Districts frustrated, supportive of reading program By Jesse Buchanan Record-Journal staff
With fewer than half of third-graders statewide proficient readers, state leaders are implementing new curriculum requirements for school districts. But those changes, mandated in a 2021 Right to Read bill, aren’t universally popular with local school leaders.

right now,” Carbaugh said about his new business.
A local music teacher and pastor is opening up a new music studio to offer space for music lessons and recording.
Carbaugh is a pastor at the Pond Hill Baptist Church. He’s also a music teacher, giving lessons on guitar, ukulele and other similar instruments.
Michael Shawn Carbaugh II plans to open rooms at his Unison Studio for lessons and podcast recording in January. He’ll also begin construction on the recording studio after the Planning and Zoning Commission, during its Nov. 13 meeting, unanimously approved his plans for a property at 36 Broadway. “I think there’s a huge need
The studio will now give him a “brick and mortar” location for lessons, something he said the town is lacking. Music instructors either have to travel to people’s homes — a timely task — or rent space at a music shop, but local teachers have few options. Carbaugh said he plans to offer his lesson rooms to other instructors. He’ll also
have soundproof rooms for anyone looking to record a podcast. Carbaugh said he’ll also teach users how to record and edit podcasts. He hopes to also open the recording studio soon. Carbaugh, who studied music composition in college, said he hopes to help artists record their songs. “I really love that part because I’m composition minded from my degree,” he said. Aside from the studio, Carbaugh is also cofounder of Unison Games Cafe in Hamden.
This month, the state Department of Education announced which districts would be granted waivers, allowing local school systems to continue with their current curriculum. Those without waivers can make changes to bring reading instruction in line with the science of reading methods or adopt reading curricula approved by the state. Meriden, Wallingford, Southington and Cheshire all applied for waivers earlier this year. Only Wallingford received one, affirming its current approach. Berlin and North Haven districts also applied but were denied a waiver, while the Plainville School District was considered “transitional,” which means the district must “add and substitute specific programmatic or curriculum components” to be approved. Local school leaders had mixed reactions to the waiver request results.
‘Science of reading’ According to the state education department, 54.5% or about 19,500 third grade students weren’t proficient in English language arts in the 2022-23 school year. About 3,000 are Black, about 8,000 are Hispanic or Latino, and about 6,600 are white. Right to Read legislation requires school districts to implement an evidencebased scientifically proven reading curriculum beginning in the upcoming school year. “The science of reading highlights the importance of teaching phonemic awareness, phonics, reading fluency, vocabulary development, reading comprehension, and language comprehension,” said Melissa Hickey, director of the state education department’s Center for Literacy Research and Reading Success. “When instruction is aligned to science, this opens the door to a boundless future for students, unlocking multiple pathways, deepening knowledge, and enhancing critical thinking.” Districts could apply for a waiver earlier this year and show that the existing reading programs met the criteria of the legislation or were a “robust alternative.”

Earlier this year, the state education department announced $20 million in American Rescue Plan Act (ARPA) funding to help towns and cities implement new reading programs. Dan Crispino, director of school leadership for the elementary schools, said the city has already been working to align curriculum with the new approach. The change in the upcoming year won’t be particularly dramatic but Crispino said
Just over 40% of Meriden third-graders are proficient in English language arts. Crispino said reading instruction has changed over the years. “It was a lot of checking the pictures, less about breaking down words,” he said. “This is much more, in terms of focusing on those skills, sounds, letters words, writing and grammar … It’s a lot more explicit phonics instruction.” Adopting Amplify Education Inc.’s Core Knowledge Language Arts, one of the stateapproved programs, still requires approval by the Meriden Board of Education. That curriculum was recom-

By that measure Cheshire was showing success using a curriculum it has created. “Last year in third grade, we had the highest achievement Hispanic and Latino population in Connecticut,” he said. There is some funding available if Cheshire decides to pick one of the seven approved programs. Holiday Celebration The Daytime Gardeners of North Haven brought JOY! to the Holiday Celebration presented by the Magical Elf House at the Best Western Plus on December 16 and
17, 2023. Club members used evergreens to decorate the large letters and accented them with red ball decorations and little elves hiding in the greens.
When the Grinch appeared, set on ruining the spirit of Christmas, he quickly got into the spirit of the event, sat down and provided a great photo opportunity for all the
excited children. This was the first time that the Magical Elf House, organized by Jill DeChello, editor of the North Haven Magazine, appeared in North Haven. Let’s
hope for a return visit next year! — Submitted by Sally Brocket

New Year’s Eve is a popular night to go out on the town. It’s customary to usher in a new year with friends and family members, and such gatherings tend to run late as celebrants anxiously await the stroke of midnight. The later a New Year’s Eve celebration goes, the more likely revelers may have to battle a little fatigue on the first of January. With that in mind, celebrants can consider these ways to rebound after a fun New Year’s Eve. n Make a concerted effort to
rehydrate. Though it may be best to avoid or limit alcohol consumption, many people throw such caution to the wind on New Year’s Eve. If you went a little overboard in your New Year’s Eve revelry, make a concerted and consistent effort to rehydrate upon waking up on January 1. The National Institute on Alcohol Abuse and Alcoholism notes that mild dehydration is one of the contributing factors to a hangover. The NIAAA notes that alcohol suppresses the release of a hormone called vasopressin, which sends signals to the kidneys causing them to retain fluid. When a person is drinking alcohol, they tend to urinate frequently and, as a result, experience an excess loss of fluids. Rehydrating the following day can help the body begin to heal. n Do not consume more alcohol. Most people have heard of the phrase “hair of the dog that bit you,” which refers to drinking more alcohol after waking up the morning after overindulging. Though the NIAAA notes that this can provide temporary hangover relief, it also may prolong the hangover, the symptoms of which will return once the “hair of the dog” wears off.
Reading From A7
intendent Steven Madancy. “We would not have submitted a waiver if the state had provided better guidance and options for approved curriculum/programs,” Madancy wrote in an email Tuesday. “That did not exist at our time of submission back in February. Better options and guidance are now in place.” Of Southington’s third grade students, 64.2% are proficient in English language arts. In the eight months it took for the state to decide on the waiver, Madancy said the district’s programs are “now better aligned with the science of reading.”
Affirming a curriculum The one town in the area granted a waiver was Wall-
ingford. That town’s third graders scored a bit below the state average at 48.7% proficient in reading. Tammy Raccio, Wallingford Board of Education chairwoman, said the school district has reviewed “off-the-shelf ” reading curriculum options over the years but found the one developed by local educators better met the needs of students.

“This waiver confirms independent reviewers (who) concluded that our curriculum is outstanding and aligns with the science of reading, including components necessary for student success,” Raccio said. She said Wallingford’s curriculum meets the requirements of the Right to Read legislation without modification. jbuchanan@ record-journal.com 203-317-2230 Twitter: @JBuchananRJ R258060 v4
