Coalcliff Beach Embankment Stabilisation Work

Works began on stabilising the embankment at Coalcliff Beach on Monday 15 February 2016.

Ooaree Creek/Werri Lagoon study

Wollongong City Council is carrying out the works to prevent further scouring of the embankment in front of the surf club by large seas and swell. As part of the project, large sand bags will be placed in front of the embankment. It’s anticipated the works will take about four weeks. The project will provide a short-term solution to the issue of scouring in the area while Council continues to investigate long-term options for the site. As part of this, geotechnical drilling was carried out in the area about two weeks ago. The boreholes dug by the drill will allow for engineering and environmental assessments to be carried out, and a permanent design solution reached. “This is a complex site and one that has a number of factors we have to consider including the environment and heritage,’’ Mike Hyde, Wollongong City Council’s Director of Infrastructure and Works said. “The works will take place on weekdays between 7am-3.30pm and during this time the surf club’s car park will be closed to the public. There will be traffic and pedestrian control measures in place. We’ve taken this step as we’ll have some large plant equipment in place moving the sand bags about. I’d like to thank everyone in advance for their understanding as we carry out this vital work.’’ The car park will be reopened outside of work times, and on weekends. Drivers can park on the entrance road that leads to the surf club and there is alternative access to the beach from Paterson Road.

Cyrus Villanueva Gets Keys to the City Home-grown hero and X Factor Australia’s 2015 winner, Cyrus Villanueva, was awarded the Keys to the City at the Illawarra Hawks match on Friday 12 February 2016. Cyrus was presented with the Keys in recognition of his contribution to the City of Wollongong, and his success on the national television vocal competition last year. The winner grew up locally, and attended Dapto Primary School and Kanahooka High School. During the competition, accompanied by his mentor Chris Isaak, he returned to Wollongong and met with fans in the Crown Street Mall. “Cyrus did the whole City proud when he took out the title of X Factor Australia winner last year,’’ Wollongong Lord Mayor Councillor Gordon Bradbery OAM said. “But, this recognition isn’t about the fact he simply won the competition. It’s an acknowledgement of the positive way he represented Wollongong to a global audience with his dedication, passion and humility. He is a fine representative for our City and the people who live here.’’ Council has also invited Cyrus to be an Ambassador for the City of Wollongong. Cyrus said he was honoured to be presented with the Keys to the City at the ceremony that took place before the Illawarra Hawks match against the Adelaide 36ers. He performed for the first time live his new single, Keep Talking, as well as his debut and certified gold single Stone at the event. “Wollongong will always be my home. The people in it are not only my closest friends and family, but they helped me become who I am. The people who taught me, the people who gave me a chance, and the people who I don’t even know who have supported me,’’ Cyrus said. “I am honoured to be presented with the Keys to the City, from a place that has already done so much for me. Kiama Municipal Council will spend $90,000 on a flood study of the Ooaree Creek catchment area in Gerringong, and the Werri Lagoon. The council received funding of $60,000 towards the flood study through the NSW Floodplain Risk Management Grants Scheme. The catchment includes more than 100 residential and rural properties and the area is prone to frequent flooding. The Ooaree Creek/Werri Lagoon study is latest in a series of flood studies conducted by Kiama Council. In previous years studies for the Spring Creek catchment and Surf Beach catchment in Kiama have been finalised. Quotations will be sought from specialist consultancies to complete this work over a 12 to 18 month period. The council has also recently updated coastal and estuary management plans for the Minnamurra River and the Crooked River.

Civic centre construction progresses Construction of new community facilities in the city centre is on schedule as the $59.5 million Shellharbour Civic Centre project continues. Bulk earth works began in October last year and included excavation and filing of the ground floor, lower and upper car parks and landscape area with 80 per cent of this stage almost complete. The civic centre includes a 2000sqm city library, museum, 350-seat auditorium and civic plaza as well as a three storey administration building and Council chambers. ADCO Constructions company have employed best practice building methods to ensure the project maintains its five star, green star Green Building Council of Australia rating upon completion. “We were completely taken by surprise when the proposed merger with Wollongong City Council was announced on 18 December. By that stage, decades of planning the civic centre had come to fruition, the construction contract was entered into and building work was well underway,” said the Mayor, Marianne Saliba. The State Government’s regulations that are in effect for all Councils considered for a merge require that no new contracts exceeding $250,000 be entered into during the consideration period, which began 18 December. The government requires that each Council continue to operate ‘business as usual’ and maintaining this development upholds this mandate. “Council is in the business of meeting the needs of the community and continuing to build this facility is certainly maintaining ‘business as usual’,” the Mayor said. “It is exciting to see the ground works for such significant facilities underway, knowing that this will become a valuable community space.” The building is designed to reflect the coastal and escarpment setting of the city, including a wave-like roof spanning the majority of the building’s form. The civic centre will expand across 1000sqm and include water elements, art works and open spaces designed to accommodate community gatherings such as markets, performances and events. During its 20 years of planning, the project has been volunteered by Council for independent reviews of the business case and analysis of the costs and figures. “We have been reassured by the State Government that this project makes sense financially and we have proceeded on this basis,” Cr Saliba said. Construction of the office accommodation component of the project consists of 25 per cent of the cost of the project and if a merger were to occur and if the space was not used to accommodate Council administration functions, then it could be leased out and the Council Chamber could be integrated into the auditorium. “No decision has yet been made on a merger, and we have a construction contract in place to build this important facility. Construction is proceeding normally, and is going extremely well,” Cr Saliba said.

MARKET view This week in real estate news there has been two significant surveys released. Standard and Poor, one of the world’s leading providers of independent credit risk research, have released their latest Performance Index which has shown that the percentage of housing loans in arrears for residential and mortgage backed securities (RMBS) has increased for the first time in six months. The levels rose in November by 0.04 percent on October. Whilst this may be a sign of things to come it is worth noting figures remain at historically low levels. The figures do, however, work hand in hand with the second survey released this week. According to the latest annual survey of housing affordability from Demographia, Sydney is the 2nd least affordable city in the world. The annual survey looks at cities in eight countries (Australia, Canada, China/Hong Kong, Ireland, Japan, New Zealand, Singapore, United Kingdom, and the United States) and rates the cities from being affordable to severely unaffordable. The ranking is determined by a house price- to- income ratio (house price is divided by household income). Melbourne is ranked equal fourth with Auckland, and San Jose. Tweed Heads, on the NSW north coast was ranked 10th. According to Senator Bob Day, the median house price has increased, in real terms, by more than 300% - from an average index of 100 between 1900 and 2000 to an index over 300 by the year 2008. Relative to incomes, house prices have increased from three time’s median income to more than nine times income. That’s $600,000 they are not able to spend on other things - clothes, cars, furniture, appliances, travel, movies, restaurants, the theatre, children’s education, charities and many other discretionary purchase options. “The problem is, it is young home buyers, hit with spiralling costs of home ownership who end up paying. They are mostly forced into overpriced units and will never be able to afford their primary ambition – a freestanding family home of their own,” said Senator Day. The report also highlighted the areas that were most affordable market in Australia. Those were Karratha and Kalgoorlie both were rated as “affordable.”, after being hit hard by the declining resource markets. Senator Bob Day remarked regarding the nature of Australia’s unaffordability “quite apart from the economic foolishness of it all, it is morally wrong for legislators to be enriching some (established home owners) while impoverishing others (first home buyers). Whilst these figures are a reminder of how far our real estate markets have swung,

it is also important to note that Sydney’s unaffordability does help home buyers in the Illawarra. Currently though there are an influx of potential home buyers in Sydney that have been scared away by prices and have opted to continue renting. However, there has also been a great many who have looked to Wollongong and northern suburbs to make a property purchase. The reasoning is that the Illawarra still offers houses and apartments/units at more affordable rates. Investors particularly seem to still be very interested in the area. Being so close to Sydney and having transport to support travellers is a big plus, but this coupled together with the fact that the Illawarra has its own economy independent of its northern big brother, world class amenities and education facilities it is little wonder that the region is still in the scope of investor sharp shooters. With high levels of transport availability and increased investment into expanding the roadway network in the Illawarra it is little wonder businesses from Sydney are seriously considering taking advantage of the lower market prices on offer and relocating. Many families as well are looking to make the move after another bumper summer tourist season in the Illawarra. Wollongong and surrounds are of particular interest to families and investors, with close proximity to Sydney and 10+% growth in property values over 2015 and a proven ability to deliver capital growth, 2016 is going to be a very busy time for real estate in our region. The economic outlook for Australia in 2016 is weak and investors are now looking for stability, a bill the Illawarra delivers.

When you are buying a new home, especially your first, there is tremendous amount of excitement. Usually 3 days before settlement you will be invited to inspect the property. Most buyers, however, don’t inspect the property thoroughly though. They usually take the opportunity to take one last look at the house before it is theirs and plan what furniture will go where.

• Ensure that any heating/cooling works correctly.

What the inspection is actually there for is to ensure that all the items that are supposed to be there remain; all of the things that are supposed to be removed are gone; and that everything works. The final inspection is not an obligation; however, it is highly recommended that you do so. It is also recommended that you do the final inspection between the vendor having completely moved out and the settlement date. If the property is already empty you can generally do the final inspection any time because it is unlikely that items will go missing or be broken. Here is a list of things that you should check over will doing the final inspection:

• Ensure that all the inclusions remain and are working.

• Check all the keys and locks work on all doors and windows. • Ensure that the garage door works.

• Check the oven, cooktop and stove work. • Make sure that the toilets flush and do not leak. • Check the dishwasher works. • If there is a pool or spa, ensure that their pumps are in working condition. • Check that the house alarm is working. • Make sure that the bins are there. If the house is not in the same condition it was when you signed the contract or if any items are not correct or working you will need to involve your solicitor or conveyancer for them to arrange the items be fixed or replaced before settlement can take place. Before you do so, tell the real estate agent straight away so that they are kept in the loop. In some instances the vendor may even have to reimburse the purchaser for any unexpected expenses. In the event that the vendor does have to rectify some items it is important to re-do the final inspection after the vendor has corrected the issue/s. When you do 2nd final inspection is important to do the entire process over again and not just check that items to be fixed have been. If you are not confident in your ability to perform the final inspection it may be worthwhile having another impartial and detail orientated person attend with you to ensure that all of the items are in order. However, check your contract and with your solicitor/ conveyancer before taking someone else with you, in some instances the number of people attending the final inspection may be regulated.
