Fiscal responsibility will continue under the GOP By Sandra Coppola
Over the last few months there have been many halftruths that some would have you believe are 100 percent factual. Mayor Mark and the Republican Town Council members have had to address a large financial hole left from years of irresponsible Democrat leadership. To them, the roads, bridges, dams, communication systems, police
cruisers, fire trucks and buildings have all fallen apart in the last four years. The fact is Democrats neglected these projects over their 12 years of leadership yet still created a $100 million debt. No different from our state under Democrat governors; with their failing roads and bridges and the highest tax increases in state history. It’s never enough for them. They need to create a crisis
to justify more “fees,” and are now looking to add tolls back to the state roads. All of these continue to hurt the working class citizens of our state, and town. Karen Pagliaro will fall into the same pattern as past Democrat Town Council heads. She and the rest of the Democrats on the council would have passed the first budget presented to them each year, relying on increasing bonding, thereby increasing debt, rather than using sound business prac-
tices to have department heads sharpen their pencils. Karen stated at the May 21, 2019 Town Council meeting, “… concern with the mill rate is keeping Berlin from moving forward.” The mill rate determines how much everyone pays in taxes. In order to attract and retain businesses, you need to worry about the mill rate. Otherwise we will see an exodus of businesses and citizens from our town, just like we are seeing businesses leave our state.

If one cares about our senior citizens, then you have to care about the mill rate. How do you remain in a town where the mill rate steadily increases when you are on a fixed income? The Board of Education budget was given a 3.2 percent increase for the 2020 budget. Any reduction in programs or staff is the purview of the BOE not the Town Council. The 2019 BOE budget which just ended has a surplus of approximately $400,000, which was used for capital improvements such as the retrofit of a classroom at McGee and the purchase of equipment for the new school security officers. Mayor Mark will continue to improve the roads and bridges as is stated in the 20year plan that has been implemented. Along with the additional police cruisers, fire trucks and the replacement of the failing communication system, and school security officers, public safety remains a focus. It is not being neglected, as the Democrats would have you believe.

Effort launched to ‘sell’ town center Through a partnership with the Connecticut Main Street Center, the town of Berlin launched its own Main Street Program, which includes recommendations for economic and community development that stimulates business growth and promote the community as an attractive destination for shopping, dining, and recreation. Business and community leaders gathered at the Kensington Fire House on Oct. 3 to officially set in motion Berlin’s Main Street Program.

Participants in the Oct. 3 meeting heard from Tony Valenti, who expressed his excitement to be moving forward with this development and shared his experience with Berlin’s planning processes. Also, the gathering provided a forum for stakeholders to share their ideas for holiday and community events that highlight “Berlin Pride” and to create a formal committee to coordinate plans for future outreach campaigns.

The town’s original program, passed in 2013, allowed for commercial and industrial development or expansions to apply for a 3-year abatement, which reduced taxes by 50 percent the first year, 40 percent the second and 30 percent the next. The changes now allow for longer, more generous abatements for larger projects. If the amount being spent is over $1 million, an extra two years can be added on with a 20 percent and 10 percent tax reduction. All the abatements only apply to the increased value of a project, meaning a $2 million property undergoing an expansion with a final value of $3 million qualifies for an abatement on the added one million.

Sue Willette, a Meriden resident and member of Roadway of Hope Connecticut, a nonprofit promoting awareness of substance abuse and mental illness, said education for parents and children of all ages is key to reversing the opioid crisis.
One of the greatest success stories the HOPE program has had came when Berlin police responded to a call from a concerned mother whose son was struggling with opioid abuse. When officers arrived, they realized it was the same home and same individual that they had administered the overdose-reversing drug Narcan to earlier that day. "We were able to get him into Rushford the following morning at 8 a.m. for an outpatient appointment, and this individual, as far as I know as of about a month ago, the update was he was still in recovery. This was from the first week of December that this happened, so we're going into his 11th

Collins said recovery coaches, who have been through the treatment process themselves, and are provided through the Connecticut Community for Addiction Recovery, are a critical part of treatment.
