WCAoR’s Annual Christmas Tree Gala Set for November 20 It’s that time again! The Williamson County Association of REALTORS (WCAoR) will host its annual Christmas Tree Gala on Thursday, Nov. 20 from 5:30 to 8 p.m. This year’s event will be held at the Highland Homes model in Hidden Glen, Round Rock. This is an event where you can give back to your community by raising funds for Williamson County area graduating seniors. For those of you who have participated in the past, we give thanks and hope you will donate another beautiful tree for this year’s gala. For those who have not

areas of the house such as the kitchen.” REALTORS should not be surprised to learn that there is rarely a set price. “They always want to know how much does it cost and how soon can you do it,” Boettcher says. “But there are so many ways you can do it and every home is different so we always place a bid.” Statistics show that the cost is well worth it. “Your investment in home staging will always be less than your first price reduction,” says Barb Schwartz of California, who claims to be The Creator of Home Staging. According to her site, stagedhomes.com, homes staged by an accredited staging professional spend 80 percent less time on the market than non-staged homes. In one survey of over 400 homes across Canada & the Continental U.S. prepared for sale by an accredited staging professional, 95 percent of homes sold in 35 days or less, versus 171 days for non-staged homes. Staging also is a pre-sale activity that has the most positive return on investment, even beating out updating kitchens and bathrooms, according to homegain.com, which surveyed 2,000 REALTORS in all U.S. regions. Simply cleaning and de-cluttering cost $200 to $300 and brought a price increase of nearly $2,000— a whopping 578 percent return on investment. Another reason to use a stager is that it’s never easy to tell a seller that they aren't a world-class decorator, or that their home doesn't look good enough to sell. Telling sellers they need to pack up and move stuff out of the house is one of the worst parts of an agent's job and a stager can be that buffer. “Some call it good cop, bad cop,” Boettcher says. “But the goal is for the owner to relate to us as a professional
authority.” To get you started, here are a few rules of thumb. It’s not true that you need to get rid of all personal effects. Remove items that distract from the home itself, such as small photos. But large photos, say of a family skiing on vacation together, are suitable in private areas because it gives the impression of a happy home. Likewise, white walls may make a home neutral, but it can also make it seem too sterile, like a hospital, so think twice before recommending new paint. REALTOR Action Prompts Revision to Task Force Recommendations By Socar Chatmon-Thomas • Coldwell Banker United REALTORS 2008 Chairman • Austin Board of REALTORS On October 21, ABoR joined Mayor Will Wynn and the Environmental Defense Fund in supporting a proposal to promote voluntary energy efficient upgrades to Austin homes and businesses. In stark contrast to the mandatory retrofits that had initially been discussed, this revised proposal seeks to increase energy efficiency through education and incentives. After eight months of deliberation by the Energy Efficiency Upgrades Task force, a proposal closely resembling the voluntary program promoted by ABoR was recommended. Our success with this issue helps ensure that as we work to create a greener city, home ownership will remain affordable for all Austinites. We offer a special thanks to all of our members who donated their time, energy and resources to the fight to keep Austin affordable.

I am dedicating this column to all of those who have been there— all year. Folks that I could call on and they were there for me. As I have said many times before that nothing happens in a vacuum— it takes a family and at WCR Austin we have been a family. Ideas have abounded! And our family has grown. “HOPE for Homeowners” to Provide Foreclosure Relief By Wes Peoples • Cimarron Hills 2008-2009 President • Home Builders Association of Greater Austin Homeowners feeling the pinch with the ongoing economic crisis and struggling with their current monthly mortgage payments can now get help. “HOPE for Homeowners” is a new program launched on Oct. 1 to help families refinance under a more affordable loan insured by the U.S. Department of Housing and Urban Development’s (HUD) Federal Housing Administration (FHA).
How Does It Work? Under the program, lenders holding the troubled mortgage must agree to accept, as payment-in-full, an amount equal to 87 percent of the current value of the property. A new FHA-insured mortgage will be given to the borrower which represents 90 percent of the home's current value. The three percent difference is paid to FHA by the lender to cover the borrower's up-front FHA mortgage insurance premium. The homeowner is then responsible for an annual mortgage insurance premium of one and one-half percent, which, like current FHA-insured loans, is paid monthly as part of the mortgage payment. Other provisions in the plan include: • The new FHA loan amount may not exceed a maximum of $550,440. • Mortgage lenders must waive prepayment penalties and late payment fees. • The borrower cannot take out a second mortgage for the first five years of the loan, except under certain circumstances for emergency repairs. • Borrowers need to be aware, however, that in exchange for taking advantage of this program they must agree to share with FHA both the equity created at the beginning of this new mortgage and any future appreciation in the value of the home. In addition to helping homeowners, the program offers lenders an attractive alternative to foreclosure. “When a bank is staring a foreclosure in the face, they

know they are going to have to resell that property (often less than market value) and pay all the legal expenses, REALTOR fees and other expenses associated with a foreclosure,” said Mike Robertson of ABC Bank in Austin. “With this program, they can choose to continue to service that loan at 13% off the current market value and have it insured by the federal government. This is a real bargain, especially in markets where values are continuing to fall.”

Do I Qualify? According to HUD, borrowers are eligible if: • The home is their primary residence, and they have no ownership interest in any other residential property, such as second homes. • Their existing mortgage was originated on or before Jan. 1, 2008, and they have made at least six payments. • They are not able to pay their existing mortgage without help. • As of March 2008, their total monthly mortgage payments due were more than 31 percent of their gross monthly income. Homeowners should contact their lenders to be sure they meet these and other program qualifications. To apply, contact an FHA-approved lender or housing counselor. Since that time, we have helped more than 360,000 families keep their homes by refinancing with FHA, and we will assist a total of 500,000 families by the end of this year," said FHA Commissioner Brian Montgomery. Thankful or Not By Gary Cocanougher • Avalar Real Estate 2008 President • Williamson County Association of REALTORS As you are reading this article you are probably wondering why a President of a REALTOR organization is acting like Ann Landers. Over the past several months, I have been talking to several of our members about the real estate situation. I’ve asked them to share with me their insights into how they are handling the present market conditions. I would like to share with you some of those answers. Several of the REALTORS that were in business in the 80’s said it was worse then than in the present situation. They also stated that they know it will turn around. The ones that have not experienced a market fluctuation like the present one, are wondering what is happening. So what do you do with the extra time that you have available? Well this is why I am thankful because here are some of the things I and other REALTORS® are doing: • We are serving others and making a difference in the communities in which we live; • Several of our members donated, and then delivered dictionaries to needy kids in our schools; • Coats are being donated and will be given to are children that are in need; • I, along with others, attended a mentor training session offered through our community service workgroup. I started mentoring a first grade boy on Nov. 4 and I know it will benefit me more than him; • Several of our members deliver Meals on Wheels on a regular basis. “We have been doing this for over two years and to see the gracious look of the peoples face when you hand them the meal is heart warming.” These are just a few of the kind deeds that I see a lot of you doing. We, as an Association, are there to assist and help in any way we can. All year we have been offering great education classes, luncheons, community service projects and many other activities. We are so thankful for the ones that have already

donated to the new building, either by buying the naming rights to a room or purchasing a brick. By the time this article appears, it will be time for our annual Christmas Tree Gala, which your donations will be used to provide Scholarships to local graduating Seniors. I am thankful for our staff, officers and directors of the WCAoR. I see their work everyday and know they are making this a better Association through their dedication and hard work. And last, I am very thankful for you letting me serve as your president this year; it has been a very rewarding experience for me. We have continued to build on the accomplishments achieved by the past Boards. I look forward to continuing to help this association in any way I can. To find out more about the RE/MAX network, Realty Line visited with Mike Sumerlin, RE/MAX of Texas marketing manager. Realty Line: You claim one of the benefits of being affiliated with RE/MAX is the ability to survive slow markets. This seems especially pertinent now. Can you explain why you believe this is true? Sumerlin: In times of slower markets, consumers increasingly turn to brand names they know and trust. It is a fact that our associates lead the industry in experience, productivity (sales) and advanced professional designations. RL: Much has been touted about the "100 Days to Greatness” boot camp, an intensive training program that new agents often undergo. What are some of the things that make it so great? Sumerlin: It's a program customized for RE/MAX by Brian Buffini, who teaches agents how to generate business exclusively by referral. Nationally, RE/MAX agents taking the class generate 5.8 transactions and $48,000 in income during the first 100 days of that course. RL: RE/MAX has strong ties with Race for the Cure and the Children’s Miracle Network. How did these associations get started and in what ways do the relationships benefit REALTORS? Sumerlin: RE/MAX is highly involved in the communities and neighborhoods we service. We've donated over $85 million to local non-profit hospitals such as Dell Children's Medical Center in Austin. Many RE/MAX agents donate a portion of the commission proceeds from every sales transaction to the Children’s Miracle Network. These activities, along with others, demonstrate to consumers that RE/MAX agents are good community partners. RL: Why do you think RE/MAX has grown from 21 agents in 1973 to more than

We've expanded to 65 countries around the world because irrespective of culture, language, religion, etc., our system works. RL: Is this a good time to be in real estate? What advice can you offer agents who might be facing some challenges? Sumerlin: It's a great time for people who are committed. Ten times more millionaires are created during a down market as during an up market. My recommendation is to take this time to continue to learn. Education in real estate is just like education in real life.....they guys with the most letters after their name usually (not always, but usually) make the most money. RL: If you could offer just one sales tip to agents, what would it be? Sumerlin: Make certain you have an internet presence that's second to none. From 80-90 percent of business comes from online sources. If your company's Web site is in 3rd or 5th or 8th place in online presence among realty companies, you're sucking wind. RL: What do you most want REALTORS to learn from reading this article? Sumerlin: Most REALTORS with other companies work just as hard as RE/MAX agents; they're reliable, dependable, honest, and dedicated. Our agents don't work harder than you do....but they do have something you don't: Massive National advertising driving enormous traffic to our agents. But— I Want To Build By Steve Klein • Steve Klein Custom Homes For months now every building publication columnist and national economist has recited from virtually the same gospel to America’s homebuyers… buy now at the bottom and benefit from the rewards of large discounts and incentives on finished inventory. Although this has never been truer, this is America and buyers still want what they want. As a design/build custom builder we continue to work with clients who all want a very individualized home. They know the timing is right, materials prices are more stabilized, labor is more readily available, and builders are happy to work on less margin of profit than a couple of years ago. Given these dynamics, buyers still can stub their toe in selecting their “this is our perfect home site.”
Follow My Covered Wagon? Most buyers have a good sense of finding an area that is comfortable for their situation. The site is in the right location, whether teardown, within a master planned development or rural acreage with some level of restrictive covenants. Proximity to shopping, restaurants, houses of worship, medical, and recreation are all fundamental elements of research. School districts play a hand depending on the age of the buyer. Move-up families want great schools, but empty nesters can opt out and cross a district line in favor of a few dollars savings annually on their tax bill. As is often the case they follow other friends who have moved to a specific area for the same intentions as your buyers. This was also how the west was settled. One family ventured out in a covered wagon and the millions of others followed their tracks.
“Sight” Conditions I often counsel potential lot buyers to have a preferred builder visit their preferred “site” prior to closing on it. No offense to the seller or listing or selling REALTOR here, but there are elements of design/build that will definitely impact a buyers overall budget for site and home and whether they ultimately will build or not. A review of restrictive covenants shows minimum square footage requirements,

front, side and rear setbacks, and utility easements. Not all buyers can visualize their 3,000–10,000 s.f home on the site without a builder’s assistance. How wide is a 3,000 s.f. one-story home? Where will my front door be? How close will my back porch be to the a) fairway, b) ravine, c) waterfront? Do I get a view of the a) hill country, b) lake, c) anything from a second story balcony? All too often the buyers intentions cannot be met by any designer/architect or builder for the lot they have purchased which simply results in the site being back on the market for sale to another prospective buyer.
Yes… My Lot is Flat Buyers also need some help in creating realistic budget expectations for their intended residence relative to site conditions. When you consider that what the average buyer wants to live in versus what they wish to spend is often at a 20-25% or more separation, it leaves little if any room for additional budget items relative to making the site work for them monetarily. A several degree slope in one direction or another will add significant cost to design, engineer and construct the foundation. Buyers care little about $50,000 extra worth of concrete footings and steel and more about built-ins, flooring, countertops and name brand appliances. Retaining walls for driveways, pool features and portions of their front or back yard are also very high cost items. Soil conditions vary substantially in the Central TX region from highly expansive clays requiring additional reinforcement to solid rock, which requires expensive trenching and excavation machinery to start your home. Are there any trees that need to be saved or removed and what is the cost of this? Can my driveway come in over here and end up over there? How do I get a circle drive on this lot? Where can the guest quarters or toy garage be situated? How Much For The Variables? There are hundreds of variables in evaluating a site from topography, soil conditions, drainage, intended design of the improvements, HOA approvals, compliance with the myriad of building codes that the buyer’s builders must deal with. Normally within a few hours and a cup of coffee or two these variables can be evaluated to bring the odds of reality closer to the intentions of your buyer. Happy Selling.
