CCC plan features four-team mini-tournaments

By Sean Krofssik Record-Journal staff

MERIDEN — A postseason experience was always the goal in place of a typical state tournament in a shortened 2020 fall season.

The Central Connecticut Conference has planned its postseason for the week of Nov. 9 for girls and boys soccer, girls volleyball, field hockey, swimming and cross countr y. “The kids have made a lot of concessions this season, but the y’ve been resilient,” Ma l oney Athletic Director Bob McKee said. “It hasn’t been easy for anybody. Everyone would love to play a true state tournament like in a normal year, but they are happy to have something. “The worst thing would have been a cancellation. We are appreciative to be playing and not taking anything for grante d.” The conference met Thursday morning, Oct. 15 and unveiled its plan shortly after. There are still some details to iron out.

For now, the plan is to have boys soccer, girls soccer, field hockey and girls volleyball start on Monday, Nov. 9 or Tuesday, Nov. 10. All teams qualify for the postseason. Each will play two games. All action will be played at the higher seed. There will be two days between the semifinals and the finals/ third-place games. The soccer and volleyball teams will continue to play in their eight-school pods, with squads seeded seeded 1-8. The top four teams will play a mini-tournament. The bottom four teams will play a separate mini-tournament. Seeding is based on win percentage in case some teams played less than 12 games. Field hockey is a little trickier. Each pod in the CCC has seven teams, so the math i sn ’t as easy as it is for the eight-team pods in soccer and volleyball. The plan is to have the top

Bills and bequests should be paid from a single checking account, either one established by the executor or one set up by your attorney. It is extremely important that you can keep track of all expenditures. 3. Paying bills and taxes. If a state or federal estate tax return is needed -- generally if the estate exceeds $5 million in value -- it must be filed within six months of the date of death. If you miss this deadline and the estate is taxable, severe penalties and interest may apply. If you do not have all the information available in time, you can file for an extension and pay your best estimate of the tax due. 4. Filing tax returns. You must also file a final income tax return for the decedent and, if the estate holds any assets and earns interest or dividends, an income tax return for the estate as well. If the estate does earn income during the administration process, it will have to obtain its own tax identification number in order to keep track of such earnings. 5. Distributing property to the heirs and legatees.

Generally, executors do not pay out all of the estate assets until the period runs out for creditors to make claims. In Connecticut, the Claims Period is 150 days from the appointment of the Executor. Once the executor understands the estate and the likely claims, they can distribute most of the assets, retaining a reserve for unanticipated claims and the costs of closing out the estate. 6. Filing a final account. The executor must file an account with the probate court listing any income to the estate since the date of death and all expenses and estate distributions.

Once the court approves this final account, the executor can distribute whatever is left in the closing reserve and finish their work.

The entire probate process usually takes nine months to a year to complete. KATHY ’S URGENT CARE Clinic had precious time to celebrate anniversary

By Ken Carlson

On Aug. 29, 2015, Dr. Thomas Brown never would have imagined his vision of Kat hy ’s Urgent Care would turn into a community testing center for a global pand e m i c.

Brown grew up in Connecticut and completed his undergraduate degree here, at Wesleyan University, before attending medical school in Dublin, Ireland. The clinic is named after his mother, Kathy Brown, who was one of the most compassionate and kind people you could ever me et.

The doctor has three brothers and two sisters, which made for a very active childhood. One could argue Kat hy ’s Urgent Care was actually started by his mom responding to their many sports-related injuries and childhood knocks and bruises. Her compassion and desire to help all in need planted the seed which Dr. Brown nurtured and grew. One of the cornerstones of Kat hy ’s Urgent Care is to provide access to medical treatment for all. Brown envisioned a place where anybody would be comfortable walking through the doors and receiving the care they need, for any reason. He wanted to serve the greater community and spread the compassion he grew up with. His mother, unfortunately, passed away before the clinic was ever opened, but Kathy’s care lived on through Kathy’s Urgent Care.

Five years later, what should have been a giant celebration, turned to 12-hour days, 7 days a week responding to our global pandemic. When the community needed access to testing, Dr. Brown mobilized Kathy’ s Urgent Care to respond. He vetted the current tests and took the steps to secure a variety of tests to meet pat i e nt s’ varied needs. Currently, they use RAPID 15Min SOFIA SARS test, PCR Traditional lab-test, and the Anti-body blood draw test.

The demand has been overwhelming, and every day cars fill the parking lot before the doors even open. As a result, new staff was recruited and trained, a valet service was hired to help stage the cars, lab equipment was bought to read tests in the clinic, and the processes are changing frequently to better process and serve. The Wethersfield location was seeing 200 cars per day for the last two months, which resulted in an unprecedented 6,000 tests per month, giving critical information to the community and the people the clinic serves. Adding the additional service of mass testing hasn’t been easy, but the response from the public has been overwhelmingly positive. So many individuals have benefited from this ser vice. True to the nature of Kathy’ s Urgent Care staff, they are all determined to provide walkin urgent care while also running the testing center in the parking lot. People still need access to walk-in services like school physicals, vaccinations, checking tick bites, injuries, prescriptions for medicine, certification for CT Medical Marijuana Program, and a host of other c o n d i t i o n s.

Police shooting of Berlin High psychologist ruled justified

By Dave Collins Associated Press

HARTFORD — Two Connecticut police officers who shot a high school psychologist to death during a domestic violence call last year were justified in using deadly force and no charges will be filed, according to a report released Wednesday, Oct. 14. Windham State’s Attorney Anne Mahoney investigated the East Hartford officers’ shooting of 43-year-old John Carras during a violent struggle with him outside his home on Sept. 5, 2019. She concluded the officers reasonably believed using deadly force was necessary to defend themselves against Car ras. Officer Andre Lyew fired five shots and officer Daniel Zaleski fired once as Carras charged at Lyew with his fists clenched while screaming, Mahoney said. The shooting came after Carras had choked his wife to unconsciousness, police said. His wife, identified only as Victim One in the report because she is a domestic violence victim, was seriously injured but survived. Before the shooting, Carras punched Zaleski in his face several times, put the officer in a chokehold, rendered him nearly unconscious and tried to take his gun, Mahoney said. He then rushed at Lyew, who fired a stun gun. The probes struck Carras, but they didn’t stop him. Carras then punched Lyew in the head and tried to throw Zaleski over the deck railing, Mahoney said. Carras, a psychologist at Berlin High School, was later pronounced dead at Hartford Hospital. An autopsy showed he was shot six times and had fentanyl and other drugs in his system. “John Carras became the aggressor with the police officers. He violently resisted arre st,” Mahoney wrote in her report. “At first glance it seems unusual that two armed police officers could not subdue an unarmed man without the use of deadly force.” The report continued, “Decisions made by these officers under duress in the confined area of the deck within seconds are easy to second guess. The officers here responded to what appeared to be a homicide and used voice commands, warnings, physical force, and a Taser to try and contain the enraged su s pect who although unarmed, fought as though he had nothing left to lose.” Mahoney said Carras was known as “a well-respected professional and loving family man,” and her report said there had been no previous history of police involvement at his home. But the report also said Carras “suffere d from intense jealousy” in his relationship with Victim One, whom police previously identified as his wife. Carras began assaulting his wife that day after discovering a text on her phone sent by her work colleague “after school h ou rs,” the report said. Mahoney said neither officer had any substantiated citize n s ’ complaints against them. But she noted that East Hartford police had neither body cameras nor dashboard cameras, which would have “su b st a nt ia l ly ” helpe d her re view of the shooting.

have continued their commitment to Berlin football by being leaders in the community; volunteering their time on Thursday evenings and Saturday mornings to B erlin’s first, second and third grade flag football program. With many young eyes looking up to them, this group of seniors has shown leadership and positivity. I am proud to have my son respect these young men. Unfortunately, their names may not get in the paper for their play on the field this fall, but it certainly should for what they are doing with our town youth. Thank you to Justin Skates, Nick Melville, Nick Jutras, Joe Caracoglia, Josh Bois, Trevor Miano, John McGeever and Michael Barnat. You are a group of fine young men and should be applaude d.

Vote Republican

We are now entering into the spookiest time of the year. The time of empty, ghostly forms posing as state representatives, coming out to fill our mailboxes with written treats of shallow accomplishments and ghastly promises of things yet to come. And tricking you into believing they represent you, work for you, and have your best interest at heart.

Higher taxes, tolls, payments for illegals and destruction of our police force. Now, that ’s scary! Cathy Abercrombie believes in these policies. We need to put these issues to rest. On Nov. 3, vote Republican. Vote Lou Arata for State Repres entative.

The 2020 campaign season gives few chances to meet our candidates. Everyone is social distancing and learning new ways to reach out. I have looked up JoAnn Angelico-Stets on’s candidate page and have spoken to her by phone. She was quite open to listening to my concerns. Now I have a pretty good idea of who and what I can expect when she becomes our State Representative. Her caring and thoroughness, willingness to learn and ability to take stands are all there. I will be voting for JoAnn for 30th District State Representative.
