The cells have been considered a hazard since 2016 when a prisoner attempted to hang himself using the bars. The incident prompted a policy of stationing an officer outside when a cell is occupied. “We want to keep the public safe, but also anyone in our custody,” Deputy Police Chief Christopher Ciuci said.

Since the new plexiglass doors don’t allow airflow, ventilation was installed through the ceiling. Also, contractors replaced the cell beds so that prisoners can not crawl beneath them. Ciuci said the project remained within the original $251,165 budget approved by the Town Council in March 2019. Berlin ballers win holiday tournament The Berlin boys fourth grade travel basketball team continued its hot streak recently, as the locals won the Nutmeg State Games Holiday Tournament. To start things off, Berlin rolled by East Longmeadow, Mass., 53-8, and Prospect, 25-8. This earned Berlin the number one seed in its bracket, and a bye. From there, the locals faced Cromwell in the semifinals and won 42-15. The victory sent the team into the finals, where Berlin bested Farmington-Avon 34-27.

Taxes, mental health among new laws on the books January 1 marked one of several dates when large blocks of new laws take ef-

fect in Connecticut. Some of the latest new laws:

Tax changes A handful of items and services will be subjected to the state’s 6.35% sales tax as of Jan. 1. They include safety apparel, metered and other previously exempt parking, dry cleaning and laundry, other than coin operated. Interior design services for individuals will also become taxable in 2020.

Democratic Gov. Ned Lamont originally unveiled plans in early 2019 to create a level playing field and expand Connecticut’s sales tax base by repealing various exemptions and imposing the tax on certain tax-free goods and services, from haircuts to child car seats. He told lawmakers that expanding Connecticut’s tax base “helps to make the sales tax more robust, fairer, and raises the revenue we

need to get our budget into balance.” But like past governors who tried the same thing, Lamont faced strong opposition and ultimately agreed to this much shorter list of sales tax changes. Lamont and lawmakers did agree to repeal the state’s biannual $250 business entity tax, an unpopular fee charged to most businesses in Connecticut. See Laws, A8

Junk fuel tank along river cleaned up MIDDLETOWN – The Connecticut River Conservancy would like to thank Goodwin College for their help cleaning up an abandoned fuel tank along the banks of the Connecticut River in East Hartford. Particular recognition goes to Bryant Harrell, Sr. and Bryant Harrell, Jr. at Goodwin College and their contractor JM Ladd Construction. CRC had been working for years, as part of their annual Source

to Sea River Cleanup, to find help in cleaning up this large piece of trash. The 12-foot long, 3-foot high tank was full of sediment, making it extremely heavy. Goodwin College was developing a riverfront path near where the tank was washed up. With no hesitation they had JM Ladd Construction cut it open and haul it away while finishing the walking path in late November.

CRC still needs help to remove a number of other large items clogging and polluting our rivers in Connecticut. A collapsed oil offload platform in Hartford is becoming increasingly unstable, with untold impacts on the river if it becomes dislodged. Additionally, an abandoned fiberglass boat is stuck on the banks of the river, creating another recreational nuisance and environmental risk. If you or someone you know can help assess and remove these large river hazards, please contact the Connecticut River Conservancy. CRC’s annual Source to Sea Cleanup is a two-day river cleanup coordinated by CRC in all four states of the 410mile Connecticut River basin (NH, VT, MA, CT). Each fall, thousands of volunteers clean the Connecticut River and its tributaries on foot or by boat. Volunteers remove trash along rivers, streams, parks, boat launches, trails, and more.

BERLIN — Shirley B. Recck, 95, of Berlin, passed away on Friday, Dec. 27, 2019. She was the widow of Leon Young and Carmine Recck. Born in Berlin, she was the daughter of the late Ernest and Nellie (Austin) Brown. Shirley was a lifelong Berlin resident and was a member of Berlin Congregational Church. Surviving are a son, Jeffrey Young and his wife Eva of Kensington; a daughter, Sharon Hogle and her husband Michael; and a grandson, Michael Hogle. She also leaves a special niece and nephew Patty and David Strazzulla. Funeral services were held on Saturday, Jan. 4th at 11:00 AM at Berlin Congregational Church. Burial was in The Maple Cemetery with a reception that followed in the church dining room. Memorial donations may be made to Berlin Congregational Church, 878 Worthington Ridge, Berlin, CT 06037. KENSINGTONJanet Denise Dahlgren, 51, of Kensington, passed away unexpectedly on December 27, 2019. Janet was born in New Britain on June 7, 1968, the daughter of Judith Dahlgren of Kensington and the late Robert Dahlgren. Janet was a kind, sensitive, loving, and generous person, always with a beautiful smile on her face. She was a passionate animal lover, having rescued many animals. She was a graduate of Mary Immaculate Academy in New Britain, and Tunxis Community College. She was employed by Sears for many years, then her love of animals led her to a position at Mystic Aquarium. In addition to her mother, she is survived by her brother Robert E. Dahlgren and Anna Sarenas of Newington, her uncle Leon Zabrensky and wife Cathy of East Berlin. Her aunt Verna Delcegno and her husband Carl of Kensington, several cousins, among them, Joseph Delcegno of Berlin and Lisa Delcegno of Norwalk, Kevin Zabrensky of Meriden, Kyle and Kris Zabrensky of New Britain, her step-brother, Bill Dechand of St. Louis MO, her step-sister, Ruth Skodis and her husband Larry of Granby, and her step niece Emily Skodis of Granby. She leaves behind her furry best friend Bailey. In addition to her father, she is predeceased by her uncle Michael Zabrensky

BERLIN- Anthony Manzi, 43, of Berlin, husband of Christine Manzi, passed away peacefully on Sunday, Dec. 22, 2019 at home surrounded by his loving family. Born in New Britain, he was the son of Anthony Manzi Jr. and Beverly (LaChance) Manzi of Kensington. He was a resident of Berlin most of his life and studied saxophone performance at Central Connecticut State University and Sam Houston State University in Huntsville, Texas. Anthony was a member of Kensington United Methodist Church. Surviving are his wife, Christine (Valuk) Manzi; two sons, Joseph Anthony Manzi and Nicholas Daniel Manzi; and his parents, Anthony and Beverly Manzi. He was predeceased by his brother, Joseph Edward Manzi who died in 2002. He is also survived by his many beloved aunts, uncles, cousins. Anthony was a very talented and creative musician and played saxophone, guitar and mandolin. He enjoyed his work as a private music teacher for many years. His talent was extended to all his students and also his sons. Anthony played in many bands throughout the years, including Stanley Maxwell and
