Wollongong welcomes Syrian and Iraq refugees With Wollongong set to welcome a number of Syrian and Iraqi refugees in 2016, Wollongong City Council is holding four information kiosks to raise awareness of the value and benefits refugees bring to the city. During 23 to 28 November Wollongong City Council will partner with agencies to provide information kiosks at: - 24 November – Corrimal Stockland, 270 Princes Highway, from 4pm to 6pm - 26 November – Warrawong Plaza, King & Cowper Streets, Warrawong, from 4pm to 6pm - 26 November – Figtree Shopping Centre, 19 Princes Highway, Figtree, 4pm to 6pm - 28 November — North Wollongong Beach, next to surf lifesaving club, 10am to 12 noon. The information kiosks will provide information about Wollongong’s refugee communities, expected intake in the next 12 months, our history as an area of settlement, and settlement services available for our refugee communities. The kiosks will be held during Social Inclusion Week, which runs from 21 November to 29 November. Wollongong City Lord Mayor Councillor Gordon Bradbery OAM said refugees have consistently provided benefits for the city over many years. “During the biggest growth period of Wollongong from the 1940s to the 1970s Wollongong saw many waves of refugees come into the city, from the Eastern and Southern European refugees in the 1940s and 1950s through to the Indo-Chinese refugees in the 1970s and Bosnian refugees in the 1990s. “Wollongong has been long regarded as a friendly city towards refugees and because of this we have been a Refugee Welcome Zone since 2002. I look forward to welcoming refugees from Syria and Iraq. These people and their families will bring further benefits to our vibrant city.” Council plays a direct role in supporting the TAFE-run English language program for young refugees, as well as a variety of other youth activities through Wollongong Youth Services. Council also supports local settlement services in hosting the bi-monthly Illawarra Refugee Issues Forum. Wollongong Youth Services runs a program from the Wollongong Youth Centre, Cultural Creations, which is an interactive theatre workshop with young people from culturally and linguistically diverse backgrounds to explore mental health and wellness. The group work towards an interactive theatre event which is performed to groups of peers. The aim of the program is to increase awareness of mental health among refugee communities of young people. Background The conflict in Syria is now in its fifth year. More than four million people have sought sanctuary in neighbouring countries, with about 7.6 million people forced to flee their homes in Syria because of the conflict. More than 220,000 people have been killed. The escalation of armed conflict across the central governorates of Iraq, and the constantly changing security situation, have resulted in new and secondary movements of internally displaced people across central Iraq and the Kurdistan Region of Iraq. The United Nations High Commission for Refugees estimates that the total population of refugees, ex-refugees and internally displaced people is likely to be more than 11 million people. The Australian government has committed to taking 12,000 Syrian and Iraqi refugees, in addition to our annual intake of 14,000. Wollongong City is expected to welcome a number of refugees from Syria and Iraq during 2016. In 2014 Wollongong received 420 refugees from the Middle East, Myanmar, Sudan and Ethiopia.

MARKET view Auction clearance rates continue to be low in November with only 47% of properties that went under the hammer in the past week making it to sale. However this is a marked improvement from last week’s 14% clearance rate. Over the past 12 months, the auction clearance rate in the Illawarra has been close to 100%. However, in the past few weeks we have seen a dramatic turn around. We are still seeing the vast majority of homes selling at private treaty rather than at auction and the numbers are not improving for auctions. This is because auctions are at their best when there is a strong market, but now we are on the turn. This, of course, is not good news for vendors. This trend is not just found in the Illawarra region. All capital cities are currently seeing the same trend. With economists tipping that Sydney will see clearance rates in the 50s this month. With the introduction of new rules for foreign buyers, this will require them to pay a $10,000 fee to be eligible to bid for a $1 million property; the slow is tipped to continue. These new rules, which are set to begin from December 1, will also bring with them a minimum fee of $5,000 for property valued below $1 million. These new rules are of great concern to financial institutions that may see a reduction in foreign investment business. Ping An, an insurance company with a banking division from China, is offering no deposit home loans to foreign buyers looking to purchase off-the-plan apartments in Melbourne and the Gold Coast. Ping An would pay for the initial 10% of the property, which the purchaser would need to reimburse within 2 years. Once at settlement, Ping An would finance 30% of the property value and the investor would need to source the remaining finance from an Australian financial institution.

Authority (APRA), who is now requiring Australian banks to hold more capital against mortgages after finding $50 billion worth of investment loans not declared by the banks, cannot interfere in this circumstance as their powers do not extend to foreign lenders. If schemes like Ping An’s results in excessive levels of foreign investment into the Australian property market, then it may be necessary for the Foreign Investment Review Board (FIRB) to become involved. However, many economists insist this will not come to pass as most foreign investors usually do not have a problem arranging a deposit. Foreign investment from China has flattened out significantly in the later parts of 2015 with the weakness in the Chinese economy the major culprit. China has just made their 6th interest rate cut in a year in order to boost their economy. A decrease in foreign investment is great news for local buyers and investors with a decrease in competitive demand and increased supply prices are set for a decrease. This has become evident in median house (3 Bed) prices in November, in the Illawarra, continuing to decrease and currently sit at $521,750 after last week’s sales. The median house price had been sitting at $565,000 in October. The median unit price also continues to reduce after last week’s sales and now sits at $407,500 for the month. This is a 2.6% decrease over October’s $418,500 median price. Australia’s national economic growth forecast has also been downgraded. Further to this, banks have also not ruled out more variable rate increases before the end of the year. All of this points to pressure on the Reserve Bank of Australia to act quickly to reduce rates again.

What to expect at a property auction

Auctions are happening everywhere at the moment. Vendors have been taking advantage of the lack of property supply and the influx of first home buyers and investors and capitalising at auction. The fine print Auctions are governed by strict rules, the bidding process is public and if you are the highest bidder when the hammer falls you will have to sign the contract immediately. An auction is different to a private sale as there is no cooling off period. This means when you register to participate in the auction you must be sure that you are bidding on a property you can buy and understand the contract conditions. It is recommended that you have a solicitor go over the contract, including condition reports, before the auction. If you are not ready to exchange and complete the sale, you may lose your deposit and be liable of any damages suffered by the vendor. What did he say? Auctions have their own language which can confuse the newly initiated. Let’s have a look at the 3 most common: • Reserve Price - the vendor will, before the auction commences, set a price with the auctioneer that is the minimum they are willing to accept. If the bidding does not meet this price, the auctioneer will ask the vendor if they wish to sell at a lower price. • Passed in – If bids do not meet the reserve price that has been set by the vendor it may be ‘passed in’ or withdrawn from sale. At this stage the

What’s the process? • Pre-auction necessities – 30min before the auction commences, the agent is required to display all the information regarding the property. Then as the auction is commencing the auctioneer will make an announcement detailing: o Rules applying to the auction – including vendor bids o State laws. Laws can vary state to state. • Starting Bids – the auctioneer will ask for bids to begin the auction, at this time they will also set an amount by which bids will rise (i.e $10,000 increments). You can bid other amounts, however it is up to auctioneer if the amount is accepted. • Fall of the hammer - When bids have reached or exceed the Reserve Price the property is then considered ‘On the Market’. Once the final bid is reached the auctioneer will announce “going once, going twice, three times” and if no more bids are presented they will then announced “Sold.” • Settlement – Immediately after the auction a deposit is due. This is usually 10% of the auction price. The balance is then needed at settlement, which occurs 30, 60 or 90 days after the auction.
