Regional Services West Africa

The West and Central African (WACAF) Aerial Surveillance and Dispersant Service provides aerial regional cover from the northern boundary of the Cote d’Ivoire in the North West to the southern boundary of Angola in the South and the adjoining sea for a distance of 150 miles from the coast. The service was inaugurated in October 2003 and has responded to various incidents and been utilised for many member drills since then. The service uses a converted Bandeirante aircraft that can be fitted with a dispersant spray system and surveillance equipment package.

Location of Resources The aircraft is based at São Tomé International Airport with 4m3 of dispersant and ancillary loading equipment. Additional dispersant stockpiles and transfer equipment are stored in Angola, Cote d’Ivoire, Equatorial Guinea and Gabon. Once activated by the Oil Spill Response Duty Manager, the crew will install both the surveillance and dispersant packages as required. Response times for this regional service are four hours for surveillance and six hours for dispersant spraying respectively. This allows time for the aircraft to return to base and install the equipment. During dispersant spraying operations the aircraft can travel to the nearest stockpile to refill its onboard tank to maximise operational time.

Benefits The WACAF service provides a regionally located, fast and cost effective response to oil spills. Regional knowledge and regional relationships matched with global experience make this service swift and successful. In large spill situations either of Oil Spill Response’s C130 aircraft located in the UK and Singapore can be activated along with their ADDs Packs or Nimbus dispersant spray systems. The WACAF Aerial Surveillance and Dispersant Service is available upon payment of WACAF service subscription to Oil Spill Response members only.
