Dear Friends and Colleagues The global economic instability hit everyone hard last year, and for us it presented some major challenges but we handled them well and I think we are in a stronger position to face 2010, our 25th year! We managed our way through a difficult year and in fact brought about major development by continuing to focus on our core business and what we are good at. I have said on a number of occasions that a clear understanding of our strategy and clarity of purpose are essential; it was fundamental in 2009 and was manifest by: Ensuring that we have the best people, committed to leading the field; and in growing their capability and demonstrating this through our accredited competency based training programmes. We continue to be used more by Shareholders and are becoming more involved in broader emergency response management service activities such as incident command. Our striving to get closer to the customer; we have expanded our presence enormously in West Africa through projects in Ghana and Nigeria, and since the opening of our office in Jakarta have already attracted new Members. Continuing to put significant effort into our training capability; this continues to grow particularly in the delivery of accredited courses. Ongoing and increasing demand for our technical services, notably the Technical Advisory service which is widely respected and now an integral part of our service delivery.

We have been active in developing relationships between other Tier 3 industry owned response organisations and have established a relationship with NOFO in Norway and an Alliance with the Australian Marine Oil Spill Centre. The well control incident and oil spill in the Timor Sea very quickly served to illustrate the benefits of such co-operation. 2010 represents a significant landmark in our evolution and sees the 25th Anniversary of the Company’s foundation. During that period there has been major change within the industry and I have personally seen the Company grow from a single site operation of 30 staff, to one that is truly global with 140 expert personnel operating from multiple sites around the world. Whilst increasing capability we have throughout that time managed to retain fees within inflation, to absorb mergers - and consistently add value to our shareholders. We have a continuing story to tell, and we shall deliver more of the same high quality service; consistently but always looking to improve. We are still foremost a spill response company and we never forget the importance of being able to respond. In 25 successful years we have never let our customers down. Our assurance for the future is that with this constancy of purpose we shall continue to focus on the development of an increasingly expert spill response service ensuring you are well prepared and have access to the best response capability.

NON-EXECUTIVE Chairman’s Message

It is a great honour for me to take over as Chairman of Oil Spill Response in its 25th year. The Company has been well looked after by my predecessor Paolo Linzi who steps down after a very full three years. He has led a competent and committed Board of Directors which has worked hard and is focused on ensuring the Company has a sound strategic direction and that its resources are well looked after. The Company continues to grow and provide more added value to shareholders. In the last 25 years we have seen the transformation from a single site operation to one with real global cover, putting more

resources closer to you in many parts of the world. We are truly a “Global Company with a Strong Regional Focus”. The last year has been difficult as was expected and we believe that 2010 will not be too much different. We are confident however that the Company is well resourced with excellent people, has a good strategic plan, is well managed and will continue to carry out the important role you expect of it. I am grateful to Paolo for the hard work he put in over the last three years and I look forward to working with the Board of Directors, the Executive Management and all the staff in the future.

Our Mission and Charter which together set the strategic intent of Oil Spill Response have been agreed with the Shareholders and can only be changed by them.

Mission Statement

The Mission of Oil Spill Response is to provide resources to respond to oil spills efficiently and effectively on a global basis. Our Charter Oil Spill Response will continue its pursuit of excellence in providing cost effective oil spill response, training and consultancy services.

Vision

Oil Spill Response will work towards improving communication, awareness of resources and capabilities, and where appropriate, encourage mutual support among the global population of international Tier 3 oil spill co-operatives.

These efforts will enhance Oil Spill Response’s ability to deliver the quality of services required by its Shareholders.

Our Vision is that in Oil Spill Response we shall:

Maintain a suitably sized and trained workforce to satisfy customer demand. We shall position ourselves by developing our expertise to deliver a broad range of oil spill services in preparedness and response activities.

Have a suitably sized training service recognised as setting international standards for both our internal and external training. Continued delivery of premium end training will differentiate us from other providers.

Be closer to our customers by developing a presence in locations around the world where the demand for our resources (both personnel and equipment for preparedness and response) is required.

Be the provider of choice for technical solutions to oil spill issues for the majority of our Shareholders. The services will be predominantly in the areas of preparedness and response, and will generate a significant contribution to Shareholder fees.

There are a great many factors that influence the business and our ability to achieve our objectives. That does not change our focus on the key issues of our people, the customer, good financial management and the importance of the tiered response structure to our strategy. Customer Engagement

Effective customer engagement is a must for Oil Spill Response if we are to deliver on our commitment to be a ‘global company with a strong regional focus’. The challenge is significant: Oil Spill Response now has 35 Participant Members and 73 Associate Members across the globe. We also must extend our engagement to a wide range of industry and government organisations. Customer engagement for Oil Spill Response means taking the opportunity to listen to our Members and better understand their needs and issues as well as giving us the ability to explain what we do and how. It also allows us to ask the question fundamental to all service-based organisations:

Offices/ Bases To understand the practical issues and priorities facing local business units, it is vital that we continue to get closer to our customers around the world. In this respect we have made considerable progress in recent years with the opening of representative offices in Aberdeen (2006) and Indonesia (2009) and a forward Tier 3 operational base in Bahrain (2007). We have also had dedicated West Africa and North Africa representatives since 2008. Customer Contact Programme In 2009, we put in place a formal Customer Contact Programme to recognise the need to better structure the ways in which we engage with Members both strategically and operationally. The importance of engaging Members at a strategic level is met with our Executive Interface Programme in which a senior executive from Oil Spill Response will meet with every Shareholder as well a number of key stakeholders at least once a year to explain our activities and strategic direction as well as discussing industry issues and trends and how they impact our mutual strategies in the future.

OIL SPILL RESPONSE

Oil Spill Response holds an integration workshop for all new Members within one month of their joining the Company and an Annual Preparedness Review at one location for each Member. These meetings have a very operational focus ensuring the Member understands the entitlement and benefits of being a Member and how to avail themselves of our response and preparedness services. Information Day Each year, we hold Shareholder Consultation Days which are linked to either of our Annual and Extraordinary General meetings held in June and December respectively. Members have the opportunity to discuss and give their views on current strategic issues facing Oil Spill Response. In June 2009, issues covered included aviation, occupational training standards, regional initiatives and the value of Preparedness activities.

Through Advocacy we are able to harness the collective response expertise of the Company and the wider response community and communicate the output as industry best-practice through a programme of engagement with our stakeholders. Our network of engagement extends well beyond our industry ownership and includes representatives of the relevant authorities and other governmental and non-governmental stakeholders with whom we can build relationships and develop partnerships for our shared aims.

Communication

The International Convention on Oil Pollution Preparedness, Response and Co-operation (OPRC), acknowledges that whilst the industry has resources and capability to respond to major oil spill incidents, it is only by working collaboratively and with the support of the local and national authorities in charge that the most effective response can be achieved.

To this end four key messages have been developed which encourage the adoption and implementation of the OPRC and other oil pollution related conventions. Oil Spill Response will continue to utilise its expertise and resources, using a variety of platforms and media to promote the principle of partnership, channelled through the following key messages, on behalf of our Members.

Ratification We support the International Maritime Organization (IMO) and International Petroleum Industry Environmental Conservation Association (IPIECA) in their efforts to encourage ratification of the relevant international oil pollution conventions, principally the OPRC 90, CLC 92 and Fund 92.

Our people Utilising our services gives you access to the combined expertise of more than 140 individuals who make up our global talent pool. You can be sure of working with highly skilled and experienced personnel. Our people come from a wide variety of backgrounds and this provides the diverse blend of skill sets necessary to meet our Members’ evolving needs. In addition, our people are trained to internal standards under our Approved Competency Management System (ACMS), which parallel those of the international oil industry and have been accredited by the Offshore Petroleum Industry Training Organisation (OPITO). Our personnel have either gained or are working towards these standards which fit specifically within the Incident Command System (ICS) structure. To demonstrate that they have achieved the required competency standard, our personnel have to provide documented

evidence of their experience and expertise. This provides assurance that they are highly capable of providing the expertise required by our Members. The competency of our response and preparedness teams is further demonstrated by their practical experience of responding to many oil spill incidents around the world. Oil Spill Response maintains a distinguished track record of responding to over 350 oil spill incidents all over the world in the past 25 years and we will expect to extend that record. Each incident provides an excellent opportunity for us to share advice and expertise. As a global leader in the provision of oil spill preparedness and response services, our focus is on how our services can contribute to the continued success of our Members’ operations. The ability to develop and implement additional value added services is a key cornerstone of our strategic plan. We have been constantly developing our services and ensuring that they are backed by quality resources and personnel. Much effort has been invested into a range of activities to foster a constant state of readiness for our Members.

Preparedness Preparedness is key to an effective response. Should any core element of preparedness be found inadequate or missing, a successful response outcome may not be achieved. Only by continually reviewing, updating and testing all the elements can companies ensure they are truly response ready. Oil Spill Response offers a full selection of preparedness services that can help to ensure an organisation is ready to respond should an oil spill occur.

Technical Advisory

Response Expertise

One key resource expected during an oil spill incident is sound and expert practical technical advice. Oil spills are our business and we are committed to providing the technical support to help you deal with the situation in the best possible way. Good decisions made in the critical early hours often make the difference to the effectiveness of a response.

During a response, Oil Spill Response will provide personnel in line with the Service Level Agreement detailed on page 30. Globally 64 personnel are dedicated to our Response Teams with a further 21 experienced response staff delivering training, consultancy and other services. In total, Oil Spill Response has over 20 managers with on-site incident management experience gained from over 350 spills in more than 20 countries over the past 25 years.

Members can request one of our technical advisors on site at no cost for the first 48 hours of a spill or potential incident. In 2009 this service has been used by 13 companies for a total of 15 times in locations ranging from Australia to Indonesia, the Caribbean and West Africa.

Be it response, secondment of our personnel into industry, contingency planning support, external training or maintenance of leased equipment, our people are experts in their field.

A successful response relies on the presence of a clear organisational structure supported by competent personnel. Our people are trained to meet the challenges of working within a unified command structure. We currently provide expertise to a number of Members by assigning our people to specific dedicated roles in the management command structure of Regional Response Teams. This allows Members to readily draw on the extensive knowledge and experience of our people who are on hand within the command centre.

Responding to major incidents around the world involves a high level of competence in logistics. Our teams have gained extensive experience over the years in moving large volumes of equipment by air, road and sea. The rapid movement of equipment is vital to effective response. Prompt equipment mobilisation is achieved by equipment being customs-sealed and stored in aircraft pallets ready for efficient handling and transportation from our aviation secure sites by either Hercules aircraft or chartered commercial jet freighter.

This expertise is available to and is being used by our Members to S upport and supplement the existing structure in the event of a response P rovide expert guidance on the key issues and undertake management of the incident M aintain drive and energy throughout long running incidents by providing replacement personnel.

Oil Spill Response maintains a long term partnership with operators for the provision of the Hercules aircraft in the UK and Singapore, ensuring global, wide area, high volume dispersant application operations in minimal response time. To gain access to commercial aircraft, the Company contracts a leading commercial aircraft broker to monitor the charter market for available aircraft for our needs worldwide. Our broker’s charter services can also be utilised to rapidly transport response personnel or crew. Accessibility to remote locations poorly served by commercial services, and the flexibility to work to a tailored schedule can prove invaluable in the first hours of an incident response.

Dedicated wildlife response equipment packages are located at all three bases for initial response and external specialist wildlife responders are available through Sea Alarm.

Response to incidents require careful planning

Post Spill Monitoring and Waste Management A properly managed oil spill can quickly develop into a longer term project phase which requires strong technical awareness and sustained corporate commitment to achieve success. Tapping into the experience of our teams enables us to complement our proven emergency response services with project assistance in areas such as post spill monitoring programmes, remediation of habitats and waste management. Waste management is a key aspect of any response. Without an effective process in place, the resultant backlog will prevent ongoing recovery and stall the response process. Oil Spill Response is able to apply practical knowledge and experience of waste management to develop solutions to control waste from the recovery to final disposal stages.

Assistance with Claims Whether the costs of an incident are to be covered by internal budgets or recovered from insurance or third parties, there is a need to ensure records of decisions, actions, and costs are maintained to justify the expenditure incurred. Where an insurance claim is involved, documents need to be prepared and presented in a suitable manner to allow for prompt assessment and settlement. Having worked with relevant organisations such as the P&I clubs and IOPC Fund, we are familiar with spill response operations, logistical and contractual issues and how the various conventions, laws and agreements guide the assessment of the technical reasonableness of claims, making us well-positioned to support Members in claims handling.

The WACAF service was established in October 2003 and has since responded to many incidents and been utilised in several Members’ exercises. The service utilises a converted Bandeirante aircraft that can be rapidly fitted with a dispersant spray system and surveillance equipment package. The latter was completely replaced and additional satellite communications equipment provided in 2009. The service is available to Members with E&P facilities in West African waters. The service covers the region from Angola to Côte d’Ivoire, extending 150 miles offshore. Members have access to:

Electronic oil spill modeling forms an integral part of response risk assessments, oil spill contingency plans and exercises. The practical in-field experience and expertise of our personnel adds considerably to the realism of the output of the modeling work.

Oil Spill Response can take responsibility for running a Member’s entire response infrastructure. Reviews are done to determine requirements, specify equipment and validate logistics arrangements. We can also train local personnel, maintain equipment, and conduct drills and exercises to ensure that site resources are prepared for immediate deployment. Several long term contracts are currently in place. 2009 saw the implementation of bespoke turnkey Tier 1 and 2 response solutions for a number of locations including Ghana.

Sensitivity Mapping Supporting response teams in the Middle East

Environmental Sensitivity Mapping Sensitivity mapping is key to the oil spill contingency planning process. Provision of Equipment Hire and Specialist Personnel

Specialist Personnel Support Mergers, restructuring and the drive to maximise delivery at minimum cost has led to major changes in the structure of many oil and energy companies. Many are experiencing a shortfall in experienced and skilled oil spill personnel, putting the industry under severe pressure as it strives to improve its operational efficiency. Oil Spill Response has thus increased its capability to provide specialist support for long and short term projects to our Members.

Equipment Hire As exploration activities develop, Oil Spill Response continues to supply Tier 1 and 2 equipment for coastal protection and immediate local use offshore. In 2009, packages were deployed to countries including Timor-Leste, Libya, Morocco, Spain, Tunisia, the Philippines and the UK. Equipment includes booms, skimmers, floating storage tanks, dispersant spray systems, dispersant, all-terrain vehicles and personnel protective equipment.

Equipment is identified and supplied according to the risk profile of the operation and resources available in the region. All equipment provided by Oil Spill Response is supported with operator training in the theory, use and maintenance of the equipment. Training takes place in situ, be it onshore or offshore. For equipment on hire for long periods, maintenance and additional training are provided. Should a spill occur, all hire contracts will be supported by our Technical Advisory and Response services.

What is the Competence Assessment Option?

Continued Recognition – Added Value

This was initially introduced into our flagship Clearance Course in 2008. We work with delegates individually or in small groups as opposed to presenting lectures. Delegates are thoroughly tested on their mastery of information and practical skills through a series of written tests, table top exercises, practical deployments and other interactive activities. Delegates are closely observed to evaluate their ability to perform essential job skills. Successful candidates are awarded a certificate of competence recognised by the Offshore Petroleum Industry Training Organisation (OPITO) as well as the usual certificates of attendance.

Oil Spill Response’s courses are recognised worldwide and many courses hold national and international accreditation. In addition to the accreditations (MCA Level 4/4P, DECC Level 4 and IMO Level 2) our UK Response and Control Course UOSR has been awarded UK Harbour Master Association CPD points. Delegates get to hear from experts from other industries such as shipping, marine, media etc, making the overall learning a very rewarding experience.

SERVICE LEVEL AGREEMENT The Service Level Agreement (SLA) defines the level and performance of the response services offered by Oil Spill Response to its Members. It sets the key performance standards for the delivery of response services and establishes expectations for those using our services. The SLA is defined and approved by the Shareholders.

Technical Advice / Spill Management

Spill management and advice is available 24 hours a day, 365 days a year. This service is available in conjunction with the people services highlighted under “Response Services” or separately. The staff will be selected dependent upon the skills required.

Spill Response Equipment

Available 24 hours a day, 365 days a year. Response equipment housed in secure facilities, customs cleared where required, ready for deployment.

World-wide Transportation of Equipment

Available 24 hours a day, 365 days per year. Two Hercules L382G aircraft (1 in UK, 1 in Singapore), available for loading within a maximum 4 hours from notification. Round-the-clock access to a global network of cargo and passenger charter services through a dedicated broker. Access to non-dedicated aircraft in Middle East to support aerial dispersant operations and equipment freight.

Oil Spill Trajectory and Tracking

On request and as part of spill response service. OSIS, OILMAP, ADIOS: trajectory, stochastic and backtrack modelling.

Available 24 hours a day, 365 days a year Oil Spill Response retains sufficient response packages to meet a wide range of response scenarios. Response is on a first come first served basis regardless of membership level. Oil Spill Response will always endeavour to

provide some level of response to all Members within the constraints of the available resources. Response to Non-members is at the discretion of the Board and is not guaranteed. Nonmembers are not authorised to quote Oil Spill Response resources in their contingency plans.

Global commitment

Technical Advisor

Oil spill response teams available 24 hours a day, 365 days a year. Equipment and logistics support to initiate, mobilise and sustain a response of all types of oil spill incidents.

On request and at its discretion, Oil Spill Response will dispatch a Technical Advisor to support any Member that has an incident or potential incident. This will be provided at no cost for the initial assessment period normally of up to 48 hours.

Oil Spill Response is also required to be able to respond to a second incident with a team comprising 1 Manager and 5 Responders. The response is provided from the total pool of trained response personnel funded from agreed SLA budgets and self funding preparedness activities. Equipment will be taken from the most appropriate location to provide the most effective response.

A confirmatory exchange of emails will be sufficient to mobilise the Technical Advisor. The service is provided under the terms of the Participant and Associate Agreements as applicable. In the event that a full response is subsequently initiated, terms and conditions, including rates, will be as per the relevant Participant or Associate Agreement. If the Technical Advisor is retained after the free (48 hour) period travel costs and expenses will be passed back to the Member.

He joined Hess E&P in 2005 and has recently moved into the role of EHS Competency Development Manager. He has been a member of the Oil Spill Response Board of Directors since June 2006.

David joined Oil Spill Response Limited in 1981 as a Responder. Following this he served for two years as Pollution Officer in Sullom Voe Terminal in the Shetland Isles. On his return to Southampton he took the position of Engineering Manager. In 1992 he was General Manager of East Asia Response Private Limited in Singapore during its development. In 1994 he returned to Southampton as Operations Manager and is now an Executive Director of the Company.

Lindsay has responsibility for monitoring and ensuring the commercial integrity of the business and fulfilling corporate governance responsibilities on behalf of the Non Executive Directors and Shareholders. She was appointed Executive Director in 2003 and also serves as the Company Secretary and Secretary to the Audit Committee.

Since qualifying as a Chartered Accountant in 1983 Richard has worked for a number of engineering and technology businesses. Prior to joining Oil Spill Response in 2006 he was Finance Director of an electronics company which he left on completion of a high-value trade sale. Richard has responsibility for ensuring the financial integrity of the Company and the design, delivery and interpretation of management information and strategy papers to the Executive Group, the Board and the Shareholders.

Declan worked extensively in Asia and Europe as a Geologist and Drilling Engineer in the exploration and production industry prior to joining the Company. He was initially General Manager of the Southampton Base before moving to Singapore to oversee the Company’s operations in Asia. Declan is responsible for engaging Members and stakeholders in Asia and delivering to them our growing range of Response and Preparedness services.

Prior to joining the Company, Rob was the Managing Director of an environmental technology spin-off from a major nuclear corporation before moving into the waste management services sector, where he was the General Manager of a growing hazardous waste business. Rob joined Oil Spill Response in 2003 as Regional Director UK where he is responsible for management of all personnel and services delivered in the Africa, Europe and Middle East regions.

Simon has the responsibility for the management and development of the Preparedness activities. His previous roles include business development and project management positions in marine services and subsea construction companies. Simon is a Naval Architect and Chartered Engineer.

Andy manages the Company’s Advocacy programme of stakeholder engagement. He joined the Company in 1989 following 10 years’ service in the UK Merchant Navy. He has also worked for government and industry as a Counter Pollution Officer for the UK Maritime and Coastguard Agency and as Manager for a Tier 1 response base for BP respectively. He was formerly the Company’s Principal Trainer and he has attended over 25 spills in UK and Europe.

Ann has 20 years of experience in HR covering recruitment, performance management, policies & procedures and training & development. She was previously the HR manager for a high-technology manufacturing operation before embarking on a parttime position as a Special Consultant due to family commitments. She is a member of the Chartered Institute of Personnel & Development and holds a Master’s degree in Manpower Studies.

An experienced Marine Engineer, Cam has gained extensive operational experience in many spills in over 20 years with Oil Spill Response. He was actively involved in the expansion of equipment recommendations and trials. Cam holds a NEBOSH qualification and is the focal point for HSEQ matters and facilities management for the UK.

Darren joined Oil Spill Response over nine years ago and has held previous positions in the Response and Technical Solutions Departments. He has been responsible for managing international spill responses, UK Response coordination and various large Preparedness projects. Darren has responsibility for business development and customer engagement for training and consultancy projects.

Elizabeth is a Chartered Certified Accountant based in Singapore and is responsible for the Finance and Management Accounts in the Asia Pacific region. Prior to joining Oil Spill Response, Elizabeth worked in both the auditing and commercial sectors. Elizabeth and her team work closely with UK colleagues to ensure the timely and accurate integration of financial data from the region into the Group Accounts.

Yew Weng heads both the Response and Projects Departments. As Response Manager, he oversees oil spill response readiness, HSE, staff development and exercises. In Projects he oversees equipment assessment, leasing and deployment training. Yew Weng has led responses to numerous spills in the Asia Pacific involving aerial dispersant application and equipment deployment as well as joining Members’ Incident Command Management Teams. He has presented several papers in international oil spill response related conferences.

Holding a portfolio with responsibilities for corporate governance and talent management, Monica has focussed on the development of staff retention and development strategies including most recently an important work life balance initiative. Monica oversees all aspects of corporate governance in the Asia Pacific region and also helped to establish our Indonesia subsidiary in 2008.

Nick joined the Company in 1981 and since that time has worked on oil spills and projects globally. He is responsible for the region of North Africa and has spent the majority of the last 12 months working in Libya and Tunisia. His role is to work with Members and other customers to ensure, via awareness and business development, that all aspects of their oil spill related business needs are met.

Rob joined Oil Spill Response over six years ago and currently heads the UK Consultancy Team. Rob has a scientific research background in Marine Biology and Ecotoxicology. Rob has a keen interest in environmental impacts of oil spills and has assisted with the Oiled Wildlife Response service for the last four years.

A Mechanical Engineer by training, Rob has over 16 years of experience in the oil and gas industry. Having joined the Company in 1997, Rob has held various posts including that of Trainer and Duty Manager where he was heavily involved in responses to the Prestige and the Tasman Spirit incidents. In 2006 Rob moved to Bahrain to set up and run the Middle East Regional Base.

Alam Syah joined as a Spill Response Specialist in the Operations Department in 2007. He was involved in several spill response drills and exercises, locally and overseas, and was part of the team that responded to a desert spill in Yemen in 2008. With his marine engineering and maritime background coupled with his oil spill knowledge and experience, Alam joined the Training & Consultancy Department as a Trainer and now delivers spill response courses globally.

Ali joined Oil Spill Response after spending 23 years as a Marine Engineer. Since joining, Ali has played a major part in the establishment of the Middle East Regional Base and continues to be a large contributor to its ongoing success. Ali has attended both local and international spills which have helped to develop the spill response knowledge now put to good use in his support of regional training courses.

A Mechanical & Marine Engineer with over 11 years’ experience, Andi has responded to many incidents in Cameroon, Gabon, Gibraltar, Libya and UK. Andi has also completed a secondment to the Projects Department leading Preparedness projects in Ireland and setting up equipment packages worldwide. He is currently seconded to AGIP KCO in Kazakhstan where he is responsible for responding to oil spills, overseeing equipment preparedness and implementing competency-based training.

Andy is part of the Operations Department where he has attended many spills worldwide and progressed to Response Team Supervisor and Duty Manager. Andy participated in many major spills and exercises for customers globally. He is now the Maintenance Supervisor responsible for maintaining and ensuring validity of licenses for the response equipment and vehicles in the Southampton base.

Andy joined Oil Spill Response in 2004 after a 23-year career in the Royal Navy as a Marine Engineer and has since attended major oil spills in Cameroon, Georgia, Gibraltar, Yemen, and various smaller spills in the UK. These spills included well blowouts, land and offshore spills utilising a range of response methods. Andy has also been working as one of Oil Spill Response’s Duty Managers.

Eric joined the Company after six years in the Merchant Navy as a Marine Engineer. He has a Bachelor’s degree (Hons) in Mechanical & Marine Engineering and has attended spills in the UK and overseas. He has also completed a secondment to Nigeria, managing a response base including training and maintenance. Eric is currently studying for a Master’s degree in Occupational Health and Safety and has recently joined the Training Department on a long term secondment.

Daniel is a Master Mariner with 11 years of tanker experience and had responded to several major oil spills. In his Advocacy role, Daniel builds and maintains strong relationships with international, regional and local stakeholders. He focuses on developing regional response arrangements by engaging with government agencies and the oil industry in Asia.

Daniel has attended numerous oil spills around the world fulfilling various roles from Beach Master to Technical Advisor. Daniel also completed a two-year secondment to the Training Department where he developed, wrote and delivered a range of courses. David graduated with a Bachelor’s degree (Hons) in Civil and Environmental Engineering. Prior to joining the Company, he was an offshore Project Engineer with ExxonMobil in Malaysia. David joined Oil Spill Response over seven years ago with a Geology and Marine Science university background. He has extensive consultancy experience, having delivered a range of contingency plans, capability reviews, exercises and spill modelling worldwide. He has also authored a range of technical papers, articles and international best practice documents.

David joined the Company with experience as a Marine Engineer with the Merchant Navy and the military. During a period of time within the Readiness Group he held equipment acceptance trials in Finland. He was also deployed to the Caspian as spill response advisor for a drilling operation on behalf of the Projects Department. David has also attended exercises and spills in the UK and Yemen and assisted with the movement of equipment for Operations and Projects.

Dennis joined the Company after 23 years in the Royal Navy as a Marine Engineer. Since starting at Oil Spill Response he has attended spills worldwide either as a Spill Response Specialist or as Technical Advisor. He completed an 18-month secondment within our Training Department before returning to the Operations Department. He is now on secondment to our Bahrain base supervising the operational readiness of the equipment and response staff.

Since joining Oil Spill Response, Edgar has attended spills in Singapore and Bahrain. His main responsibility is to ensure a constant state of readiness for all equipment in the Bahrain base. He also assists in training contractors, base logistics, warehouse maintenance and improvements and procurement of parts and supplies needed for maintenance of all Company equipment.

She has implemented the upgrade of PPE and as chair of the Extreme Weather Working Group (EWWG) working with Alaska Clean Seas (ACS) has helped develop Oil Spill Response’s preparedness.

With extensive sea-going experience, Thien Guan has responded to many spill incidents in Asia in the last 10 years, including the recent Montara spill in Australia. He conducts internal training programmes for Singapore staff and external manpower. Thien Guan is fluent in Mandarin and regularly delivers training courses in the language in the region.

As a Marine Engineer, Hong joined the Company more than 12 years ago. His daily responsibilities includes the maintenance of the response vessels and equipment. Hong also delivers training courses in Chinese and Malay languages within the region.

Ignatius has a Master’s degree in Offshore Engineering. Prior to joining the Company, he was a Project Engineer involved in various regional construction projects. His role in the Company includes managing the equipment maintenance programme as well as supporting the Business Projects team in field training and equipment handling. John recently joined the Company after a successful sea-going career. He has sailed onboard various ship types and brings to the Company a wide array of marine experience. Marcus worked in the Training Department for two years where he developed and presented training courses worldwide. Marcus is now responsible for one of the Operations teams, and is a Duty Manager.

Mark joined the Company in 2003, following 18 years in construction engineering. Having attended spills in Pakistan and the UK, Mark completed a secondment in Kazakhstan to a Member company between 2005 and 2007. There, his role included training, consultancy, auditing, and spill response. Mark was In-Country Manager for standby operations in Libya in 2008 and On-Scene Commander in the Bahamas in 2009. Mark is currently on secondment to the external Training Department.

Recently he was seconded as a Consultant to Sakhalin for a period of six months offering advice and direction on spill response.

Having completed 14 years as a Chief Petty Officer he brings experience in engineering and leadership to the Company. Tim has responded to the recent Montara incident in Australia.

Tina joined Oil Spill Response as a Consultant and is based in the Aberdeen office. She is an Environmental Scientist specialising in risk assessment and remediation techniques of multi-contaminated land and groundwater. Tina works on Consultancy projects, including capability reviews and contingency planning for the North Sea and worldwide. She speaks fluent French and Greek.

Tristan joined the Company with a background in Military and Civilian Mechanical Engineering. During an 18-month secondment to the Projects Department, Tristan worked extensively throughout the West African region providing an in country focal point for Members and promoting oil spill response preparedness. Tristan is now part of the Consultancy Department and is utilising skills learnt out in the field to enhance operational preparedness.

Wilson graduated with a Bachelor’s degree (Hons) in Chemical Engineering. Prior to joining Oil Spill Response, Wilson was a senior officer in the Singapore Civil Defence Force. Wilson has recently completed a secondment in Southampton as part of the Duty Manager rotation programme. In August 2009, he participated in the SPE conference in Jakarta, Indonesia. Since joining the Company, he has responded to spills in Angola, Australia and Yemen.

Prior to joining the Company, Yogi was a Marine Deck Officer in the Merchant Navy with more than 20 years’ sea-going experience. He spent five years with the Operations Department attending to more than 20 spill incidents before moving to the Training and Consultancy Department. For the last 10 years, he has been developing and conducting numerous training courses globally as well as delivering equipment assessment and capability review projects.

Zoë joined the Company as a Spill Response Specialist and has attended spills worldwide in both advisory and practical roles. She has completed a placement in the Training Department and is a Senior Trainer / Spill Response Specialist. Previous to joining Oil Spill Response she was an Engineer Officer of the Watch in the Merchant Navy. Currently she is on secondment to the Aberdeen office providing technical advice and support to our Members in the region.

Safety, Communication and Command Application Oil Spill Response has a range of communications equipment suitable for setting up a field command post and keeping in touch with advanced field posts, whilst being able to relay information back to headquarters. VHF Base Stations and VHF Repeater Stations are compatible with all internationally recognised marine VHF simplex channels together with semi-duplex channels. Oil Spill Response offers Satellite Communications Packages, Broadband Global Area Network (BGAN), which is provided by INMARSAT to allow internet access from virtually all areas of the world except for polar regions. The use of this simple and portable BGAN will allow access to email and other office applications. We also use Iridium and other satellite communications equipment.

These are designed to concentrate and recover large quantities of oil spilt at sea resulting from a major disaster such as an oil-well blow out or tanker accident which produces a continuous release. Application Oil Spill Response has a range of booms that can be used for offshore, near shore, or shoreline responses. Due to differing operational conditions a variety of boom types are held in the stockpile. Offshore booms are larger and made using a heavier duty material. These are supplied on a reel for ease of deployment, which can then be mounted on the deck of a suitable vessel. Application Oil Spill Response has several options for temporary storage. During offshore containment and recovery, if storage vessels are not available, recovered oil can be temporarily stored in inflatable barges. These come in two sizes: 25m3 or 50m3. Waste containment tanks are also available with a capacity of 9m3 which can be used in conjunction with a heating system capable of heating oil with a high pour point when recovered during offshore or shoreline recovery.

Application Oil Spill Response now holds a wide range of oiled wildlife response equipment in conjunction with the Sea Alarm Foundation. Oil Spill Response has a large range of recovery devices that are used on light, medium and heavy oils. Oleophilic, weir and mechanical skimmers provide the ability to recover a range of oil types in a variety of environments. Skimmers should be used in conjunction with containment booms where slick thickness is increased to maximise recovery efficiency. When choosing a skimmer type the oil viscosity, propensity to emulsify and expected operational conditions should first be identified. Factors such as size, robustness, ease of operation, and necessary maintenance should be assessed. The most important factor is the viscosity of the spilt oil and how it might change over time. In predictable situations, such as at marine terminals and refineries where the type of oil handled is known, a specialised skimmer most suited to that particular oil can be identified in advance.

Portable shelters can also be provided for use at a command centre, first aid post, maintenance area or as shelter for personnel taking rest breaks. 6x6 off-road vehicles offer a safe and efficient way of moving equipment along shorelines.

Application A modular aerial dispersant system capable of carrying 12 tonnes of dispersant. Designed to be used with an L382 Hercules aircraft but can be transported to site by any jet aircraft. This can increase the speed of deployment to remote locations.

Terms and Conditions for equipment use in response incidents DEFINITIONS

TERMS AND CONDITIONS

Period of hire The total period of hire includes the time from which the equipment leaves the Base until it is returned to the same base or to a nominated port or airport if so agreed.

Administration fee There is no administration fee for Members. A 15% fee will be charged to Non-members on all third party costs including but not limited to consumables, chemical dispersant replacement cost, aviation charter costs and direct operating costs for aviation activities.

Base The Base means the oil spill response base at Southampton, Bahrain, Singapore or elsewhere as may be determined by the Company.

Daily “In Use” Equipment shall be deemed to be “In Use” in respect of any period during which the equipment is in use and not in transit or on standby. Daily “On Standby” Equipment shall be deemed to be “On Standby” in respect of any period during which the equipment is in transit, on standby or otherwise not in use. Length of day (equipment) Where the equipment is in any one day part of the time “In Use” and part of the time “On Standby” then in respect of that day the higher rate shall apply. The length of day with respect to equipment is a 24 hour period. Length of working day (personnel) The Company promotes safe working practices and must ensure the safety and welfare of its staff particularly when operating in the high levels of activity of an oil spill incident. The working day is therefore limited to 10 hours. Should extended hours become a necessity, it is the responsibility of the Company’s management to ensure that the appropriate number of staff are deployed to permit an effective shift system to be operated and to advise the client accordingly.

Aircraft charter In the event that a chartered aircraft is required this can be organised through a dedicated broker. Payment from Members is due within fifteen days. Non-members may be required to pay in advance and rates will be subject to a 15% administration fee. Aircraft insurance All aircraft contracted by the Company for use in aerial surveillance and dispersant spraying activities (Cessna 310, Cessna 406, Embraer Bandeirante and Hercules) are insured by the service provider, however, if any additional premium is payable due to the nature of a specific operation this will be recharged to the client. Cap on hire charges (Members only) Hire charges will be capped at twice the replacement cost of the equipment however rehabilitation, repair and maintenance costs will continue to be charged in the normal way at the end of the period of hire. Once the capped value has been reached there may be an option to purchase the equipment at replacement cost, the terms for which will be agreed at the time. Chemical Dispersant Chemical dispersant will be charged at replacement purchase price plus all procurement costs. Non-members will be charged a fee of £2,000 for access to dispersant stocks plus a 15% administration fee. The hire of dispersant in support of exploration and similar activities is only available to Members. Consumables All consumables will be charged at replacement cost. Non-members will also be charged a 15% administration fee. Deployment of Equipment All equipment supplied by the Company will be accompanied by an appropriate number of Company personnel for the duration of its deployment. Hercules L382G Aircraft The Hercules aircraft are available for both dispersant spraying and cargo operations. The quoted rates apply in respect of ‘normal’ response operations where the aircraft is deployed and utilised in response flights for up

to a maximum of 10 days. All direct costs will be recharged to the client and an additional administration fee of 15% will be levied on Nonmembers. Daily charges for non flying standby periods of greater than 10 days duration will be charged at $15,000 per day and will require special consideration. In the event of a prolonged deployment, the mobilising party must pay for sufficient flying hours and direct operating costs to ensure crew currency and aircraft reliability are maintained. In addition, the mobilising party may be charged if a replacement aircraft is required to cover other operational / contractual commitments which are reliant on the availability of the Hercules L382G aircraft. This option is only available to Members. Invoicing Invoices will be issued on completion of the response or, in the case of a prolonged response, invoices will be issued monthly. Oil Spill Modelling Fees for oil spill modelling are based on the assumption that the Company is provided with all necessary maps and relevant information (including but not limited to weather, currents, etc) by the client on a timely basis. Payment Payment is due within 30 days of the date of receipt of the invoice. Payments still outstanding after 30 days shall bear interest at 3% above the HSBC Bank plc, London base rate current from time to time during the period in question until payment is received. Rates The rates contained in this Scale of Fees apply solely to response incidents. Rates for all other services are available on request. Rehabilitation of equipment The costs of cleaning and rehabilitating the equipment will be invoiced following completion of the rehabilitation and will include all materials, services and manpower costs. Taxation All rates are shown exclusive of VAT and any other taxes including, but not limited to, withholding tax and royalties. If any deduction or withholding in respect of tax or otherwise is required by law to be made from any payment the invoice will be revised accordingly so that, after such deduction or withholding is made, the payment received is for the same amount as it would have been in the absence of any requirement to make such a reduction or withholding.

In most cases a response is a multi-agency activity that includes the Government, industry, response organisations and other interested parties. The scale of the response will be dependent on the scale of the event.

OIL SPILL RESPONSE

The level of complexity of an incident response will require co-ordination between all parties to achieve the desired result. This may include, but not be limited to, flight clearances, customs, immigration, visa, material handling and other support activities. Oil Spill Response will work with the responsible party or contracting party to achieve the most effective response possible.
