The Hidden Valley Masterplan (Hidden Valley), incorporating Twin Creeks Eco Park (Twin Creeks), aligns closely with the Whitsunday Regional Council’s (WRC) Corporate Plan 2025–2030.
Hidden Valley, with its existing infrastructure and established community, already delivers on several of WRC’s key desired outcomes. This report illustrates how both the residential (Hidden Valley) and tourism (Twin Creeks) components of our integrated masterplan are positioned to further compliment Council’s Corporate Plan priorities in the areas of Economy, Community, Environment and Infrastructure.
Additionally, the recent grant awarded to Hidden Valley to establish the region’s first Indigenous Ranger program in partnership with the Gia Ngaro community further strengthens our alignment with WRC’s goals by integrating cultural tourism, land stewardship, and community engagement.

Hidden Valley assists WRC in bolstering local business and attracting new investment by driving local construction and service industries while attracting long-term residents, creating sustained economic activity.
Provides opportunity for WRC to support employment through eco-tourism and Indigenous Ranger roles, with projected net employment increase of 128 full time local jobs
Provides opportunity for WRC to advocate for land based tourism attractions that increase visitor numbers and average length of stay for the region
Our existing approval for caravan, camping and short-term accommodation uses provides opportunity for WRC to improve Recreational vehicle (RV) services and Whitsunday Holiday Parks

Hidden Valley offers a mix of residential living options in a master-planned community, with diverse recreational opportunities, including mountain biking, bushwalking, and cultural tours that helps RWC promote our region’s natural advantage for liveability
Helps WRC deliver on their commitment to focus on levels of service for parks, gardens and community facilities through the establishment of publicly accessible community gardens, featuring traditional foods and farming methods that promote cultural learning and engagement.
Helps WRC deliver on their commitment to promoting SPORT through the construction of mountain biking and walking trails
Helps WRC deliver on their commitment to promoting CULTURE through tourism activities led by Indigenous Rangers, fostering deeper connections between residents, visitors and the region’s heritage.
Helps WRC deliver on their commitment to promoting ARTS through the construction of community facilities and shared spaces in the first stage of the eco park, suitable for arts events and workshops.

Hidden Valley has a proven record of prioritising environmentally sensitive design with covenants and building controls that helps RWC demonstrate a commitment to leave a responsible, sustainable environmental footprint.
Twin Creeks Eco Park integrates seamlessly with Conway National Park, providing opportunity for WRC to partner with government agencies to celebrate our natural assets.
Our Indigenous Ranger Program focuses on land stewardship through weed and pest control. This provides the opportunity for WRC to partner with land stewards in ongoing pest management strategies.
Education and community engagement programs reinforce land stewardship values, supporting Council’s goals of resilience and environmental sustainability.

Alignment:
Privately funded development of our masterplan provides opportunity for WRC to improve key infrastructure networks, including stormwater, roads, community facilities and parks without burdening water supply or sewerage infrastructure, creating a net gain for council’s 10 year Capital Plan.
Provides opportunity for WRC to Develop and action Masterplans that support community ambitions by delivering on mainland tourism infrastructure promises.
Provides opportunity for WRC to Plan and manage growth corridors for future expansion by capitalising on Hidden Valley’s existing approvals and significant infrastructure investments, such as roads and power networks.
Provides opportunity for WRC to better align with community aspirations of affordable housing and accessible recreation infrastructure through improvements to the Whitsunday Planning Scheme that allow smaller, more affordable lot sizes.
The Hidden Valley Masterplan and Twin Creeks Eco Park, bolstered by the Indigenous Ranger program, is pivotal in helping the Whitsunday Regional Council deliver on its Corporate Plan 2025–2030.
These projects not only integrate liveability, economic diversity, sustainability, and forward-looking infrastructure but also celebrate the region’s cultural heritage and environmental assets.
