Wollongong City Council’s Moonlight Movies began again last Saturday with a free screening of Bran Nue Dae at Port Kembla’s King George V Oval. The screening is part of our Illawarra 200 program, which is celebrating the Aboriginal history and culture of our area and marking the bicentenary of European arrival in the region. From 6-8pm, before the screening, there was a range of Indigenous entertainment and acts include Elaine and her Band of Brothers and the Illawarra Flame Tree Dancers. There were also Indigenous arts and crafts for sale and food stalls by Fred’s Bush Tucker, the Koori Men’s BBQ and The Red Kitchen. “ Our free Moonlight Movies events are always popular with families and are a fun, relaxed night out,” Wollongong City Council’s Public Relations Manager Susan Wardle said. “ This event is a special one as it is part of our Illawarra 200 program. West Gerringong businesses still open to public It’s business as usual for commercial operators located in west Gerringong while Kiama Council replaces the Union Creek Bridge on Belinda Street.
Refurbished link on the Blue Mile Reopens A viewing platform, a three-metre wide promenade and new lighting, seating and handrail are all features of the latest link in the Blue Mile Heritage Walk at Flagstaff Hill. The link, which runs from the Fish Co-Op footbridge to Wollongong Harbour’s entrance road along Endeavour Drive, has been reopened on, Friday 30 October 2015. The project was started in April, and is finishing on schedule. “This is a really exciting project and one that I’m sure people are going to really appreciate. Plus, it’s particularly exciting we’ve been able to reopen this stretch of path ahead of Sunday’s MS Sydney to the Gong and the MS Wollongong Criterium cycling event. MARKET view November is here and with it comes the busiest real estate period of the year, with many looking to settle into their new home before the festive season. But how is the Illawarra market shaping up? Heading into November we are starting to see a small amount of uncertainty from buyers due to the big 4 banks raising their variable interest rates. All of the banks have undertaken billion dollar capital raisings in the past few months to build capital to absorb possible losses and to secure their business. This has been made necessary by the Australian Prudential Regulation Authority (APRA). APRA oversees banks, credit unions, building societies, general insurance and reinsurance companies, life insurance, private health insurance, friendly societies and most members of the superannuation industry. APRA now requires the banks to hold more capital against Australian mortgages, this comes after the regulator criticised the banks for a lack of common sense lending. ANZ said it faces significant additional costs due to the new levels of capital required to be held against home loans, and this interest rate rise will add $36 to monthly repayments on the average loan. Alternatively the banks could have reduced their earnings and dividends, which would not have sat well with shareholders. The Reserve Bank is keeping pressure on the banking sector with its announcement, on Melbourne Cup day, to keep the official cash rate unchanged at 2%. This comes at a time when RBA deputy governor, Philip Lowe, has been critical of the banks and their reporting systems. Increased scrutiny by APRA has found an additional $50 billion worth of property investment loans. Mr Lowe has said that this revelation is concerning and a disappointment, as it greatly reduces the RBA’s ability to correctly enact policy decisions and furthermore it greatly reduces property buyers ability to correctly judge the market into which they are buying. The RBA, APRA and the Australian Bureau of Statistics will now be making a thorough review of all of the data collected and provided by the banks. Some smaller lenders, building societies
and credit unions, are competing with the big 4 by reducing their fixed rate loans. However, most home buyers are now facing higher mortgage repayments and as a result some are putting off their home purchase until the New Year. This is reflected by an October auction clearance rate of 75.6%, the lowest in more than 12 months, but nothing could have predicted the, staggeringly low, 14% auction clearance rate achieved in the first week of November. Clearance rates have a marked impact on housing pricing. If a house sells above, or below its reserve, or happens to be passed in or garners aggressive bidding, it has an impact for the prices for the surrounding houses in that area. Potential buyers will walk away affected by the experience of the auction and will re-evaluate their opinions of property value. Median house (3 Bed) prices have also recently slowed with October seeing a 3.9% increase to $565,000, far slower than the 12% increase seen in September. The beginning of November has seen a backward start, with median prices reducing by 7%. The median house reduction began earlier with 2 bed units; they reduced by nearly 5% in October and are still heading downwards in November with a 0.84% reduction. Despite Wollongong having a 0.6% increase in its vacancy rate, overall the Illawarra saw a reduction to 1.5%. Having a low vacancy rate, less than 2%, is often referred to as a “tight” rental market. This means a market where there is high competition for rental properties, and in turn rent is likely to increase. From this we can see a continued high interest from investors in the Illawarra and surrounds. Another factor causing the slowing of pricing is the influx of properties hitting the market. November generally sees an increase in properties being put up for sale and this year it is no different. All of this is pointing to favourable market conditions for buyers who stay in the market amidst interest rate confusion. Increased supply and lower competition means there are many great property options for home buyers in the Illawarra.

Buying a house is usually the biggest purchase each of us will ever make. But most of us don’t spend any time thinking about the act of negotiating the price. Here are some tips that may help you when you are looking to make an offer on a new home. • Research - Do as much research as you possibly can. Use the Neighbourhood Reports and Suburb Trends to get a clear idea of what is reasonable to expect a vendor to accept. Find reports and trends at www. realestateworld.com.au - Why is the vendor selling? Finding out why the vendor needs to sell exposes helpful information that you can use when negotiating. Do they need to sell in a hurry? Have they had the property on the market for a long time? All of these things can show how willing to negotiate the owner is. - Understand the sales process and how many days a property has been on the market. If a property has been passed in at auction or has spent more time on the market than the average, then a vendor will be, more than likely, open to negotiate.

• Be ready to walk away
- You want the vendor to feel like they won, even if they lowered their price. A way to do this is to make concessions around the settlement details. The vendor may want to settle quickly or slowly be ready to accept these terms, it’s more important to lose some battles in order to win the war.
- You must learn to separate your emotions from the purchase. In a competitive buying market, where clearance rates are high, ego comes into play and the desire to win arises. You must learn to keep that in check and make well-reasoned and rational decisions, and not ones that you will learn to regret after the post-win high subsides.
- Remember that some deals are not worth it. If you feel that you are having to make too many concessions for the property, perhaps the deal is not worth having. You have to live with the decision and you do not want to regret it later. There will always be another property out there for you.
- Make sure you set a limit and that you stick to it. Have all you finances in place so that the agent and vendor know that you are ready. But if the negotiations go to high be ready to say “no thanks, the price is too high” and walk away. You will be
