CEO CHARGED Central Goldfields top officer faces multiple criminal charges

CENTRAL Goldfields Shire Council chief executive officer Mark Johnston has been charged with multiple counts of obtaining financial advantage by deception, false accounting and conflict of interest.

The charges follow a Local Government Investigations and Compliance Inspectorate (LGICI) investigation that has taken place over the past year.

The LGICI released the following statement: “Mr Mark Johnston, CEO of Central Goldfields Shire Council, has today been served via his lawyers with 41 charges following a comprehensive investigation by the Local Government Investigations and Compliance Inspectorate.

“Mr Johnston was presented with 41 charges in total, including two charges under the Local Government Act relating to conflict of interest,

34 charges under the Crimes Act relating to obtaining financial advantage by deception, and five charges of false accounting.

“The charges were filed in the Melbourne Magistrates Court last Friday.

“Chief Municipal Inspector David Wolf said the charges were laid after a long and complex investigation with several matters dating back a number of years. Central Goldfields Shire Council Mayor has been advised of

the matter.

“The matter is listed for initial hearing at the Maryborough Magistrates Court on 31 August 2017.”

The Courier understands the financial advantage by deception charges relate mainly to corporate credit card use.

Johnston has been the CEO at the council since its inception in 1995, following the amalgamations imposed by the Kennett government, appointing interim commis-

sioners to replace previously elected councillors.

He was selected by the three commissioners of the CGSC: John Gault, Geoff Horton and David Karmouche, having previously been acting CEO of the Gannawarra shire.

The shire has one of the highest unemployment rates in the state, and rates in the bottom percentile for health and social issues on government indices for socio-economic disadvantage.

The charges follow inspectorate raids on council offices in September 2016, and the appointment of a municipal overseer.

Mayor Geoff Lovett was contacted for comment, but had not responded by deadline.

The Courier contacted Central Goldfields Shire Council for comment but was told that all phone lines at the council were currently diverted to the emergency number due to a Telstra fault.

PEOPLE across Ballarat are urged to dig up their dollar coins to help make a valuable community difference.

The 3BA and PowerFM onair teams will be out collecting for the Donate A Dollar Day on Thursday as part of the annual 3BA Christmas in July Appeal.

Appeal director Peter Caligari said the ask is for less than half the cost of a cup of coffee, and yet together, funds raised could make a big impact in helping local welfare agencies to support Ballarat families in need.

Uniting Ballarat crisis support coordinator Naomi Bailey said the impact of rising energy costs was particularly noticeable this winter with an even greater demand for help in the community.

“We’re starting to see people in the middle-income bracket more, it’s not all support for low-income. It might be one parent working and one staying home with the kids, but people are struggling now with winter bills coming in and the amount of utility bills,” Ms Bailey said.

“They’re cold and struggling...We all knew there would be an impact with rising utility costs on the community.”

Ms Bailey said a lot of people visiting Uniting Ballarat would forgo putting their

heating on in a bid to save costs. But this, in turn, meant people tended to get sicker quicker and need more time off work, which could impact on pay.

Every dollar raised in Donate a Dollar Day supports Uniting Ballarat, Anglicare, the Salvation Army and St Vincent de Paul Society in Ballarat.

Ms Bailey said the extra help was paramount for each agency to maintain ongoing food, clothing and financial support.

PowerFM will be on-air from Stockland Wendouree on Thursday to encourage shoppers to chip in $1 to the appeal.

Mr Caligari said the campaign was an easy way for everyone in Ballarat to show their support for families in need, especially with the on-air team available to collect from businesses who made a dollar drive among employees.

“It’s as easy as that,” Mr Caligari said. “Those contributing a dollar will know their donation will buy a can of soup, a loaf of bread and other food items for families who are cold and struggling to put food on their tables.”

People can call in to 3BA/ PowerFM offices in Lydiard Street to donate, or phone the 3BA office on 5331 1333 to organise a business collection on Thursday.

Parents on school patrol Patrols prevent and fix school damage

PARENT patrols are helping keep Sebastopol Primary School safe and free of graffiti and vandalism.

A roster of parents keep watch over the school grounds during school holidays and outside school hours with regular but random visits helping deter would-be wrongdoers and ensuring any damage that does occur is quickly repaired.

Rostered parents visit the school grounds each day and report back to school leaders or contact security if anything is amiss.

The program has helped reduce damage at the school and ensure the children feel safe and able to learn effectively.

“We have a roster of parents who come and walk around the school grounds and we make sure someone does it each day,” said principal Michelle Wilson.

The Parents on Patrol program was the brainchild of a former school council member who worked for a security company. Not only do parents make regular unscheduled visits to the

school grounds, neighbours also look out for potential problems.

“Being a primary school most of our parents are very local or are neighbours, but older community members who are neighbours are very vigilant too,” Ms Wilson said.

“We have got a really good parent community here.

They are all very positive about our school and that’s part of the way they support us. It’s all about being able to focus on the learning without having the worry about these other issues.

“It’s just something we do as a school community to keep our school grounds secure and safe so they are in a good state for kids. We don’t have any particular issue.”

School council president Jason Filcock said any damage or vandalism found during patrols could be repaired before children returned to school, rather than waiting for the first day of term to uncover any problems.

“We come across something now and again, but the beauty is we can either fix or prevent it.

“Some people can put vulgar stuff on the wall and kids don’t need to see that, so to

have the opportunity to get rid of that before they come to school is positive and then they don’t feel their area has been abused.”

Depending on the time

of year, parents sometimes added extra chores to their patrol with watering the school vegetable garden and trees a must during summer.

“We just feel it is a good

idea to keep and eye on the school and have a presence at the school, and to engage people who play in the school ground to welcome them to the community

and school.”

Mr Filcock said it also meant parent fundraising was directed toward resources for the school’s 85 students rather than repairs.

Claims man threw object before big fire WITNESSES have told police they saw a man throw an object through a window of the FairDinkum Fish and Chip store before it burst into flames on Friday night.

Victoria Police spokesman Senior Constable Adam West said on Monday police had been interviewing residents in an investigation into cir-

cumstances surrounding the suspicious fire that began about 11pm along Doveton Street North.

“Emergency services were called to a fast food premises in Doveton Street about 11pm after reports of a fire,” he said.

“The blaze was quickly brought under control

and an investigation commenced.

“Witnesses have told police that a white car was seen in the store just before the blaze.

“The male driver exited the car and threw something through the window before driving off. The blaze took hold shortly after.”

Senior Constable West said it was yet to be determined if it was an incendiary object that was thrown.

day fire investigators had provided initial advice to police about the incident.

It took four CFA trucks about 30 minutes to contain the fire.

The weatherboard store was heavily damaged along both sides and through its roof, but a brick facade was still intact.

Nearby residents were evacuated after fears there was asbestos riddled throughout the building.

Registration helps locate vicious dogs BALLARAT City Council has defended its pet registration policy in the wake of increasing dog attacks across the municipality.

Council’s draft animal management plan reported 116 dog attacks in 2016, up from 97 in 2012.

However this number peaked at 150 dog attacks in 2015.

Ratepayers voiced their anger at council’s pet policy on Facebook after The Courier revealed on Monday an estimated 30 per cent of dogs and 60 per cent of cats were not registered in 2015-16.

However council infrastructure and environment director Terry Demeo said registration ensured council could prosecute canine attacks on humans and dogs.

“We have an unacceptable rate of dogs attacks, both on dogs and people,” he said.

“It is not unusual for a significant number of them to be unregistered dogs, which highlights the necessity that with registration comes responsibility and track-ability.

“If another animal or individual is harmed, we want to identify where the attacking dog has come from and if the correct management of that animal has taken place.”

State government legislation makes it mandatory for council’s to register pets in their municipality.

Fees can vary in Ballarat, with significantly lower charges being provided for desexed animals.

Some ratepayers accused council of using the registration to raise revenue.

Others said they had been

fined for not re-registering their pets after they had died.

Mr Demeo said without the registration there was no way to identify pets at the RSPCA run Ballarat Animal Shelter.

“Microchipping is not absolutely mandatory,” he said.

“We do want to return animals when they are impounded, so having no system to identify an animal will make administration of pets very difficult.

“The registration process is about being to identify who owns what animal when they are at large.”

Pet owners also have to pay a fine to retrieve their dog or cat from the pound.

They also have to pay RSPCA’s cleaning and feeding costs, although the group’s contract to run the shelter ends in August.

GASTRO: Five patients have been struck by gastroenteritis at the Ballarat Base Hospital.

As yet no wards have been shut down, a spokesperson said.

Breaches on the rise Half on CCOs commit offence

N 2012, the community correction order was introduced to replace suspended sentences in Victoria.

At the time, former attorney-general Robert Clark promised the orders would improve public safety and reduce crime.

“A new comprehensive community correction order... will put real teeth back into community sentencing,” he told the parliament.

But a report released today has shown that in the first 12 months of the program, the court-imposed orders were struggling to stop re-offending.

The Sentencing Advisory Council studied 7645 offenders who were placed on community correction orders from July 1, 2012 to June 30, 2013.

They found half of the offenders breached their order – 35 per cent by re-offending, 15 per cent through non-compliance, committing 15,941 offences.

Of those who re-offended, 44 per cent committed a theft or dishonesty offence, and 39 per cent committed a driving offence. The study also found 44 per cent of those re-offended within the first three months – four per cent within the first week.

Sentencing Advisory Council chair Arie Freiberg said the results showed the importance of connecting offenders with rehabilitation as soon as possible.

“To prevent re-offending, support services and programs need to start as soon as possible after offenders receive their CCO, because the first few months after sentencing are when re-offending is most likely to start,” he said.

“This was especially important for young offenders.”

Community correction orders are non-custodial, but their conditions can be punitive. They allow offenders to address the cause of their offending, and offer rehabilitation, while remaining under the watch

In short: they are an alternative to prison, and sit just below imprisonment in the sentencing hierarchy.

The report identified drug-related crime – specifically methamphetamine – as common among those who re-offended while on community correction orders.

It speculated that the theft, dishonesty and weapons offences were likely connected to drugs.

A further 7 per cent also directly committed a drug offence – use, possession or trafficking.

These categories totaled more than half of the

re-offending, not including drug driving.

Given community correction orders are often designed to address drug use, these statistics raised a number of questions.

A Managing Community Corrections Orders report from the auditor-general this year found there was an unacceptable waiting time for offenders attempting to access rehabilitation.

“Increasing demand for support programs and services means that offenders may face significant wait times before they can access support,” the report stated.

“This is concerning, as

timely access to support programs and services reduces the risk of offenders on CCOs committing further crimes.”

The result echoed a study by the Australian Institute of Criminology which found that, in 2014-15, half of those in custody had consumed methamphetamine in the last 12 months, compared to 2.1 per cent of the general population.

Weapons offences attracted the highest rate of re-offending.

Fifty per cent of those given a community correction order in the Magistrates’ Court for a weapons offence went on to re-offend, while a further 17 per cent breached the conditions of their order.

The orders also did not appear to be a deterrent to those who had breached intervention orders – 44% went on to re-offend. Nine out of 10 already had prior convictions.

The data came from a 12-month period from four years ago, but the program has frequently changed and evolved since.

In January, a new case management framework was put in place to manage family violence offenders who were serving community correction orders.

Corrections Victoria has also changed the way it assesses an offender’s risk.

While the orders appeared to be struggling to stop re-offending, there was at least one positive outcome in the report: Keeping offenders on community correction orders remained a far cheaper option than imprisonment.

It costs just over $10,000 per year to manage one offender on a community correction orders – compared with $131,700 per year for each prisoner.

The study found: ■ 50% breached their order ■ 35% through re-offending, 15% through noncompliance ■ 44% through theft/ dishonesty offences ■ 39% through driving offences ■ 44% of those re-offended within three months ■ 4% re-offended in the first week ■ 35% of those who reoffended were sent to jail ■ 27% were kept on a CCO ■ 50% of those on CCO for weapons offences reoffended ■ 44% on CCOs for breaching intervention orders re-offended ■ Offenders aged under 25 were twice as likely to reoffend ■ Offenders with prior convictions were three times as likely to re-offend ■ 83% of people on CCOs were men

Mr Petrie said there were Ballarat businesses that got involved by organising staff to work short shifts, others had been personally affected by cancer.

He became involved after

working for Cancer Council for 10 years, including time organising Relay for Life.

“You just have to be prepared to help,” Mr Petrie said. “I think there’s a also a lovely level of camaraderie working together on a stall and meeting people you haven’t met before.”

LUCAS woman Michelle Whyte was driving down Ballarat-Carngham Road before a man began to aggressively tailgate her.

She was obeying a 40km/h speed limit through roadworks in her small Nissan Micra when he drove his big ute right up to her back bumper, trying to dangerously overtake.

“I was nearly forced off the road,” Ms Whyte said.

“He was trying to overtake me on either side of the twolane road.

“Driving by myself as a woman, it was intimidating.”

And Ms Whyte's experience of road rage a few weeks ago is repeated with alarming regularity across Victorian roads.

A study by the Monash University Accident Research Centre has found aggressive driving is "prevalent" on Australian roads.

It follows a spate of serious road rage accidents this year that have hospitalised Victorians.

A staggering 18 per cent of drivers in the survey admitted to deliberately chasing another driver to intimidate them, a figure concerning both road authorities and police.

Indeed, Ms Whyte said the driver of the ute followed her in anger down Dyson Drive.

“When my husband drives the same car it doesn’t happen when they see him,”

she said. In Victoria, 86 per cent of drivers say they expressed anger on the road, concerning experts who warn dangerous behaviour is becoming part of our driving culture.

Report co-author Dr Amanda Stephens, an expert in aggressive driving behaviour, said people became angry behind the wheel when they perceived other drivers were deliberately getting in their way.

Examples ranged from low level honking and verbal abuse, to tailgating and chasing another driver.

"It's almost becoming part of our driving culture," she said, describing some of the results as "shocking". "If you're in a lift with someone else and they're slow to get out, you don't tut at them, but on the roads you do."

"I think it's increasing because we're accepting the behaviour more. Eight out of 10 drivers said they'd acted aggressively out of anger. It's everywhere."

More than 35 per cent of men aged 22 to 39 have pursued another driver at least once.

More than half of female drivers aged 26 to 39 have tailgated, compared to 60 per cent of men the same age.

The study surveyed 2916 drivers.

Data was collected in 2014 and is being presented for the first time.

Ground gives way, reveals hidden fault

A NORTH Ballarat family was alarmed when a depression in their backyard collapsed to reveal a sinkhole at the weekend.

The hole roughly a metre, by a metre and half, fell in while Andrew Rolt was trying to fill in the depression.

No cause has yet been identified, although it is highly unlikely to be a collapsed mine shaft given the property’s North Ballarat location.

Ms Ryan said surveyors looked at the hole a year ago when the ground first dropped.

“They said it could be one in 20,000 things, but they didn’t think it was too much,” she said.

“We assumed it was a little hole.

Old mine shafts were historically covered with timber sleepers, which eventually deteriorate over time, before they cave in.

Some areas have details maps of former mine shafts and tunnels.

Ms Ryan said filled in watercourses could have caused the hole.

“Maybe it was rubble, that filled in the space and has shifted,” she said.

“I believe there has been a lot of watercourses running through there previously.”

Buninyong Community Reserve, which was built over a creek in the 1980s, also had a sinkhole open up in November last year.

“My husband got down to cut it out, so we could pour earth in, and it all just gave way.”

Ms Ryan said she initially did not know who to contact to resolve the situation.

The couple has owned the 13-year-old home for three years.

Civil engineering firm Colin McClelland & Associates inspected the hole when it first appeared last year.

The firm’s Michael Lang said they were yet to look at the most recent collapse, but there were a number of likely options.

“It could be anything from decomposing tree matter, old tree stumps, buildings and spetic tanks caving in,” he said.

“We can’t rule out mine shaft – but it is unlikely in this area – we could not find any-

Aussie woman shot dead by cops in US THE shooting of an Australian woman by US police has raised serious concerns after it was revealed the officers didn’t have their body cameras turned on.

Justine Damond, believed to be aged in her 40s, was killed in Minneapolis about 11.30pm local time on Saturday after two officers responded to a report of a possible assault.

Ms Damond, originally from Sydney and also known as Justine Ruszczyk,

Her stepson Zach Damond, 22, said she called police after hearing a noise near their house in the suburb of Fulton.

“My mum was shot for reasons I don’t know,” Mr Damond said in a video posted on Facebook.

Ms Damond, whose partner is Don Damond, 50, is believed to have been living in the US for at least the past three years.

Minneapolis mayor Betsy Hodges wants to know why the officers’ body cameras were off.

“I am heartsick and deeply disturbed by what happened,” she said.

Military to get power to help police in terror attacks MALCOLM Turnbull wants to make it easier for Australia’s military to help police deal with terrorist attacks.

The prime minister unveiled a raft of changes on Monday, including having special forces provide specialised training to local police officers.

“Our enemies are agile and innovative. We have to stay ahead of them,” Mr Turnbull told reporters at the Holsworthy Barracks in Sydney’s south-west.

Citing recent attacks in London, he insisted police will remain the first responders to any incident, but it was time to increase co-operation with the military.

Defence will offer soldiers for embedding within police forces to bolster engagement between authorities.

“We have to ensure that every resource we have – legislative, military, police, intelligence, security – is always at the highest stand-

“We have to embrace differences of opinion – we have to say this is good and healthy,” he said.

Cabinet minister Michael Keenan declined to say whether a meeting would be useful, saying Mr Greiner was making an “obvious point” about the need to end internal bickering.

“If we’re talking about ourselves, if we’re talking about our disagreements, then we’re not really talking to the Australian people,” Mr Keenan said.

ALL banks will be allowed to call themselves banks, no matter their size, under eased federal government rules to broaden competition.

TheTurnbull government has released draft legislation to allow any banking business with an authorised deposit-taking institution (ADI) licence to call itself a bank.

At present, only ADIs

with capital greater than $50 million are permitted to use the term “bank”.

“This acts to discourage innovative new players from entering the market,” Treasurer Scott Morrison and Financial Services Minister Kelly O’Dwyer said in a joint statement on Monday.

They hope the move will encourage more competition on loans and other financial products.

RECENT global ransomware attacks must act as a wake-up call for Australia as the digital economy grows, Justice Minister Michael Keenan says.

Speaking at an international conference on cybercrime, Mr Keenan says while the WannaCry incident in mid-May and the more recent Petya ransomware incident had not affected Australia greatly, they

should serve as a warning.

Mr Keenan told the conference the internet-based economy contributed $79 billion to the Australian economy in 2014 and that total is forecast to grow to $139 billion annually by 2020.

He says the international cyber attacks provide a reminder to all internet users to be vigilant about protecting themselves.

At least 16 dead as bus skids off mountain road Srinagar AT least 16 Hindu pilgrims were killed and 27 injured when the bus in which they were travelling skidded off a mountain road and fell into a 45-metre deep gorge in Indian Kashmir.

Get a grip – we'll learn to cope with plastic ban

AST week, Woolworths and Coles supermarkets announced they would introduce a ban on free plastic bags over the next 12 months across all stores in Victoria, NSW and Western Australia. You would think two of Australia's supermarket giants deciding to play their role in looking out for our planet would be welcomed by the majority of people.

But it doesn't take long to scroll through social media to see the public outcry. "How will I carry all my groceries to the car?"

"What will I line my bins with?" "How will I pick up dog poo?" Perhaps take a look at South Australia, ACT and Tasmania, where such a ban has been enforced for years. They seem to be doing just fine.

According to Clean Up Australia, we dump more than 7000 plastic bags that could be recycled into landfill EVERY MINUTE, with an estimated 50 million bags entering litter streams each year.

I lived in Canberra when the plastic bag ban was introduced and must admit, initially I thought the idea was absurd. After coming to terms with the fact that the world was not going to end, I, along with everyone else, got on with it and adapted to the idea as it simply became part of routine.

As with any kind of change, the bag ban will take some getting used to, but it is not difficult to keep a stack of recyclable bags or boxes in your car, plan grocery trips or not use bags if buying a small number of items. Hessian bags are much more durable and carry at least four times the amount of groceries as single-use bags that break as you carry them home. They don't cut off the circulation to your hands and you can recycle them over and over again.

For those who worry about when they do a big grocery shop, the option of bags is still available at a small cost. The ban will encourage you to bring your own, however, and the environment shouldn't pay the price for our forgetfulness and laziness.

Medicare scare just tip of the data iceberg O UR social services are organised by massive databases. Health, welfare, education and the pension all require reams of information about identity, social needs, eligibility, and entitlement. Our infrastructure is managed by massive databases holding information about traffic flows, public transport usage, communications networks and population flows. Our security is maintained by complex information systems managing defence assets, intelligence data, and capabilities and deployment information.

We should be thinking about these enormous data holdings when we read the news that thieves have been selling Medicare numbers linked to identities on the “dark web” – a mostly untraceable anonymous corner of the internet.

That last detail is what has made this such a scandal for the government, as Human Services Minister Alan Tudge and the AFP have scrambled to identity the systems’ weaknesses. But the fact that the Medicare numbers are being sold is the only thing that makes this an unusual data security breach.

Australian government databases are constantly being accessed by people who are not authorised to do so.

Here's just a taste. Last year, the Queensland Crime and Corruption Commission revealed it had laid 81 criminal charges and 11 disciplinary recommendations in the space of 12 months for unauthorised access to confidential information by police. The Victorian government's police database was wrongly accessed 214 times between 2008 and 2013, by “hundreds” of officers.

Earlier this year, 12 staff were fired from the Australian Taxation Office for accessing tax data on celebrities and people they knew.

We could go on. These of course are the instances we know about because they have been detected and reported on. There are undoubtedly others.

Governments manage a lot of data because we ask them to do it a lot, and to do what they do well. They run thousands of complex systems. Many of these systems have been jerry-rigged and adapted from earlier systems, a series of politicised, overbudget and under-delivering IT projects stacked on top of each other over decades.

But these repeated episodes of unauthorised access show that these complex systems are in dire need of reform. It is clear that the “permission” structures on these government databases are deeply broken.

In the debate over mandatory data retention one of the big questions was whether law enforcement and regulatory agencies should have to obtain a warrant before accessing stored data. In the end the government decided no warrant was necessary – because warrants could only slow down investigations. This is exactly the sort of loose permission structure that leads to abuse. Last week's Medicare breach has been made possible because thousands and thousands of people – bureaucrats, health professionals, and so on – can access the Medicare database.

Rather than leaving data access up to the discretion of thousands of people, we need stricter codified rules on data access. Government databases need to be restructured to prevent, not simply penalise, employees from going on fishing expeditions.

In the past, economic reform was targeted at big sectors like banking, telecommunications, and trade. As Australian governments evolve inevitably into complex information brokers, the next wave of reform will have to focus on data management.

When angry entitlement makes it worse

A

WEEKEND incident at Melton South where a football player was badly injured during the game and was confronted with a lengthy delay for treatment has inflamed opinions on the appropriate course of action for paramedics in an emergency situation.

The problem with the delays in this case was that when the paramedic team arrived, they were confronted with a reaction from those at the scene that led to them signalling it as posing an unacceptable risk. The emergency for the patient becomes the emergency for the service workers.

While there can be little doubt there was plenty of emotion running around following the injury, the result was not the best possible outcome for patient treatment.

As per Ambulance Victoria procedure, in such circumstances Paramedics would only

return with police escort meaning almost a further two hour delay for the hurt player.

While it is understandable at disquiet at delays of more than 45 minutes for the paramedics to arrive, these delays are most likely based on the priority assessments of the call centre and Ambulance Victoria.

Moreover that triage call on whether a broken leg requires more urgency than say a cardiac arrest or car smash, has nothing to to do with the paramedics themselves who are simply answering the next job on their list.

If people were misguided enough to vent their anger at the messengers in this case, it was intemperate and misguided and worse, appears to have inadvertently prolonged the agony of the footballer.

For those who consider the steps the ambos took as an over-reaction, it is worth considering what paramedics potentially

face everyday when they go from one fraught scene to another. Melton South has claimed the abuse was on the minor scale but there is clearly a difference in estimation of what is acceptable or threatening to make paramedics walk away.

Paramedics may be devoted public servants but they are not crusaders and they don’t go to work each day to be abused or worse, even bashed. Yet 13 such incidents are reported per day across Victoria, with more than 300 recorded assaults in 2015.

Ambulance Victoria has a primary obligation to look after its employees who they insert into often highly emotional and sometimes desperate scenarios. They already have a “do not approach” list for repeat offenders and trouble addresses.

If we want their help the least we can do is return some respect.

HAVING long been an advocate for Ballarat's Avenue of Honour, I have followed the controversy over speed limits on Ballarat's Avenue for a long time. I have researched and visited many of our venues and spoken at their centenary and re-dedication events.

While acknowledging arguments about safety, accidents including fatalities etc, I must add some comment on the topic of speed limits.

The Avenue of Honour is a memorial both corporate and individual. It is one of the great endeavours undertaken and carried forward by the Ballarat community over the generations and is highly valued by the community. The avenue represent life and in also respecting the life of those travelling the avenue, it is only fair on our drivers that we restrict speed along on this memorial.

In April and May of this year, I was fortunate to undertake a research visit to several overseas centres and communities who also planted avenues to honour those who served in the Great War. Although I did not have the time to visit those of 32 and 25 miles in length in the USA, I did visit one in Canada of 14 kilometres and another of 20 kilometres. On these two, those that most approximate the Ballarat situation, the speed limit is 50 and 60 kph respectively.

The one at University of Manitoba in Winnipeg, Mathieson Drive, is the approach to the university. It is only a couple of kilometres long with a limit of 40kph. Surely, 50kph or even 60kph would be preferable at Ballarat as the stroboscopic effect on drivers at 80kph would still lead to the type of accidents we have seen in the past. One of the avenues I visited, like Ballarat's, is a linkage road between communities and is also a main commuter passage between two centres now joined by corridor development. On the smaller avenue, which is only 14 kilometres long, the carriageway is lined with a kerb approximately 600cm high which is an added incentive to keep speed down, but also helps minimise the strobe effect for smaller vehicles.

ROOM ON THE EMBANKMENT The proposal to build an hotel on the land - particularly a 4.5-star version - has clearly been viewed as un-viable in view of the more recent decision by the government to convert the concept to 46 serviced apartments. Such a development, in close proximity to the CBD and railway station, of itself is a reasonable proposition in planning terms, but not in the middle of land pa-

tently better retained for use for its original transport function, i.e. for car parking, given the latest projections for the expansion of Ballarat.

Part of the apparently surplus land is suitable for development for serviced apartments or townhouses, as recommended in a 2002 report to the state government, i.e. land along the Nolan St frontage, which is currently occupied by little more than a bare embankment. Construction of townhouses in this location, the report suggests 42, two bedroom apartments, would provide residential development to complement a similar, existing development on the northern side of Nolan St, remove an otherwise unattractive interface area north of the station and be an ideal substitute development for the proposed serviced apartments.

It is important that the state government and the Ballarat Council realise that a lot has changed over the past 2 to 3 years and as a result, the proposals for the station precinct need to be changed.

It is heartbreaking to learn that our three government MPs have so little vision for the future of Ballarat. Selling off prime land in the heart of the city to a private developer for an ordinary development that is unnecessary in that location, shows they obviously do not care for the future growth of Ballarat and its transport system.

Already people are moving from Melbourne to Ballarat for the ease of commuting and lifestyle, yet our representatives - while touting a 'less-than-one-hour' train service to Melbourne - are removing the one thing Ballarat commuters need; a proper transport hub. Adjacent to Ballarat's main station, this would provide a link for commuters and bus travellers to the station as well as direct entry to the city for visitors arriving by train or regional coach.

There would also be adequate parking, and particularly for Ballarat's weather, undercover local buses, an undercover link to both train platforms and a regional coach terminus. Why yet another socalled conference centre and shops, plus more flats are so desperately needed on this land is beyond me; and many other residents of Ballarat. Instead of taking their constituents' views to parliament, they are bringing Daniel Andrews' views to us.

Our city council is not entirely blameless.

It sits on its hands, suggesting that a decision in favour of Ballarat is too hard and handballs it to the state. I find it shameful that not one government MP has agreed to listen to differing views, let alone take them into consideration. I am talking here about Jaala Pulford (Minister for Regional Development), Sharon Knight and Geoff Howard.The fact that are prepared to go blindly ahead, sell off prime land adjacent to Ballarat's main station to a private developer, and ignore the needs of the city you purport to represent will be noted at the ballot box.

Umpires get ready to pink-up for big play

UMPIRES across the Goldfields region are preparing to pull up their pink socks and blow the whistle for a good cause.

Ballarat Football Umpires Association will wear the bright accessory on the field to raise awareness for the McGrath Foundation’s work to place specialist breast care nurses in communities across the nation, and to make every one more breast aware.

All BFUA officiating field, boundary and goal umpires will sport the limited edition pink socks for action next month – they have dedicated August 19-20 as Pink Socks Round – but are already starting to make a statement at training.

BFUA’s Brendan Johnston said the association aimed to raise more than $2500 in their campaign to support a breast care nurse in the Ballarat region.

“We are hopeful that more than 250 umpires will be wearing pink socks recognising the amazing work of the McGrath foundation to support women with breast cancer,” Mr Johnston said.

Umpires will wear the socks to officiate across all AFL Goldfields football, including all divisions in the Ballarat, Central Highlands and Maryborough Castlemaine District football leagues.

ROBOT FUN NAO robots are small, interactive humanoid companion robots and on July 25 they’ll pay a visit to Ballarat Library.

The 58cm robots will be part of a NAO robot workshop running from 4pm to 5pm for children aged eight to 15.

During the free workshop library visitors can interact with the robots, learn how they are programmed and controlled and watch as they do a variety of activities.

BFUA's Brendan Johnston Care Nurses in providing support to families affected by breast cancer at all stages of their journey, from diagnosis through to ‘survivorship’ for free.

The McGrath Foundation has 117 nurses across Australia and has supported more than 54,000 families since 2005. There is demand for 79 more McGrath nurses to meet a growing need for specialist breast care support.

Each year, 49 Australians are diagnosed with breast cancer every single day, according to the McGrath Foundation.

Ballarat-based McGrath Breast Care nurse Joylene Fletcher told The Courier earlier this month the most important part of her job was just to be there for those she supports.

Pastel characters an insight into every life

Arts lovers flock to events BALLARAT’S vibrant arts culture is a driving force in strong regional arts attendance figures.

Regional Victorians are culture vultures, attending artistic and cultural events in their droves despite fewer opportunities than those living in Melbourne.

Figures from the National Arts Participation Survey show Victorians are ardent arts-attenders with 57 per cent attending live music, 49 per cent taking in the visual arts, and 45 per cent catching a theatre show – figures well above other states in Australia.

The regional Victorian figures are only slightly lower, with the study revealing 71 per cent of regional Victorians attended an arts event last year.

Ballarat’s strong arts calendar with White Night, the Ballarat International Foto Biennale, the Archibald Prize exhibition, summer music series and dozens of smaller gigs, events and festivals have helped drive strong participation numbers in the region.

WHIMSY, character and colour line the walls of Art House Gallery Ballarat and viewers might see just a little of themselves in many of the works.

Lisa Coutts’ pastel illustrations are both eye-catching and insightful at the same time.

Ms Coutts describes herself as an “illustrator more than artist” and perhaps unsurprisingly spends a lot of her time illustrating children’s books.

“That’s why my work is quite character-based,” she said.

“The work I do is based more on feelings and things I see and experience. It’s quite personal but at the same time I feel everyone can look at them and relate to them and take something away or apply their own story and experiences to them.

“I think it evokes something within the viewer whether it’s a memory or it reminds them of family or an experience.”

Thirty two of Ms Coutts’ large paintings now hang on the wall of the Art House Gallery and they are catching the eye of shoppers passing through the City Centre Arcade.

“We are getting lots of people stopping as they pass when the colours catch their eye,” said gallery owner Heather Fairnie.

Ms Coutts has not seen her work hanging in Ballarat, but has fond memories of the city where she used to come for family holidays as a child.

“I look forward to getting up to Ballarat and having a Look. We used to have family holidays at the Begonia Fes-

tival so I’ll come and revisit a few childhood memories.:” She’s also hoping her visit in the next few weeks will inspire some new works and illustrations. Ms Coutts often sketches or photographs scenes and characters that inspire her, then takes them and her imagination back to her North Fitzroy studio to produce an artwork.

If she’s working on illustrations for books, her work is more likely completed on a tablet or computer.

Ms Fairnie said the exhibition of large-scale pastels were “often whimsical but never contrived”.

“Lisa’s works capture moments that linger forever and the nostalgic charm of her work has a broad appeal to adults,” she said.

“They are really bright and vibrant. They are illustrations not just for children, they are illustrations that adults buy for themselves because they have beautiful dreamscapes that bring back memories of being a child, or their own children, family and different experiences.”

Her personal favourite is one that is apt for Ballarat’s winter weather.

“There’s one called Fly Away Girl and to me it’s very Ballarat, with rain blowing and the girl holding on to her hat to stop it blowing away in the wind. It’s very Ballarat, especially the last few days.”

Art buyers were also attracted to subjects that were a little lighter than some other artworks.

“Sometimes you just get that light piece of art work that is something so pleasurable to have in your house and doesn’t weigh you down when there are so many heavy things in the world.”

US weakness drives dollar to two-year high A WEAK US dollar after a downside surprise in economic data has propelled the Australian dollar to a two-year high, topping US78c for the first time since June 2015.

The local currency was at US78.19c shortly after midday on Monday, up from US77.49c on Friday.

BetaShares Capital chief economist David Bassanese said the surge came on the back of US Consumer Price Index data, which made the market less confident of further Federal Reserve rate rises.

“The CPI numbers on Friday are definitely having a flow-through effect,” Mr Bassanese said.

Mr Bassanese believes while the RBA will be

annoyed by the Aussie dollar’s climb, it will keep the cash rate at a record low of 1.5 per cent for a while yet.

“The economy at the

moment looks OK, but down the track challenges are only going to mount,” he said.

“Given the recent surge in the Aussie dollar, the RBA seems even less likely to want to hint at higher rates anytime soon.”

He said if US inflation failed to rebound and the Fed says it will not raise rates this year, the Aussie dollar could soar even higher.

“If you get that confirmation from the Fed, then the Aussie could easily hit 80c,” he said.

Completing this training he was posted to East Sale, OTU 21/08/45.

On 04.10.45 (when WW2 ended) he was posted to Admin Melbourne Head Quarters Southern Area and discharged 30.04.1946.

WENDOUREE ATHLETIC CLUB BURGOYNE CROSS COUNTRY HANDICAP 15/07/2017 On Saturday, the Wendouree Athletic Club in reasonably good conditions saw the 8km and 4km Burgoyne handicap races starting from the Eureka Club rooms in Brown Hill. In the 4km event for Wendouree was Dylan Ross in a race time of 18m.11s and a handicap time of 10m.59s to take out the handicap section. First across the line was Tyler Davis in 15m.44s. and finished 2nd on handicap with a time of 11m.10s from another junior runner Fred Valpied who finished 5th overall in 17m.06s. took out 3rd place on handicap in 11m.35s. Kate Macaulay was the first female to finish in 17m.51s. and a handicap time of 12m.05s. from Tahlia Whittle who recorded a time of 18m.44s. and 11m.46s and finished 4th on handicap ahead of Montana Ross 20m.44s. The 8km event saw Nick Fidler take out the race win in 28m.30s and also take out the handicap win in 24m.25s. from Micah Poole 2nd home in both the race and handicap event in 32m14s. and a handicap time of 25m.31s Kris Davis took out 3rd place in 36m.39s. and a 3rd handicap time of 27m.51s. The novice 2k event went to Maya Fleming in a race time of 9m.23s from Bayley Davis in 10m.24s and the 1 km.

CYCLING EUREKA CYCLING WINTER AGGREGATE RACE SERIES 16/07/2017 Round 5 of the Europa Cafe W. A.R. S. saw nineteen brave souls battle on the Windmill circuit near Blowhard. As expected – in the cold and windy conditions – the strongmen came to the fore in the 53km handicap race. Graeme Parker rode yet another superb race off Limit and was only caught late in the race. The largest group of the day set off at 10 minutes.

Driven along by Jim Crumpler, they maintained most of their numbers until the final lap when they lost two riders as they were claimed on a short climb by Second Scratch. Jason Birch, Rob Phillips and Rick Calvert proved to be the strongest riders in the Second Scratch group (5 minutes). With 13km remaining they had caught all bar Graeme Parker. Crumpler and Jeremy Humber were two of the 10 minute group who were able to stay with the pack and work turns with the Second Scratch riders. Claiming the race lead with six kilometres remaining, the next concern was whether or not the eight men had enough of their advantage remaining over the Scratch riders – Tim Canny and Tony Mirabella. Phillips forced the final selection 4km from the line as the bunch raced up the rise in Donovans Road. Just five riders now remained to fight out the finish – if they could hold off Canny and Mirabella who were closing fast. Down to the line and all five riders launched at the same time. Crumpler opened a small gap over Birch and held it to the line for his first win with Eureka. Phillips was close behind in third, ahead of Humber and Calvert. The Scratch riders crossed the line less than one minute later with Canny taking Fastest Time.

She won at Fairfield on June 12 and must be respected against this class. FARRAHFOWLER (2) was runner up twice prior to a luckless fifth at Maryborough where she was held up for a run at a vital stage and finished well late. She is ideally drawn and should run her usual honest race. CHAMPAGNE TASTE (1) had her chance when she was resuming at Ararat where she led, but she should strip fitter from that outing and is drawn to go well.

He endured a tough run when a game third at Melton last time. DECORATED LADY (1) is a tough mare and finished off in a quick final half to win at Yarra Valley. She is ideally drawn and should go well again, despite rising in class. LUCKY V C (10) is better than his form reads and recorded fast time at a recent Melton trial victory. He races best when he is close to the pace so the second line draw is a disadvantage but he is too good to dismiss. CHIRPY CHUCKLES (2) and BIG BANG LEONARD (6) are both worth thought in multiple combinations.

NICOL SHARD (6) was resuming since February when he led throughout and recorded a mile of 1.56.2 at Yarra Valley prior to heading up to Menangle where he finished seventh behind General Joy in a strong race. This event is more suitable and he is capable of returning to the winning list. MAXIMUM JOLT (7) produced a big performance when he dashed well clear in the later stages to win by a large margin at Yarra Valley. This race is harder but he is capable of taking the next step forward. ALL MY SAVINGS (8) has ordinary numerical form on paper but she did a great job to make it through to the Super Series Final where sixth last outing. She does race best when she is able to lead so the second line draw is a disadvantage but she can show improvement against this grade. ROLLON JACK (5) places more often than he wins but he might sprint well when fresh.

She is a talented trotter when racing at her best form so she is worth an investment. GIRLS GO FIRST (4) was doing her best work at the end when fourth behind Aldebaran Ay M at Ballarat last outing. MICHAEL Matthews believes the call of nature may have prevented him from claiming a second-straight Tour de France stage victory.

The Australian sprint star was in a 28-man breakaway group with fewer than 40km to go in Sunday’s 15th stage when he succumbed to the urge to urinate.

“I really think I had the legs to win today … I think it cost me the win,” Matthews told News Corp Australia. “When you’re in the breakaway, it’s hard to stop for a nature break because there’s so many people on the side of the road.

“You can’t do it while you’re riding.

“I was really busting the whole race and the only

time I could really find to stop and have a p--- was on the climb.”

Matthews won the intermediate sprint to claim a maximum 20 points during the stage between Laissac-Severac l’Eglise and Le Puy-en-Velay.

But it wasn’t enough to claim the lead sprinter’s green jersey from Marcel Kittel, although he did cut

the German’s points classification lead from 99 to 79.

SCOTT Pendlebury’s broken finger could be a major blow for Collingwood and coach Nathan Buckley as they aim for a strong finish to the AFL season.

The Magpies captain was due to undergo surgery on Monday to have a pin inserted in the finger after suffering the injury in Saturday night’s win over Gold Coast.

Pendlebury will not know until after the operation how long he will be out, although

he probably will miss Sunday’s Etihad Stadium game against West Coast.

But it could be multiple weeks and there is speculation that the injury could end the star midfielder’s season.

“If it’s two, three, four, five weeks, whatever it is, I will just go about the (recovery) process,” Pendlebury said.

Clubs asked for feedback CRICKET

THE Ballarat Cricket Association has requested feedback from clubs to help decide on the format of the first grade competition.

Two options are being considered for next season, with clubs asked to provide preferences by July 21.

The key difference in the two options is whether or not Twenty20 fixtures are incorporated into the regular premiership season or played as part of a standalone competition.

Last season, the BCA held a separate T20 league to determine the side that moved through to the regional championships.

“With a bye again in the fixtures and the significant feedback regarding a ‘lack of cricket’ and ‘the players hate not playing cricket’ etc from last season, the board are again offering two options in an attempt to maximise the number of days being played for the first XI,” a letter from the BCA to clubs reads.

McGhie said even though Vasjuta would have been suffering, the injury was not a life threatening situation. He said this would have placed

the incident behind emergencies of higher priority, causing the initial delay.

He said paramedics need to be given a safe situation to do their jobs.

The Ballarat Football Netball League released a statement on Monday morning saying that it was investigating the incident.

Redbacks, Vikings play draw SOCCER BUNINYONG and Sebastopol drew in thrilling circumstances in Sunday’s Ballarat and District Soccer Association division one open match.

The Vikings sit on top of the ladder and quickly showed why with goals at the 15 and 19 minute-mark to take a 2-0 lead into half-time.

The message from Redbacks’ coach Kevin Haintz at the main change was to stay positive and focus on where it could get the game on its terms.

Jonah Healey got Buninyong on the board in the 63rd minute triggering a patch of dominance which saw the Redbacks storm to the front with three goals

within 25 minutes.

Liam Dawson equalised for the Vikings in the 92nd minute with a brilliant volley after a free kick to the lock scores at three apiece.

Redbacks’ captain Liam Haintz said once his side scored its opening goal, confidence grew and it knew it was back in the contest.

Haintz was pleased to come away with a point against quality opposition given how tight the top five is.

“We were pretty happy,” Haintz said.

“We were going in expecting them to give us a bit to think about.

“We felt we weren’t out of it (at half-time).”

BALLARAT star indoor cricketer Briony Polkinghorne has been selected to represent Australia at the Dubai World Cup in September.

This year’s World Cup will be the third time Polkinghorne has represented at national level. But she is not the only Ballarat flavour in the side. Laura Shaw, who now lives in Melbourne, studied at Ballarat’s Federation University for four years while Nicole Martin coaches the Central Highlands team – the trio being the only Victorian representatives.

Polkinghorne said it was a great honour to play against the world’s best players.

“To play with and against the best players in the world is something I always dreamed of doing and I’ve been fortunate enough to do it a couple of times now,” Polkinghorne said.

She was also awarded the International Women’s Player of the Year following an outstanding international tour and 2016 national titles.

Polkinghorne arrived home on Monday after a strong display at the latest national titles. The Victorian team were denied its third successive victory

by Queensland, who were too good in the final. Polkinghorne said while the individual accolades were humbling, she said team success brought her the greatest pride.

“It’s not something you play for obviously, you play to win the nationals, but it’s another feather in the cap.”

Briony Polkinghorne gets one opportunity to train together in the lead-up to the tournament, but it will head over a week early for a training camp.

The group is already very familiar with each other given it boasts seven World Cup members from the 2014 team.

Polkinghorne, 35, was not sure if this would be her last World Cup, but will stay focused on this year.

“As I get older, it gets harder. My mind probably says yes, but I’m not sure what my body says.”

Injured Melton South player distraught after long wait for help BFL

MELTON South footballer Daniel Vasjuta has described his agonising wait for medical assistance after a horror broken leg in Saturday’s match against Sebastopol.

Vasjuta was forced to wait more than two hours for professional help when Ambulance Victoria paramedics refused to treat the

21-year-old due to fears for their safety.

This was after the crew took close to an hour to respond to the incident, with the initial emergency call made at 3.47pm.

Vasjuta was recovering in hospital on Monday morning after surgery to repair a dislocated ankle and fractured fibia.

He told The Courier that the pain was “10 out of 10

for a long time” after suffering the break early in the third quarter of the Ballarat Football League senior clash in Melton.

Vasjuta said he was aware of the circumstances for his delay in getting treatment.

“Obviously there was a lot of different things being told and a lot of different stories, but basically a long story short, I heard that the ambulance got there and

one person had said something to them to hurry up or something along those lines and he ended up leaving because he didn’t feel safe,” Vasjuta said.

“I can’t really comment on (that) because I didn’t see it, but I wasn’t happy when I heard that. Just for my pain – I was in agony really.”

Vasjuta said he was without pain relief for much of his time in the clubrooms,

except for some Panadeine tablets he was eventually given.

“I was just hoping that the ambulance would eventually come. No one wanted to move me because I was in so much pain and I didn’t want to move. That’s the reason why we didn’t really get up and go to a hospital, because I was in so much pain,” he said.
