s Mayor, I get many opportunities to speak with individuals and groups about Casa Grande. Our “Growing Horizon” and the potential for thousands of new jobs has taken a lot of thought. How do we prepare, and how can we find ways to promote and market our community?
That one line brought with it some questions: “Why would someone want to live, work and play in Casa Grande? Why should a company decide to move or build its business here? How can we promote growth in a responsible way?”
Casa Grande, a Growing Horizon is a publication that highlights/promotes the strengths of the community and its amenities and benefits. Those include: • Education, educational options, local education accomplishments • Industry • Chamber of Commerce and businesses • Downtown and our “Main Street” • Pinal County and things to do • Casa Grande Mountain Trail System • Travel time • Public transportation • Community health • Arts & Humanities This piece will help prospective industry, business, homebuilders, visitors and residents understand what Casa Grande has to offer. Why Casa Grande?
T
he City of Casa Grande is the southernmost city in the Phoenix metropolitan area and is located midway between Phoenix and Tucson, less than one hour from each city. The I-8 and I-10 freeways, as well as Union Pacific Railroad, run through the City of Casa Grande, providing convenient access to three major freight routes and supply chain partners in Mexico. Over the past three years Casa Grande has generated significant national and international media coverage with electric vehicle manufacturer Lucid Motors choosing the city’s Central Arizona Commerce Park as the location for its new state-of-the-art assembly plant.

Casa Grande’s strategic location between the Phoenix and Tucson metropolitan areas, with direct access to two major interstates and the Union Pacific railroad, has been instrumental in helping attract innovative companies. Hexcel and Lucid Motors are two of the most recent expansions in this dynamic community. Hexcel is investing $85 million in its operation that manufactures products for commercial aircraft structures and interiors, defense aircraft, helicopters and various industrial applications. Lucid Motors has plans to build a $700 million manufacturing facility in the city and will hire over 2,000 people. Casa Grande plays a key role in Pinal County’s economic success. Business Snapshot Tractor Supply Distribution Center Tractor Supply Company opened the 600,000-square-foot distribution center in 2015, enabling it to expand West Coast operations with the ability to service upward of 250 stores in the Southwest region. The 100-acre site is within a Foreign Trade Zone, part of the Central Arizona Commerce Park. The distribution center employs approximately 250 people. In a 2014 Phoenix Business Journal article Greg Sandfort, president and CEO said, "The addition of a new distribution center in the Southwest is key to our western expansion strategy. Arizona's proximity to our western stores provides an ideal location for our new facility, which will allow us to achieve lower transportation costs and faster delivery to our stores."
Tractor Supply Distribution Center was awarded the LEED Silver certification by the U.S. Green Building Council in November 2015. Tractor Supply was able to build the new distribution center to the LEED Silver standard by incorporating a number of environmentally friendly features, including: • Energy-efficient design and heating systems • Water-saving plumbing and irrigation systems • Recycled and regionally sourced building materials • LED lighting
crushes the unsold materials for scrap. The company employs approximately 100 people in Casa Grande.
LKQ Corporation
LKQ Corporation LKQ Corporation, a Fortune 500 auto parts and vehicle recycling company, opened the 107,000-square-foot storage and distribution warehouse on 158 acres of land in the Central Arizona Commerce Park in 2018. LKQ dismantles the vehicles for parts as well as

Lucid Motors, Inc.: Yes. As of 3Q-19 we have secured over $1billion in funding. This strategic investment will allow us to move forward with all aspects of the business and bring the manufacturing facility to Casa Grande. City of Casa Grande: How will car
owners charge them while on the road?
Lucid Motors, Inc.: We have a strategic partnership with Electrify America to provide charging infrastructure for consumers nationwide. By the time vehicles are in production, there will be over 400 charging stations across the U.S. City of Casa Grande: After looking at over 50 sites in 13 different states, why did Lucid chose Casa Grande?
Lucid Motors, Inc.: We looked at existing factory sites as well as greenfield sites. We considered acquisition, build-out and operating costs over 10 to 15 years. In the end, the site Saint Holdings had lined up as part of its development agreement was ideal for an automotive manufacturing facility. We have close to 500 acres with all the infrastructure and utilities we
need on the site, plus close proximity to road and rail from a logistics perspective. The area is also adjacent to a large automotive supply base in Sonora, Mexico. This site allows us to scale our manufacturing as we grow and get traction in the market. We can start out relatively small with a 20,000 vehicle per year production level, with infrastructure and physical plant that supports that production. We can grow and do a better job of managing our expansion and operating costs. Many companies focus on the cheapest way to get into production. We're focused on the best value that gives us the long-term business plan and profitability. That made Arizona and Casa Grande the best choice for us.
City of Casa Grande: The supply
chain for the automotive industry is complicated. Can you tell us a bit about the challenges?
Lucid Motors, Inc.: A car is probably the most complicated item people purchase. Lucid will have 250 to 300 different suppliers with 2,500 to 3,000 purchased items — everything from high-tech electronics and cutting-edge software to sheet metal, leather, rubber, batteries and more. It can be a complex supply chain. Our team focuses on finding strong partners. We certainly look locally and have been meeting with several companies in the Arizona region. We can diversify a bit more than a large company.

Lucid Motors, Inc.: This is a key element that is often overlooked, even by large car companies. Potential employees is one of the key items we looked at when determining a final site. Casa Grande and Pinal County are at a great advantage in terms of being the right size for us where we can have a meaningful impact on the local economy. We have been working with the Arizona Commerce Authority (ACA), as well as the local community colleges, to put together a manufacturing training plan. The three community colleges have put together a manufacturing certificate program and have already graduated 60 students. One hundred percent of them have been employed at local manufacturing. This will be one of our fundamental tools for pipeline candidates, training them and setting their expectations and calibrating them before they come to the factory. We are also working with the ACA to create a local training center. Next year we will be hiring 600 to 700 individuals to start up the factory. We've already hired a few from Arizona.

s part of an ongoing effort to manage its image, brand and marketing strategy, the City of Casa Grande has recently launched a revamped website. The new site aims to improve user-experience, navigation and content. Residents, visitors and businesses are encouraged to explore the new website at casagrandeaz.gov.
Enhanced features on the new website include:
Mobile Compatibility:
Searchable Citywide Calendar: The calendar provides information on all upcoming events, classes, public notices and meetings. More detail is provided on the new site than on the previous site, and users can now search and filter the calendar by topic, venue or category.
Document Center:
There is now a centralized location that houses key documents for all of the city’s departments. Users are able to search using document titles or keywords or browse by selecting the corresponding department’s folder.
Created with smartphone and tablet users in mind, the website utilizes "responsive design" to display content correctly on both internet browsers and mobile devices.
Simplified Page Layouts:
In order to help users locate information more quickly, excess pages have been eliminated in favor of tabs. Each department page includes a Frequently Asked Questions (FAQ) tab that readily provides the information most often requested. Each sidebar contains relevant contact information, hours of operation, fees (if applicable), popular documents and links, along with a map to the department’s facility or office. Additionally, each page now includes a “News and Updates” section to provide timely, in-depth information on projects, events and news.

Transportation
T
he predicted increase in industrial businesses and population in the coming years will likely have a profound effect on traffic. To ensure that transportation needs are met and there are no major traffic deficiencies, both the city and Pinal County are conducting studies to understand where the most important places for road improvements are.
Pinal County Regional Transportation Plan In addition to the transit plan that Casa Grande is working on, the Pinal County Regional Transportation Plan is currently in the works to make investments in key strategic routes to improve regional transportation as the population of the county increases. These improvements will come in
the form of financial assistance to each community based on population size and project importance. Casa Grande, for example, is expected to receive over $260 million in funding for traffic infrastructure projects over the next 20 years. This will go toward road improvements, expansions and a brand new freeway connecting to the East Valley.
Casa Grande Transit Plan As Casa Grande continues to grow, additional transportation options are needed. To address this need, the Sun Corridor Metropolitan Planning Organization, in conjunction with the City of Casa Grande, is conducting the Casa Grande Transit Development Plan.

recommendations and an implementation plan • Identify a financial plan that will make transit affordable • Attract transit users

Casa Grande Municipal Airport
T
he Casa Grande Municipal Airport (CGZ) is owned and operated by the City of Casa Grande and occupies approximately 640 acres. The airport staff maintains the airport-owned buildings, lighting and property and provides a safe environment for all of its customers. CGZ is located south and west of I-10 and west of Arizona Highway 387 and hosts several aviation events from December to April.
Why fly CGZ?
The Casa Grande Municipal Airport offers many amenities and benefits: • Nontowered airspace • Easy access to airport • Plenty of ramp space • Close proximity to casinos/ shopping • No landing fees
Hangars
The City of Casa Grande maintains and rents out 52 T-hangars, 18 shade hangars and 100+ tie-downs. The city has leased out land for the construction of four private hangars and plans to allow additional private hangars to be built on private land with thru-thefence access to the airport taxiways.
Terminal
Located at 3225 N. Lear Ave., the terminal building was built in 2001. The 4,800-square- foot facility contains offices, restrooms, pilot briefing and flight-planning areas, a pilot’s lounge and shop and a fuel service desk. The terminal is open seven days a week from 6 a.m. to 4 p.m.
Foxtrot Cafe
The Foxtrot Cafe is located inside the Casa Grande Municipal Airport terminal and serves a variety of breakfast and lunch items. The Foxtrot Cafe is open 6:30 a.m. to 2 p.m. Monday–Saturday and is closed on Sunday.
The Casa Grande Municipal Airport provides a world class fuel product at an affordable price.
Runway
Runway 05-23 is 5,200 feet in length and 100 feet wide. Beginning at the Runway 5 threshold, the runway slopes uphill from an elevation of 1,445 to an elevation of 1,462 at the runway 23 threshold. The runway has an asphaltic concrete surface comprised of a 5-inch thick asphalt surface course over 8 inches of crushed base course. The existing pavement is rated at 18,500 lb. single-wheel loading and 65,000 lb. dual-wheel loading.
Approaches
At the Casa Grande Airport, a 50:1 precision instrument approach surface is the primary approach to Runway 5. The approach minimums are published at 285′ height above touchdown (HAT) with a ½ mile visibility. The best approach minimums available for a Category * (CAT I) Instrument Landing System (ILS) are 200′ HAT and ½ mile visibility. he City of Casa Grande Airport Industrial Park is zoned I-1 (Light Industrial) to provide for the accommodation of light manufacturing uses and warehousing in a comprehensively planned and attractive setting that is conveniently located immediately south of the Casa Grande Municipal Airport. University of Arizona Study Shows Pinal County as One of the Top Agriculture Suppliers in Arizona and the United States
A
January 2019 study from the University of Arizona’s Department of Agriculture and Resources Economics confirms what many local farmers and ranchers have known for a long time – Pinal County’s agriculture footprint in the state and beyond is remarkable. The study begins by saying that Pinal County ranks in the top 2% of all U.S. counties in the total value of agriculture sales. It also highlights that the county also ranks in the top 1% in cotton, cottonseed sales, milk sales and inventories of cattle and calves. The study also placed the county in the top 4% of all counties in acreage for barley, corn and forage crops. Statewide, the study reports that Pinal County accounts for the following: • 45% of cattle and calf sales • 42% of cotton and cottonseed sales • 39% of milk sales • 22% of other crops and hay sales “Our farming community is the backbone of our economic development success,” Todd House, Board of Supervisors Chairman said. “Operations are family owned and have stayed that way for decades. They have been through the ups and downs and have always supplied our county, our state and our nation with the agriculture goods we need.”

Daisy Brand The family-owned Daisy Brand opened the Casa Grande plant in 2008 to address the growing nationwide demand for Daisy Brand sour cream and cottage cheese. Opening a Business in Casa Grande
The city generally requires only two documents to start your business: a standard form of ID to show proof of citizenship and proof of payment of a small business transaction tax. After that, it will take two weeks to review your application. Once these processes are complete, you can get started in no time! Here is a step-by-step guide for how to get your business started.

ver the past decade, Casa Grande has been consistently adding hundreds of homes each year due to the increasing population and growing job market. With the arrival of major economic entities, such as Lucid Motors and Tractor Supply Company Distribution Center, the need for housing in Casa Grande has never been greater. It is also one of the reasons why Casa Grande Planning & Development Director Paul Tice believes the next few years will see the greatest increase in new home construction in Casa Grandeâ&#x20AC;&#x2122;s history. Since 2010, Casa Grande has added on average 200 homes per year. Beginning in 2018 the projected annual home construction has risen by more than 500 homes per year. With so many
major corporations arriving to the Casa Grande area, the influx of new jobs and the increased demand for housing can only bring good news to the city. Residents can expect property values to increase, new tax dollars to go toward additional city services and a growing customer base for existing businesses in Casa Grande.

In addition to the number of building permits issued, there are approximately 6,000 vacant platted lots for housing development in Casa Grande, with nearly 3,000 lots that already have all the necessary infrastructure (water, drainage, facilities, streets, sidewalks, streetlights, etc.) in place and ready for building permit issuance.

ne of the backdrops of Casa Grande’s history and place to visit is without question the Historic Downtown District. Downtown Casa Grande has a lot to offer in terms of family entertainment, artistic craft, historic sites, family-run restaurants and so much more! Going out a bit farther, visitors can explore the wonders of the Main Street District. Many residents believe this to be the heart and soul of both the historical and cultural foundations of Casa Grande, as it includes so many historical sites, locally owned shops, government buildings and other popular entities.
A great deal of investment has been made in this area by both the city and other organizations that want to see it continue to flourish. Education: Post-Secondary Central Arizona College (CAC) serves as Pinal County’s two-year community college. The college has agreements with all three of Arizona’s Universities (i.e. Arizona State University (main campus in Tempe), Northern Arizona University (main campus in Flagstaff) and University of Arizona (main campus in Tucson), thus able to offer access to four-year degree programs in a “2+2” degree arrangement ( i.e. course work can take place on the CAC Campuses in Pinal County and students can earn a four-year degree in a number of subject areas). The college has recently transitioned its
focus from a traditional academic model to curricula that is responsive to the workforce needs of Pinal County’s industries – 70 percent of which are located in and around Eloy in western Pinal County. Quality of Life - Parks and Recreation PARKS
In addition to a number of smaller, neighborhood parks the City of Casa Grande is home to the following:
A Leash on Life Dog Park: This offleash dog park is located at the Paul Mason Sport Complex and includes two fenced areas as well as a dog drinking fountain, grassy play area, granite walking path and covered seating. Carr McNatt Park: In addition to housing the Palm Island Family Aquatic Park and Velocity Skate Park, Carr McNatt Park features restrooms, four ramadas, two children’s playgrounds, a basketball court, walking track, volleyball court, a lighted baseball field and a lighted multipurpose field. Carr McNatt Park is currently undergoing a $8.8 million renovation scheduled to open fall 2019. Dave White Regional Park is home to a multitude of amenities including the Dave White Municipal Golf Course, fitness court, fishing lake, lighted pickleball and tennis courts, basketball courts, volleyball courts, racquetball courts, horseshoe pits, lighted multipurpose fields, four ramadas, restrooms and two children’s playgrounds.
O'Neil Park is home to one ramada, one restroom, three play areas, and two lighted softball fields with grass and volleyball poles. Peart Park is home to two ramadas, one restroom, one playground and one amphitheater. Peart Park is located directly across from City Hall and is home to the Concert in the Park series as well as numerous community fairs and events.
The City of Casa Grande is home to 19 parks, 17 miles of trails and many sports fields and open spaces. These vital amenities provide the community with access to a number of year-round outdoor recreational opportunities.
TRAIL SYSTEM
The Casa Grande Mountain trails system started through primarily social uses by hikers and bicyclists who were creating their own trails and routes on the mountain. In 2004, the City received a grant to assist in development of a Trails System Master Plan for the mountain from the National Park Service. In 2010 volunteers began work on the trail system. Since then, Casa Grande Mountain is now home to more than 17 miles of established and marked trails. At its highest point the mountain reaches an elevation of 2,538 ft. and provides unparalleled views of the surrounding mountain ranges and valley.
Ed Hooper Rodeo Park houses the Paul Mason Sports Complex, children’s playground equipment, picnic tables, BBQ grills, restrooms, two ramadas, rodeo facilities, outdoor amphitheater, archery range, and the “Leash on Life” Dog Park.

T
he Dorothy Powell Senior Center provides residents the opportunity to experience recreational, cultural and educational programming in a friendly atmosphere. The Dorothy Powell Senior Center is open to individuals 50 years of age or older. Tours and an explanation of programs are available during normal operating hours.
The Palm Island Family Aquatic Park is open to the public during the summer swim season, which lasts from Memorial Day weekend to Labor Day. The facility offers a wide variety of amenities for all ages, including 150-foot water slide, Aqua Climb wall, adjustable water cannons, water basketball, multiple stationary spray features and pool depths ranging from zero entry beaches to a 12-foot dive tank. The Paul Mason Sports Complex is home to four adultsized lighted softball diamonds and scoreboards, a concession stand and restrooms. This facility is available for rental and has fencing available so that fields can be transformed to accommodate regulations for Little League, Pony League, Babe Ruth and girls fast-pitch softball.
Library Services
Grande Sports World is the site of eight professional-grade soccer/football fields, a 59,000-square-foot training center, and home to the Grande Sports Soccer Academy. The training facility includes a weight-training exercise area, therapy centers, classrooms, locker rooms, meeting rooms and laundry facilities that can accommodate up to four full-sized professional teams. The Len Colla Recreation Center is a multipurpose recreation center that features a full size gymnasium, multipurpose/game room, computer lab/meeting room and an arts and crafts room. The center is also the site of the city’s After School Kids Club, which is a supervised program for school-age youth 5-17. Daily activities include a homework help and reward program, arts and crafts, video games, sports, computer lab, educational programs, a rec room and various special events. 62 CI T Y OF C A SA GR A N DE
The City of Casa Grande has two public library branches available to residents. Both boast several free programs and classes offered throughout the year as well as the Cox Computer Lab and Makerspace area where classes in technology and crafts are offered on a regular basis. Thanks in part to 300+ days of sunshine each year, Casa Grande is home to several 9- and 18-Hole golf courses. The Dave White Golf Course is open year-round for great golfing in Casa Grande. Par 72 and 6,651 yards from the gold tees make it a challenging course. Beautiful mountain views and mature trees line the course. The cart paths are all paved, and the course’s new irrigation system makes for a wonderful golf experience. Par 72, 6,651 yards Mission Royal Golf Club Privately owned, open to the public. This 18-hole golf course, designed by Greg Nash, offers golfers of all levels a truly memorable time. It has a highly scenic and playable layout that blends seamlessly with the natural surroundings of the area. Par 72, 6,700 yards Francisco Grande Golf Course Designed by renowned golf course architect Ralph Plummer, this desert-framed golf course is the longest in Arizona at 7,545 yards and is adjustable to 5,200 to make it both challenging and fun for all skill levels. asa Grandeâ&#x20AC;&#x2122;s new Community Recreation Center opened in the spring to rave reviews adding a new focal point to the cityâ&#x20AC;&#x2122;s reputation as a growing, family-friendly community.

The center, built at a cost of $18.2 million, offers sports programs, group fitness classes, kids programs, a fitness loft with state-of-the-art equipment and special events. The center also serves as the new home for the Boys and Girls Club of the Casa Grande Valley.

Amenities in the center include: • A 13,000-square-foot gym that features two basketball and volleyball courts, six hoops, pickleball courts and a multipurpose floor for a variety of activities. • A fitness loft featuring treadmills, ellipticals, ascent trainers, bikes with new 7xi consoles, free weights, strength training, stretching and multifunctional machines. • Two group fitness rooms that will host classes such as yoga, Barre, Zumba, Group Power, Group Active, Group Ride, Yin Yoga and more.
The Community Recreation Center was a journey 13 years in the making. Voters first approved funding for the center in a bond election in 2006, but the Great Recession put the project on hold until the economy recovered. Ground was broken for the center early last year. In the weeks leading up to the grand opening, the Community Recreation Center hosted two open houses for residents to get an early look inside the
new facility. The response has been overwhelmingly positive. “We’re delighted with the response from those who have had an opportunity to experience the Community Recreation Center and try out the equipment,” said Casa Grande Community Services Director Steve Hardesty. “This is a state-of-the-art facility that also provides a friendly and welcoming atmosphere for fun and fitness."

From a visit to the city's newest roadside attraction, the Neon Park, located near the historic 1928 Paramount Theater, to the Museum of Casa Grande and Casa Grande Art Museum, to an evening out at the BlackBox Theater, there is something for everyone to enjoy.
