 12, 16, 20 and 410 gauge shells also being provided. The next meeting of the Caryville Town Council is set for 6 p.m. on Dec. 10.

“I also wanted you to know we’ve had problems with a dog coming up to the flea market and has already pushed down a child,” said Beeco. “That dog has caused trouble before and is known for chasing cars. One day he’s going to catch a truck pulling a trailer and that’s going to be the end of him.”

Chipley High School JROTC students held Veterans Day ceremonies on Monday, Nov. 11. The Chipley High School JROTC program had the privilege of honoring all of the community veterans on Nov. 11. Cadets proudly marched the veterans through the Honor Guard and proceeded to escort them to our CHS cafeteria for breakfast. The veterans were then taken on a tour of the CHS campus by JROTC cadets. Afterward, the Color Guard had the pleasure of presenting the Colors for Roulhac Middle School in respect for Veterans Day. Later that afternoon, the JROTC Color Guard took part in Marianna’s Veterans Day Parade to once again present the colors.

Gaming from page A1 affects local businesses and generates revenue by exploiting society’s most vulnerable. “I find it troubling that the state would consider aligning itself with an industry that does that,” the Pensacola resident said. Beall said slots have a “mesmerizing effect” that keep people playing without being conscious of time or how much money they’ve spent. “As a Floridian I am proud of being in a state that is known for family-friendly tourism,” he said. “I am glad that when people think of Florida, they think of Mickey Mouse and Sea World and Universal Studios and Busch Gardens and our beautiful beaches, and I want Florida to continue to promote that.” Although most speakers Thursday opposed gambling, a handful backed its expansion, including some locals. They spoke in favor of installing slots at Ebro Greyhound Park. There are “more important fish to fry” than stopping Ebro from having slots, said John Dunaway, a Panama City Beach resident. He said slots would bring job growth, higher incomes and more tax revenue to Northwest Florida. “With the state already taking a cut of our hard-earned money through fee increases, taxes and the like, the least you can do is let us try to make a little to keep in our own pocket,” he said. Dunaway couched the addition as a boon

to Panama City Beach’s tourism industry. He said the dog track is well situated — far enough from the families at the beach, but close enough for out-of-towners who want to gamble. “We’re not asking the state to fund anything; just get out of our way so we can make a living and send more of our money (in) so you can haggle over it in Tallahassee,” he said. Joe Kennedy, also of Panama City Beach, said counties should be allowed to decide on gambling. Gadsden and Washington counties already did that, approving slots by local referendum in 2012, but they can’t be installed because of a state attorney general opinion. “It needs to be voted by the local communities. … If Pensacola doesn’t want slots, then they shouldn’t be allowed in to Pensacola,” Kennedy said. State Senate President Don Gaetz, RNiceville, attended the meeting and tried to clear up confusion on why the state Legislature is looking to overhaul gambling in the 2014 legislative session: The Seminole compact is set to expire in 2015, which has an impact on the rest of the industry. “We’re not doing this because we had nothing else to do,” he said. Gaetz staunchly opposes gambling, but said he didn’t want to impose his view on the committee, which is preparing to craft comprehensive gaming legislation.

I recently watched a lengthy collection of videos featuring fights, riots and police arrests. While it was interesting from a sociological perspective, I soon noticed a subtle shift in my energy. As the violence wore on, I began feeling increasingly ill at ease. I’m not the overly sensitive type, either. I’ve personally witnessed accidents, fistfights, domestic abuse, animal slaughter SHANNON and human death. As the old saying goes, “You are what you eat.” Compare the entertainment and influences you surround yourself with to food. What are you feeding your mind and spirit? Are you getting good nutrition or feasting on sewage? I dislike war films. My husband enjoys them, and he’s free to watch them after I’ve left the room. Perhaps my reaction is due to my general revulsion to warfare, in addition to a specific childhood memory. I saw a certain movie after my father was drafted for military service. As I sat in that dark theater watching fictionalized combat scenes, I had a sudden, sickening realization that such events could potentially happen to Dad in real life. It was the first time the reality of war truly dawned on me. Even though I was just a child, I was overwhelmed by the horror and senselessness of war. Films that glorify warfare repel me to this day. It’s important to pay attention to what we surround ourselves with. We all have moments of indulging in mindless entertainment, and that’s okay. ‘Everyone Sing!’ Choir Festival in Bonifay BONIFAY —- Bonifay First United Methodist Church is hosting “Everyone Sing! Choir Festival” on Feb. 1, 2014. NON-PROFIT OF THE WEEK: GULF COAST COMMUNITY FOUNDATION This Florida-based philanthropic organization has awarded millions of dollars in grants benefiting education, health and human services, economic development, environmental concerns, the humanities and more. Among their initiatives are “Gulf Coast Gives,” a charitable donation program, “STEMsmart,” which promotes the awareness and subsequent application of mathematical, scientific, engineering and technological principles among middle and high school students, and “You’d Be Perfect for This,” a database matching volunteers with charitable projects. She became so wrapped up in the characters that she would get angry or depressed on their behalf. She’d experience emotional shifts based on the adventures of completely fictitious people. She’s hardly alone. When I was in college, there was a communal TV room, and I’d quietly observe people clenching their fists in rage, cheering, grimacing or even weeping, depending on what happened onscreen to made-up characters. Sometimes, despite the relentless torrent of escapist programming, broadcast media hands us a reality check. I remember standing with a group of strangers in front of a TV in stunned silence viewing images of the Space Shuttle Challenger disaster. I was in a grocery store the day Ronald Reagan was shot, and a hundred shopping carts ground to a halt as people froze in horror listening to the news.

Recently, I heard an archived breaking news bulletin that had interrupted a TV program when President Kennedy was assassinated. It was as chilling as the day it first aired. Such things remind us that while we might fret over celebrities, TV and literary characters, comic book heroes and talent show contestants, reality offers something more emotionally charged. So if you’re shocked by Miley Cyrus twerking her way into infamy, or the latest excesses of the Kardashians, try to save a little leftover outrage for human rights abuses, illiteracy, child labor, violence and war crimes. There’s enough darkness in the world without dragging it into your life voluntarily. Definitely stay informed by monitoring local, national and international news, but think about what you’re “eating” in terms of entertainment. Sometimes junk food is fun and tasty, but a steady diet of it will wreck your health.
