EQUIPMENT

Table of contents 46

The equipment section provides customers with an overview of the type, size, ancillaries and contents of the equipment held by Oil Spill Response at its main bases. To reduce response times, some of the equipment has been pre-packaged into loads (refer to page 59-67) suited to generic spill and operational environments. In addition to the speciďŹ cation of the equipment, an indication of the logistics, technical complexity and skilled manpower requirements to deploy and operate the equipment is provided using simple icons. When making equipment and strategy selections, these attributes need to be considered as they form a major component of the response effectiveness.

Safety, Communication and Command Application Oil Spill Response has a range of communications equipment suitable for setting up a field command post and keeping in touch with advanced field posts, whilst being able to relay information back to headquarters. VHF Base Stations and VHF Repeater Stations are compatible with all internationally recognised marine VHF simplex channels together with semi-duplex channels. Oil Spill Response offers Satellite Communications Packages, Broadband Global Area Network (BGAN), which is provided by INMARSAT to allow internet access from virtually all areas of the world except for polar regions. The use of this simple and portable BGAN will allow access to email and other office applications. We also use Iridium and other satellite communications equipment.

Active Recovery Booms

50

Weir boom system

Application Oil Spill Response has a number of active recovery boom systems. These are designed to concentrate and recover large quantities of oil spilt at sea resulting from a major disaster such as an oil-well blow out or tanker accident which produces a continuous release. These will handle heavy oils with medium viscosity. The operation of this equipment requires signiďŹ cant resources to be in place to make the deployment successful such as support vessels, storage and skilled operators.

Application Oil Spill Response has a range of booms that can be used for offshore, near shore, or shoreline responses. Due to differing operational conditions a variety of boom types are held in the stockpile. Offshore booms are larger and made using a heavier duty material. These are supplied on a reel for ease of deployment, which can then be mounted on the deck of a suitable vessel. The majority of the shoreline booms are air inatable and manufactured from polyurethane nylon fabric.

Temporary Storage Equipment

52

Oil bags

Application Oil Spill Response has several options for temporary storage. During offshore containment and recovery, if storage vessels are not available, recovered oil can be temporarily stored in inflatable barges. These come in two sizes: 25m3 or 50m3. Waste containment tanks are also available with a capacity of 9m3 which can be used in conjunction with a heating system capable of heating oil with a high pour point when recovered during offshore or shoreline recovery.

Fastanks

Alternatively Oil Spill Response can provide inflatable oil storage bags with storage capacities of 100m3, 200m3 and 500m3. Temporary portable storage tanks are available. These come in two sizes: 2,000 gallons or 1,100 gallons.

Oil Spill Response has a large range of recovery devices that are used on light, medium and heavy oils. Oleophilic, weir and mechanical skimmers provide the ability to recover a range of oil types in a variety of environments. Skimmers should be used in conjunction with containment booms where slick thickness is increased to maximise recovery efficiency. When choosing a skimmer type the oil viscosity, propensity to emulsify and expected operational conditions should first be identified. Factors such as size, robustness, ease of operation, and necessary maintenance should be assessed. The most important factor is the viscosity of the spilt oil and how it might change over time. In predictable situations, such as at marine terminals and refineries where the type of oil handled is known, a specialised skimmer most suited to that particular oil can be identified in advance.
