Swim-a-thon pulls in funds for injured veterans By Nicole Zappone The Citizen
12-year-old Michael.
Brother-and-sister Michael and Kara Ahern of Plainville teamed up on Saturday, July 17 to host a swim-a-thon at Shuttle Meadow Country Club in Kensington, a fundraiser for their veterans charity Scoops for Troops. Founded by Michael in 2019, Scoops for Troops supports Travis Mills Foundation programs to help post-9/11 recalibrated veterans overcome physical and emotional obstacles, strengthen their families, and get some well-earned rest and relaxation at a retreat center in Maine. “I’m excited to see everyone, and for Travis Mills,” said Kara, 14, who serves as co-president of Scoops for Troops with In recognition of Kensington's 300th anniversary, the Berlin Historical Society designed nine banners celebrating the north-central section of town. The banners, which feature images of historic local companies and structures, can be seen in Kensington's downtown area. A recent social media post by the Historical Society states, "In 1722, residents of The Great Swamp petitioned to change the name of their parish to Kensington (long before the Town of Berlin was incorporated, the only government was the Congregational Church). The Kensington name continued even after the parish split into Kensington and Worthington. In 1785 both became The Town of Berlin." The Historical Society invites the public to view a timeline panorama at its museum Saturdays from 1 to 4 p.m. The museum is located at 305 Main St. "From the museum, you can stroll downtown, have coffee or a beer, and view the banners up close," the Historical Society suggests. In 2019, while on vacation in Maine, the Ahern’s passed by the veterans retreat. Seeing the families there, Michael said, “I don’t want birthday presents this year. I want to raise money so that the children who go to the retreat can get ice cream on the boat like we like to do in the summer.” And Scoops for Troops was born. To date, Kara and Michael Ahern have generated more than $61,000. The recent swim-a-thon fundraiser was attended by more than 20 swimmers, and each participant was tasked with completing 100 laps. New off-leash area approved When the Town Council passed the leash ordinance on Dec. 14, 2021, the meadow area of Bicentennial Park was designated as an off-leash zone until another location could be found. On July 26, 2022, the Town Council voted to designate an area of approximately 50,000 square feet at Pistol Creek as the spot. The parcel is located in the middle of the fairway, directly in front of the handicap parking lot off Spruce Brook Road.
The new off-leash area for dogs will be fenced in and is expected to be completed by the end of August. Once the fence is up, the off-leash area will be available to all residents. Dog owners will be required to have control of their dogs at all times. Once the leash-free area at Pistol Creek is open, dogs will have to be on a leash in all other public spaces in town, including the meadow area of Bicentennial Park. — Press Release

To confirm your polling
Connecticut does not have no-excuse absentee voting but lawmakers did loosen restrictions earlier this year to include caregivers and commuters. The last day to pick up or request an absentee ballot is Aug. 8. All bal-
State law allows voters to receive an absentee ballot if they cannot appear at their assigned polling place on election day because of active service in the military, absence from the town, sickness, religious tenets that forbid secular activity on the day of the election, duties as an election official at a polling place other than their own, or physical disability.
HARTFORD — Connecticut plans to install equipment designed to help prevent drivers from going the wrong way down the state’s highways after nearly a dozen wrong-way crashes led to 20 deaths so far this year. The effort comes as transportation officials nationwide struggle to curtail a surge in fatalities on U.S. roads that began during the coronavirus pandemic. Connecticut’s $20 million planned program would install cameras on wrong-way signs across the state which will trigger flashing lights when a wrong-way driver is detected.
www.berlincitizen.com 500 S. Broad St., Meriden, CT 06450
There have been 11 fatal wrong-way accidents this year in the state, resulting in 20 deaths, according to statistics from the the Connecticut Transportation Institute at the University of Connecticut. That’s up from three fatal wrong-way crashes in 2020 and four in 2021, according to the Institute. Officials said about 80 percent of the accidents involved drivers impaired by alcohol or other substances. Gov. Ned Lamont said state police have increased patrols and other enforcement activities in an attempt to curb the problem.
“Exteriors are my specialty, and interiors my masterpiece!” CALL TOM TODAY!
“I can guarantee you it is not infrastructure related,” Eric Jackson, the executive director of the Connecticut Transportation Institute, told Hearst Connecticut Media. “The roads and off-ramps have not changed in the last year. It is 100 percent a driver behavior and human factors issue. Drivers are behaving badly on the roads.” Nearly 43,000 people were killed on U.S. roads in 2021. That’s the highest number in 16 years, up 10.5 percent over the previous year in the largest oneyear increase since the National Highway Traffic Safety Administration began collecting fatality data in 1975.

Why Nursing Homes Are Not Always Necessary "Aging in place" is a term that is used to describe the ability for people to remain in their homes for as long as possible as they age. This includes access to services that help them as their needs change with time. Aging in place is a valid alternative for many people who do not want to consider nursing homes for the future, but it does require some planning. Here are some things to consider. •
Where will you live? There are a lot of things to consider when it comes to where you will live as you age in place. Is your home all on one level? Stairs can be a challenge as your body ages. Are the bathroom and kitchen accessible or able to be modified if necessary?
•
Who will be your caretakers? Do you have family that you can rely on? What about medical care? If you can no longer drive, how will you get around to run errands or go to important appointments?
•
How will you pay for it? Social Security, retirement planning and long-term care insurance can all be pieces of the puzzle that can help you stay in your own home as you age. Talk with a financial planner early on to set up a plan of action for the future.
•
Who is your support system? Aging in place requires more than medical and transportation support. Emotional health is also important, as loneliness is an epidemic among many seniors who live alone. Have a social support system in place.
•
How will you remain engaged? Finally, it is also critical that you are able to stay active for both your mental and physical health. What kind of exercise will you get? Walks around the neighborhood are a good solution. Do you have hobbies? Will you have a pet?
There are a variety of quality facilities for seniors to consider as they age. Senior Living facilities often offer various levels: independent living, assisted living, memory care. Consider all the factors above when considering where to live during your golden years.

This is not the first time Connecticut has been at the forefront of taking a forwardthinking stance on human rights issues that other states have struggled to work through. In 2005, the state distinguished itself as the second state, after Vermont, to enact a civil union law. In 2008, Connecticut moved beyond civil unions to become the

second state, after Massachusetts, to legalize samesex marriage. Gov. Ned Lamont recently leveraged the Supreme Court decision overturning Roe v. Wade into what was characterized as a business recruiting tool. He urged businesses “to relocate to a state that supports the rights of women.” These examples of accepting a wide spectrum of individual expression — along with progress seen in local schools, municipalities and many faith communities, as well as private enterprise — make Connecticut stand out. This new Hartford Healthcare clinic can be seen as another piece of creating something of a sanctuary state — a place where all are given the freedom to pursue their best lives. OPINION
On matters of child custody and international abduction A recent United States Supreme Court case illustrates how a child custody dispute can have international law ramifications. The mom, a U.S. citizen, married an Italian citizen, they had a child and lived in Italy. With Dad’s permission, she took the child to the U.S. for a family wedding. Then she refused to return to Italy with the child. What now? Dad sought relief in Federal Court in New York under the Hague Convention on the Civil Aspects of International Child Abduction (the Hague Conven-
tion).

lished that the child was wrongfully removed or retained, the member country must order a return. The Convention applies whether the child was taken to the U.S. as in this Supreme Court case or from the U.S. to another member country.
The Convention is consistent with a basic principle of child custody that we see in every Connecticut divorce and custody case — that the child should be protected and the best interests of the child should be promoted. That principle is promoted internationally by the Hague Convention.
Here, Mom asserted one of the limited defenses provided in the Convention. She argued that return would expose the child to “grave risk of physical or psychological harm or otherwise place the child in an intolerable situation” claiming that the dad was physically abusive to her, often in the child’s presence. In response, Dad offered to undertake counseling and other steps to protect the child from that exposure. Whether those would be enough is unlikely but still undecided in the court.

Area superintendents discuss teacher shortage By Jessica Simms Record-Journal staff
Nationwide, public schools have struggled to retain and hire new teachers, creating a staffing shortage. The National Center for Education Statistics reported in March that 44% of public
schools were seeing higher than normal full or part-time teaching vacancies, with 61% of school districts attributing the staffing shortage to the pandemic. The U.S. Department of Education reported that public schools in Connecticut are struggling the most in finding
world language teachers along with specialists and psychologists. “Where we struggle is the areas where there are limited teachers certified for that specific content area,” said Jeffrey Solan, Cheshire schools’ superintendent. “So for example, if we were trying to hire somebody for a Latin opening, the numbers just aren’t there for that.” Solan said the district does well filling positions such as for elementary school teachers where there are more qualified candidates. When it comes to more specialized positions, the district uses a state Department of Education roster of all the people who hold a certification for the position they are looking to fill. “It’s filtered by people who aren’t currently working in that certification area,” Solan said.
Along with that, Solan said they reach out to area colleges and universities that specialize in teaching the area of study they are looking for. Both the Meriden and Southington school districts also have relationships with local colleges and universities that help with quickly filling vacancies. “We have many partnerships with local universities placing student teachers and interns in our buildings giving us early access to potential candidates, especially in shortage areas,” said Steven Madancy, Southington superintendent. While Meriden administrator Louis Bronk said his district hasn’t faced a lot of struggles with hiring, he has noticed the trend of Connecticut teachers either leaving the state to teach or leaving the profession. “While we have not seen a
high number of those types of instances in Meriden, some of my colleagues from across the state have shared that these types of occurrences are fairly frequent in the past year,” said Bronk, assistant superintendent for personnel and talent development.
Reasons for shortage Gun violence and COVID-19 are two issues that “can keep you up at night,” Solan said. Wallingford Superintendent Danielle Bellizzi said while her district has been successful in hiring “well-qualified and committed teachers,” she has noticed the teacher shortage over the past three years, exacerbated by COVID-19. “The past three years have been extraordinarily challenging for educators everywhere, as well as the students and their families,” Bellizzi said. “As with so many other See Teachers, A10

Letters to the Editor Support for Fazzino Editor : I am writing in support of Jack Fazzino for state representative in the 83rd District. Jack was born and raised in this district and has a personal connection to its residents. He is a graduate of the University of Notre Dame and Boston College Law School, and he currently sits on the Berlin Town Council. I have accompanied
Jack this summer as he has walked our neighborhoods and engaged with the voters to learn what issues matter to us. Jack is open-minded, listens to constituents, and offers practical solutions to help our community. Now that Cathy Abercrombie is retiring, we need a leader in the 83rd District who will continue Cathy’s great work and commitment to its residents. Jack is that person. Ron Weller, Meriden

“Having open and honest discussions on where staff and students stand with these topics and responding to the needs as they arise is extremely important,” Bronk said. “Our focus as a district has been to promote a culture in each school that is supportive and understands the needs of all stakeholders, including our staff.” A teacher’s salary is also a reason for the teacher shortage, Madancy said. “In some parts of the nation, I am not sure teacher pay is commensurate with the cost

of living and demands of the job, (which) has become far more complex and multifaceted than even 10 years ago,” Madancy said. “Also, I think young professionals are considering the amount of student debt they might take on for a bachelor’s and master’s degree, which is required in Connecticut within a certain amount of time of obtaining employment, being much higher than a starting teacher’s salary.”
Scrutiny Years ago, even though teachers knew that the profession would have them earn “a modest living,” Madancy said teachers went into the profession because “they wanted to seek out careers they felt were rewarding and supportive.” “Public education has come under so much scrutiny and attack by special interest and political groups these past couple of years that some feel the job is too stressful, thankless and less than rewarding,” Madancy said. “Gone are the days from when it was a calling.” While there are struggles, Solan said that being a teacher is a way to help children become problem solvers and quality people. jsimms@record-journal.com 203-317-2279

It’s a fantastic way to promote local flowers in the area. I think there was a pretty big movement toward local vegetables and fruits and all types of things like that. Julia Summers, grower and designer of Florals by Julia in Southington, just joined the collective this year. She works at the Lewis Educational Agricultural Farm in Southington where she grows her flowers.
Billip said the collective is mainly a wholesale market for designers. Florists can stop by to pick up flowers from 8 a.m. to 11 a.m.
So, on Thursdays and Fridays, the market is open 8 a.m. to 10 a.m. for the public.

The collective, which first started in 2019, was originally based in Branford, subletting a space at Flower Wonderland. Now, the group has its own building in Meriden at 5 Cross St. and is open Wednesdays for just florists and Thursdays and Fridays for the public and one Saturday a month, from 10:30 a.m. to 12:30 p.m.
“Of course on Thursdays and Fridays most people have work, so they can’t necessarily come in,” Billip said. “We’ve had one Saturday market so far and it was a huge success and people were really excited about it, so we’re going to try to do it once a month.”
