Every year, housing industry professionals eagerly await word from speakers at HBA’s Annual Housing Forecast on whether this will be the year the economy stalls. It’s a prediction that could lead the way for Central Austin real estate prices to fall more in line with the rest of the country. But yet again, the message to about 750 REALTORS, agents, home builders and investors in attendance was that there’s no recession in sight and demand for housing is and will continue to stay strong. Housing industry expert Eldon Rude, kicked off his 18th keynote speech at the conference declaring, “It’s going to be a huge year.”

What is the Outlook for 2020? On Jan. 14, the HBA held its Annual Housing Forecast at the AT&T Conference Center. This is the single largest comprehensive economic and market forecasting event in the region for residential construction and development and one of the HBA’s most popular events, selling out year after year. A crowd of more than 740 joined us this year to hear predictions for the Austin-area housing market.

So, what is the outlook for 2020? All speakers agreed that the Austin housing market is still hot, and is only getting hotter, with this being the ninth straight year of record-setting home sales (ABoR). A continued rise in population, thanks in part to a booming job market, means competition remains tight for homebuyers, especially in the mid-range. In October 2019, the Austin American-Statesman reported that the supply of singlefamily homes dropped to an all-time low. Additionally, home builders are struggling to find land to develop and therefore are moving further and further outside of Austin’s core in response to demand. Below are some additional takeaways from event host/ speaker Eldon Rude of 360º Real Estate Analytics and speakers Julia Coronado from the U.T. McCombs School of Business and Capital Metro President Randy Clarke.

• The greatest demand for new homes was in the $225,000-$325,000 range • Three new home communities in the Austin region topped 500 new home sales in 2019 • Millennials are dipping their toes into homeownership. Younger generations are making different choices, in part based on preferences and in part reflecting still tight credit and expensive housing • To keep up with the population growth, Austin will have to consider going underground for new transportation solutions • Transit and technology will go hand in hand to solve traffic woes. Autonomous vehicle fleets and a streamlined rider ticket/card system like Japan’s Suica card, a rechargeable contactless transit smart card, will emerge • Investments in public transportation directly affect economic returns, jobs created, business sales, and home values near high frequency transit

• Austin’s vibrant economy + falling mortgage interest rates = single-family home starts approximating levels not seen since the peak of the last up-cycle in 2006

It seems the only thing that could get in the way of another big year for new home sales is an unforeseen global or economic shock that would result in a sharp drop in consumer confidence.

• Builders reported strong sales throughout 2019 despite continued price increases, but there is growing concern of rising prices meaning a slowdown in sales

Ways To Increase Your Williamson County Expertise

The NAR Code of Ethics, Article 11, states “the services in which REALTORS® provide to their clients and customers shall conform to the standards of practice and competence which are reasonably expected in the specific real estate disciplines in which they engage; specifically, residential real estate brokerage, real property management….” The article goes on and you can read the Code in its entirety at REALTOR.org. The Texas Real Estate Commission (TREC) 531.3 says that agents should “be informed on local market issues and conditions affecting real estate in the geographic area where a license holder provides services to a client.” WCREALTORS, per our Strategic Plan, is being proactive and dedicated to making sure that our course offerings (and events) will include multiple opportunities to meet geographical competency requirements. Here are just a few of the ways we have implemented this programming in 2020. CITY UPDATE SERIES We plan to host four City Updates in 2020. In fact, we held our first city update earlier this month with the City of Round Rock. WCREALTORS was honored to welcome Round Rock Mayor Craig Morgan, RRISD Chief of Schools & Innovation Dr. Daniel Presley and Round Rock Planning & Development Services Director Brad Wiseman to our campus. These three city officials and representatives presented economic, school and planning updates to 90 members. DATA UPDATE SERIES There will be five Data Updates this year held roughly

every quarter. Our CEO Bryan Hutchinson will teach the one-hour CE class, “Williamson County Economic Snapshot for Real Estate Agents” that will highlight current market data, different taxing entities, school districts, transportation and more. Brokers are also encouraged to host this course for their agents. BUS TOURS Our beloved Bus Tours are back! There will be three bus tours in 2020; East Side (Feb. 27), West Side (June 11) and a niche tour (Oct. 22). Not only do you get to see new properties and developments on these tours, but you will also hear from city officials and government employees about economic updates in a particular city. The City of Taylor will host us again for lunch on the East Side Bus Tour; in the past we have heard from the school superintendent, the mayor and more. In addition to these events our Professional Development department will be hosting courses dealing with issues like septic systems, farm & ranch and transportation. There will also be other opportunities to learn more about Williamson County; one that is coming up in March will focus on the Williamson County Appraisal District and everyone’s favorite, property taxes! Members of WCREALTORS understand buying and selling real estate in Williamson County. Regarding issues unique to Central Texas, such as the ongoing housing shortage and resulting rising prices, the overall theme, articulated by Rude, was that it will be a robust year for the economy, barring, of course, an “unforeseen global or economic shock that would result in a sharp drop in consumer confidence.” But Coronado headed off the analyst’s bet-hedging prediction in her earlier presentation, saying that across the U.S. “a stable service sector and cautious consumers serve as stabilizing forces against recession risks.” Austin, increasing job numbers are still holding strong and steady after a decade and there’s no prediction for when population growth will slow. In fact, it’s expected to double by 2050. Both of these — job growth and the population boom — serve as the foundation for housing demand throughout Central Texas and especially suburbs in Round Rock, Pflugerville and Cedar Park, which are on track to resemble urban Austin. Rude calls attention to specific neighborhoods on the outskirts of Austin that have added a combined several million square feet of office, retail, residential, hotel and entertainment space. He calls it a “Domain-ization” of the suburbs. But overall, there’s no decline in home demand on the horizon. Last year builders started construction on more than 18,000 homes and for 2020, Rude says there will be more than 19,000 new home starts. Year-over-year demand for housing continues to outpace supply as the leasing market in Austin metro has been setting records with fewer units available. For the last half of 2019, occupancy rates were

between 94 and 95 percent. “There are barely enough rentals to accommodate new people in Austin,” said Rude. Thanks to demand, the average citywide cost of rent has increased dramatically over the past decade. In 2010, the cost per square foot was just under $1. By the end of the decade, the average cost per square foot hit $1.54. “So there’s a lot of interest for renters to go into home buying,” said Rude. Some concerns were addressed, too. Over the past five years, the median price of a home in Central Texas quadrupled while, over the same period, the median family income only moderately went up. Common sense suggests that if wages are stagnant, buyers will resist the rising cost of housing, which is what’s been happening in other peer cities. But that’s not happening here. Those who can’t afford to pay $405,000 — the median cost of a single-family home in the city at the end of 2019 — are simply moving farther away, which is creating higher demand on housing in nearby counties. Median home prices there are also increasing, by 1.8% in Hays County to 11.1% in Caldwell County, according to the Austin Board of REALTORS.
