Attorney Mark Sciota Town Attorney Town of Southington 75 Main Street P.O. Box 610 Southington, CT 06489 Re: Chief John Daly Dear Attorney Sciota: I understand you have been instructed by the police commissioners and town councilors to help retain an independent and knowledgeable individual to examine whether there were improprieties committed by the chief in connection with his efforts to hire Eric Daigle. On behalf of Chief Jack Daly, I am writing to make it clear that we are looking forward to the appointment of an investigator. Chief Daly's name has been dragged through the mud by selfish employees who are angry that Chief Daly wanted to appoint Eric Daigle to.a captaincy rather than one of them. We anticipate an independent investigation will put an end to this ugliness. Some citizens may be misled when they read in the newspapers that Mr. Daigle is a supernumerary. They might have jumped to the conclusion that he is not as qualified as others in the department. But the truth is that Mr. Daigle is a retired state trooper, highly trained and credentialed, and also an attorney in a prestigious Hartford law firm, specializing in cases germane to police work. He is as qualified as any officer in the department. Chief Daly has taken advantage of Mr. Daigle's peculiar knowledge and ability to bring in more than $400,000 in grant money to the police department. The suggestion that is being bandied about in the newspapers--that public money was spent unwisely

on Mr. Daigle -- is ridiculous and slanderous. Mr. Daigle has brought into the town treasury ten times the money he has received in pay since 2005. The rumors being spread by disgruntled members of the department reveal a great deal about them. First, the charges are misleading and untrue. Second, most of the charges are very stale, some of them pertaining to events that allegedly happened four or more years ago. Since the individuals who brought the charges are officers sworn to uphold the law, one has to wonder why they waited until now to bring up their allegations. 'am sure the investigator will pursue that inquiry. Please keep me informed of your progress in retaining a qualified investigator, and we will certainly cooperate in every way. Sincerely,
