What Do the Numbers Mean for Home Sales?
or years, the Austin-Round Rock metro area has been, and continues to be, one of the hottest real estate markets in Texas. Unlike the rest of the country, home prices here are not coming down, inventory is staying low, and prices and appreciation values continue to rise. By certain measures, Austin is considered “the fastest growing housing market,” according to the Home Buying Institute. Compared to Dallas, El Paso, Houston, and San Antonio, the median number of days on market (DOM) for sales listings in Austin is 12 days. While no one can predict when or how things will cool down here, there are no shortage of experts who have some thoughts on how different market forces are connected. Mark Sprague, an economist and state director of information capital at Independence Title in Austin, says that a robust lease market in Travis and surrounding counties is indicative of a robust residential real estate market. “The higher the occupancy rate, the higher the sale rate,” says Sprague. “It’s a science. Demand is demand.”

Austin-Round Rock Rental Market by the Numbers The U.S. Department of Housing and Urban Development (HUD), released a comprehensive housing market analysis and forecast for the Austin-Round Rock Metropolitan Statistical Area for the period between April 2018 and
April 2021. Here are some interesting findings: Vacancy rate in the rental market was 6.4 percent in March 2018, down significantly from 8.6 percent in 2010 Demand for rental units during the forecast period is 29,950; the number of units under construction is 13,900 In 2018, 22 percent of renter households lived in single-family homes, up from 18 percent in 2010 If a robust leasing market goes hand-inhand with a healthy residential real estate market, then there’s no reason REALTORs in the Austin area should be experiencing a slow patch, right? If you are, a few things might be happening. According to analysis by the Austin Chamber of Commerce, the metro area has grown by 55,000 people every year since 2010. That population boom, coupled with high demand and low inventory, drives up the price of housing. (According to HUD, total demand for new units is 51,700 and units under construction is just 4,550.) These factors together force a good percentage of aspiring homebuyers straight into the lease market. There’s no easy fix for the lack of inventory, says Sprague. The fact that Austin has failed to keep pace with the number of people moving here is just one reason why he says “Austin continues to be successful despite itself.” People who start out looking to buy end up leasing for other reasons, too. Such as those
who want to live in or close to central Austin and don’t want to compromise on location. If they have their eye on neighborhoods that have seen some of the highest increases in home values, their only good option may be in the leasing market. We’re seeing generational issues too. Millennials have their own unique barriers to home ownership. In 2019, residents between the ages of 22 and 37 are the largest population of aspiring homebuyers in Central Texas. But they’re also liable for a tremendous amount of debt. Last year, Lending Tree published a list of the type of debt this generation carries, city-bycity. In Austin, more than a third had student loans to pay off, close to 40 percent owed money on auto loans, and nearly 20 percent had at least one credit card balance. Austin was number three on a list of cities where Millennials carried the most non-mortgage debt. The median amount they owed was $26,164. Millennials are drowning in bills more than any other generation in history. That’s not to say agents should write off Millennials as debt-ridden apartment dwellers. According to Sprague, “they’re now starting to jump into homeownership with both feet,” which is a sentiment that Vaike O’Grady agrees with. Austin-area Housing Market Is it any surprise that 2019 is on track to be another record-breaking year for the Austin-area housing market?

For me, and just about every ABoR member I talk to, this has been one of the busiest summers we can remember. According to the Mid-year and June 2019 Central Texas Housing Market Report, single-family home sales increased 4.3 percent year-over-year to 16,203 sales in the Austin-Round Rock Metropolitan Statistical Area (MSA) in the first half of 2019. The median price for single-family homes was essentially flat during the same time frame, ticking up one percent to $315,000. While housing supply remains critically low at 2.7 months, the impact of the region’s housing market on our economy is sizeable, with $6.4 billion in single-family home sales dollar volume between January and June 2019. The housing market within the City of Austin, however, is a slightly different story. In the first half of 2019, Austin single-family home sales declined 1.6 percent year-over-year to 4,736 sales. This is due to continued increases in home prices combined with record-low inventory levels. In June 2019, housing inventory for single-family homes dipped below two months to 1.9 months of inventory. For the first half of 2019, the median price for singlefamily homes rose 3.2 percent year-over-year to $387,100. It’s worth noting, however, that over the summer months, the median price for homes in Austin has topped $400,000c—
can all-time high for our city and unaffordable price range for many Austinites. Dr. James P. Gaines, Chief Economist at the Real Estate Center at Texas A&M University, reported at ABoR’s Speaker Series last month that the housing affordability “sweet spot” for most Central Texas families is between $200,000 and $400,000, yet housing inventory for these price classes remains “extremely tight” up to $750,000. Gaines also reported that for the first time in nearly a decade, singlefamily building permits are on the decline across Texas. Homebuilders throughout the region and across the state are struggling with rising land and construction costs, a shortage of vacant developed lots, and a shortage of skilled labor. Regardless of these growing pains from continued population growth, Dr. Gaines concluded that now remains a great time to buy or sell a home in Central Texas. Austin continues to be the darling of Top 10 lists around the country and is
expected to continue to be a leader for job, population, and economic growth in the state. The Federal Reserve System’s decision to lower interest rates for the first time since 2008 could also positively impact potential homeowners. Advocacy to change “what is” into “what should be”

Influencing decisions within the political, economic and social systems and institutions is at the foundation of what the HBA of Greater Austin does for the home building industry and our members. An effective advocacy program is what gives our members an influential voice at a local level in 30 municipalities and six counties, at a state-wide level with the Texas Association of Builders, and at
a national level on Capitol Hill with the National Association of Home Builders. Advocacy efforts include educating policymakers in regard to real world impacts of legislative and regulatory government actions, building successful coalitions, mobilizing grassroot efforts, keeping our membership informed on important issues and serving as a trusted source of information for the public.
As one of the fastest growing areas in the country, our homebuilders are experiencing a sense of urgency to meet the market demand. The need to achieve political support so that we can shape the current policy in a way that produces positive and effective codes, ordinances and development/approval processes is imperative to our vision that all people in the Greater Austin area live in strong communities and homes that enable them to thrive.

Two ways in which our members can support the HBA’s advocacy efforts are through the Issues Fund and HomePAC. The purpose of the Issues Fund is to provide financial support toward advocacy efforts, that aren’t necessarily political in nature. Historically, this funds independent research and studies, the formation of coalitions, contract lobbying for specific issues, public relations campaigns and additional advocacy bandwidth. HomePAC is the HBA’s autonomous, nonpartisan Political Action Committee. This is administered through a Board of Trustees and its purpose is to raise money to contribute to issues and candidate campaigns that are supportive of the home building industry. Having political influence is imperative to making a difference in the election process, and by combining resources, HomePAC can affect decisions at the city, county and state level by educating elected officials on issues that are important to our industry. I am proud to share that the HBA
has been recognized by the Executive Officer’s Council of the National Association of Home Builders (NAHB) for Excellence for Best Local Government Affairs Effort. This national award recognized a collaborative initiative between the City of Austin and the HBA, in which the two joined forces to identify ways to improve administrative processes in the development process. Because of this partnership, creative solutions were developed that are mutually beneficial, reducing review times and regulatory hurdles for homebuilders and relieved staff of undue stress due to the complexities of the development process. David Glenn, director of government affairs and HBA CEO Carrie Ciliberto accepted the award at the NAHB’s Association Management Conference in mid-July. This award is proof that when we can work together with government, we can achieve great things.

With your support ABoR Foundation thrives By Riki Markowitz

t’s hard to believe that the Austin Board of REALTORS (ABoR) Foundation originated more than four decades ago in 1978. From day one, the organization’s primary focus was to connect Central Texas REALTORS to the community by supporting causes associated with education, housing and disaster relief. In fact, the scholarship fund is one of the Foundation’s most popular and longest-running programs. More than 300 scholarships have been awarded since the Foundation’s inception and more $300,000 in scholar-
ships have been awarded in the last six years. In 2014, ABoR’s board of directors introduced a key organizational change — they made the community relations committee part of the Foundation. “It provided a way to expand the Foundation’s scope of core activities,” says Theresa Brown, the 2019 chair of ABoR Foundation. The Foundation partners with several community organizations and sponsors at least two major projects per year. To get an idea how members participated last year, here is a brief rundown: • Scholarships, valued at nearly $60,000, were awarded to 23 high school students enrolling

in college in Texas, plus two alumni recipients. Volunteers participated in a home repair day on a home occupied by an East Austin senior. To help housebound seniors and adults with disabilities cope with Central Texas’ unrelenting summer temperatures, members donated money and fans. The Summer Fan Drive is an annual event for the community’s most at-risk individuals. The previous year, ABoR Foundation presented Family Eldercare with a $7,500 check and more than 100 fans.

More than 180 volunteers built a home for a deserving Austin resident, in partnership with Habitat for Humanity. Thanks to 2018’s Holiday Blitz Build, an art teacher was presented with the keys to her own brand new home. Additional initiatives went toward ending homelessness in Austin and an annual awards presentation — “Most Worthy Citizen.” The yearly ceremony celebrates a Central Texas citizen who has made a meaningful impact on the community.

t’s hard to believe that the Austin Board of REALTORS (ABoR) Foundation originated more than four decades ago in 1978. From day one, the organization’s primary focus was to connect Central Texas REALTORS to the community by supporting causes associated with education, housing and disaster relief. In fact, the scholarship fund is one of the Foundation’s most popular and longest-running programs. More than 300 scholarships have been awarded since the Foundation’s inception and more $300,000 in scholar-
ships have been awarded in the last six years. In 2014, ABoR’s board of directors introduced a key organizational change — they made the community relations committee part of the Foundation. “It provided a way to expand the Foundation’s scope of core activities,” says Theresa Brown, the 2019 chair of ABoR Foundation. The Foundation partners with several community organizations and sponsors at least two major projects per year. To get an idea how members participated last year, here is a brief rundown: • Scholarships, valued at nearly $60,000, were awarded to 23 high school students enrolling

in college in Texas, plus two alumni recipients. Volunteers participated in a home repair day on a home occupied by an East Austin senior. To help housebound seniors and adults with disabilities cope with Central Texas’ unrelenting summer temperatures, members donated money and fans. The Summer Fan Drive is an annual event for the community’s most at-risk individuals. The previous year, ABoR Foundation presented Family Eldercare with a $7,500 check and more than 100 fans.

More than 180 volunteers built a home for a deserving Austin resident, in partnership with Habitat for Humanity. Thanks to 2018’s Holiday Blitz Build, an art teacher was presented with the keys to her own brand new home. Additional initiatives went toward ending homelessness in Austin and an annual awards presentation — “Most Worthy Citizen.” The yearly ceremony celebrates a Central Texas citizen who has made a meaningful impact on the community.

Affordability actually plays a role in driving low vacancy rates in the leasing market even more than Austin’s troubling lack of inventory. Anyone who has his or her heart set on home ownership in neighborhoods with the highest active real estate markets has to be able to afford the cost of housing, which means coughing up
anywhere between $318K to nearly $600k. That brings us back to Austin’s median DOM. Buyers have about 12 days to find a house they love in a price range they can afford and also beat out all the other offers for the same house. Of course, even before finding the right property, potential buyers have to pre-qualify for a mortgage and get pre-approved for credit. Going through that process two or three times can be enough to drive anyone to the rental market out of sheer frustration.
