Around $2.2 million of the plan would be paid for through the town’s general fund, with the committee having trimmed out $7 million in department requests by finding alternative funding sources or pushing projects out into the future. The remaining $6 million would be paid for through a mix of surplus funds, bonding and grants.

The Board of Education unanimously voted for Mary Ellen Maloney to fill the vacant seat left after not enough candidates successfully petitioned to run last year. Though this is her first time on the board, Maloney said she’s long been active in the
community around the Berlin school system, where her three children were enrolled until her twins graduated last year. “A lot of people would think I'm crazy, but I did enjoy the Board of Education meetings whenever I could go,” the BOE’s newest member said. The board appointed Maloney during its Jan. 13 meet-
ing, elevating her to the seat left vacant when former board member Jake Fisher decided not to run for reelection last year. Maloney will fill the vacancy until the November 2020 elections, when the seat will be back up for re-election for a candidate to fill the remainder of the three-year term, which ends in 2022.

Warrant: Tip led to arrest in October fatal hit-and-run By Lauren Sellew Record-Journal staff
BERLIN — An anonymous tip led authorities to the suspect in a hit-and-run that killed a homeless woman in October. Emanuel Story, 31, of 266 Brooke Meadow Road, was charged Jan. 4 with evading responsibility. He was released after posting $100,000 bond and was scheduled to appear in New Britain Superior Court on Thursday, Jan. 16. Jeremy Donnelly, his attorney, requested a continuance until Thursday, Jan. 30. On Oct. 16, 2019, Janine Wiktor, 58, was struck and killed near Prentice Place apartments, 319 New Britain Road. She died of injuries to her head, neck and torso. Police are familiar with Wiktor, who was homeless and pushed her belongings in a shopping cart, according to Story’s arrest warrant.

Police spoke with the owner of the business, Robert Story, who is Emanuel Story’s father. He told police his son said that he hit a deer on the night of Oct. 16. Robert Story said he “knew something wasn’t right,” and told police the truck had been parked at the business since Oct. 17. Police found black plastic embedded in the broken front grille that was consistent with the bag Wiktor was wearing at the time of the collision, along with a shoe that was wedged near the truck’s undercarriage. Officers also found pieces of a broken vehicle grille and headlight, the warrant said. As they viewed security video from surrounding businesses, police noticed a red pickup truck at a nearby McDonald’s that appeared to have front-end damage and distinct features. Police released the image to the media and public, asking for assistance identifying the vehicle and driver.

Constructing a private road and moving the homes back from the road would limit their visibility from the trails that criss-cross the townowned land on Ragged Mountain.

The Kensington Garden Club had a meeting at the Berlin Community Center on Thursday, Jan. 16 and made Bird Nesting Balls. Materials for the Bird Nesting Balls included a grapevine wreath ball stuffed with cotton balls, yarn remnants, jute, branch twigs and feathers salvaged from an old down pillow. A pencil was used to poke the materials through the ball and a bright ribbon was tied to allow for hanging.
Members will hang the nesting balls in their backyard and watch the birds pull their selection of material and take it away to make their springtime nests.

Lawmakers seek funding for central Connecticut bike trail

State lawmakers are seeking funds to engineer and construct the Central Connecticut Loop, a 111-mile trail from the Arrigoni Bridge in Portland to the commuter rail stations in Hartford and Meriden.
On a beautiful, sunny afternoon on June 22, 2019, Melissa Catherine Sanders and Ryan William Amspacher were married at Christ the King Church, Old Lyme. The Rev. Joseph C. Ash officiated.
Much of the trail is finished in sections, except for 16 miles that needs to be constructed and connected. The largest portion is the 5 miles from Middlefield to Meriden.
The bride is the daughter of Douglas and Deborah Sanders, and the granddaughter of the late Chester and Genevieve Stachelek, of Kensington.
As part of the effort, Middletown is building a new route through Newfield Road along an abandoned trolley line. The new Central Connecticut Loop Trail connector will run from the Farmington Canal Heritage Trail in Cheshire through Meriden, Portland and East Hampton to join the Air Line Trail that runs from Bolton to Hartford.
Exempt tracks leading to Middletown run in a tunnel under the Berlin Turnpike at Baldwins Pond in Meriden. Lawmakers are proposing to develop the Central Connecticut Loop trail, a 110-mile long multi-use trail. Dave Zajac, Record-Journal
Supporters believe the trail will be a strong attraction for cyclists from in- and out-ofstate. Because it passes by rail stations in Meriden and Hartford, it would encourage transportation by bicycle and train.

UConn students charged with shouting racial slurs sue school HARTFORD — Two University of Connecticut students arrested for shouting a racial slur outside a campus apartment complex sued the school Tuesday, Jan. 14 citing free speech rights as they fight officials’ attempts to remove them from school housing.
