The Chief Executive’s Message

We begin this year with a new name and fresh logo, signifying the unification of two great Companies. This represents another important landmark in our evolution, and is the hallmark of an organisation that is not content to stand still, always striving to be better. We are justifiably proud of our legacy and heritage, and I believe our new trading name of Oil Spill Response reflects this and gives us an effective banner with which to go into 2009. Looking back on our achievements during the course of the last year – and indeed the half-way point of our five year vision 2006-2010 – I am enthused by the dynamic developments that have taken place, championed by a talented, energetic and committed workforce of whom I am profoundly proud. Our operating scenario is one of continual change and challenge, and as we review the current external influences and in particular the turmoil in the global economy, we are sure that this will continue for some time to come. It is however as much an opportunity for us as a threat, potentially generating much more demand. Our vision and long term plan for success holds fast but we must be alert to the many drivers that may impact us. We have over the last few years been growing our expertise and training comprehensively to occupational standards, developing a flexible, multi-skilled pool of expert resource able to support you in both short term projects and longer term assignments. As your demands increase – as they have so much over the last year –

we see the need to be ever more agile and responsive. I hope that in this yearbook you will see the wide range of services and expertise available to you. We understand the requirement to be in areas where you need us most, such as those of major development – as is now the case in Indonesia, Libya and West Africa. We also advocate the benefits that accrue to industry in better use of resources and leaner solutions, and to that end are developing stronger alliances with other industry co-operatives to enhance global integration. Throughout the coming year we will continue to place particular emphasis on improving direct communication with you through our customer engagement programme. This provides the opportunity for us to listen to your needs and also to measure our performance. I have very much enjoyed my part in this programme and look forward to meeting many of you again in 2009. Our agenda is huge, but it is my commitment that we will continue to develop and adapt as necessary in order to deliver what you our customers need – in both tough times and good.

These are times marked by significant financial instability, concern for society at large and all sectors of industry. Nonetheless I am confident that our business will not be directly affected to any great extent. There is of course no room for complacency, but we can be confident that the oil industry, although not immune to uncertainties stemming from the global economy, will maintain its utmost commitment to undertaking preparedness activities and preventing incidents so that it is always best placed to manage potential emergencies. Oil Spill Response, in taking cognisance of this situation, will continue to ensure that its services are offered in the most valuable, efficient and cost effective manner to our stakeholders – that is the industry and governments of the countries who call upon us to work or respond. As a global Company that pays detailed attention to the regional needs of its Shareholders and customers, we need to continue strengthening relations with other major

response organisations more than ever before, in order to effectively utilise all available resource in the best interests of those we service. Oil Spill Response’s strategy is to advance its pursuit of excellence in preparedness and response activities, delivered by great people deploying top quality equipment and thoroughly tested procedures, whilst collaborating with the organisations that form the Global Response Network. Mission Statement The mission of Oil Spill Response is to provide resources to respond to oil spills efficiently and effectively on a global basis.

Charter Oil Spill Response will continue its pursuit of excellence in providing cost effective oil spill response, training and consultancy services. Oil Spill Response will work towards improving communication, awareness of resources and capabilities, and where appropriate, encourage mutual support among the global population of international tier three oil spill co-operatives. These efforts will enhance Oil Spill Response’s ability to deliver the quality of services required by its Shareholders.

Vision Consist of a much larger workforce of experts in a wide variety of oil spill issues. We will be known and used for a much broader range of oil spill services from prevention and preparedness through response to remediation and will be used more frequently by our customers. Have a presence in many more locations around the world, putting resources (both personnel and equipment if required) closer to our customers and will set the benchmarks for regional tier 2 services. Have a large training service recognised as setting the international standards for both our internal and external training. That position will differentiate us from other training providers allowing us to continue to provide premium end training. Be the provider of choice for technical solutions to the majority of our Members and generating a significant contribution to shareholder fees. The services will be predominantly in the areas of preparedness including consultancy and secondments as well as equipment on standby and turnkey support packages but extending as our spill management services grow. It is fundamental to our business that we always deliver the Service Level Agreement with due consideration for Health, Safety and the Environment.

Global Nature of our Partnership Oil Spill Response works very closely with industry and government partners to develop technical and advocacy initiatives to enhance our response and preparedness capability globally. The three main avenues of co-operation are: • Industry Technical Advisory Committee (ITAC) • Global Response Network (GRN) • Advocacy activities

Industry Technical Advisory Committee (ITAC)

ITAC Website

The Industry Technical Advisory Committee (ITAC) draws its Members from the oil industry’s response community and other organisations which advocate oil pollution response and preparedness. ITAC provides a focus for technical and scientific issues and facilitates information exchanges on common issues and development opportunities. Oil Spill Response has a leading role in coordinating such meetings and bringing the oil industry, response organisations and other stakeholders together. ITAC undertakes projects to provide technical support, best practice guidelines and benchmarking. Project outcomes are communicated through ITAC papers which are available to Members and the wider oil spill community on the ITAC website (www.industry-tac.org).

ITAC provides value to its Members through: Production of technical and scientific papers on oil spill response matters Provision of progress reports on ongoing projects by individual organisations Providing the principal forum for information sharing and exchange between oil spill response organisations and the industry Identification of new technical issues or projects which may have a significant impact on the industry Sharing experiences through case studies and information exchange on technical aspects of response In addition, ITAC provides value to the IPIECA Oil Spill Working Group (OSWG) through: Contribution of expertise and time to develop manuals for the IPIECA report series (e.g. the IPIECA Guide to Tiered Preparedness and Response) Alignment and synergy with related work outputs from the OSWG Emerging Issues Programme and the OPRC-HNS Technical Group of International Maritime Organization (IMO)

ITAC meetings are formally held twice a year, and when possible, scheduled to coincide with a major oil spill conference. ITAC works closely with the OSWG, often holding meetings consecutively. Both meetings in 2008 were well supported by representatives from the industry, the oil spill response organisations and other scientific and technical partners.

Advocacy activities

Global Response Network (GRN) Global Response Network The Global Response Network (GRN) is a collaboration of seven major oil industry funded spill response organisations whose mission is to harness co-operation and maximise the effectiveness of oil spill response services worldwide (www.globalresponsenetwork.com). Its Members are: Alaska Clean Seas (ACS) Australian Marine Oil Spill Centre (AMOSC) Clean Caribbean & Americas (CCA) East Canada Response Corporation (ECRC) Marine Spill Response Corporation (MSRC) Oil Spill Response Western Canada Marine Response Corporation (WCMRC) Objectives of the GRN: Enhance the utilisation of industry resources around the globe Seek co-operation in global preparedness and response activities Share best practice to promote and improve industry standards GRN Membership Criteria: Not-for-profit industry funded response organisation Substantive industry remit Willing to share resources with no financial gain Participate fully in each area of co-operation Subscribe to the mission of the Network Report of Activity 2008 The GRN was an exhibitor at the 2008 International Oil Spill Conference, which provided a productive platform for wider engagement and promulgation of the Network’s operating philosophy. The annual meeting of the GRN took place at this time and Members agreed it would be beneficial to establish a framework that enables the sharing of dispersant inventory in order to:

A Dispersant Sharing Protocol was subsequently developed and formally launched in November 2008. Advocacy Activities Advocacy is one of the pillars of the Service Level Agreement. On behalf of our Members, Oil Spill Response undertakes a wide range of activities to promote the adoption of the fundamental principles of preparedness and response. Using a variety of platforms and media, we engage governments and other parties to encourage mutually beneficial partnerships between the controlling authorities and the supporting oil industry.

Our Advocacy programme has been developed around four key messages. 1) We support the International Maritime Organization (IMO) and International Petroleum Industry Environmental Conservation Association (IPIECA) in their efforts to encourage ratification of the relevant international oil pollution conventions, principally a. OPRC 90 b. CLC 92 c. Fund 92 2) We support the practical implementation of the elements of the OPRC Convention, specifically a. Underpinning legislation b. A risk-based Oil Spill Contingency Plan c. A programme of training and exercises 3) We uphold the principles of Tiered Preparedness and Response, encouraging all stakeholders to adopt this approach towards building appropriate response capacity in a cost effective and integrated structure 4) We promote the adoption of a pragmatic risk-based policy approach to the use of dispersants as a strategic response tool, where and when its use may be appropriate

These key messages are broadly aligned with the goals of IPIECA; a strategic alliance between Oil Spill Response and IPIECA provides our Members with a powerful tool through which to articulate the industry consensus position on responsible spill preparedness measures. Through this partnership, our Members benefit from IPIECA’s international profile as a trusted representative of industry when working with Governments and the IMO whilst IPIECA Members benefit from our unparalleled technical spill response capability and experience.


INDUSTRY INITIATIVES Global Initiative

IPIECA Oil Spill Working Group

The value of this alliance in promoting all four key messages is most clearly demonstrated through the Global Initiative (GI). Specifically, Oil Spill Response strongly supports IPIECA in implementing the GI for West and Central Africa (GI-WACAF) (www.giwacaf.org) To this end, Oil Spill Response provides a Project Manager to IPIECA to implement the GI-WACAF Action Plan. The GI-WACAF facilitates regional and national workshops, seminars and training sessions, each with the aim to develop national response capability whilst integrating industry resources and technical know-how within a spirit of government-industry collaboration. The project further encourages these response arrangements to be formalised in a National Contingency Plan under the control of a “designated authority” within the national administration.

Established in 1987, the Oil Spill Working Group (OSWG)(www.ipieca.org) serves as the international oil industry’s high-level strategic forum and aims to improve oil spill preparedness and response worldwide. Oil Spill Response is a valued technical partner of the OSWG which, together with other partners (AMOSC, CCA, CEDRE, ITOPF, etc) provide technical input and support to the industry group.

The fourth key message seeks to encourage the consideration and development of a policy on the use of dispersants as part of the contingency planning process. Having considered the applicable Net Environmental Benefit Analysis, Oil Spill Response believes that dispersants have an important role in mitigating the overall consequences of a major spill, but it is also our experience that without such considerations, the lengthy decision making process at the time of a spill may preclude use of this response strategy. To this end Oil Spill Response has delivered or supported dispersant workshops for a number of countries including: Nigeria

Oiled Wildlife Response Plans Having an oiled wildlife response plan in place is the best guarantee that the challenges posed by a wildlife incident can be managed and kept under control. These response plans enable a company to take any necessary steps in the timeliest and most effective way, involving internationally accredited wildlife responders. The service combines Oil Spill Response expertise in oil spill response planning with the Sea Alarm Foundation’s extensive knowledge of oiled wildlife response planning and links to worldwide network of wildlife response expertise.

Aviation The key to Oil Spill Response’s service delivery is aviation. Effective aviation minimises preparation and travel time to the incident sites, allowing us to work efficiently anywhere in the region and around the world.

Most of our equipment is customs-sealed and stored in aircraft pallets for efficient handling and transportation by either our Hercules aircraft or by a commercial jet freighter. This enables Oil Spill Response to transport and load emergency equipment onto aircraft for prompt dispatch. Equipment is stored in a secure aviation environment to permit rapid mobilisation from our bases. Oil Spill Response maintains a long term partnership with operators for the provision of the Hercules aircraft in the UK and Singapore, ensuring global wide area, high volume dispersant application operations in minimal response time. To gain access to commercial aircraft, the Company contracts a leading commercial aircraft broker to monitor the charter market for aircraft availability for our needs worldwide. Our broker’s charter services can also be utilised to rapidly transport response personnel or crew. Accessibility to remote locations poorly served by commercial services, and the flexibility to work to a tailored schedule can prove invaluable in the first hours of an incident response. In 2008, Oil Spill Response chartered more than 10 cargo flights through our dedicated aircraft brokers on behalf of our Members, rapidly moving over 1,000 tonnes of equipment and dispersants. The Hercules aircraft has been deployed on a number of occasions both for aerial dispersant application and for cargo movement. The service fully complies with the UK legislative requirement under the OPRC protocol. UKCS Membership is available by annual subscription. The West and Central Africa Aerial Surveillance and Dispersant Service (WACAF), provides regional cover in West Africa. This service was established in October 2003 and has responded to many incidents and has also been utilised in several Members’ exercises. The service utilises a converted Bandeirante aircraft that can be fitted with a dispersant spray system and surveillance equipment package. The WACAF service is available to all Members with production and exploration facilities in West African waters by annual subscription. The range of the service extends from Angola to Côte d’Ivoire, 150 miles offshore. Equipment Response Equipment Oil Spill Response’s equipment stockpile includes some 10 km of offshore boom and 18 km of inshore Boom, 150 recovery devices and 37 pumps and ancillaries. Our equipment has been chosen to give a balance between onshore, near shore and offshore incidents across a range of oil types and weather conditions. Equipment Hire As the global search for oil continues, Oil Spill Response continues to supply Tier 1 equipment for coastal protection and immediate local use offshore. Packages were deployed to even more countries than in 2007, including Denmark, Indonesia, Iran, Libya, Mauritania, Morocco, Philippines, Scotland, Uganda and Wales. Equipment included booms, skimmers, floating storage tanks, dispersant spray systems and dispersant, all terrain vehicles and personnel protective equipment. Equipment Audit Assessment All hires are supported by Oil Spill Response providing operator training in the theory, use and maintenance of the equipment. These take place in situ, sometimes onshore and other times offshore. For equipment on hire for long periods, maintenance and additional training are provided. Should a spill occur, all hire contracts are supported by our Technical Advisory Service through our regional and global response locations.

Outsourcing Through outsourcing, Oil Spill Response takes responsibility for the operation and management of a Member’s entire response operation. Audits are undertaken to determine requirements, specify equipment and validate logistics arrangements. Oil Spill Response specialists are responsible for training local personnel, maintaining the equipment and ensuring a viable response structure, conducting drills and exercises. Several long term contracts are currently in place. In the event of a response, Oil Spill Response will provide personnel in line with the Service Level Agreement (SLA) as detailed on page 28. All new personnel undertake an intensive period of initial competency based training which leads to the award of an Occupation Standard as a Spill Response Specialist. Technical Advisor One key service that our Members can expect in the event of an oil spill incident is sound technical advice. Oil spills are our business, and our commitment to you is the provision of technical support to help you deal with the situation in the best possible way. Oil Spill Response’s on-site Technical Advisor

The Technical Advisor service was used 15 times on a range of incidents in 2008 in Africa, Denmark, Dubai, Gibraltar, Kuwait, Singapore and UK. The feedback from our Members has been very positive.

In the past, this has been done using the Duty Manager as a point of contact. Members now have also the opportunity to request additional technical advice on site at no cost for the first 48 hours of a spill or potential incident. These critical early hours often make the difference to the effectiveness of a response. The availability of this service means that, in addition to the normal advice from our Duty Managers, Members can now call for our initial support on site without worrying about the financial implications of taking that decision. If the spill develops into a full response after 48 hours, then normal response arrangements will resume but by that time the advice offered will have contributed to the most effective response planning and assure the response management team of the best technical approach. In order to assist our Member companies in maintaining their preparedness, Oil Spill Response offers free of charge an Annual Preparedness Review (APR) visit by a suitably qualified/experienced member of staff. This service is available to one location per annum for each Member company. The APR visit takes approximately half a day and will aid the location in assessing its level of preparedness. Our commitment is to the ongoing delivery of service excellence. We have continued to meticulously gather and interpret feedback from our course delegates, so as to rigorously measure our effectiveness and determine the quality of our services. Continued Recognition – Added Value

We recognise the importance of real life spill experience when providing training to our customers. Our training staff are taken from the Operations Department and have all been involved in actual response operations, giving them first hand experience to share with delegates.

Adding to our array of accreditations, we are delighted to have had our new ‘UK Response and Control’ course recognised by the UK Harbours Masters Association (HMA). Delegates who pass the course will be awarded 40 UK HMA CPD points while delegates who opt for and pass the Assessment Option will gain a further 40 points.

Assessment Options – Assurance of Competence In 2008 we introduced Assessment Options to our flagship Clearance Course, where delegates can choose to be assessed against an oil spill response occupational standard under our Offshore Petroleum Industry Training Organisation (OPITO) approved competence management system. Successful candidates are awarded an OPITO certificate of competence. This Assessment Option has proven to be very popular; in 2008 we were pleased to award certificates to 31 successful delegates. Based on the success of the Assessment Option and to satisfy industry demand, we will incorporate Assessment Options in four more courses in 2009:

Oil Spill Refresher

To provide a comprehensive refresher of the technical and regulatory aspects of oil spill response for personnel who have previously attended oil spill training. This course specifically addresses the requirement of refresher training for UK Levels 3/3P-5/5P and in addition, provides an opportunity for international delegates to refresh IMO Levels 1-3.

Advanced Spill Management

To take a frank and honest stance on the subject of oil spill management, in particular, the highly significant initial 24 to 48 hours of a response to furnish participants with skills and insights only normally acquired after many years of oil spill management.

Incident Management

To provide incident managers and management professionals, with the knowledge and ability to effectively manage an incident using proven techniques, systems and tools. This course tackles the wider managerial context surrounding events (or series of events) that require organised response actions to prevent or minimise the impact of such incidents.

Inland Oil Spills

To provide delegates with the knowledge and practical understanding of the different factors and complex interactions that can affect the behaviour and impact of inland oil spills; detailing response techniques and guidelines to ensure the minimisation of environmental impact from any inland oil spill.

Environmental Advisors Field Course

To provide delegates with the knowledge to mitigate the effects of oil spills on the environment and critically evaluate and compose their own response strategies to ensure achievement of a net environmental benefit.

DECC Level 1 – On-Scene Commander

To give offshore personnel, who would assume the role of UK off-shore On-Scene Commander, an introduction to different aspects of oil spills such as UK regulation, reporting procedures and response options.

DECC Level 2 – Corporate Management

To provide delegates with the knowledge to undertake the role of the corporate decision maker during an incident, which will include a detailed understanding of the role of the SOSREP and the activation of the OCU. The course presents a high level overview of response issues and priority setting.

DECC Level 3 – On-Shore Emergency Responder

Oil Spill Response will always endeavour to provide some level of response to all Members within the constraints of the available resources. Response to Non-members is at the discretion of the Board and is not guaranteed. Non-members are not authorised to quote Oil Spill Response resources in their plans. Response Services

The response is provided from the total pool of response personnel funded from agreed SLA budgets and self funding preparedness activities. Equipment will be taken from the most appropriate location to provide the most effective response. Technical Advisor On request and at its discretion, Oil Spill Response will dispatch a Technical Advisor to support any Member that is responding to an incident or potential incident. This will be provided at no cost for the initial assessment period normally of up to 48 hours. A confirmatory exchange of emails will be sufficient to mobilise the Technical Advisor. The service is provided under the terms of the Participant’s and Associate Agreement as applicable. In the event that a full response is subsequently initiated, terms and conditions, including rates, will be as per the relevant Participant’s and Associate Agreement. Paolo Linzi Chairman paolo.linzi@eniuk.co.uk Paolo has been Oil Spill Response’s representative for Eni over a number of years, becoming a member of the Board of Directors in 1996 and then Chairman of the Board of Oil Spill Response in 2007. He was until recently the Safety, Environment and Quality Vice President of Eni Exploration and Production Division based in Milan. In that role he was in charge of co-ordinating at HQ level emergency preparedness programmes for the activities of the division worldwide. Paolo is now managing a programme aimed at consolidating Asset Integrity practices within Eni E&P.

Archie Smith Chief Executive & Director archiesmith@oilspillresponse.com As Chief Executive Archie is responsible for all aspects of the management and stewardship of the Company, and as a Director he works with the Board to develop and implement the strategic direction. His continuing focus is to lead and direct Oil Spill Response in responding to the challenge of changing industry requirements, and to deliver an increasingly wide range of world class response and preparedness services to our customers. He has been a driving force in cementing global collaboration between industry-owned co-operatives to strengthen the effectiveness of oil spill response world-wide.

Lindsay was appointed a director in 2003 and also serves as Company Secretary. She was previously the General Manager in Southampton.

DavE Salt Operations Director davesalt@oilspillresponse.com Dave joined the Company after serving in shipping with BP Tankers. After a period of time in operations he spent 2 years at a marine terminal as Pollution Officer, responsible for engineering and response management. He returned to Southampton until 1992 when he was seconded to East Asia Response Limited in Singapore to establish the base. He is currently the Operations Director and is a member of the Board of Oil Spill Response. During his service with the Company, he has been involved with many spill incidents and a wide range of preparedness projects.

Richard tutton Chief Financial Officer richardtutton@oilspillresponse.com Richard is a Chartered Accountant, having qualified with a “big 3” firm. He has worked for a number of engineering/ technology businesses, and most recently as the Finance Director of an international electronics company, which he left on completion of a successful trade sale. Richard has responsibility for ensuring the financial integrity of the Company and the delivery of relevant, reliable and timely management information and financial strategy papers to the Executive Group, the Board and the Shareholders.

Rob James Regional Director, Southampton robjames@oilspillresponse.com Prior to joining the Company, Rob was the Managing Director of an environmental technology spin-off from a major nuclear corporation before moving into the waste management services sector, where he had experience as the General Manager of a growing hazardous waste business. Rob joined Oil Spill Response, Southampton as Regional Director where he is currently responsible for operations in Europe, Africa and Middle East regions.

Declan O’Driscoll Regional Director, Singapore declanodriscoll@oilspillresponse.com Declan was previously Vice President North Europe at Geoservices based in Aberdeen. He was an Area Manager for the company in North East Asia. During this period, he was also the General Manager for a joint venture with a Chinese national oil company providing technical support to the region’s offshore industry. Declan joined Oil Spill Response, Southampton as General Manager and moved to Singapore office as the Regional Director where he is currently responsible for the Asia Pacific region’s activities, building on his significant previous experience.

A maritime lawyer by training, Thomas has more than 10 years of international project management experience in marine environmental issues. Previously coordinating the Company’s advocacy activities, drawing from his previous experience working for the International Maritime Organization as well as environmental NGOs; he has been managing and developing the growing portfolio of Training & Consultancy activities in Asia Pacific since moving to the Singapore office in 2006.

Alam holds a degree in Maritime & Logistics Management and a diploma in Marine Engineering. He has working experience in both the marine engineering and maritime sectors. Prior to joining the Singapore Training team, Alam was involved in several oil spill exercises in Singapore and internationally. In 2008, he responded to a major oil spill in Yemen. With his maritime background coupled with his spill knowledge and experience, Alam now delivers spill response courses globally for customers.

Philip joined the Company as a Trainer. Previously, he was with Semco Salvage and Marine Pte Ltd/Singapore Oil Spill Response Center (SOSRC) as Salvage Administrator / Operations Superintendent for 10 years. Besides the administrative and operational functions, he has also delivered training courses for SOSRC Members, and attended to a number of spills, including the Evoikos and the Natuna Sea oil spill incidents.

Lee joined Oil Spill Response with a BSc honours degree in Maritime Shipping. Alexander Nicolau Technical Advocacy Advisor alexandernicolau@oilspillresponse.com A chemist by training, Alex has eight years of intensive experience in marine pollution. He worked at the IMO/UNEP centre REMPEC in Malta then joined ITOPF in London. In that time, he responded to incidents on behalf of P&I Clubs and IOPC Fund, and delivered training and advisory work in more than 20 countries. Alex moved to Singapore in 2006 and he is responsible for Technical Advocacy activities in Asia.

As Response Manager, he oversees oil spill response readiness, HSE, staff training and exercises. In Projects he oversees equipment assessment, leasing and deployment training. Yew Weng has led responses to numerous spills in Asia Pacific involving aerial dispersant application, equipment deployment and integration into Members’ Incident Command Management teams. He has presented several papers in international oil spill response related conferences.

Ahmad Hakim Bin Salleh Spill Response Specialist hakim@oilspillresponse.com With a marine engineering background, Hakim joined the Company as a Spill Response Specialist and has participated in several major spill incidents. Currently assigned to Business Projects, his duties include supporting equipment leasing and deployment training around the region. In 2008, he was attached to a drilling platform in the Philippines during oil exploration in support of oil spill preparedness activities.

With a marine engineering background, Hong joined the Company more than 12 years ago. He has gained considerable oil spill response knowledge and skills through participation in numerous spill incidents. His daily role includes equipment maintenance and coordination of the OHSAS 18001 system.

Jamal comes from a marine background and has been involved in several major oil spill incidents in the region. With first-hand practical experience, Jamal is actively involved in conducting the internal training programme for Singapore’s staff and external manpower as well as supporting the Training Department in the delivery of courses for oil spill preparedness.

Lee Nai Ming Spill Response Specialist leenaiming@oilspillresponse.com Nai Ming holds a Civil Engineering honours degree and has an array of experience in emergency response, planning and project management from his previous employment in the Singapore Civil Defence Force and the construction industry. He has participated in several local spill exercises and was recently involved in the Gibraltar cleanup in October 2008. His daily responsibilities include stewardship of workplace safety and conducting technical studies to enhance response readiness.

Hanafi has over 20 years of sea-going experience having served as a Marine Engineer in various shipping companies. He has responded to many international spill incidents. In 2008, Hanafi successfully completed a 3-month attachment to Maritime New Zealand. He recently completed a secondment with ENL in Sakhalin, Russia.

Wilson graduated with a B.Eng (Hons) in Chemical Engineering. Wilson was a senior officer in the Singapore Civil Defence Force prior to joining Oil Spill Response. Since joining the Company, he has participated in the Competency Occupational Standards Programme and was involved in spill responses in Angola and Yemen.

Jean is a member of the Response Readiness team in Singapore. She currently oversees the IT infrastructure and maintenance of the base facilities. Jean has also assisted in the implementation of the new equipment database programme. Since joining the team, Jean has attended to spills in Korea, India and Philippines.

Qiuhui holds a degree in Environmental Engineering and has attended a number of responses in India, Korea and Libya. She has also delivered several integration workshops for new members in various countries in the region. Qiuhui has recently completed a secondment in Southampton as part of the Duty Manager Rotation programme. In May 2008, she participated in IOSC in Savannah, USA.

Swee Huang has recently completed her rotation to the Southampton base as part of the Duty Manager Rotation programme. She assisted in the proofreading of two IPIECA papers translated into Chinese. In May 2008, she presented a paper in IOSC in Savannah, USA. Swee Huang holds a degree in Chemistry and a masters in Environmental Technology.

Since joining the company, Zerlina has worked and contributed to the progress of the Business Projects team. More recently she has also taken on the additional challenge of handling Membership matters. In 2009 Zerlina will rotate into the Operations Department as a Spill Response Specialist widening her commercial perspective in the area of response activities.

Southampton Corporate Vernon Hartley Security Supervisor vernonhartley@oilspillresponse.com Vernon is responsible for the security team which provides 24-hour security cover at the Southampton base. He also carries out various administrative duties.

She is a member of the Chartered Institute of Personnel & Development and holds a masters in Manpower Studies.

Laura joined the Company in late 2005 as a Business Studies Graduate and worked in the Training Department for a number of years. Laura is currently working with the HR Department after becoming a graduate member of the Chartered Institute of Personnel & Development. Laura is responsible for assisting both the HR Manger and Regional Director and is also a Duty Administrator in the event of a spill.

Andy first joined the Company in 1989 following 10 years as a Deck Officer in the UK merchant navy. He has worked both in industry and government, managing a Tier 1 response base for BP and as a Counter Pollution Officer for the UK Government respectively. He has tactical response experience gained at over 25 spills in UK and Europe, and was the Company’s Principal Trainer and Consultancy Business Manager prior to his current assignment.

Previously, Benjamin worked for CEDRE and conducted preparedness projects including contingency planning, risk assessment studies and development of operational data sheets. Benjamin is a French national and also speaks English and Spanish.

Sarah joined the Company with a BSc (Hons) in Geography and several years’ consultancy experience. Sarah joined the Technical Solutions Department and is currently undertaking a secondment into Operations. After completing the Company competency-based training, she has attended to spills in the UK and assisted with the movement of equipment to Libya for the logistics department. Sarah is now a logistics response specialist within the Operations Department.

A mechanical and marine engineer with over 10 years’ experience, Andi has attended several UK and international spills. He has been seconded to the Projects Department where he was responsible for leading preparedness projects in Ireland and sourcing equipment for projects worldwide. He has delivered training in Kazakhstan and led numerous exercises worldwide.

After completing the Company Competency-based training, she visited customers in Tunisia and Ghana on behalf of the Projects Department. Hannah has also attended exercises and spills in the UK and assisted with the movement of equipment to Libya for the logistics department. Upon finalising a full PPE review, Hannah is now heading up the cold weather working group within the Operations Department.

During his time with the Company, he has attended and managed differing elements of spills and incidents. These roles have included aerial observer, technical advisor and spill manager at response incidents around the world for oil companies, governments, shipping companies and P&I clubs. Currently, he is responsible in ensuring the Company’s response readiness capabilities.

Mark Harvey Senior Spill Response Specialist markharvey@oilspillresponse.com Mark joined the Company with 17 years’ engineering background. He attended the Tasman Spirit incident in Pakistan, numerous spills around the UK, and was Team Leader on standby operations in Libya. Mark has been involved with numerous installation and training projects including Ireland, Benin, and Iran. Mark completed a 2 year secondment in Kazakhstan, where he responded to spills, planned and ran training exercises, supervised and developed local staff, and carried out auditing and consultancy.

Andy joined the Company after a 23 year career as a marine engineer with the Royal Navy. He has attended major spills in Georgia, Cameroon and Yemen as well as various smaller spills in the UK. He has also been involved in project work in South Africa, Kazakhstan and Yemen as well as having had a secondment with MSRC in the USA. Recently he has just completed a 14 month secondment to Russia working as the Base Manager for a large oil export facility.

Michael has a masters degree in Environmental Science and is currently the Industry Technical Advisory Committee (ITAC) Coordinator. Through his time with the Company Michael has been seconded to the Readiness group, focusing on the standardisation of operational response procedures across Southampton, Singapore and Bahrain. Michael is a trained Logistics Response Specialist and has recently attended spills in Scotland, Gabon and Libya specialising in technical advice on environmental impacts of oil spills.

He is a trained assessor and verifier, ensuring all staff have the skills and knowledge for their roles.

Since joining the Company, Norman has attended spills in Singapore, France, the UK, Spain, Pakistan and Equatorial Guinea. He has attended offshore training in Ireland and is currently working with the Support Team in the Operation Department.

Equipment Stockpile Safety, Communication and Command Application Oil Spill Response have a range of communications equipment suitable for when setting up a field command post and keeping in touch with advanced field posts, whilst being able to relay information back to headquarters. VHF Base Stations and VHF Repeater Stations are compatible with all internationally recognised marine VHF simplex channels together with semi-duplex channels. Oil Spill Response offer Satellite Communications Packages, Broadband Global Area Network (BGAN), which is provided by INMARSAT to allow internet access from virtually all areas of the world except for polar regions. Equipment Stockpile Booms Application Oil Spill Response have a range of booms that can be used for offshore, near shore, or shoreline responses. Due to differing operational conditions a variety of boom types are held in the stockpile. Offshore booms are larger and made using a heavier duty material. During offshore containment and recovery, if storage vessels are not available, recovered oil can be temporarily stored in inflatable barges. These come in two sizes; 25m3 or 50m3. Waste Containment tanks are also available with a capacity of 9m3 which can be used in conjunction with a heating system capable of heating oil with a high pour point when recovered during offshore or shoreline recovery. Equipment Stockpile Recovery devices Application Oil Spill Response have a large range of recovery devices that are used on light, medium and heavy oils. Oleophilic, weir and mechanical skimmers provide the ability to recover a range of oil types in a variety of environments. Skimmers should be used in conjunction with containment booms where slick thickness is increased to maximise recovery efficiency. When choosing a skimmer type the oil viscosity, propensity to emulsify and expected operational conditions should first be identified. Factors such as size, robustness, ease of operation, and necessary maintenance should be assessed. The most important factor is the viscosity of the spilt oil and how it might change over time. FEE STRUCTURE

Scale of Fees - Terms and Conditions DEFINITIONS Period of Hire The total period of hire includes the time from which the equipment leaves the response base until it is returned to the same base or to a nominated port or airport if so agreed. Response Base The Response base means the oil spill response base at Southampton, Bahrain, Singapore or elsewhere as may be determined by Oil Spill Response. Daily “In Use” Equipment shall be deemed to be “In Use” in respect of any period during the period of hire in which the equipment is in use and not in transit or on standby. Daily “On Standby” Equipment shall be deemed to be “On Standby” in respect of any period during the period of hire in which the equipment is in transit or on standby or otherwise not in use. Length of Day (Equipment) Where the equipment is in any one day part of the time “In Use” and part of the time “On Standby” then in respect of that day the higher rate shall apply. Length of Working Day (Personnel) Oil Spill Response promotes safe working practices and must ensure the safety and welfare of its staff particularly when operating in the high levels of activity of an oil spill incident. The working day is therefore limited to 10 hours. Should extended hours become a necessity it is a management responsibility to ensure that the appropriate number of staff are deployed to permit an effective shift system to be operated.

TERMS AND CONDITIONS Administration / Handling Fee There is no administration/handling fee for Members. A 15% fee will be charged to Non-members on all third party costs including but not limited to consumables, chemical dispersant replacement cost, aviation charter costs and direct operating costs for aviation activities. Aircraft Charter In the event that a chartered aircraft is required this can be organised through a dedicated broker. Payment from Members is due within fifteen days. Non-members may be required to pay in advance.

Cap on Hire Charges Hire charges will be capped at twice the replacement cost of the equipment however rehabilitation, repair and maintenance costs will continue to be charged in the normal way at the end of the period of hire. Once the capped value has been reached there may be an option to purchase the equipment at replacement cost, the terms for which will be agreed at the time. Chemical Dispersant Chemical dispersant will be charged at replacement purchase cost plus all procurement fees. Non-members will be charged a fee of £2,000 for access to dispersant stocks. The hire of dispersant in support of exploration and similar activities is only available to Members. Consumables All consumables will be charged at replacement cost. Deployment of Equipment All equipment deployed by Oil Spill Response will be accompanied by an appropriate number of Oil Spill Response staff for the duration of its deployment. Hercules L382G Aircraft The Hercules aircraft are available for both dispersant spraying and cargo operations. The quoted rates apply in respect of ‘normal’ response operations where the aircraft is deployed and utilised in response flights for up to a maximum of 10 days. Daily charges for non flying standby periods of greater than 10 days duration will be charged at $15,000 per day and will require special consideration. This option is only available to Members. In the event of a prolonged deployment the mobilising party must pay for sufficient flying hours and direct operating costs to ensure crew currency and aircraft reliability is maintained. In addition, the mobilising party may be charged if a replacement aircraft is required to cover other operational/contractual commitments which are dependent on the availability of the Hercules L382G aircraft. The Hercules aircraft are insured by the service provider however if any additional premium is payable due to the nature of a specific operation this will be recharged to the user.

Invoicing Invoices will be issued on completion of the response or, in the case of a prolonged response, invoices will be issued monthly. Oil Spill Modelling Fees for oil spill modelling are based on the assumption that Oil Spill Response is provided with all necessary maps and relevant information (including but not limited to weather, currents, etc) by the customer on a timely basis. Payment Payment is due within 30 days of the date of receipt of the invoice. Payments still outstanding after 30 days shall bear interest at 3% above the HSBC Bank plc, London base rate current from time to time during the period in question until payment is received. Rates The rates contained in this Scale of Fees apply solely to response incidents. Rates for all other services are available on request. Rehabilitation of Equipment The costs of cleaning and rehabilitating the equipment will be invoiced following completion of the rehabilitation and will include all materials, services and manpower costs. Withholding Tax All rates are shown exclusive of VAT and any other taxes including, but not limited to, withholding tax and royalties. If any deduction or withholding in respect of tax or otherwise is required by law to be made from any payment the invoice will be revised accordingly so that, after such deduction or withholding is made, the payment received is for the same amount as it would have been in the absence of any requirement to make such a reduction or withholding. Shared Responsibilities during an oil spill response

Efficient and Effective Response The Duty Manager will: Agree a suitable package of equipment and personnel with the customer and agree if a Technical Advisor is required Fax equipment list and daily hire charges to the customer Arrange air transport of the equipment and personnel and advise customer of estimated time of arrival Inform customer of logistic requirements: Boats for deployment Helicopters Road transport/hire cars

The Customer will: Ensure the response team is met and directed to the command centre Provide transport for the equipment from the arrival airport, or other location, to the equipment storage area, vessel or worksite Provide accommodation for the response team Ensure that insurance cover is provided for equipment against any loss or damage Ensure that there is a response management team in place

Advise customer of names of Duty Manager and all personnel Request assistance with immigration and customs if required

Effective response is dependent on all of the parties involved in an incident working together. In most cases a response is a multi-agency activity that includes the Government, industry, response organisations and other interested parties. The scale of the response will be dependent on the scale of the event. The level of complexity of an incident response will require co-ordination between all parties to achieve the desired result. This may include, but not be limited to, flight clearances, customs, immigration, visa, material handling and other support activities. Oil Spill Response will work with the responsible party or contracting party to achieve the most effective response possible.
