Murder case with North Haven link continued By Lauren Sellew Record-Journal staff
NEW BRITAIN — A man charged in connection with the 2017 murder of a 25year-old hotel clerk appeared in New Britain Superior Court last week.
of a high-capacity magazine. He is accused in the shooting death of Pratikkumar Jagani, who was found dead at the Days Inn, 2387 Berlin Turnpike, around 2:30 a.m. on July 2, 2017. Jagani, of Berlin, was the night clerk at the hotel.
Rahheem McDonald, 37, is charged with murder, criminal possession of a firearm, possession of a firearm without a permit and possession
During the Wednesday, July 31 court appearance, McDonald’s case was continued to Tuesday, Aug. 13, according to the state judicial
website. He is held on $2 million bond. Police found Jagani behind the clerk’s desk with a gunshot wound to the head. Security video shows McDonald speaking briefly to Jagani before shooting him three times, according to McDonald’s arrest warrant. McDonald was seen on video running from the motel. A short while later, state po-
lice discovered McDonald was in custody in North Haven after a collision on the Hartford Turnpike. North Haven police said McDonald struck another car, causing it
to roll over and injuring two people. McDonald fled on foot and was found by police walking in the woods. See Case, A7
Connecticut urges Washington to follow its lead in gun laws By Susan Haigh Associated Press
HARTFORD — Connecticut politicians and gun control advocates on Monday urged the U.S. Senate to return immediately to Washington, D.C., and follow the state’s lead in passing stricter gun laws, including some with bipartisan support. Frustrated by news of more mass shootings since the 2012 attack at Sandy Hook Elementary School in Newtown, many at a state Capitol rally said Connecticut has managed to pass legislation since that tragedy that could be replicated in other states
and nationwide. That includes an expanded ban on assault rifles and large-capacity magazines and enhanced background checks. More recently, the Connecticut General Assembly enacted legislation limiting domestic abusers’ access to guns, banning bump stocks and requiring new gun storage rules. “This can be done in Congress, with the right amount of courage,” said Jeremy Stein, executive director of the group Connecticut Against Gun Violence, told a crowd of about See Guns, A11

Father and son dentists consolidate practices By Everett Bishop The Citizen
After years of practicing at separate locations, father/ son duo Dr. Joseph Gargano and Dr. Ted Gargano, consolidated Gargano Family Dentistry to one main location at 21 Washington Ave. The change came about last year, with Oct. 2 being their “first operational day” according to Dr. Ted. Dr. Joseph opened up the family’s first office on Elm Street. After graduating from the University of Connecticut in 2015, Dr. Ted operated the family’s second practice, on St. John Street. “I have a flashbulb memory of being on the bus when I was a kid, I think it was fifth grade. It was this weird moment where I was like ‘You know what? I want to do dentistry.’ That was the first real memory I have of wanting to be a dentist,” said Dr. Ted.
“They have been a firm dentistry that’s been here in town for quite some time,” he said. “I was delighted to see they kept the architectural charm of the building that had been there for decades on Washington Avenue, that back in the ‘40s and ‘50s was a residential home.” Freda said that when he went on a walk-through of the building, he was struck by how the practice had managed to “blend the past with the present” when renovating. Moving forward, Dr. Ted said he wants to see the practice grow into something “manageable,” and his own.
With advancements in dental technology, Dr. Ted wants to be on the cutting edge of dental science and is looking to “push the envelope” when it comes to adopting new tools and procedures. However, Dr. Ted indicated that being a good dentist goes beyond just physical tools. “You will get that patient who’s extremely afraid, but they come because they have a problem and they recognize that problem. I have to get that person to a point where I can do what they are literally most afraid of and make them feel comfortable.” he said. “When I’m able to do that, that is incredibly rewarding to me.”
Dr. Ted Gargano, in his Washington Street office, with a 3D image of his teeth. Photos by Everett Bishop, The Citizen
From that moment on, he said that it was “always the plan” to join his father’s practice and eventually take it over.
The Gargano family has been a part of the North Haven community for decades. Though Dr. Ted grew up with his family in Branford, Dr. Joseph has been practicing dentistry in North Haven for almost 40 years.

There is an exception to the 5 percent cap for any PEG channels that are “required” by municipalities. However, the order is vague on what they define “required” as. “It’s so obtuse that it’s hard to know what the effects will be,” said Susan Huizenga, executive director for Wallingford’s WPAA. “What the FCC is saying is, people who represent local governments, whose rights of way are being used, are ‘bad actors.’” Mann believes that NHTV’s PEG channels “would be exempt” but also recognizes that there is “a lack of clarity at this point.” “On the one hand, if cable television companies are using public rights of way, they need to pay for it,” said Mann. “However, some towns have been making egregious demands like asking them to fund parades.” If North Haven’s franchise fees are capped at 5 percent, Freda is already planning on how to continue funding production across the town’s three PEG channels.

“We will quickly determine what the total dollars will be and then we will look to continue to support NHTV to ensure that there’s no adverse effect on filming the meetings, that everything continues seamless,” he said. “We will deal with the complexity of floating the funding to keep NHTV in operation.” Freda said that the town “will find the funding” without raising taxes and will be sure to include funding NHTV in next year’s budget. “From a former CEO of a billion dollar company, now as a government leader, I see this on both sides,” said Freda. “There’s nobody on the corporate side that’s going to tell me that out of hundreds of channels that these cable companies have, that three channels are going to make a difference to them.” ebishop@record-journal.com
