Energy & Sustainability News & Analysis

Electricity Namibia has a peak electricity demand (excluding Skorpion) of 608.113 MW. This was captured during 2015-2016 and currently has a growing resource mix. The mix is moving from the traditional Hydro / Coal and HFO mix, to now include Solar PV. NAMIBIA needs to address the problem of inadequate access to electricity (having long distances between communities and low population numbers), the challenge of extending affordable energy services to underserved populations and the need for self-sufficiency and energy security.

Generation: the number of local generation points stand at 8 power plants as of March 2017,. This should go well in meeting the challenge for 75% of energy locally produced by 20181. NamPower to proceed with the 37 MWp Solar PV Plant in Hardap through 2017. Transmission: The transmission network of 132 – 400kV Network has performed well through the period with the Okatope – Omatando (132kV) being the most problematic based on SCADA Dashboard reviews. Distribution: The national distribution network of 230 v – 66 kV lines fall under various “distributors” with most being handled by RED’s. NamPower dedicated some N$30 million for 2015-2016 on rural electrification. Current Electrification rate is 32.6% (2011 Census).

Among these challenges, the water crises is most pressing and requires an immediate, strategic response. Water issues throughout sub-Saharan Africa, touches all socioeconomic sectors, but low-income

communities remain the most impacted by limited or poor quality water resources. Currently the seasonal flood, or Efundja floods (the flooding of the plains) has swept into northern Namibia. Efundja floods are mainly the result of a flood in the “main” Cuvelai River. Water levels in the Oshana’s in the Omusati region have been rising since last week, an indication that more water from Angola has been flowing into the country.

Renewable Energy Net metering energy production (SMA Inverters only) February 2017 - 358.57 MWh Estimated

Namibia clearly has some of the best irradiation values in the world along with a reasonable biomass resource in Central/ North Namibia. Renewable energy however continues to be classified as “intermittent” energy and a “revenue taker” from the utilities. So, although the era of climate change benefits is obvious, the realities of financial impacts trumps future benefits creating a stalling mechanism. Policies in the making such as;  NET METERING RULES: ELECTRICITY ACT, 2007  No. x of 20XX: Energy Regulator Bill, 20XX  No. x of 20XX: Electricity Bill 20XX  The National Renewable Energy Policy for Namibia (Draft) Will once fully active help change the landscape.

Renewable Energy effectiveness in helping meet SDG goals could be boosted with the introduction of basic smartphones such as the STK Storm 2E Pluz from MTC.
