Vietnam era vets honored 50 years after withdrawl By Nicole Zappone The Citizen
The Town of North Haven honored local veterans who served during the Vietnam era at a well-attended April 3 ceremony held at the high school. The Vietnam era spanned Nov. 1, 1955 to May 7, 1975, and March 29 marked 50 years that the last American combat troops departed Vietnam. Since 2017, National Vietnam War Veterans Day has been recognized on March 29. Captain James Cifarelli poses in his office at the Wallingford Police Department on April 19. Gun safety The North Haven Police Department, in conjunction with Project ChildSafe, the nationwide firearms safety education program, is distributing free firearms safety kits to local residents. Pathway project The North Haven Garden Club announced its membership in the Pollinator Pathway Project, an effort which brings awareness to the need of planting trees, shrubs and flowers to support pollinators such as birds, insects and wildlife. Residents are invited to participate in the project by identifying their own pollinator garden. Then, visit the Garden Club booth at North Haven’s Earth Day celebration on Saturday, April 29 at the high school and add your property to the NHGC Pollinator Pathway map. Chief Executive Officer at Girl Scouts of Connecticut, Diana Mahoney, notes that local girls and troops received their cookie delivery on April 1 to fulfill initial or-
ders. Cookie booth sales began that same day at local restaurants and stores, and will continue until May 7. The easy Cookie Finder system on the gsofct.org website allows customers to support a local troop by entering a zip code and finding a cookie booth sale in their community. eople are living longer, a reality that can be traced to a number of factors, including advancements in medicine and greater dissemination of information regarding preventive health care. According to data from the United Nations Population Division, the average life expectancy in the United States is 81.65 for women and 76.61 for men. Canada has even higher life expectancies, at 84.74 for women and 81.15 for men.

As people live longer, some may outlive their significant others and ultimately find themselves once again interested in sharing experiences with a special someone. Seniors ready to re-enter the dating pool may find that things are quite different from what they experienced as naïve teenagers or young adults. CTDOT: Creating cleaner, safer transportation The Connecticut Department of Transportation joined other state DOTs, transit agencies, advocates, and groups nationwide to celebrate Earth Day 2023. Saturday, April 22, marked the 53rd anniversary of Earth Day, and the theme, Invest in Our Planet, is
deeply connected to the work of CTDOT. “We are doing everything we can at CTDOT to reduce transportation emissions through smart infrastructure and service investments. We know the transportation sector is the single largest source of carbon emissions in Connecticut, and we have a responsibility to be part of the

CTDOT has proposed a target VMT per person reduction of 5 percent by 2030, which is equivalent to 1.21 miles less per person each day and 433.17 miles fewer per person each year. Drive Less Challenge. The Drive Less Connecticut Challenge is an annual event that runs from Earth Day through the end of May to encourage residents to drive less and instead use the state’s bus and rail systems, or carpool, vanpool, bike or walk. The campaign’s goals this year are to eliminate 275,000 pounds of emissions and 20,000 car trips, and to reduce the miles driven by single-occupant vehicles by 300,000 miles. UI: Smaller electric bills expected this summer Press Release
United Illuminating announced last week that the company completed its procurement process for energy supply for the six-month period beginning July 1, and forecasts that customers on the Standard Service rate will see significantly lower bills this summer. Per statute, UI will file the results of its procurement and an updated Standard Service
price, which it receives from energy generation companies, with the Public Utilities Regulatory Authority the week of May 15. “The energy generation rates that went into effect in January have been challenging for our customers, so we are pleased that with our completed procurement we can say with confidence that customers can expect a significant decrease to the generation rate on their bill this
summer,” UI President and CEO Frank Reynolds stated. “While a lower generation rate beginning in July is welcome news for customers, we know that the significant structural issues in the New England energy market that led to this winter’s exorbitant price increases remain, and we will continue to call for accountability and reform until the market delivers the stable, affordable pricing and reliability our customers de-
serve,” Reynolds added. “At the same time, we continue to focus on doing everything we can to help our customers, including holding customer engagement events throughout our service territory, and making sure customers know about the programs we offer to help them manage their bill.” To help customers manage the unprecedented spike in energy supply costs, in January 2023, UI announced the
implementation of an urgent financial relief package that will deliver approximately $40 monthly in direct financial relief to customers enrolled as financial hardship between January and April.

Donna Denby used to sell antique buttons — most of them made before 1930, some adorned with early Disney characters, and no two alike — but in 2020, the pandemic effectively shut down her business.
She thought she could wait it out and dipped into her savings to cover her living expenses. But as the months ticked by, she fell further behind on the mortgage for her Monroe house. She was shielded from foreclosure by pandemic-era protections, but she feared what would happen when those expired.
“I used all my savings just to live, basically,” Denby said. “I wasn’t used to that.” During the pandemic, Congress created the Homeowner Assistance Fund through the American Rescue Plan to offer financial aid to homeowners who have fallen behind on pay-
ments. The federal government also allowed up to 18 months of forbearance, or temporary pauses on mortgage payments. The ARPA money was disbursed to states to establish programs for homeowners. Connecticut’s has seen faster spending in recent
