PROPERTY NEWS Glenn Stevens says financial stability a key concern as RBA considers more rate cuts The Reserve Bank governor has set a reasonably high bar for further interest rate cuts, warning that the short-term benefits of cheaper loans must be weighed against their long-term risks. Speaking to the annual Australian Business Economists Anika Foundation luncheon, Glenn Stevens has warned against over-reacting to short-term economic developments when considering the appropriate level of interest rates.

McGrath Estate Agents grows sales 76% in two years
Mr Stevens said the series of rate cuts, including two earlier this year, that had taken the official cash rate target down to a record low 2 per cent was based on a longer-term trend of slowing growth and falling inflation. However, Mr Stevens warned that, beyond a certain point, interest rate cuts could do more damage by setting up future financial crises than the short-term boost to growth they generate. “It is not quite good enough simply to say that evidence of continuing softness should necessarily result in further cuts in rates, without considering the longer-term risks involved,” he told the gathered economists, many of whom are employed to try and predict the Reserve Bank’s future moves. “In meeting the challenge of securing growth in the near term, the stability of future economic performance can’t be dismissed as a consideration. A balance has to be found. “I note that the Board’s post-meeting statements routinely refer to seeking a stance of policy that will ‘most effectively foster sustainable growth and inflation consistent with the target’. The adjective ‘sustainable’ is used deliberately and financial sustainability is very definitely one of the things we have in mind.” Mr Stevens also raised a question, given the recent stability in the unemployment rate, about whether previous assumptions about what is a ‘normal’ level of economic growth for Australia might need to be reviewed in the current era. “Perhaps trend output growth is lower than the 3 per cent or 3¼ per cent we have assumed for many years,” he said. “That is, perhaps the growth we have seen is in fact closer to trend growth than we thought.”
One of the industry’s major groups has smashed its annual sales record after one office alone made more than $1 billion of sales. McGrath Estate Agents, which has 68 offices in NSW, Queensland and the ACT, posted record residential volumes of $12.3 billion in 2014-15. That was 21.8 per cent higher than the $10.1 billion result recorded in 2013-14 and 75.7 per cent higher than the $7.0 billion result from 2012-13. The group made 11,760 sales in the 2015 financial year, which was 11.2 per cent more than the 2014 financial year and 49.4 per cent more than the 2013 financial year. McGrath Estate Agents’ top performer was Edgecliff – the Sydney office made $1.61 billion from 1,110 sales for an average result of $1.45 million. Lindfield in Sydney jumped 124.9 per cent to $450.4 million, Avalon in Sydney jumped 94.9 per cent to $56.9 million and Thirroul in Wollongong jumped 75.0 per cent to $111.6 million. Chief executive John McGrath said the group’s strong growth reflected the confidence that people have in property. “Sydney in particular has proven to be one of the most resilient property markets in the world, with long-term fundamentals that underpin the market,” Mr McGrath said.
Investors and upgraders have dominated on the eastern seaboard, but the top of the market is finally gaining momentum, according to Mr McGrath.

Revved-up real estate market drives dominant NSW THE booming Sydney property market is a key component driving NSW to national economic dominance, NAB’s chief economist Alan Oster says. The bank’s quarterly business confidence survey to June has found NSW is ahead of the national average and other states on key economic and business indicators. Nationally the overall level of business confidence jumped to its highest level since September last year. “NSW is the strongest state, both in business confidence and conditions,” Mr Oster said. He said the strength of the property market in NSW means people “feel wealthier” and that feeds into spending decisions. “If someone tells you your house is worth $100,000 more than you thought, you might go out and spend some of that,” Mr Oster said. “Consumers have money, they are saving money, they are confident and business is confident — they will pay more and they will employ more,” he said. The quarterly survey also revealed confidence was now positive for all industries outside of the mining sector.
“The boom will end at some point, but that doesn’t mean price growth will end – rather, it will continue in a more moderate fashion.”
The business confidence index rose four points to positive 4 in the quarter, driven by a 10-point improvement in June. In NSW business conditions were well ahead of the national rate at positive 11.
