ASK JUDY YOUR REAL ESTATE QUESTIONS Dear Judy: My parents passed away and I inherited their forty- year- old house. It has been neglected over the years and there are deferred maintenance issues (a loose railing, deck that needs staining, dishwasher that doesn’t work). I know that the market is good and want to sell the house without fixing it up. My parents bought the house ten years ago. And while I visited my parents every year, I really do not know much about the house. How can I disclose what I don’t know? There are no obvious big issues like roof leaks, etc, I just do not know where to begin. Can I list a house “As Is?”
~ Worried Daughter Dear Worried Daughter: I am sorry about the loss of your parents. It is hard to “take on” the selling of a house, on top of everything else. You did touch on something important, which is you cannot disclose what you do not know. The issues that you are aware of, mention in the Seller Disclosure. The other questions regarding electrical, heating, cooling, roof, etc can be crossed out with an explanation that you have never lived in the house and have no knowledge of the maintenance, condition, or answers to those specific questions. Yes, you can list a house to be sold, “AS IS,” but this does not mean that a buyer cannot have a thorough home inspection (we advise it). A buyer can still ask for repairs or a price reduction once the inspection is complete and may also cancel the contract within the inspection period. Your best bet is to work with a realtor who can advise you. The buyer might be a “flipper” and there are many investors who are looking for homes to fix up and re-sell or rent. Good luck to you and I am happy to help in any way.

Through access to technology, online resources, and educational programs, libraries provide people of all ages the opportunity to pursue their dreams and passions. September is National Library Card Sign-up Month. Since reopening in March 2021, the library has registered an average of 300 new users each month and the library is looking forward to breaking monthly registration records in September! Library services are free and available to all residents. Our goal is to make sure everyone in Prescott, no matter their age, has a library card. To celebrate National Library Card Sign-up Month, the library will have library cards with a new look in keychain and wallet sizes. Thanks to the Friends of the Prescott Public Library, there are also incentives for you to come in and get a card! • The first 150 people to register for a card will get more cards: a deck of Prescott Public Library playing cards. • Bring a friend or family member in to get their card and you’ll get a Friends of the Prescott Public Library book bag. • Library staff will have some surprise celebrations planned for children who register.

ative drums will sound the call as the Prescott Indian Art Market revisits the Sharlot Hall Museum on September 18 and 19, 2021. The popular event makes a vibrant return after being cancelled in 2020 due to Covid-19. Two days of premier American Indian art will draw art enthusiasts from around the Southwest. Featured artist Alex Maldonado is one of several native artists that continue to be a driving force in the success of the Prescott Indian Art Market. More than 23 years ago, he and a handful of Indian artists mapped out (on a restaurant napkin, no less) their collective vision for an event that featured native art, not commercialized trinkets. Today, that event has become one of the highest-quality Indian art markets in the United States. A Pasqua Yaqui, Maldonado balances his time between family, artwork, and performing his music. Beginning as a flute maker, he chose to better his craft by learning how to play the instrument. Later, looking to become more versatile as an artist, Maldonado began work on other items used by his Nation. He now creates Yaqui harps, Pascola dancer carvings and masks, and gourd rattles used by Yaqui traditional dancers. He also makes native drums out of various woods in different widths and depths, each creating a different tone. His drums and artwork are on display at museums across the nation. Maldonado will be in fine company at the Prescott Indian Art Market, when over 120 artists gather to display their art. A spectacular variety of media will be available, including textiles, painting, sculpture, silverwork, sandpainting, woodcarving, and more. “It has been a labor of love,” Alex Maldonado explains, “...encouraging others to pass the traditions on, from generation to generation, about the histories, heritage, and cultures of our many ancestors.”

24th Annual Empty Bowls Event Set for Sept. 12
S
ince 1990, Empty Bowls has been a grassroots movement of artists in towns and cities around the world helping fund food banks in their local communities. Through event organizers’ efforts, and the help of other nonprofit charities, businesses and local citizens, Empty Bowls has raised and distributed funds worldwide to help stamp out hunger. “Think globally, act locally, change the world” is the organization’s goal. Prescott citizens have been supporting their own Empty Bowls movement since 1997. Prescott Empty Bowls is organized by the Prescott Unitarian Universalist Fellowship and Granite Peak Unitarian Universalist Congregation. In 2020, despite the pandemic and social distancing concerns, the event was held in the Granite Peak Unitarian parking lot. People bought tickets online and then picked out a handmade bowl and received a recipe for “Stone Soup” at the church. A record $21,000 was distributed to local foodbanks. A list of recipients who benefitted can be found on the Prescott Empty Bowls website. This year Empty Bowls is back on Courthouse Square and people, once again, will line up to select a locally handcrafted bowl and receive two servings of soups from 14 local restaurants Sept. 12 from 11 a.m. to 2 p.m. The cost is $20, and tickets can be purchased by cash or credit card (new this year!) at the event or in advance on the website. There will be a Buy-it-Now table of arts and crafts and a raffle to support this fundraising event. In addition, there will be a 50/50 opportunity drawing and silent art auction held online via the Prescott Empty Bowls website Sept. 5 through Sept. 19. Organizations supporting the event include: Prescott Area Woodturners, Yavapai College, Scout Troops 10, 7006 and 7106, Girl Scout Troop 579 and local artists, chefs and businesses. July Home Sales Fluctuate as Summer Sales Streak Continues Provided by the Prescott Area Association of REALTORS ®

ome sales in the city of Prescott decreased just 4.4% (eight homes) from June to July with a total of 182 homes sold, according to the Multiple Listing Service Report from the Prescott Area Association of REALTORS® (PAAR). However, consistently high demand has continued to drive up prices, with the median sold price rising 1% month-over-month to $552,500 in July. In July, homes typically spent a median of 10 days on the market before selling. Inventory in Prescott stayed tight as buyers continued to seize upon historically low interest rates. Such high demand continues to favor sellers, which spurred 245 new listings to hit the market in July. According to a recent report from the National Association of REALTORS®, the summer months have consistently reported low inventory nationwide with fewer than three months of inventory available at the current sales pace. Prescott Valley home sales fared similarly. Total sales dropped from 131 in June to 111 in July. However,

there was a 12.9% increase in the number of active listings in July versus June, with July reporting a total of 140 homes available. Median days on market (six days) remained consistent month-to-month, while new listings going on sale increased 25.7% from the previous month, with 171 new listings in July. The median sales price of a home in Prescott Valley was $399,500. In Chino Valley, a total of 44 homes sold in July, just five fewer than in June. The number of homes actively listed on the market increased 23.7% month-over-month from 58 in June to 76 in July. Homes moved a little quicker in July, reporting a median of six days on the market compared to nine in June. The median sales price in Chino Valley increased 4.4% from the previous month to $397,500 in July. Sales in Dewey-Humboldt increased from 25 sales in June to 37 in July. July reported 66 active listings, a median of 15 days on the market and 40 new listings coming available. The median sales price in the area was $399,000, a 1.5% increase from the previous month.

Goode Unseats Mengarelli in Mayor’s Race by Blake Herzog
P
rescott City Councilman Phil Goode succeeded in his challenge to Mayor Greg Mengarelli in the City’s Aug. 3 primary election, which will also be bringing three new faces to the council. Goode won 62% of the votes in the race, or 11,705 votes versus the two-term incumbent’s 7,116, according to unofficial results released by Yavapai County’s elections department. Goode will be sworn in after the Nov. 2 general election, along with the new councilmembers.
With six candidates running for three open City Council seats, two won a majority of the votes cast and earned a seat in the primary: Eric Moore with 11,671 votes and Brandon Montoya with 10,832 votes. The next two finishers, Jessica Hall with 7,767 votes and Grant Quezada with 7,030, will compete for the third seat on Nov. 2. The fifth and sixth-place candidates were Steve Blair, a council incumbent, and Jim Lamerson, who sat on the council for 16 years before leaving in 2019.
