WHAT YOU NEED TO KNOW Playgrounds Upgrade for Cordeaux Heights and Dapto Work will begin this month on two playground renewals in Cordeaux Heights and Dapto. The playgrounds at Sheargold Park in Cordeaux Heights and at Kundle Street Reserve in Dapto are being replaced as part of Council’s 2015-2016 Capital Works Program. The refurbished playgrounds will have new swings, slides, a climbing frame and monkey bars. Work on Sheargold Park will start today, Wednesday 13 January 2016, while fences have gone up at Kundle Street Reserve today ahead of work that is scheduled to start next week. The works are linked to Council’s Play Wollongong Strategy which developed a vision for the city’s play spaces, and included a commitment that well maintained, high quality place spaces would be distributed across the local government area. The work on the playgrounds at Sheargold Park and Kundle Street Reserve is expected to take about three weeks, provided there is good weather.

Wollongong Harbour will be awash with family-friendly events this Australia Day and aglow in the evening with a spectacular fireworks display over Belmore Basin. Wollongong City Lord Mayor Councillor Gordon Bradbery OAM is encouraging all family and community members to visit and enjoy the many activities, bands, and magicians on this day. “We’ll begin with the annual Australia Day Aquathon from 8am,” Cr Bradbery said. “Or be a ‘Bear’ and visit the Scouts Illawarra area, or try out the Mobile Laser Skirmish. There will also be a surfing academy and a sand sculpture event. The day will be full of surprises, such as the Quiet Riot Silent Disco Truck or the roving street entertainment and a special display in the evening as part of the fireworks display.”

Shark sightings close two Illawarra beaches

Two beaches have reopened in the Illawarra after 15 hammerhead sharks were spotted.

Shellharbour

The Aerial Patrol sighted the sharks off Port Kembla and Stanwell Park beaches around midday on Wednesday.

Wollongong Council closed the beaches and around 80 people were evacuated from the water. “We would lose our independence, our right to elect those who represent us and our ability to influence decisions that impact on us daily,” Cr Saliba said. “We are a proud community, supported by a local Council with a history of making proactive decisions that see us financially and socially sustainable into the future,” she said.

MARKET view The market still remains quiet as is the norm in January in the Illawarra. A perfect example of this is only 2 auctions went ahead last week and sales were not registered at either.

Median house prices (3 bed) for the month of January sit at $528,500, whilst in the past week the median has been $510,250, a decline since December which is expected at the quietest time of the year. Rental prices also remain competitive with current prices standing at $465 for a house and $360 for a unit, in contrast the combined average for rental prices in capital cities standing at $486 and $464 for units. Whilst 2015 was a very aggressive market, where buyers and leasers needed to make decisions very quickly, 2016 is shaping up to be a little quieter. Economists are tipping this as we will see a large amount of development properties hitting the market in the early part of this year along with many foreign investors pulling out of the market due to international regulatory restrains. The types of properties that will remain desirable in 2016 will be holiday homes and homes for retirement. There is increasing demand for domestic travel as the Australian dollar weakens internationally. Therefore we will see many families opting to invest in holiday accommodation in coastal communities such as the Illawarra. We will also see people coming to retirement age seeking to purchase the home they will retire to now to take advantage of the quiet market, with a view to leasing the property until such time that they are reading to put their feet up. Again in this situation coastal communities that have easy access to Sydney are a strong focus. Much is changing in the Illawarra with the process continuing to amalgamate Wollongong and Shellharbour City councils. In the past week the Illawarra Business Chamber (IBC) has also announced their pitch to create a ‘super council.’ The current plan of the government is to amalgamate Wollongong with Shellharbour City and Kiama Council to Shoalhaven, but in an interesting move the IBC has flagged the idea of amalgamating Wollongong, Shellharbour and Kiama councils to create 1 super council to cover all of

This week has also seen a blow to education and development in the region with the announcement that the Dapto campus of TAFE will close with Institute Director, Di Murray, saying that final staff will leave the campus on January 22nd. Local government officials have made claims that the government has worked purposefully to shut the campus down by cutting courses, running the campus down, and forcing students to enrol elsewhere. The demand in the Illawarra rises continually with new business and employment opportunities arising every day. No greater example of this is the recent figures released by the NSW Valuer General, which show significant increases the commercial and industrial land in the Illawarra over the past 12 months. Shellharbour showed at 10.7% increase in commercial land, with a new median price of $332,000. Shellharbour also enjoyed the year’s biggest residential land value increase. Industrial land rose by 12.5% to a median of $415,000. Wollongong commercial land rose to $424,000, a 13.4% increase over the same time the previous year. Industrial land also enjoyed a significant increase of 13.6% to $466,000. Kiama also enjoyed increases for both commercial and industrial land in the past 12 months. Kiama commercial increased by 17.4% to $526,000. Commercial property increased by 10% to 551,500.

I’m about to buy an apartment, what’s this strata thing?

the resale value and its saleability. Strata levies can also vary significantly from strata to strata so do not assume that they are all alike.

There is a lot of excitement when buying a home. But when people are buying an apartment for the first time many have no idea what ‘Strata’ is, what it does and how it affects them.

An additional expense that you may incur is the ‘Sinking Fund’. This fund is set up by the body corporate or strata manager to cover any major large scale repairs or maintenance costs of common areas.

Strata is an Australian invention that has been used around the world in property law. Essentially Strata title allows individuals to own part of a property and a share ownership in the remainder of the property (i.e. the ‘common areas’, driveways, gardens etc). The types of properties that are strata titled can include: • Units/Apartments • Duplexes • Townhouses, or • Villas

Restrictions: Property owners within a strata system are restricted on works/renovations that they can perform within their own property. Major structural renovations are generally banned as they may affect the overall property of neighbouring properties. The ownership of pets may also be banned and/or permission may have to be requested from the body corporate for a pet to be allowed in the property. Restrictions may also extend to the outward appearance of the property; some strata policies restrict what type of fencing, blinds, screening etc that can be used even in your private property.

The bylaws or rules of a strata title are management, usually, by a Body Corporate or Strata Manager and as such they take care of the common areas of the overall property. The important thing to remember is that strata bylaws are legally enforceable and high penalties can apply if you break the rules and do not heed warnings.

Whilst owners do own a share in the common areas they are not free to use those areas in any way they wish. The strata places restrictions on what can and cannot be done in those areas. For instant it may be restricted on the use of visitors parking, animals in the area, hanging out washing, smoking etc.

Here are some things to know about strata before buying a unit or apartment.

Fair Trading:

Strata costs: When you purchase into a strata you need to pay strata levies. These levies are then used for the up-keep of the common areas. Strata levies are very important you should be fully across what is included in yours before you agree as they can greatly affect
