That powerful quote is attributed to Nelson Henderson, whose son immortalized his father’s words in a book about growing up on their family farm in Canada. As in many cultures and faith traditions, trees hold particular significance in Judaism, where the Talmud reminds us that we have all benefited from the fruit of trees planted by the generations before us, so we too are obligated to plant trees for the generations that will come after us.
That is the essence of philanthropy. And that is the essence of Rose Community Foundation, where our donors, grantees and community partners have been planting seeds for 29 years. In 2023, we passed the milestone of having deployed over $400 million in discretionary, partnership and donor-advised grants since the Foundation’s inception in 1995 thanks to a recordbreaking year of $33 million in combined grantmaking.
No matter how much the metaphorical branches of our work have grown over the past year – or the past three decades –our roots continue to anchor us to our origin story.
The seeds for Rose Community Foundation were planted in the late 1940s, when Jewish doctors returning from World War II could not find employment in Denver due to antisemitism and discrimination. The Jewish community came together to build General Rose Memorial Hospital, where the first Black doctor to have hospital privileges in Denver worked alongside Jewish doctors and those of all faith traditions and backgrounds to deliver excellence in care to our region in all its diversity. When the subsequently renamed Rose Medical Center was sold in 1995, the proceeds formed the corpus of Rose Community Foundation. While completely independent from the hospital, this shared history – and the values that underly it – continues to inform our work today.
In 2023, a statue of General Maurice Rose – the namesake of both the hospital and the Foundation – was unveiled on the grounds of the Colorado State Capitol honoring the legacy of the Denverite who became the highest-ranking Jewish military officer killed in battle when he lost his life fighting the Nazis during World War II.
From our roots to our branches, 2023 was a year of tremendous growth for Rose Community Foundation:
• We expanded our nonprofit endowment work to offer programs that include training, coaching, peer groups and incentives for nonprofits at every stage of their endowment-building journey.
• Alongside our established giving circles for Jewish teens and young professionals, we added a revamped Rose Women’s Circle for women of all ages and backgrounds, and Generation Now Circle, introducing young adults of diverse backgrounds to collaborative philanthropy.
• We launched Leading Partners Colorado and the Strengthto-Strength Initiative to bring best-in-class professional development trainings to senior staff and board members in the local Jewish nonprofit ecosystem.
• We continued growing our donor engagement activities, offering learning and giving opportunities focused on combatting antisemitism and hate, eviction prevention, supporting new immigrants, and engaging philanthropically with policy and advocacy.
• While immigrants and refugees have been a focus of our work for several years, 2023 demanded more from us as international humanitarian crises reached our doorstep. We are grateful to all who have supported the Newcomers Fund, which continues to mobilize philanthropic resources for local nonprofits supporting new immigrants.
• We also launched a new partnership with the State of Colorado to distribute $8.9 million in federal funding to organizations providing legal, mental health, and schoolbased support to Afghan, Ukrainian, and other federally eligible refugee populations.
In addition to the grantmaking from these and other partnership funds, we directed $12.4 million in 2023 discretionary grants to organizations advancing equity, justice, inclusion and engagement across several issue areas and local

communities, while our donor-advised fundholders broke Foundation records by granting more than $8.5 million to address a wide array of needs and opportunities – locally, nationally and around the world.
To survive over time, trees must endure many storms. Colorado has strong ties to Israel, and the horrific October 7, 2023, attack on Israeli civilians by the Hamas terrorist organization shook many of us to our core. The reverberations have only grown in intensity in the many months since - while Israeli hostages have remained in captivity, war has escalated, casualties have increased on all sides, and division has grown. We grieve for the suffering and lives lost in both Israel and Gaza. Closer to home, we grieve for the lost sense of security and belonging that many in our Jewish community are experiencing. We long for peace, justice and constructive dialogue that brings people together across differences to build a better future for all, both here in Colorado and around the world. Antisemitism was on the rise long before October 7, but international events have sadly unleashed a new era of hateful rhetoric, misinformation and disinformation, antisemitic and Islamophobic assaults and harassment. The Foundation remains dedicated to cultivating an inclusive and welcoming community, a mission deeply ingrained in our enduring history and Jewish values.
Much like the intertwined root systems of Colorado’s beloved Aspen tree groves, our values, our work, our partners and the communities we serve are all interconnected. As we navigate the complexities of an ever-changing landscape, we endeavor to draw strength from our roots and courage from our growth. The Foundation remains steadfast in our commitment to the values highlighted in the pages of this annual report, while daring to innovate, expand and evolve. These aspirational seeds are nurtured into reality by collaborating with donors, fundholders, grantees and community partners. There is no one single solution to homelessness, but innovative solutions are showing promising results in moving people out of economic instability. THE DENVER BASIC INCOME PROJECT invests in people and their ability to succeed when given trust and a financial foundation. The project provides a guaranteed income to individuals experiencing homelessness and helps create self-sufficiency for our unhoused neighbors. “The direct cash transfers help alleviate financial burdens and allow individuals to meet their basic needs,” says Mark Donovan, founder and executive director. “This improved financial security can lead to better mental and physical wellbeing and hope for a better future.” Findings from DBIP have reported a significant increase in participants living in rented or owned homes and having full-time jobs. This data is already informing policy discussions, making a lasting and widespread impact.
Educators of color bring crucial representation into classrooms, enriching educational environments and empowering students of all backgrounds to thrive. CALL ME MISTER (Mentors Instructing Students Toward Effective Role Models), a program offered at Metropolitan State University of Denver, addresses the need for greater diversity in classrooms and prepares male students of color for careers in K-12 education. Participants receive tuition assistance, curriculum instruction, mentoring and support with job placement, with the goal of increasing the number of Black males in the teaching profession. “By investing in leadership programs that diversify the teacher talent pool, communities can enhance educational achievement for all students,” says Program Director Dr. Rashad Anderson. “This benefits students by providing them with inspiring role models, and also creates economic opportunities for the teachers themselves.”
Denver Basic Income Project RIGHT: Call Me MISTER
Supporting diverse entrepreneurs drives innovation and job creation and enriches communities with cultural and economic vibrancy. Committed to advancing economic justice within the Latino community, ADELANTE COMMUNITY DEVELOPMENT works to dismantle barriers impeding the growth of Spanish-speaking entrepreneurs. They lead workshops focused on business compliance and assisting entrepreneurs in integrating digital technology into their business operations. Adelante recently launched an intern program at Colorado State University that will engage DACA students as business consultants for other entrepreneurs. “As we solidify our infrastructure to support entrepreneurs, the scope of our work extends to include other community members within this ecosystem,” says Maria Gonzalez, founder and CEO. “together, we are turning aspirations into achievements.”
According to a research project by Native Americans in Philanthropy and Candid, only 0.4% of philanthropic funding by large U.S. foundations is directed to Native communities. In 2023, Rose Community Foundation supported organizations uplifting indigenous perspectives and creating belonging in indigenous communities. One of these organizations, DENVER INDIAN HEALTH AND FAMILY SERVICES (DIHFS) provides culturally competent health services, and through a partnership with Mercy Housing, are developing a 187-unit community designed for American Indians who qualify based on income. A DIHFS clinic will be onsite to provide mental health and job training support. The Native Arts Artist-in-Residence program at the DENVER ART MUSEUM focuses on elevating Indigenous perspectives, and this year the museum is partnering with a Navajo Nation artist who examines critically threatened ecosystems. Says Rachel Flank Goldberg, major gifts officer for the museum, “Indigenous people positively impact our institution, and our identity is innately tied to the histories of Indigenous communities.”
An endowment fund is a powerful tool for organizations to achieve long-term financial stability, enabling them to make a lasting impact on the communities they serve. CHIC (COLLABORATIVE HEALING INITIATIVE WITHIN COMMUNITIES) was created to empower women and girls to create generational legacies of health and wealth. CHIC offers programs for Black girls and young women and creates spaces where they are encouraged to nurture their own health. For an organization focused on generational legacy, it was a natural progression to open an endowment fund at Rose Community Foundation. “The mission of CHIC is to build women’s emotional, cultural and social capital,” says Sade Cooper, co-founder and CEO. “Launching an endowment has helped us define legacy and understand that the work we are doing today is for a woman or girl that we will never meet.”

A RESPONSIBILITY TO JEWISH COMMUNAL NEEDS | Kehillah
Jewish community spaces serve as vibrant hubs where cultural, religious, and social connections intertwine to strengthen the fabric of Jewish identity. MOISHE HOUSE supports Jewish leaders in their 20s and 30s as they create home-based Jewish communities for themselves and their peers. With four communities in the Denver and Boulder area, residents help to turn their shared home into a center of Jewish life, and in turn, Moishe House subsidizes the cost of rent. These spaces have been particularly important following the October 7 attack on Israel; residents of one Denver Moishe House held a vigil that offered pastoral care for attendees. Says Hannah Maia, director of advancement, “in times like these, we’re proud of the work these young adults are doing to create vibrant communities that instill a sense of Jewish pride for participants.”
The CU BOULDER HILLEL serving University of Colorado Boulder and HILLEL OF COLORADO , serving University of Denver and Colorado State University, both provide a Jewish home-awayfrom-home for college students while building welcoming Jewish community on campus. Following October 7, the organizations saw an increased demand for programmatic offerings and meaningful engagement opportunities. Support from Rose Community Foundation is helping Hillel of Colorado increase the number of Jewish college students served by partnering with the GOLDA MEIR HOUSE to expand to the Auraria Campus which serves University of Colorado Denver, Metropolitan State University of Denver, and Community College of Denver. This expansion will enable Hillel to serve as a bridge for more Jewish students, connecting them to their heritage and a sense of belonging.

In 2023, Rose Community Foundation awarded $2.9 million in support of the Denver Boulder Jewish ecosystem, including to organizations using Jewish values to respond to key social issues. MOVING TO OUR CENTER facilitates dialogue for the Jewish community focused on complex topics with the goal of bringing participants closer to the center of shared humanity. MTOC aims to demystify the notion of the “other,” by increased understanding around the root causes of biases and bringing Jewish people together around divisive issues.
“Our organization is rooted in Jewish values of respect, compassion and peace in our global community,” says founder Robyn Loup. “By transforming the ‘us versus them’ mentality, we can help to create a safer environment that fosters thriving communities.”
A longstanding giving circle run by Rose Community Foundation, ROOTS & BRANCHES FOUNDATION brings together Jewish young adults to learn together and make a difference in the Greater Denver community. Members participate in an eight-month program where they explore Jewish values, learn about local issues, and use the tools of strategic philanthropy to grant $50,000 together. The 2022–23 cohort of Roots & Branches chose to support organizations that are creating safe and welcoming spaces within the Jewish community. Grant recipients included JUDAISM YOUR WAY, KESHET, MOVING TRADITIONS and the STAENBERG-LOUP JEWISH COMMUNITY CENTER These organizations are expanding inclusivity and accessibility programming for interfaith and interracial families and the LGBTQ+ community, increasing participants’ connection to their Jewish identity.

As part of a commitment to strengthening the local Jewish organizational ecosystem, Rose Community Foundation launched two professional development series tailored for Jewish nonprofits. LEADING PARTNERS COLORADO was designed for executive directors and board chairs of Jewish organizations to engage in coaching, masterclasses and relationship building. STRENGTH TO STRENGTH was a series of workshops for senior staff and trustees of Jewish nonprofits, offering training to ensure organizations are strong and sustainable. More than 40 organizations participated in these programs, engaging over 100 professional staff and lay leaders. EKAR FARM Executive Director Jason Plotkin emphasized the program’s importance in fostering peer relationships. “The Foundation has been our partner from the beginning, not only through investment in our mission but also by facilitating connections within the local Jewish community.”

The NEWCOMERS FUND was launched in December 2022 by Rose Community Foundation in partnership with the City and County of Denver, the State of Colorado, The Denver Foundation, Mile High United Way, and the Latino Community Foundation of Colorado. This fund mobilizes philanthropic support for new immigrants arriving in Colorado after fleeing unrest in South and Central America. In response to this humanitarian crisis, local nonprofits stepped in to fill the needs by providing emergency shelter, basic needs such as food and clothing, transportation, and school enrollment assistance. VIVE WELLNESS has been on the ground helping to address immigrants’ health and wellness needs. “After securing 250 leases for families, we ran out of funding, but still had another 20 families that had to leave the city shelters,” says Yoli Casas, executive director of ViVe. “Thanks to a grant from the Newcomers Fund, we were able to house those families.”
ORGANIZACIÓN PAPAGAYO utilized their initial grants to support immigrants’ essential needs while also elevating the vital need for emotional connection. “These dollars allowed us to provide housing and necessities like diapers for young families,” says Marielena Suarez, executive director at Papagayo. “We were also able to provide a human touch and connection for people who need it.”

Refugee arrivals in Colorado increased rapidly in recent years, with individuals arriving from many countries including Afghanistan, Ukraine and Cuba. Many refugees have spent years or even decades in unstable conditions, and most have disrupted careers and education. The Colorado Refugee Services Program, a program of the Colorado Department of Human Services, partnered with Rose Community Foundation to launch the REFUGEE INTEGRATION FUND , which deploys federal dollars to support refugees in Colorado with mental health, legal aid and school-based assistance. ADAMS 12 FIVE STAR SCHOOLS was one of four school districts to receive a grant to support the integration of new students from Afghanistan and other countries. The Newcomer Center, the first of its kind in Adams 12, opened in August 2023 and staff at the center help students adjust to life in an American high school. As the program grows, students are also making new friends, engaging in their learning and getting on a path to graduation. Says Superintendent Chris Gdowski, “it’s so important to have a place where you know you belong.”
Facilitating newcomers’ access to legal job opportunities is crucial for their integration into life in the United States, but navigating this process is inherently complex. In fall 2023, the federal government made available Temporary Protected Status and federal work authorization to many arriving populations; however, many newcomers don’t have a computer to access the application; the forms are complicated, and the process is costly. Clinics offering free legal aid, expedited application processing, and waiving of application fees have launched in the Denver area and contributions to the NEWCOMERS WORKFORCE FUND at Rose Community Foundation are helping to fund these efforts. Applicants have begun to receive their work permits, allowing them to find legal employment and build a life in Colorado. Says Steve Thompson, senior attorney at JUSTICE AND MERCY LEGAL AID CENTER , “this milestone is a testament to the effectiveness of our collective efforts and the positive impact we’re making in the lives of those we serve.”
Every week, 9NEWS’ KYLE CLARK offers up a weekly “Word of Thanks” segment highlighting nonprofits doing important work across the state and asking viewers to consider a small donation. When new immigrants began arriving in Denver in December 2022, Clark was flooded with requests from viewers asking how to help. The Newcomers Fund was featured as the weekly Word of Thanks that month and then twice again in 2023 as immigrant arrivals increased. These three campaigns cumulatively sparked over $200,000 in donations from thousands of viewers, with gifts ranging from 5 to $5,000. To Clark, the weekly microgiving campaigns speak to the power of collective action. “For me, giving a few dollars isn’t a statement about immigration policy,” says Clark. “It’s a statement about what we as Coloradans do when someone in our community is in need and we’re in a position to help.”

Through civic engagement, community members gain a voice and closer proximity to the systems that affect their daily lives. In 2023, the Foundation awarded $555,000 in grants to support a broad scope of nonpartisan civic engagement activities that lift up the priorities of historically under-reached populations. ELEVATED DENVER is reshaping the conversation around homelessness by empowering those with lived experience to share their perspectives. The Elevated Denver podcast features interviews with Denverites experiencing homelessness, subject matter experts, and government officials to share their insights around this complicated topic. Ahead of the 2023 Denver mayoral election, podcast hosts interviewed the candidates about housing issues with questions informed by unhoused Denver residents. “By shifting power to those with lived experience, we are able to humanize the issue and highlight new solutions,” says Johnna Flood, CEO and co-creator. “In doing so, we can address systemic gaps and amplify what works.”
Policy and advocacy efforts play a pivotal role in fostering a sense of belonging for LGBTQ+ people, creating environments where they can thrive authentically. ONE COLORADO is a leading advocate for LGBTQ+ Coloradans and champions equitable policies on issues including safe schools, transgender rights and health care access. “We focus on lived and legal equality for LGBTQ+ Coloradans to ensure our community’s voices are represented within the halls of power,” says Executive Director Nadine Bridges. One Colorado is leading a 2024 statewide ballot measure campaign to safeguard marriage equality in Colorado. In addition to endorsing the measure and the bill referring it to the ballot, Rose Community Foundation contributed early to the campaign. These advocacy efforts help combat discrimination and ensure equal access to rights and opportunities for every person.

RIGHT: Elevated Denver
The strongest policies are created when community perspectives are represented throughout the decision-making process. NEW ERA COLORADO strives to advance the Youth Agenda, a policy platform designed by young people to create a more equitable future. “We create avenues for young people to make change by working in policy, organizing and civic engagement to create the world we want to live in,” says Nicole Hensel, executive director. During the 2023 legislative session, New Era won major gains for equitable access to reproductive health care by helping to pass the Safe Access to Protected Healthcare package; the organization is also one of the leaders in the Colorado Reproductive Health, Rights and Justice Coalition’s campaign’s work to pass a 2024 ballot initiative to codify protections for abortion in the state constitution. The Foundation is proud to have invested early, both in the nonprofits leading this effort and directly in the campaign itself.
The Colorado Capitol can be challenging to navigate for individuals who are not part of the groups that largely dominate policy-making spaces. Effective policy advocates need hard skills to influence the legislative process, yet few hands-on education opportunities exist for nonprofit staff hoping to advocate for the communities they serve. The Foundation sponsored grantees’ participation in the ADVOCACY RISING TRAINING SERIES , providing nonprofit staff members with a chance to expand their understanding of how to craft effective policies and build winning coalitions. Participants learned more about the Colorado state legislative process and applied those learnings to plan 2024 policy campaigns.
“These trainings strengthened my advocacy skills with a more technical understanding of power dynamics and strategic action,” says Brace Gibson, director of policy and engagement at COLORADO PERINATAL CARE QUALITY COLLABORATIVE . “It also reinforced the power of advocates to believe in their influence and own their impact.”
“Don’t fall in love with the problem,” is an admonition one hears frequently in philanthropy, underscoring the importance of seeking systemic solutions that tackle root causes, rather than programmatically addressing symptoms in perpetuity. ROSE COMMUNITY FOUNDATION deployed $2.5 million in 2023 to nonprofit organizations that leverage advocacy to create conditions for equity and justice. The Foundation also strives to educate and inspire philanthropic partners, and hosted an event where donors delved into the organization’s policy grantmaking priorities and learned about local advocacy organizations. Donors were introduced to opportunities to invest in upstream levers that have the power to reduce barriers and unlock resources to structural solutions. By highlighting the pivotal role of policy and advocacy in driving long-term change, the convening underscored the importance of consistent and collaborative funding in addressing pressing local issues.
