Friendly competition at ‘Battle of the Badges’ A first-time Battle of the Badges blood drive in North Haven took place Friday, Sept. 20. Hosted by the fire department at Northeast Company No. 4 at 366 Washington Ave., the event provided firefighters and police officers with some friendly competition while donating to a good cause. However, in the end, victory went to the firefighters, who were able to bring 18 people to donate. The police department brought in 11.

The blood drive was held in

donations are vital. According to Brookhaven National Laboratory, one pint of blood can save the lives of three people.

Blood donors at the “Battle of the Badges” were asked to write their name under the team they were supporting: Team Fire or Team Police.

“It’s one of those things where you drive by and you’re like ‘whatever.’ But it took 20 minutes and my one pint of blood in 20 minutes could arguably save three lives,” Martus said.

Jen Caldwell was endorsed by the men and women of the Democratic Town Committee, all of whom live here and many who participate on a voluntary basis on boards, commissions and civic organizations. That is how it works. We choose who to nominate and endorse, and for whom to vote.

Pretty clear, I hope.

The Democratic primary for Fire Commissioner is over, and we have a new candidate in Jen Caldwell. Congratulations are in order. There seems to be a lot of confusion about the primary and politics, so I am writing this to help clarify. The Democratic party in town is the minority party, but like everyone in America we have rights. That includes the right to nominate and run party-endorsed candidates when they get enough votes from our committee. The unendorsed candidate then has the right to primary. Registered Democrats then have the

So, no, the fire commissioner does not just serve the firefighters, as some people have asserted. Nor should the firefighters choose the commission that oversees their department. Firefighters should be funded by taxpayers, and as a citizen, I have and always will support them. Jen Caldwell will support firefighters and taxpayers alike.

Local youngsters Alexie Petrov (age 8, Woodbridge) and Lily Liu (age 8, North Haven) manned a lemonade stand at the Fitzgerald Cornfields in Woodbridge on Sept. 15. An estimated 40 people visited the stand during its four hours of operation, purchasing lemonade and chocolate chip cookies (Canine friends enjoyed free dog biscuits.) The day before setting up the stand, Alexie, Lily and Alexie's brother, Niki Petrov, made cookies, lemonade, posters, a banner and flyers. The profits from the stand – $271.16 – were donated to the Humane Society of Grand Bahamas. Roughly 110 dogs and cats died after a storm surge hit the Bahamas shelter during Hurricane Dorian. STATE

Gov. Lamont: Forget spending projected surplus By Keith Phaneuf © The Connecticut Mirror

cost overruns, including $30 million in Medicaid, $20 million in legal settlements and other adjudicated claims and $6 million in the Department of Correction.

Gov. Ned Lamont used his routine, monthly budget forecast Friday to send an unconventional message to the General Assembly: Please put requests to restore spending or repeal tax hikes on hold. At first glance, the $84.3 million surplus projection issued by the Office of Policy and Management is hardly a sharp warning, even given that the budget’s General Fund was designed to run $141 million in the black. It is not quite three months into the new fiscal year. Tax receipts and other revenues are on schedule. Revenue shortfalls usually are the culprit behind any major deficit. The administration is projecting nearly $57 million in

On the other hand, the fiscal year doesn’t end for another nine months and 10 days. The last few administrations rarely disclosed spending problems during the first quarter of the fiscal year, noting there was plenty of time to cut costs elsewhere before June 30. “This month’s revision reflects the reality of managing a state budget across the course of an entire fiscal year,” said Melissa McCaw, Lamont’s budget director. “We must and will remain vigilant to keep ourselves in balance and to keep this state on the right track financially.” So why is Lamont ringing

the fiscal caution bell, albeit not a full-blown fire alarm, this soon in the fiscal year? The reason is talk. Since the regular 2019 General Assembly session adjourned on June 5, lawmakers from both parties have talked about revising the new, two-year plan they adopted. Some Democrats and Republicans have objected to a new Medicaid-rate-setting policy that reduces payments for nursing homes with largest numbers of vacant beds. This will cost a total of nine facilities an estimated $5.3 million across this fiscal year and next. Lawmakers also balked at a new 1 percent sales tax surcharge on meals and other prepared foods. And even though the Department of Revenue Services revised instructions Thursday, Sept. 19 to grocery stores, directing

The budget also includes hundreds of millions of dollars in efficiencies and other savings the administration must achieve now that the fiscal year is underway. These savings mandates imposed on governors by legislatures are nothing new, but also traditionally trigger grumbling from lawmakers as the chief executive actually holds back funds from various agencies to fulfill the task.

And legislators have known since late May that Lamont reached a tentative deal to resolve a lawsuit Connecticut’s hospital industry filed against the state in 2015 regarding its hospital provider tax. Though the bulk of costs tied to that settlement are expected to be drawn from last fiscal year’s surplus, administration officials have warned this settlement also could shift numbers in the current budget. Lamont wants legislators to return to the Capitol this fall to ratify that settlement and to consider a new 10-year plan to finance transportation infrastructure work. See Lamont, A12

But the one chemical Dahl is most worried about among kids is nicotine.

Local poets Jessica Haeckel, Kelsey Perkins and Alexie Petrov.

“Nicotine is a stimulant and it’s also addictive,” she said. “Adolescent brains change until you’re 25 years old. Once you change the wiring of your brain, it doesn’t always change back.” One of the issues that may not be reversible is someone’s natural ability to create dopamine because of nicotine’s ability to produce nicotine in the smoker’s or vaper’s brain. “The only way they’re going to get to feeling the way they did before is to get more nicotine on board,” she said.

Dahl also shared the many ways kids are able to sneak vape pens and e-cigarettes into schools, such as a watch that functions as a vape and storage containers that are disguised as hairbrushes, deodorants and soda cans.

“Like a liquor store, I card every individual that comes through the door,” he said. “Even though it is a chemical similar to caffeine and can do no serious damage to your body, it is still an altering substance that should be avoided unless you already use it.”

“We need to get this stuff away from kids,” Dahl said. Bill Crespo, owner of Hohmtown Vapors in Hamden, shared his own concerns about vaping and nicotine consumption among adolescents.
